    S eoul, South Korea Sulyapinoy has beenvaluable in helping unite the Filipino Community,facilitate assistance to fellow workers, promoteinformation and bring the concerns of Filipinos to theattention of the Philippine Embassy, said Philippine Ambassador Luis Cruz in his speech during SULYAP1st Anniversary Celebration last Nov. 2 at ColumbanMission House.

    More so, he discussed major issues currentlyaffecting Filipino migrant workers in South Koreaparticularly those workers under the EmploymentPermit System (EPS) sector.

    Korean Won depreciationThe ambassador pointed out the looming effect of global economic crises to the currency rate betweenKorean Won and US Dollar affecting OFWs salary. Inlife, challenges abound. You no doubt feel, right nowthe effects of the financial crisis. The Korean Won hasdepreciated. KRW 1,000,000 used to amount toaround Php 50,000 but in the past few weeks, theKorean Won lost as much as 20% to 30% of its valueas compared to its strength at the beginning of thisyear, Amb. Cruz commented.

Glenn Giovanni Jaron whoexemplified outstanding services among OFWs inSouth Korea last Nov. 2 at Columban Mission House.

    Philippine Ambassador Luis Cruz led the awardingceremonies during the first anniversary celebration of SULYAPINOY. In a span of one year, SULYAPINOYhas become a channel in reaching out our kababayanthrough its newsletter and website. It has become notonly a voice for EPS workers, but for all Filipinos andeven foreign workers as well. You have come this far by faith with action. Through achievements andchallenges, you persevered and created a model for success, Amb. Cruz said. (turn to page 7)

    I taewon, Seoul Amid the ongoing financialcrisis and the reported abolishment of freeaccommodation and meal benefits of workers under the Employment Permit System, Filipino EPSWorkers Association (FEWA) supported the finan-cial literacy campaign of the Philippine Embassylast Nov. 9.

    Aimed to promote savings consciousness andimprove the current financial management skills of

    OFWs while working in South Korea, the FinancialLiteracy Program (FLP) is a tool for information toempower OFWs on how to save and the know-howto start a small business as part of the reintegrationprogram of the Philippine government for our modern heroes.

    Abolishment of free accommodation and foodbenefits Also, Amb. Cruz shared the MOL plan to abolish thecurrent employers provision of free accommodationand food benefits to the EPS workers. He reportedthat during the meeting conducted betweenPhilippine Overseas Labor Office (POLO) and theMinistry of Labor together with Korea Federation of Small and Medium Enterprises (SMEs) last Oct. 14,MOL explained that the move was primarily toequalize the benefits between a foreign EPS worker and his Korean co-worker. Some Korean employershave also demanded to take away the said benefit.

    It was also explained that a study or survey will beconducted to come up with a uniform cost of accommodation and food which will be shoulderedby the worker. The uniform cost will be circulatedamong EPS employers for their reference.

    Despite of the move, it was also emphasized thatthe provision of accommodation and food benefits isstill be possible and will be a matter to be agreedupon between an employer and a worker. MOL alsoclarified that it will not issue a

    Since 2004, reported problems and issues like indus-trial accidents due to inadequate supply of industrialprotective equipment, physical and verbal abuses,unpaid benefits, overtime work and salary, uncomfort-able accommodation particularly during wintertime

    EDITORIAL

    Recently, the federation of Korean employers of thesmall and medium-scale enterprises hasannounced its plans for the forthcoming renegotia-tion of the Memorandum of Understanding (MOU)of the Employment Permit System. In relation to theprovisions of the benefits of the workers, someemployers suggested the abolishment of thecurrent inclusion of free accommodation and meal.Instead, the workers are subject to shoulder all theexpenses for the said basic needs.

    The EPS Workers Association (FEWA) together with various labor groups firmly support the generalwelfare of the workers with the inclusion of comfort-able accommodation and meal to the standardlabor contract as benefits of the workers under thesaid labor program.

    Currently, EPS workers longlist on monthlydeductions includes income tax, inhabitant tax,health insurance, unemployment insurance, andnational pension contribution plus the high cost of living which significantly affect the monthly remit-tance send home to our families.

    Moreover, the suggested abolition of such benefitsthough no Korean labor law would be violatedremains inhumane treatment for every foreignworker who has the right for protection on basicnecessities like shelter and food since the LeeMyung-bak administration campaign slogan is pri-marily focused on the maturity of the country to-ward globalization.

    Engaged in 3-D (dirty, difficult and dangerous) thatmost Koreans avoid, threatened job security andaggravating economy brought by global financialmeltdown, foreign workers who have provided

    and violation of labor contract have confronted bothSouth Korea and the sending countries includingPhilippines with regard to the labor agreementwhich is considerably new and on trial and errorstage.

    We strongly urge our Philippine government tokeep firm in promoting the general welfare of allOFWs including the EPS workers rights toreceiving free accommodation and meal since theMOU on labor program between ROK and thePhilippines is set to be renegotiated and ratifiedanew before the year ends.

    Also, the Korean lawmakers should set someprovisions in the Korean labor laws considering theimportance of the accommodation and meal and besolely provided by the employers for the welfare offoreign workers during the employment period.

    The Ministry of Labor (MOL) should also includethe Standard Labor Contract (SLC) as integral partof the MOU of the Employment Permit System tocurb a number of the reported complaints in theviolation of contract the agency has continuallyreceiving.

    To our fellow EPS workers, who continuously givesupport to the economy of both South Korea andthe Philippines despite 3-D work, exposure tohealth risky job, work-related problems, longlistdeductions on salary, Korean language difficulty,homesickness, global financial crisis and someother issues. Let us keep proving our worth of being highly motivated, skillful and hardworkingworkers for we are much deserving of what wevebeen receiving as work partners of Asias fourthlargest economy.

    by Elizer PearandaI always wanted to share whatever Ive learned andinitiate changes for our community, shared ConsulJuan Jed Dayang Jr. during his Financial LiteracyCampaign Seminar, the flagship project of the gov-ernment, among Filipino communities in South Ko-rea. At 36, he spent valuable public service and experi-enced challenging lives in the peninsula since 1993up to 2008 -as scholar and the Second Secretary andConsul of the Philippine Embassy in Seoul.

    Empowering Oneself thru EducationIn 1996, he earned his scholarship on MBA Major inIndustrial Business and Economics with highesthonors at Graduate Institute of Peace Studies inKyung Hee University (Seoul) and became the firstforeigner elected as president of the student council.I held the position for I wanted to speak out as Fili-pino and support our OFWs who suffered from work-related abuses based from news articles Ive readwhich prompted me to write proving that Filipinos areno ordinary students and workers in South Korea.

    Having the Best Thesis entitled Philippines in APECand ASEAN: Congruency, he headed back to thePhilippines, focused on Youth Forum on APEC andspearheaded the Youth Forum on APEC andPhilippine Culture with former President Fidel Ramosas guest of honor. I wanted to talk about on howPhilippine culture could sustain itself in globalization,he continued.

    Involving Youth on Politics and Foreign AffairsHis involvement on youth forums has paved the wayto organize the Alliance for Youth Solidarity (AYOS)in 1997 to ensure the voice and the rights of theyouth for the first partylist election and for havingreceived 67,000 votes nationwide enough for AYOSproclaimed in the partylist group with one seat inCongress.

    As I get older, I realized that aside from individualcapacity, one needs the support of others for I could-nt do it all alone. Aside for having a social worker mother and a journalist dad, I had my early exposureand knowledge to international issues and began toespouse public service with the global mindset, our young leader shared as he assumed his position in

    the Philippine Embassy of Seoul in 2002.

    As the Administrative Officer, he supervised the dailyactivities of the embassy like personnel, finance,records, communications and properties since 2003. Also, some of the positions he held are as follows:Head, Diplomacy Unit (since 2003); Coordinator, Assis-tance to National Unit (2002-2005); Phil. DelegationLiaison Officer and Head of Support Group to APEC(2005); Chair, first Absentee Voting (2003); ArrangedConferment of honorary PhD of Laws to President Glo-ria Macapagal-Arroyo by Kyungsung University-Busanduring the APEC Summit (2006); Chair, Working Groupof ASEAN Sub-Com of the ASEAN 40th AnniversarySeminar in Seoul (2007); and Coordinator, FinancialLiteracy Program for OFWs (March 2008).

    Taking Actions, Views and PossibilitiesFor six years, the Philippine embassy has beenproactive to issues confronting our OFWs and helpednegotiate with the Korean government in solving andmaking improvements. Ive worked with four

    ambassadors and dealt with issues. It was during thetime of Amb. Villacorte, the embassy put much effortto curb human trafficking by disseminating relevantinformation and rights of the OFWs like our entertainers, he added.

    Thru Employment Permit system, the world recog-nized how Korea becomes more democratic withprograms on labor and for multicultural families. Also,he has been assertive with the possibility for Filipinosto teach English language to Koreans which onlynative speakers are currently allowed. We have theinitiative and if given the opportunity, we can providethem with the best and brightest teachers for Ibelieved they have high regard with our quality edu-

    cation and for our teachers to improve the skills whileteaching and after work contract share the acquiredskills back to our public schools, he suggested.

    Fostering Ties and Support with Filipino CommunitiesThe Filipino community in South Korea has been thestaunchest alley of the Philippine government inproviding services to our expats for years. He firmlybelieved in building public trust, we must listen, guideand be honest to our people for they naturally under-stand our strength and weaknesses. I get inspiredwith our OFWs in South Korea who continuouslybring hope and pride to our country and to God for giving me the strength and wisdom to share thisFinancial Literacy Program (FLP) with full trust and

    support from Ambassador Luis Cruz and friends, heshared.

    Currently, his Masters of Public Administration(candidate for graduation) under the University of Oklahoma with research on Effects of FinancialEducation among Filipino Overseas Workers inSeoul, Korea shows that FLP is effective in increasingthe knowledge as it focused on the subject of chang-ing behaviors and by sharing the knowledge with thefamilies and this campaign on Savings or Save firstbefore Spending is paramount amid global financialcrisis to OFWs and our families back home. ThroughFinancial Education, we take a step closer toeradicating poverty, he added.

Government leaders who attendedthe previous forum of the Asia-Pacific EconomicCooperation (APEC) held in Peru promised that theywill take all necessary economic and financial meas-ures to resolve the crisis. Let us all have faith thatthis issue will be solved soon. And then, having ahabit of offering a short prayer to resolve this crisiswill be of great help too.

    Checking the currency rate is now considered asone of the habits that most Filipinos do everyday.For those Filipinos in Korea earning dollar, theycant hide the feeling of excitement and anticipation.On the other hand, for those people earning won,this situation is indeed gloomy making them feel thattheir money doesnt have value anymore.

    The original price of a small box of milk is 500 wonand now it costs 700 won. Or if we assume that aworkers salary is one million won, it means that itsonly about 700 dollars. This is painful to a lot of Filipinos especially at this time because Christmasis coming.

    It is lamentable that the ongoing economic downturnworldwide makes every Juan dela Cruz suffer more. As reported, South Koreas won slumped 30 percent

    Often than not, people go crazy when their plans are not materialized the way they planned them to be. Simple logic says that there are a lot of things beyond our control.There is Someone who is more powerful than us, He is Almighty and He can make things turn out according to His will. And this is a FACT that we must accept, comprehend, and must not question. Read Jeremiah 29:11~23 about God`s plan for you and me, for all of us.

    I am used to planning things that i want to

    happen in my life. I despise the "bahala na" (whatever will be, will be) system because i don`t want to face the worst when things go wrong. Yet, sometimes, things turn out the way i don`t expect them to be. I used to feel frustrated, thinking i didn`t do well enough to materialize those plans; that i wasn`t able to foresee the hindrances. But then, i realized that whatever i do, whatever preparations and tactics i make or think of, to make every plan (or even a dream) come true, many things are really beyond my control. The only thing that uplifts me in every failure is my belief that God didn`t allow it to happen because He has something better for me. I only need to open up my mind and wait what God has in store

    for me in the future. God has the final word,He`s got the final decision in my life, in our lives. And if all of us will believe in this FACT,every failure will give us a new hope.

    Okay anak padadalhan kita bago mag Christmas. I love you! Ito naman ang isinagot ni Monette isang Ina hinahanap ang mga yakap ng kanyang anak. Ngunit hindi niya basta magagawa dahil nagtatrabahsiya sa ibang bansa.Pagkatapos maibaba ang telepono. Ang daming gastos, at hindi ko na rin alam kung paano pagkakasyhin ang sweldo ko. Karaniwan na sa mga Pilipino na ipagdiwang ang pasko kasama ang pamilya.Ito ay napakahirsa isang migranteng mangagawa na hindi man lang makasama ang kanyang pamilya. Ang iba ay nakakayanan na ito. Kinakaya dahil sa pangangailangan ng kanilang pamilya at para sa kanilang pangarapNapakaraming magulang ang nangingibang bansa para sa kinabukasan ng kanilang mga anak. Minsanhindi naman alam ng mga mahal natin sa Pilipinas kung ano nga ba ang tunay na hinaharap natin sapaghahanapbuhay sa ibang bansa. Nagkakaroon ng hindi pagkakaunawanan sa tuwing mapag uusapan

    ang pinansyal. At para naman sa isang anak, ginagawa ng bawat magulang ang lahat upang matugunanang kanilang mga pangangailangan ng hindi nila mararamdaman ang hirap ng pangungulila.Paano kaya dito sa Korea? Magkakaroon ng ibat-ibang Christmas party ang mga organisasyon. Sigurkahit paano ay mabawasan ang lungkot na dala ng pangungulila sa kanilang mga mahal na pamilya sPilipinas sa pamamagitan ng pakikisama. At sa kaugnayan ng krisis sa pananalapi ay malaking tulong anpagtitipid.Sana sa darating na pasko ay magkaroon ang bawat isa ng kapayapaan at maramdaman nilaang kahulugan ng pasko kahit na tayo ay nasa ibang bansa.
