1 Introduction
As part of the IPC licence (No. 674), the company must monitor their emissions to surface water.
Condition 9.1.2 states that
9.1.2 The licensee shall monitor surface water discharge in accordance with Schedule 4(i) Surface Water Discharge Monitoring of this licence. A report on the results of this monitoring shall be submitted to the Agency biannually and a summary report shall be submitted as part of the AER
Environmental Efficiency Consultants Ltd was commissioned to conduct this monitoring and compile the necessary reports.
The relevant schedule of the licence requires that samples be collected as follows.

There are no limits specified in the Licence. Warning level thresholds have been agreed with the Agency and are shown in the results table. It has been proposed that 80% of the concentrations given in the Second Schedule Part 1 of S.I. No. 254 of 2001 for COD and BOD (mentioned above) be taken as the warning levels for the surface water discharges from the site (Suspended Solids are not in the scope of monitoring requested by the IPC Licence), i.e.: • Warning level for COD: 100mg/L • Warning level for BOD: 20mg/L When the concentrations of COD and/or BOD are found to be above these warning levels, then an investigation will be carried out to identify the cause of the high result.

4 Discussion
The IPC licence does not define any limits for the parameters that are monitored at Sleever International Ltd. Comparative limits of 20 mg/l and 100 mg/l for BOD and COD respectively have been referred to. Bi-monthly monitoring could not be undertaken in Jan/Feb 2017 as the outfall location was dry during this period. In Sept/Oct and Nov/Dec 2017, BOD levels recorded at SW1 during the bi-monthly monitoring periods exceeded warning limits. In Jul/Aug, Sept/Oct and Nov/Dec 2017, COD levels recorded at SW1 exceeded warning limits. For the purpose of illustrating trend past results from Bi-monthly 4 2015 to Bi-monthly 6 2017 have been presented in the table below.

5 Conclusion
BOD and COD exceeded the warning level of 20mg/l and 100mg/l respectively during the monitoring period Sept/Oct and Nov/Dec 2017. COD also breached its trigger value during bi-monthly 3 Jul/Aug 2017 monitoring. Bi-monthly 6 monitoring in Nov/Dec breached both BOD and COD by significant concentrations. The technician onsite noted shallow water level and a high volume of sludge and detritus present, it is likely that this is the cause of the drastic breach for both BOD and COD above warning levels and could potentially have been the cause of breach of trigger values in the two previous monitoring periods. Efforts should be made to clear the monitoring point of all debris and loose sludge. All other parameters were under the warning level thresholds which have been agreed with the agency during this period. It is noted that the method for setting the warning level does not comply with the EPA’s Guidance on the Setting of Trigger Values for Stormwater Discharges to Off-site Surface Waters at EPA IPPC and Waste Licensed Facilities. It is recommend to update trigger levels in line with this guidance to ensure appropriate warning and action levels are set and to ensure an appropriate response to any potential environmental incidents.
