• Local decisionThe decision to opt-in to the instructional improvement elements of Home Base is yours. We want to help you make the best choice for you.

• The advantage of the kick-off yearWe believe you will make the best decision about the instructional and fiscal benefit of this tool if you have it to use without risk in 2013-2014

• Users will lead the wayWe expect some districts, schools and particularly teachers to run out ahead and point the way for others. We will all learn from them.

• Phased in ApproachWe don’t expect you will use all of the tools at once. Instead you’ll have time to test it out and plan accordingly.
