STR035-18 FOWLER ROAD, ILLAWONG - TIME LIMITED PARKING RESTRICTIONS AT HOBART PLACE

EXECUTIVE SUMMARY

• Concerns have been expressed with parking on Fowler Road at Hobart Place, in the vicinity of

the Illawong Before and After School Care Centre. It is proposed to reduce the time limit and

provide more short duration parking outside the centre.

REPORT RECOMMENDATION

THAT:

1. A 24 metre long "1/4P 7am - 9.30am, 3pm - 6.30pm Monday to Friday" restriction be provided

on the southern side of Fowler Road near Hobart Place, in accordance with Plan 'A' attached

to the report.

2. The Authorised Officers be advised of this decision for enforcement purposes.

PREVIOUS CONSIDERATION BY COMMITTEE

On 02 August 2013 (STR019-14) the Traffic committee approved the installation of an 18 metre long

time limited parking zone with a 30 minute time limit.

COMMENTS FROM INVESTIGATING OFFICER

Council has received concerns amongst others with parking in the vicinity of the Illawong Before and

After School Care centre in Fowler Road, Illawong, at Hobart Place.

Investigations showed that the existing 30 minute time limit on the southern side of Fowler Road was

used by people with business at the nearby Illawong shopping centre. In August 2013 the Traffic

Committee approved these restrictions in order to create a dedicated drop-off and pick-up area for

parents/carers of young children attending the Illawong Before and After School Care Centre.

Consultation with the management of the centre showed that a reduced time limit would suit drop-off

and pick-up activity at the centre while making these parking spaces less attractive for business uses.

It is therefore proposed to reduce the time limit to 15 minutes and at the same time extend the zone to

a total length of 24 metres, providing an additional short duration parking space.

COMMENTS FROM INVESTIGATING OFFICER A review of the layout of this relatively narrow turning head at the southern end of Seabrook Avenue

has confirmed that drivers of large service vehicles and waste collection trucks would be unable to

turn around whenever there is a parked vehicle in the turning areas outside Nos. 51, 53 and 50.

As the provision of parking control signs on posts is considered unsightly and the subject reversing

distance of over 280 metres is totally unacceptable, it is recommended that yellow edge lines denoting

'No Stopping' restrictions be marked around this right angled turning head to clearly indicate to drivers

that parking during the day and overnight is prohibited at this particular location.

A consultation information letter has been delivered to the three residents directly adjacent to the

turning head seeking their comments on the proposal. Any comments will be tabled at the meeting.

Council has received concerns with obstruction of vehicles travelling through Tharawal Lane when

vehicles are parked on both sides of the lane in a staggered fashion.

Investigations found that Tharawal Lane is a very narrow (5.0m wide) service lane. The lane provides

driveway access to properties backing onto the Princes Highway as well as those fronting Warabin

Street. Although a driver is permitted to travel in both directions along the lane, a "one-way" restriction

in the carpark next to the Waterfall tennis courts results in the only legal exit from Tharawal Lane to be

in a northbound direction onto Yanagang Street.

Due to the lane being two way it is an offence in terms of the Road Rules to park on the righthand

(eastern) side of the lane. Although most vehicles were found to park on the lefthand (western) side,

photographic evidence confirmed that vehicles often park on the opposite side. It is clear that,

although vehicles may be leaving 3 metres for other vehicles to pass, when parked vehicles are

staggered that it is often impossible to pass through the lane.

A proposal to prohibit parking on the eastern side of the lane was circulated to the affected residents.

Two responses were received, both in support, but requesting minor modifications. It was possible to

accommodate the request to improve delivery vehicle access to 1921 Princes Highway (local

business) by prohibiting parking for a short length on the western side of the lane opposite the

particular driveway. It was also possible to move a 'No Parking' sign to the boundary between 1933

Princes Highway and 5 Kooraban Street.

It is therefore proposed to prohibit parking along the eastern side of Tharawal Lane, as well as in

some selected locations on the western side of the lane as detailed in the attached Plan 'A'.

On 06-10-2017 The Consultative Traffic Forum recommended treatments at the intersection of

Although instructions have been issued for the implementation of the recommendations of the

COnsultative Traffic Forum, all regulatory linemarking needs to be approved by the Sutherland Traffic

and Traffic Safety Committee.

No.65 Hobart Place due to obstruction to sight lines caused by parked vehicles. It is proposed

to extend existing parking restrictions to prohibit parking between the driveway and Fowler

Road.

ISSUES

PREVIOUS CONSIDERATION BY COMMITTEE

- On 01 November 2013 (STR062-14) the Traffic Committee approved 'No Stopping' restrictions

at the intersection of Fowler Road and Hobart Place.

- On 02 September 2016 (STR028-17) the Traffic Committee approved 'No Parking' restrictions

across the driveway of No.65 Hobart Place.

COMMENTS FROM INVESTIGATING OFFICER Concerns have been expressed with the risk of exiting the driveway of the apartment building at No.65

Hobart Place due to obstruction of sight lines caused by parked vehicles in Hobart Place, between

Fowler Road and the driveway.

Investigations found a long standing recommendation by a traffic engineer as part of the development

approval process that parking should be prohibited from the apartment building driveway to the south,

towards Fowler Road. This recommendation was not included in the conditions of consent and hence

was not implemented as part of the frontage design of the apartment building development.

On 01 November 2013, during construction of the apartment building, the Committee approved a

number of parking restrictions in the vicinity. Amongst other restrictions, 'No Stopping' restrictions were

implemented at the intersection of Fowler Road and Hobart Place. These restrictions were longer

than the standard 10 metres in Hobart Place so as to address issues with bus and heavy vehicle

manoeuvres.

On 02 September 2016 the Traffic Committee approved 'No Parking' restrictions across the driveway

in order to improve the swept path of vehicles entering the apartment building parking garage.

It is also important to note that due to the number of apartments and on-site parking spaces, the

driveway could be considered to have a traffic volume comparable to an intersection. In addition,

Hobart Place is a bus route, where all buses travel in a clockwise direction along Hobart Place,

passing the driveway under consideration from north to south. Hobart Place also serves as the

delivery access to the Illawong neighbourhood shopping centre, passing the driveway from south to

north. It has been reported that opposing buses and heavy vehicles obstruct the flow of each other,

resulting in dangerous reversing movements.

The proposal to remove two parking spaces was originally requested by one owner and requires going

against current policy to implement. After further consideration and a site visit, it was agreed that with

a stronger mandate and consultation regarding the lost parking, action could proceed. A proposal to

prohibit the remaining parking south of the driveway towards Fowler Road was circulated to residents

of the apartment building and houses directly opposite. A petition in support signed by 38 residents of

the apartment building and three residents of houses directly opposite was received. A single

objection was received from No. 72 Hobart Place, however the safety benefits outweigh the

inconvenience expected from this change.

It is therefore proposed to extend the existing parking restrictions to prohibit parking from the driveway

of No.65 Hobart Place to the intersection of Fowler Road. This will result in the loss of two on-street

parking spaces.
