Numbers of people trapped in low-paidjobs has soared in the past two decade

WOMEN in low-paid employment are onaverage 47 percentage points more likely thansimilar men to be still in low pay after 10years, according to new research publishedtoday by the CIPD, the professional body forHR and people development, in associationwith John Lewis Partnership.

The Pay Progression: Understanding theBarriers for the Lowest Paid

report, writtenby Tooley Street Research, outlines the keycontributing factors associated with an indi-vidual becoming stuck in low pay.

The report, which categorises low payas those paid below 20 per cent above theminimum wage, shows evidence of a hugeincrease in the number of people on low paybetween the 1990s and 2010s.

In 2011, just under a quarter (24 per cent) ofall UK employees were in low pay, equatingto around seven million people, compared toaround 15 per cent of employees (four mil-lion) in the 1990s. Over this period, on aver-

age, 19 per cent of people in low pay remainedstuck, 37 per cent were able to escape lowpay and the remainder, around 40 per cent,have cycled in and out of low paid work.

In-depth analysis of those stuck in low payrevealed that:l The majority of those in low pay are

women (64 per cent), and although this hasimproved since the 1990s (when women repre-sented more than 70 per cent of the low paidworkforce), the data highlights that womenare much less likely to escape low pay thanmen.l There is a strong correlation between

age and the chances of being stuck in lowpay, with the likelihood of escaping low paybecoming less likely the older you become. Atypical person aged 35 is 24 percentage pointsmore likely to escape low pay than a similarperson who is 45.lWorking part-time for more than a year

within a 10 year period is also strongly as-

sociated with a higher chance of being stuckin low pay. Someone that works part- time forat least two out of 10 years is 16 percentagepoints more likely to be stuck in low pay thansomeone who worked full-time. Qualitativeanalysis also reveals that people who want towork part-time fear that they cannot signaldissatisfaction with pay levels, or their desireto progresss.l There is a clear relationship between

pay and academic qualifications: the highera persons academic qualifications, the lesslikely they are to be stuck. GCSE level quali-fications increase the chance of escaping lowpay by 40 percentage points, A-levels increasethis by 59 points and a degree increases thisby 71 points.lWorking in the public sector is strongly

associated with a higher chance of being anescaper and a lower chance of b eing stuckin low pay. Furthermore, each year workingin the public sector increases the probabil-

ity of escaping low pay by seven ppoints.

Peter Cheese, chief executive ofsaid: Over most of the last six yeseen a significant fall in real wageevidence showing that the UK hasproportion of workers employed iroles compared with our internatpetitors. However to date there haevidence on which factors mean tpeople become stuck in low-paid jor all of their working lives, wherescape it or cycle in and out of lowresearch shines a light on these ishas important implications for poand employers.
