SPEAKER BIOS

Chad Poppell

Governor Rick Scott appointed Chad Poppell as the Secretary of the Department of Management Services (DMS) in December 2014. Secretary Poppell oversees the agency that excels in meeting the business needs of state government and its employees so fellow Florida state agencies can focus on their core missions. The Department of Management Services serves more than one million customers by administering retirement benefits and health insurance, advising on human resource policy and maintaining the state’s human resource information system. The department also provides statewide telecommunication services, coordinates real estate and facilities management, oversees the state’s procurement process and monitors Florida’s private prisons and fleet of vehicles.

Hue Reynolds

Hue Reynolds is the Executive Director for the Office of Supplier Diversity (OSD), the statewide office within the Florida Department of Management Services responsible for helping improve business opportunities for Florida-based woman-, veteran- and minority-owned small businesses.

Nellie Nido

Nellie Nido is the Associate Director of Purchasing for the University of Central Florida (UCF); the largest university in the State and second largest in the nation. She oversees the acquisitions staff and the University’s small, minority, women and veteran business enterprise (SMWVBE) program in support of the utilization of diverse vendors. In this capacity, Nellie is responsible for supporting the acquisition of goods and services worth more than $150 million for the university. In support of supplier diversity, she is responsible for developing relationships with local businesses to create an equitable purchasing environment by removing barriers to doing business with the university as well as an enhanced diverse business community outreach program.

Kenneth Hamilton

Ken Hamilton assumed his duties at the Small Business Administration as the Assistant District Director for Business Development for the Northern Florida District in June 2006. In this capacity, he is responsible for supervising the district staff and overseeing the management and marketing of SBA certification programs for small businesses in within the 43 counties of Northern and Central Florida. These programs include the 8(a) program that consist of a portfolio of more than 170 firms with a contract volume of more than $640 million annually to 8(a) certified companies. His department is also responsible for monitoring and marketing other SBA certification programs for small businesses such as the HUBZone program, the Women Owned Small Businesses, and Service Disabled Veteran Owned Businesses program.

Steve South

Steve South is the PTAC Program Manager for the Florida SBDC at UCF. He works as a consultant for small business owners primarily in the areas of government contracting and strategic planning. Prior to joining the SBDC, Steve spent more than 20 years as an executive in supply chain management. Steve earned his MBA in Finance from the University of Pittsburgh.

Sheena Ferguson is on a mission to promote the participation and awarding of contracts to minority and women business entrepreneur firms (M/WBE) in Orange County’s procurement. She started with Orange County Business Development Division as a Senior Contract Administrator and worked her way up in the division as the Business Development Administrator. Seventeen years later, Sheena is currently the Manager of the Business Development Division. Prior to joining Orange County, she worked on the Disney’s Animal Kingdom project with minority and women owned businesses. A Florida native and an alumna of both Bethune Cookman College (B.S.) and University of Vermont (M.S.), Sheena has been volunteering on the Board of Directors of the Florida Association of Minority Business Officials (FAMBEO) for more than six years and currently serves as the President.

Sheena Ferguson

Kevin Walsh has had the opportunity to “Live the Dream” that the Rev. Dr. Martin Luther King fought for, so many years ago, and has spent the last 27 years of his life ensuring that Minority and Women owned businesses have an equal opportunity to participate in the economic mainstream of Orlando. He has succeeded in obtaining more than a billion dollars in contracts for Minority and Women owned firms during his tenure.

Kevin Walsh

The Greater Orlando Aviation Authority manages Orlando International Airport (MCO) and Orlando Executive Airport. MCO serves more than 41 million passengers annually, of which more than 13 percent are international. MCO is the second busiest airport in Florida and has more than 18,000 badged employees and generates more than $31 billion in direct and indirect revenue for the regional economy.

Greater Orlando Aviation Authority

Iranetta J. Dennis is the Supplier Diversity Director with the Central Florida Expressway Authority (CFX). As the director, she is responsible for implementing CFX’s Supplier Diversity Policy and programs. She has more than 17 years in state government, in which 10 has been in areas of program development for small, minority and women owned business enterprises.

Iranetta Dennis Dolly Morales works in the Orange County Public Schools Office of Business Opportunity as a Supplier Diversity Specialist for Goods and Services. Aaron Smith is the Specialist for Construction and Architectural and Engineering Services. Along with Dr. Joycelyn Henson they implement, manage and monitor the District’s Minority and Woman-Owned Business Enterprise (MWBE), Local Developing Business (LDB) and Veteran Owned Business Enterprise (VBE) programs. The Office of Business Opportunity works within in the Facilities and Construction Contracting and Procurement Services unit to ensure small businesses are participating in the District’s procurement processes.

Paul Roldan

Paul Roldan is the Co-Founder and Partner of Allgen Financial Services. Paul is also a member of the Florida Advisory Council on Small and Minority Business Development.

Cliff Nilson

Cliff Nilson currently serves as the Deputy Director, Division of State Purchasing, State of Florida Department of Management Services with the responsibility of managing the day-to-day procurement functions within the division, including: needs assessments, market research, planning, solicitations, contract management, as well as implementation of best practices across the division. He’s a senior procurement leader with twenty years of senior management experience, eighteen years of procurement experience, demonstrated expertise in Florida Procurement Law, and specializes in complex procurements and contracts. Cliff earned his Juris Doctor degree at Florida State University College of Law and his Bachelor of Arts degree at Florida State University.

Zulay Millan

Zulay Millan is currently the Administrator of the Orange County Procurement Division. Zulay began her public sector career in 2001. For the past 15 years, her career focus has been in procurement and process engineering/ improvement. Zulay holds a Graduate Certificate in Public Procurement, a Management Certificate Public Procurement and a Bachelor’s degree in Business Administration. She holds the Certified Public Procurement Officer, Certified Professional Public Buyer and Florida Certified Contracts Manager credentials. She is currently the President of the Central Florida Chapter of NIGP and serves on the Member Council of the National Institute of Governmental Procurement. In addition, Zulay has served on the Board of Directors and various committees for the National Procurement Institute since 2012 and as Chairman of various Florida Association of Public Procurement committees since 2012.

Teddi McCorkle

Teddi McCorkle has more than 40 years’ experience in the procurement and contracts field. She worked for the private sector - Mercury Marine (Division of Brunswick) for more than 25 years and then worked for the public sector - Las Vegas Water District, the City of St. Cloud, and now for the past seven years at the City of Orlando. Currently, her team is responsible for the construction and professional services for the City of Orlando. Teddi has served on several organizational boards and has participated in many outreach programs. She has a bachelor’s degree from Florida Southern College in Business/Production Management and Certified Purchasing Manager (CPM) and Certified Professional Procurement Buyer (CPPB) certifications.

Jeanette Schutz

Jeanette Schutz joined the Florida’s Turnpike in March, 2011 as its Minority Business Manager. Jeanette has more than 20 years’ experience in the construction industry. She received her Bachelors in Business Administration from Universidad de los Andes in Colombia; a Masters in Construction Management from Florida International University and a Masters in Public Administration from the University of Central Florida. Her career includes construction experience in both residential and commercial projects, financial planning, cost estimating, project management and business development. During her time at the Turnpike Minority Spending has increased from 30MM to 46MM in the last fiscal year.

Thomas Quinn is vice president of Construction Estimating Institute (CEI). Through his career at CEI, Tom has taught thousands of students the skills of construction project management, construction cost estimating, construction negotiating, construction business management, construction bonding, construction laws, construction safety, accounting and financial management. Tom began teaching with CEI in 2006, after a 25-year career in the construction industry. He was an effective small business owner with many years of experience in construction, and has successfully founded and sold several small businesses. Tom directly oversees all DBE Supportive Services Programs at CEI.

Tom Quinn

Thomas Huggins III, currently serves as Project Director for the Florida Department of Transportation Disadvantaged Business Enterprise (DBE) Specialized Development Program, which is administered through a partnership between the Florida State Minority Supplier Development Council and Ariel Business Group, Inc., and specifically focused on assisting prime contractors with maximizing DBE participation on the State of Florida Department of Transportation’s Priority Projects. Currently, the SDP program has been assigned more than 45 projects totaling more than 8.5 billion dollars. Thomas is also President of the ARIEL BUSINESS GROUP, INC., (ABG) a management consulting firm that provides consulting services in Public Policy, Small Business Enterprise and Minority Business Enterprise Program Services, Contract Compliance and Monitoring, Training, Community Engagement, Outreach and Public Involvement.

Thomas Huggins

Pam Tedesco has spent more than 20 years in community, economic and workforce development, the last 17 of which in Florida. She currently serves as Interim President of the Florida Black Business Support Corporation (dba Access Florida Finance Corporation) where she oversees the company’s administration of more than $4 million loan portfolio under Florida’s Black Business Loan Program and Microfinance Loan Program. Other projects include having served as the project manager for the STEMflorida initiative, designed to make Florida a leader in market-relevant STEM talent development and retention, and providing facilitation services to FCR-STEM for the development and update of Florida’s first STEM Strategic Plan.

Pam Tedesco Tyler Brown is a MyFloridaMarketPlace (MFMP) Business Analyst with the Florida Department of Management Services. Tyler joined the team in July 2016 and is the subject matter expert for the MFMP Vendor Bid System (VBS) and Vendor Information Portal (VIP) applications. He was previously with the Department of Health, Central Purchasing Office and served as a Purchasing Analyst, where he used MFMP for assisting with the e-procurement process. He also worked for several other state agencies in addition to the Department of Health including the Florida Department of Law Enforcement and the Department of Juvenile Justice.
