2. Sub-rule (1)(«) of rule 7 of the principal rules, as enacted by the Animal Diseases (Fowl Plague) (Amendment) Eules (No. 2), 1941, shall be amended —

(i) by the insertion of the words "or carcases thereof other than dressed carcases" immediately after the words " N o poultry" appearing therein; and

(ii) by the addition of the following at the end thereof :—

"The expression "dressed carcase" for the purpose of this sub-rule shall mean a carcase which has been plucked and drawn and from which the following parts and organs have been removed : head, legs from the hock-joint, crop, proventriculus, intestines, gall-bladder and the contents and critical l ining of the gizzard."

I N E X E R C I S E of the powers vested in him by section 16 of the L a n d Transfer Ordinance, the H i g h Commissioner has made the following rules :—

1. These rules may be cited as the L a n d Transfer (Fees) (Amendment) Rules, 1942, and shall be read as one with the L a n d Transfer (Fees) Rules, 1939, hereinafter referred to as the prin­cipal rules.

2. Rule 4 of the principal rules shall be amended by the ad­dition of the following paragraphs at the end thereof :—

"(3) Where any immovable property previously vested in a local council is registered in the name of a municipal corpora­tion in consequence of the establishment of the municipal cor­poration within the area hitherto administered by the local council, no fee shall be payable upon such registration.

(4) Where any immovable property previously vested in any village committee or other representative body, or in the mukhtar of a village, is registered in the name of a local council m consequence of the establishment of the local council within

,the area in which such property is situated, no fee shall be pay­able upon such registration."

1. These by-laws may be cited as the Jerusalem (Insanitary Nuisances) (Amendment) By-laws, 1 9 4 2 , and shall be read as one with the Jerusalem (Insanitary Nuisances) By-laws, 1 9 3 7 , herein­after referred to as the principal by-laws.

2 . By-law 7 of the principal by-laws shall be repealed and the following by-law substituted therefor :—

" 7 . I f the requirements of a notice duly served in accord­ance wi th these by-laws are not complied with by the person or persons on whom the notice is served within the time stated therein, the Council or an officer duly authorised by them may—

(a) prosecute the person or persons on whom the notice was served on a charge of contravening these by-laws, and

(b) execute either before or after conviction the require­ments of the notice, and any expenses incurred by the Council or by an officer duly authorised by them in such execution of the requirements of the notice shall be paid by the person or persons on whom the notice was served."

. 3 . By-law 8 of the principal by-laws shall be repealed and the following by-law substituted therefor :—

" 8 . If the Court before which such offender is brought for trial is satisfied that the nuisance has not 'been abated or that the requirements of the notice have not been carried out, by the offender within the period fixed in such notice, the Court may, notwithstanding the fact that the Council or an officer duly authorised by them may have executed, under paragraph (b) of by-law 7, the works required by the notice, impose on the offender a fine not exceeding twenty pounds, and in case of a continuous offence a fine of one pound for each day during which the offence is continued.' '

I N E X E R C I S E of the powers vested in the Municipal Council of Hai fa by section 90 of the Municipal Corporations Ordinance, 1934, the Municipal Commission of Hai fa , wi th the approval of the H i g h Commissioner, have made the following regulations :—

"Pension to dependants where officer is kil led as result of riot, etc.

1. These Regulations may be cited as the Haifa (Municipal Pensions) (Amendment) Regulations, 1942, and shall be read as one with the Haifa (Municipal Pensions) Regulations, 1938, herein­after referred to as the principal Regulations.

2. The principal Regulations shall be amended by the insertion, after regulation 17, of the following regulation as regulation 18 :—

18.—(1) Where an officer in the service of the Municipali ty of Haifa dies in consequence of i n ­juries which in the opinion of the municipal council were directly attributable to serious and wide­spread disturbances in Palestine, it shall be lawful for the municipal council, with the approval of the H i g h Commissioner, to grant, in lieu of any award under regulation 16 of these Regulations, and in addition to the grant, if any, made to his legal personal representative under regulation 17 of these Regulations—

(i) if the deceased officer leaves a widow, a pension to her, while unmarried and of good character, at a rate not exceeding one-fourth of his pensionable emoluments;

(ii) if the deceased officer leaves a child or children, a pension in respect of each child unti l he or she attains the age of eighteen years, at a rate not exceeding one twenty-fourth of his pensionable emoluments :

Provided that —

(a) if the deceased officer does not leave a widow to whom a pension is granted, the pension in respect of each child may be at a rate not exceeding one-twelfth of his pensionable emoluments;

(b) if the widow of the deceased officer to whom a pension is granted dies during the continuance of a pension in respect of any child, the rate of pension in re­spect of such child may, as from the

date of the death of the widow, be at a rate not exceeding one-twelfth of the officer's pensionable emoluments;

(c) if any female child to whom a pension is granted marries before she has at­tained the age of eighteen years, the pension shall cease to be payable to her as from the date of her marriage;

(d) the aggregate of the pensions payable in respect of children shall not at any time exceed one-fourth of the officer's pensionable emoluments; and if such aggregate would, but for the provisions of this paragraph, exceed that amount, the pension payable in respect of each child may be adjusted from time to t ime, so that the said aggregate shall not exceed that amount;

(iii) if the deceased officer leaves a mother who was wholly or mainly dependent upon him for her support at the time of his death, a pension to the mother at a rate not exceed­ing one-fourth of his pensionable emolu­ments :

Provided that—

(a) if the deceased officer leaves a widow, to whom a pension is granted, the pen­sion to the mother shall not exceed one twenty-fourth of his pensionable emolu­ments ;

(b) if the deceased officer does not leave a widow, but leaves a child or children to whom a pension is granted, the pen­sion to the mother shall not exceed one-twelfth of his pensionable emoluments.

(2) For the purpose of this regulation "pen­sionable emoluments" means the annual pension­able emoluments enjoyed by the officer at the date of the injury; and in the case of an officer not hold­ing a pensionable office, means the emoluments enjoyed by him at that date which would have-been pensionable emoluments if the office held by him had been a pensionable office."

1. These by-laws may be cited as the Nazareth Municipal (Amendment) By-laws, 1 9 4 2 , and shall be read as one with the Nazareth Municipal By-laws, 1 9 3 5 , hereinafter referred to as the principal by-laws.

2 . The principal by-laws shall be amended by the revocation of by-laws 3 0 and 3 1 and the substitution of the following by-laws therefor :—

" 3 0 . The following fees shall be charged . i n ; respect of animals slaughtered in the municipal slaughter house :

I N E X E R C I S E of the powers vested in me by regulation 4 6 of the Defence Regula­tions, 1 9 3 9 , I , C O L O N E L G E O R G E W Y K E H A M H E R O N , Controller of Supplies, being a Competent Authority for the purpose of the said regulation, do hereby order as fol lows:—

1. This Order may be cited as the Defence (Control of M i l l s and Production and Sale of Palestine Standard Flour) Order, 1 9 4 2 , and shall come into force on the fifteenth day of February, 1 9 4 2 .

2 . I n this Order —

"cereal" means any of the following commodities :—

(a) wheat ( b ) rye ־ (c) barley (d) maize (e) millet (dura);

"cereal product" means any product produced by the mil l ing of any cereal;

"flour m i l l " means any of the flour mills set out in the Fi rs t Schedule to this Order;

"manager" means any person appointed as the representative of the owner in respect of any flour m i l l ;

" m i l l " or " m i l l i n g " includes the application of any one or more of the operations (including mixing, blending or sifting) forming part of any process of mi l l ing ;

"owner" means any person who is the immediate proprietor or lessee or occupier of any flour m i l l .

3 . — ( 1 ) N o owner or manager of any flour mi l l shall m i l l or deliver any cereal or manufacture any cereal product or permit any cereal to be milled or delivered or any cereal product to be manufactured or delivered, except under and in ac­cordance wi th the terms of a licence granted to h im by or under the authority of the Controller of Supplies or a Deputy Controller of Supplies.

(2) A licence granted under the provisions of this paragraph may be granted subject to any specified conditions including, without prejudice to the generality of the foregoing, conditions as to :—

(a) the kinds and quantities of cereals which are to be milled in any flour mi l l and the kinds, constituents, ingredients or quantities of cereal pro­ducts which are to be produced therein;

(b) the management and user of any flour m i l l , or any plant or machinery at any flour m i l l ;

(c) the regulation or prohibition of the carrying on of any work in any flour m i l l , or the engagement or employment of any person therein;

(d) the deliveries into and out of any flour mi l l of any cereal or cereal pro­duct.

4 . — ( 1 ) I n this Order "Palestine Standard F l o u r " means a flour produced under that name i n , and delivered under that name from, any of the flour mills set out in the Fi rs t Schedule to this Order, in accordance with the provisions;of this Order or any licence granted thereunder.

(2) N o flour shall be sold in Palestine under the name "Palestine Standard F l o u r " , except flour produced under that name i n , and delivered under that name from, any flour m i l l in manner described in . sub-paragraph (1) of this paragraph.

5 . — ( 1 ) O n the sale by the owner or manager of any flour m i l l , or by his ser­vant, employee or agent, of any quantity of cereal product produced in such flour m i l l and in respect of which a maximum price is fixed in the Second Schedule to this Order, the price to be charged by and paid to the seller shall not exceed that maximum price.

(2) A l l cereal products so sold shall be charged and paid for at the price ap­plicable under this paragraph i n force at the date of their despatch from mi l l or store.

(3) N o owner or manager of any flour mi l l shall, whether by himself or by his servant, employee or agent, in connection with the sale or disposition of any quantity of cereal products produced i n such flour mi l l enter or offer to enter into any fictitious or artificial transaction or make or demand any unreasonable charge,

6 . The owner or manager of a flour mi l l shall maintain a register at the mi l l containing accurate particulars i n the form set out in the Thi rd Schedule to this Order-of all cereals acquired by the owner or manager of the m i l l from the authorised Government Agents. Such particulars shall be entered in the register daily.

7 . The Controller of Supplies or any officer authorised by h im in writ ing may enter upon the premises of any flour mi l l or upon any premises connected with the business of a flour dealer or baker and examine the stocks found thereon and any books or documents concerning any such business, and the Controller of Supplies or officer so authorised may seize and detain any such books or docu­ments if he has reasonable grounds for suspecting that they contain evidence of the commission of a contravention of the provisions of this Order or any licence granted, thereunder.

8 . If any licence granted by the Controller of Supplies or a Deputy Controller of Supplies is revoked by h im, the holder of such licence shall forthwith deliver up the licence as directed by the Controller or Deputy Controller, as the case may be.

I T IS H E R E B Y N O T I F I E D that the Preliminary Notice of Intended Settlement pub­lished on page 1146 of Supplement No. 2 to Palestine Gazette No . 1116 dated 24th Ju ly , 1941, and the Settlement Notice published on page 1382 of Supplement No . 2 to Palestine Gazette No . 1125 dated 19th August, 1941, in so far as the villages of Shatta and Bei t Alfa in the Beisan Sub-District are concerned, is amended as follows :

The Settlement of Bei t Alfa and Shatta notified in the above notices includes Registration Blocks Nos. 23154, 23155, 23156 of Beit Alfa and Registration Blocks Nos. 23157 and 23158 of Shatta, which now forms part of Heftsi B a h .
