to take over the day to day management, administration and development of Kibwezi on behalf of the Department between 1987 and 1992.

3. Facilitated the procurement of Kibwezi Field station farming machinery,

Departmental Vehicles, Laboratory Equipment for the Department, furniture, and Library books. With the guidance and support of the Ministry of Education, funds allocated for the above items were solicited through tedious tendering system in the Government Procurement Procedures and the World Bank regulations. After several bottlenecks all the items were delivered to the University by 1992 before my final term as the chairman of the Department.

4. Expansion of the physical facilities to take advantage of unused World Bank Credit

by other institutions in the Ministry of Education: these facilities included Ksh 22 million Kibwezi water project, Staff Clinic, Garage, library books, furniture for staff houses and library and the procurement of Main Frame computer by the Institute of Computer Science.

5. Administrative Policy of Kibwezi field station: recommended to the University

Central Administration on the need to establish Kibwezi as an independent entity with its own staff and separate budget and development vote apart from the Department of Range Management (1988-1992) prior to the establishment of IDRDU.

6. Facilitated the formulation of an Memorandum of Understanding between the

Embassy of Israel and CAVS for the establishment of the Irrigation Project at Kebwezi and recruited the Irrigation Manager, Mr. Mukindia and Mr. Elli Barak to implement the project (1991- 1992).

7. Survey and marking of field station physical boundaries to secure the 12,000 acres

from squatters. Replacement of land fronting Athi river (6,000acres) taken over by squatters with the current Chai Estate (6,000acres) fronting Kibwezi River by the provincial administration.

Proposals have been developed in collaboration with other Government Departments participating in Kiboko- Kibwezi Long Term Ecological Monitoring Programme benefiting Kibwezi IDRDU and Kiboko KARI stations.

a) ROSELT Phase 1 (1994-2001) Long-Term Ecological Monitoring Observatories Network: conceptual, organisational and operational framework of Roselt. Benefits for Kenya and UON: Nomination and labelling of Kibwezi and Kiboko Research Stations as part of 12 observatories for long-term ecological monitoring programme.Funding available since 2000 but has not been accessed from ROSELT programme due to constraints on programme operationalisation among key stakeholders who include collaborating institutions (UON, Ministry of Natural Resources, Kenya Wildlife Service, National Museums of Kenya, Department of Meteorology in the Ministry of Transport and communications, Department of Remote Sensing and Resource Survey. Water Department in the Ministry of Natural Resources is the lead institution). This is a joint programme sponsored by France, Italy, Switzerland and UNESCO. b) ROSELT Phase 2 (2002- to present)

Project Proposal Development 2003/2004: The first proposal is the formulation of a long-term ecological monitoring observatory at Kibwezi and Kiboko Ecosystem where all key stakeholders are involved. The stakeholders include IDRDU, KARI, KWS, Kenya Meteorological Department, NEMA, National Museums of Kenya and the lead Ministry of Water resources Management and Development.

The proposal and workplan was completed in 2003 and a 4-year programme implementation should start as soon as PS Ministry of Water and the Executive Director of OSS signs the financing agreement. The annual funding is about 25,000 Euros to assist in data collection and rehabilitation of weather monitoring equipment within the observatory.

c) Meteorological Transition in Africa Project (MTAP) 2004- 2005 The proposal is funded by European commission for assisting Meteorological departments in Africa to provide wider range of services using MSG Satellite data. The proposal was selected from among 25 proposals for Africa and Kenya received funding for two proposals one for supporting and complementing the ROSELT initiative and another one for improving Kenya’s capacity to monitor fishery resources along Kenya international territorial waters in the Indian Ocean.

MTAP/ROSELT project was supported for a maximum funding of 230,000 Euros for 15 months beginning from June 2004 to December 2005.. This project support has facilitated the baseline survey of natural resources and land use systems in the Kibwezi- Kiboko Observatory. The baseline information is important for long term monitoring approach. This project also supported the extension of Internet facilities in the LARMAT in 2006.

2. AU-IBAR/UNEP Land Degradation Unit: 2003/2004 A Medium Size Proposal targeting funding for one million dollars is at an advanced stage of completion. The proposal is on “ Livestock wildlife and environment Interface Project” with two project sites, one in the Greater Ewaso Nyiro Ecosystem in Kenya and a second project site in Eastern Arly National Park in Burkina Faso. Once the project is approved by GEF for funding, the postgraduate students in the Department and CAVS
