Educational Attainment

The world’s education systems differ considerably, both with respect to their structures and to their curriculum contents. As a consequence, it is often difficult for national educational policy makers tocompare their own education systems with those of other countries.

UNESCO has for a long time been concerned with the design of an International StandardClassification of Education that would facilitate comparisons of education statistics and indicators ofdifferent countries on the basis of uniform and internationally agreed definitions. The present version,known as ISCED97 was formally adopted in November 1997.

Guidelines to ISCED97 can be downloaded from the UNESCO Institute for Statistics website;www.uis.unesco.org. The table below is a template on how to classify educational programmes in theCayman Islands by ISCED levels, which starts at the lowest level (0) for pre-primary.

Note: ISCED level 6 means “leading to an advanced research qualification”, that is earned Doctorate (Ph. D.). Hence, “Masters” should be classified as 5A and not at level 6. ISCED level 5A contains educational programmes at university normally of the length of 3 – 5 years, sometimes longer. Hence, Bachelor, Masters and first professional (law, dentistry, medicine, veterinary) degree programs are allclassified as 5A.

In addition to levels of education ISCED97 contains a classification of education programmes in theFields of Education. Eurostat (the statistical office of the European Union) has published a moredetailed manual on Fields of Education and Training.

A Note on the Labour Force Survey

The Labour Force Survey (LFS) is in most countries, the most important source for labour market information.

The labour force comprises persons 15 years and over residing in the country who are employed or actively seekingwork during the reference period. In the Cayman Islands, the LFS is also used as the basis for populationestimates. The LFS seeks information on respondents' labour market status and profile during a specific referenceperiod, normally a period of one week, immediately prior to the start of the survey.

The first LFS in the Cayman Islands was conducted in 1991. The LFS is a random sample survey. This means thatnot every household are surveyed and those selected are done so purely by chance. However, since allhouseholds have an equal chance of selection, the more often the survey is conducted, the higher the chance ofrepeat selection. It must be stressed that, the ‘sampleselection’is generated by computer and is completelyrandom.

Labour Force Surveys are carried out in many countries around the world. The International Labour Organization(ILO) has published recommendations concerning the definitions to be used in LFS. The LFS in the Cayman Islandsuses internationally agreed concepts and definitions.

The LFS data reported to the Economics and Statistics Office (ESO) are treated in strict confidence and used forstatistical purposes and published in aggregate form only.

It must be stressed that the results from the LFS are estimates. Results from sample surveys are always subject tosome uncertainty because only a part of the total has been measured. This is called the sampling error. Theuncertainty in the estimates can be calculated and the results are given as so called confidence intervals. Forexample the population in the Cayman Islands was estimated at 57,009 in the 2008 LFS, and the 95% confidenceinterval was calculated to be between 55,200 to 58,800.

In the LFS, population means the “residentpopulation”; that is persons staying or intending to stay in the CaymanIslands for at least six months. Visitors/tourists who are here for less than 6 months are not included in the residentpopulation. Also persons in institutions for more than 6 months and resident students abroad for more than 6months are excluded.

Note:

Work permit numbers are derived administratively from the records of the Immigration Department. Thecompleteness and quality validation of this adminstrative source remain the responsibility of the ImmigrationDepartment. Accordingly, the data collected and collated by the Immigration Department do not accord with theconcepts and definitions adopted by the ESO for statistical purposes. As stated above the ESO uses residentpopulation. However while the ESO excludes all persons residing on island for less than six months or intendingto reside on island for less than six months these same persons if they are working are included in the work permitnumbers . Despite the differences between the administrative data and the estimates derived from the labour forcesurvey, the work permit numbers provide useful information on foreign labour activities outside of sample periods.

Foreign Trade and Balance of Payments

The foreign trade statistics comprise imports of goods to and the exports of goods from the CaymanIslands. The trade statistics are compiled mainly from the computerized records maintained by theCustoms Department. These records are derived from the documents submitted by all traders(importers, exporters and agents) who are required to record the statistical codes (which are based onthe Cayman Islands Tariff Code (CITC)), and the value and quantity of the goods imported orexported. In keeping with international standards, exports are recorded at ‘freeon board”(f.o.b) whileimports are recorded at cost, insurance and freight (c.i.f).

The Economics and Statistics Office (ESO) reviews and edits the data obtained from the CustomsDepartment. These are then supplemented or verified by other trade data from the United StatesBureau of Census, and the statistical offices of the United Kingdom and Jamaica. The data is thenconverted into the United Nations Standard of International Trade Classification (SITC revision 3).Hence, the main task for ESO is to compile and check the credibility of the data, and more importantly,classify them into tables that can be useful for analysis.

The foreign trade statistics tables in this chapter cover only merchandise (visible) trade. Trade inservices (tourism, financial services, etc) is not covered here. However, the expansion of the foreigntrade statistics to include trade in services statistics is one of the medium term objectives of the ESO.

The balance of payments (BOP) is a system of accounts that measure the economic transactions of acountry’sresidents against the residents of the rest of the world. Along with the System of NationalAccounts, this is used universally in evaluating the economic performance of countries andjurisdictions using accepted international standards issued by the International Monetary Fund.

In 2007, the Economics and Statistics office (ESO) as part of its strategic plan to expand its economicstatistics, undertook a project to develop the BOP in stages. The first stage was the compilation of thecurrent account. The current account records transactions covering inflows and outflows of goods andservices, investment income and current transfers. The sum of the balances from these types oftransactions determines whether the Cayman Islands current account is in surplus or deficit. A currentaccount deficit indicates the extent to which Cayman Islands is drawing on the resources of the worldfor current consumption and investment; while a surplus will show the extent to which Cayman Islandsis providing resources to the rest of the world in terms of capital and financial flows.

Population and Vital Statistics

This section contains a number of tables that are based on Census data. The Population and HousingCensus is conducted every ten years and during which time data is collected on all persons and housingunits in the country. From this wealth of data, information is produced on variables such as populationdensity, fertility, and maritial status. Information can also be generated by geographic areas, such asdistricts and urban/rural areas.

The population census is a count of all persons who normally resides in a country, i.e. their 'usual place ofresident'. A person is considered a usual resident if he/she lives in the country or have been living orintends to live in the country from at least 6 months or more. This count of usual residents excludesvisitors from abroad and residents who have been residing overseas for a long period, usually more than6 months. Residents temporarily away are included in the census count. The last population census inthe Cayman Islands was taken in October 2010. The results from the 2010 Census will be published bythe end of 2011.

Population estimates are calculated based on the usual resident population and are prepared bi- annually(mid-year and end year) to give an indication of population changes. From year to year, the estimatesare adjusted for births, deaths and net migration. In the absence of reliable net migration figures,population estimates may be produced from other data sources such as sample survey e.g. a LabourForce Survey (LFS). It should be noted that results from sample surveys are subject to sampling errorbecause only a part of the total population is been measured then weighted to find the total. Populationestimates can also be derived by conducting head counts between censuses or by developing apopulation registry.

During the intercensal years, population estimates by age, sex and status (Caymanians/ NonCaymanians) are prepared to reflect changes in the population.

In the LFS, the term population means the "resident population", that is persons staying or intending tostay in the Cayman Islands for at least six months.

Prices and National Income

ESO has recently updated the CPI base period in connection with the adoption of a new CPI basket. The newbase period is June 2008; the new CPI basket (also known as the 2008 CPI basket) comprises 1,393 itemsthat are classified into 12 divisions. The divisions are based on the United Nations Classification of IndividualConsumption According to Purpose. The 2008 CPI Basket replaces the 1994 CPI basket which has been inuse officially up to June 2009; it comprised of 661 items categorized into 8 divisions. More information on the2008 CPI basket are found in the reports “TheCayman Island’s2008 Consumer Price IndexBasket”and "TheCayman Islands' CPI Report for September 2009 and December 2009)" available on the ESO website,www.eso.ky.

The Consumer Price Index (CPI) is an index that simplifies the measurement of movements of consumerprices relative to a reference period. The index for the CPI reference or base period is set to 100 and changesin prices are measured in relation to this figure.

The System of National Accounts (SNA) is a comprehensive and systematic record of the value of alleconomic activities in a country. The SNA is widely used across countries in the world and is the standardtool for comparing economic performance across countries and across sectors within a country.

An important indicator of economic activity generated from SNA is the Gross Domestic Product (GDP). GDPis the total sum of all the productive activity of businesses, government and non-profit organizations takingplace within the domestic economy during a given period e.g. quarterly or annually. It is thus a directmeasurement of the size of the economy.

Ideally, FISIM should be allocated to the different users but because of lack of detailed data the alternateapproach of creating a notional industry with no output and the FISIM treated as intermediate consumptionresulting in negative value added is the used.

The GDP tables include Financial Intermediation Services Indirectly Measured (FISIM).

Financial intermediary institutions intermediate between lenders and borrowers by routing funds betweenthem. These institutions such as banks and others incur liabilities on their own account by taking deposits,issuing bills, bonds or other securities. They in turn make loans and advances, purchase bills, bonds andother securities from other institutional units, such as, corporations, households and government on varyingterms and conditions. Utilities

The Cayman Islands remains heavily reliant on imported oil for its energy demands, gettingapproximately 99 percent of its energy from this source.

Private companies own and operate the two electricity plants. Both Caribbean Utilities Co. Ltd. (CUC) inGrand Cayman and Cayman Brac Power & Light Co. Ltd use primarily diesel generating units.

Approximately 99 percent of the households in the Cayman Islands use electricity as the main type oflighting (please see Table 16.02.a). A significant proportion (94%) of the households use type of lighting(please see Table 16.02.a). A significant proportion (94%) of the households use electricity from publicservice providers and about 5 percent use electricity from private generators. Electricity from renewableenergy sources seemed almost non-existent according to the 2007 Survey of Living Conditions (SLC).

Home Gas Ltd is the sole LPG1 or propane provider. Propane is mainly used for cooking (please seeTable 16.02.b).

For water the traditional sources of supply have been private wells and/or catchment in cisterns, butthese have been supplanted by piped water supply for most households. but these have beensupplanted by piped water supply for most households.

As shown in Table 16.04, approximately 84 percent of the households had mains (city water ordesalinated) as their main source of water supply. Cisterns, rain or water trucks was the main watersource for 7.2 percent of the households, while 7.6 percent of households used "wells" as their mainsource of water.

According to the 2007 National Assessment of Living Conditions (NALC) Study, the frequency of watersupply does not appear to be a problem in the Cayman Islands except for Cayman Brac/Little Cayman.2

As of 2007, the disposal of sewerage appears not to be a problem in the Cayman Islands as 72 percentof the households had a septic tank or cesspool. while 13.1 percent of the households had mains astheir type of sewerage system (please see Table 16.08).
