ENGLISH PROGRAMSA Flexible Integrated Model: Grades 1 - 3

Interim (2005-2006)

In 1990, a review of elementary education was completed and the Report of the ElementaryEducation Committee published. The Minister of Education stated general approval of the reportand committed the Department to acting on some of its recommendations.

During the 1999-2000 academic year, a sub-committee of the Elementary Standing Committeereviewed these recommendations and proposed the following integrated models which will remainin effect for the 2006-2007 academic year.

This flexible integrated model is based on the belief that student achievement will result from acombination of discrete and connected teaching/learning experiences. It is understood that thereare commonalities among the outcomes for the curriculum areas of language arts, math, science,social studies, art, and health and family living, and connections will be made wherever it is logicaland natural to provide for integrated learning experiences. The model supports the development ofinformation literacy through a resource-based learning approach. It also promotes technologicalcompetence through the integration of information and communication technologies across thecurriculum.

The model acknowledges that some discrete teaching/learning must occur in the context of thesespecific subject areas. These curriculum areas, along with LDT (Locally Determined Time - ortime which can be used to provide special learning opportunities that are responsive to the needsand interests of a specific school community), account for 85% of the school day.

Language Arts - 45% Math - 20% Art - 5% Health and Family Living - 4% Science - 3% Social Studies - 3%Locally Determined Time (LTD) - 5%

A Flexible Integrated Model: Grades 4 - 6Interim (2005-2006)

In 1990, a review of elementary education was completed and the Report of the ElementaryEducation Committee published. The Minister of Education stated general approval of the reportand committed the Department to acting on some of its recommendations.

During the 1999-2000 academic year, a sub-committee of the Elementary Standing Committeereviewed these recommendations and proposed the following integrated models which will remainin effect for the 2006-2007 academic year.

This flexible integrated model is based on the belief that student achievement will result from acombination of discrete and connected teaching/learning experiences. It is understood that thereare commonalities among the outcomes for the curriculum areas of language arts, math, science,social studies, art, and health and family living, and connections will be made wherever it is logicaland natural to provide for integrated learning experiences. The model supports the development ofinformation literacy through a resource-based learning approach. It also promotes technologicalcompetence through the integration of information and communication technologies across thecurriculum.

The model acknowledges that some discrete teaching/learning must occur in the context of thesespecific subject areas. These curriculum areas, along with LDT (Locally Determined Time - ortime which can be used to provide special learning opportunities that are responsive to the needsand interests of a specific school community), account for 75% of the school day.

Language Arts - 30% Math - 20% Art - 5% Health and Family Living - 5% Science - 5% Social Studies - 5%Locally Determined Time (LTD) - 5%

PUBLIC SCHOOL EDUCATION

In Prince Edward Island the public school system embodies grades 1-12. For program planningpurposes, grades 1-6 are the elementary grades, 7-9 are the intermediate grades and 10-12 thesenior high grades. The program is taught in schools which are organized within the WesternSchool Board, the Eastern School District and La Commission Scolaire de Langue Française.

A full school program is available for both English language and French language education. Theschools of La Commission Scolaire de Langue Française operate in the French language. Secondlanguage courses are available in all schools, with instruction beginning not later than grade four. Early French Immersion and late French Immersion programs are available in some Englishlanguage schools.

PHILOSOPHY OF PUBLIC EDUCATION

In 1989 the aims of public education were reviewed. The resulting document, A Philosophy ofPublic Education for Prince Edward Island Schools, was adopted in March, 1990. It contains astatement of the purpose, principles and goals, summarized below, along with the supportingrationale and context.

Purpose

The purpose of the Prince Edward Island public education system is to provide for thedevelopment of children so that each may take a meaningful place in society.

Basic Principles

Public education in P.E.I. is based on a quality program that respects the intrinsic value of theindividual and centers on the development of each child.

The public education system recognizes that education is a responsibility shared among theschool, the family, and the community.

The public education system demonstrates respect and support for fundamental human rights asidentified in the Canadian Charter of Rights and Freedoms and the P.E.I. Human Rights Act.

The public education system reflects the character, cultural heritage, and democratic institutionsof the society it serves.

The programs in the public education system reflect a contemporary view of the knowledge,skills, and attitudes that are of most worth to the individual and to society.

The goals of public education are to enable the student to:

- develop an appreciation for learning, an intellectual curiosity, and a desire for lifelonglearning;

- develop the ability to think critically, apply knowledge, and make informed decisions;- acquire the basic knowledge and skills necessary to comprehend and express ideas through the

use of words, numbers, and other symbols;- develop an understanding of the natural world and of the applications of science and

technology in society;- acquire knowledge about the past and an orientation to the future;- develop an appreciation for one’s heritage and a respect for the culture and traditions of

others;- develop a sense of self-worth;- develop a respect for community values, a sense of personal values, and a responsibility for

Although the family and the community have important roles to play in public education, theschool’s curriculum is of prime importance in addressing the goals. The curriculum may bedefined as all the experiences, formal and informal, which the student encounters under theguidance of the school. The present document, Program of Studies and Authorized Materials,outlines the formal part of the school’s program.

ENGLISH PROGRAMS

MANDATE

The English Programs Division provides quality English language curriculum and supportservices to teachers and students and provides leadership and coordination in the development ofquality learning opportunities for all students.

There are more than 200 courses in the public school curriculum. With such a large number ofcourses, the process of course development, replacement, updating or other types of revisions is acontinuous one. The procedures for conducting such work are described below.

COURSE DEVELOPMENT/UPDATE PROCEDURE

1. The Department of Education assesses the effectiveness of existing school courses inconsideration of the Province’s educational goals and the needs of students. The followinginformation is used as part of the assessment process:a. reports from teachersb. submissions from school boards/districtc. submissions from community groupsd. government studies and initiativese. academic and professional literature in educationf. the results of provincial testing programs.

2. The decision of whether or not to proceed with development of a revision project is made bythe department based upon:a. the result of the assessmentb. the impact on other existing courses/programsc. recommendations from appropriate curriculum committeesd. approval of the appropriate Standing Committee if major changes are involvede. fiscal considerations.

3. The curriculum development work is carried out by an Ad Hoc Curriculum Committee inconjunction with a Department of Education Consultant. Nominations to a committee arerequested from each school board/district, and, if appropriate, from Holland College or theUniversity of Prince Edward Island. The committee:a. assesses strengths and weaknesses of the present course or programb. determines, with reference to provincial education goals and any appropriate Foundation

Documents, the outcomes for the new or revised coursec. evaluates instructional materialsd. outlines a course of studiese. makes recommendations on pilot projects and in-service training for pilot teachers.

4. Based on recommendations from the Ad Hoc Committee and the Consultant, the appropriateDepartment of Education Coordinator:a. submits a request to the appropriate Standing Committee for approval in principle and to

the Director for final approval.b. consults with school boards to identify pilot schools and teachers.c. insures that pilot materials are ordered and that appropriate in-service training is carried

out.

5. The Department of Education monitors the progress of the pilot projects and providesinformation back to the Standing Committee. With this information the committee:a. reviews the progress of the project and recommends discontinuing the project, continuing

the project, or proceeding to implement a new or revised courseb. revises, as needed, the course of study to reflect any course changesc. makes provision for in-service training and other supports which will ensure effective

implementation.

The carrying out of the procedure outlined above helps ensure that high quality, effective coursesare available in the schools of the province.

FAIR PRESENTATION ON CULTURAL AND OTHER GROUPS

The Department of Education recognizes that fair comment is to be assured in schoolpresentations respecting any cultural group. Furthermore, stereotypes are to be avoided, whetherin association with gender or any other characteristic. Therefore, in the curriculum planningprocess, curriculum committees, consultants and coordinators are directed as follows:

(i) To evaluate aims, instructional materials and courses of study to ensure that there is fair andreasoned comment upon the characteristics or practices of any cultural group. Fair andreasoned comment is characterized by, for example, providing clear and reasonably completeexplanations of characteristics and practices, distinguishing between facts and inferences orvalue judgements in discussions of characteristics and practices, and discouraging studentsfrom making hasty value judgements about characteristics and practices or other cultures.

(ii) To evaluate educational aims, instructional materials and courses of study to ensure thatgeneralizations made about people are based upon reasonable evidence and that stereotypesare voided.

The following guidelines apply in evaluating instructional materials:

1. Texts and other instructional materials should portray a wide variety of occupations, activitiesand interests as being equally suitable for both men and women.

2. Human experiences presented in textbooks should include references to both men and women.3. Messages about society and an individual’s place in it should imply equality of women and

men.

COMMUNICATION AND INFORMATION TECHNOLOGY (CIT) INTEGRATION

Rationale: To focus on how CIT can be used from grades 1-6 and across all areas of the curriculum aspart of a more global strategy that will contribute to the development of technologically competent andliterate individuals graduating from our school system.

As technology is best learned within the context of applications, activities, projects, and problems thatreplicate real-life situations, the CIT program of studies is structured as a ‘curriculum within acurriculum’, using the core subjects of English Language Arts, Math, Science and Social Studies as abase.

Objectives of Technology Integration: • ensures that curriculum is the focus• promotes the development of creative thinking, research, communication, and problem solving

skills• provides access to rich resources and learning experiences that extend far beyond the classroom• provides teachers with an additional means to address multiple learning styles• supports contemporary approaches to education such as cooperative learning, resource - based

learning and individualized learning• ensures that all students have the opportunity to develop technological competencies regardless of

CORE FRENCH GRADES 1 - 3

Core French Grades 1 - 3 will be handled on a Local Pilot basis.

CORE FRENCH GRADES 4 - 6

DescriptionThis second language program is intended for the beginning student of French. It provides a dynamic andpleasurable introduction to the language. The program focuses on the development of all fourcommunication skills - listening, speaking, reading and writing - in French, as well as contributessignificantly to the general education of the learner.

The program is organized around themes that reflect the interests and experiences of the elementarystudent with each theme culminating in the completion of a final project. Throughout each theme,students are actively involved in a variety of activities which allow for meaningful communication tooccur in French; consequently students acquire knowledge and language skills necessary to successfullycomplete the project.

Time Allocation for Core French Programs

During the 1999-2000 academic year, a sub-committee of the Elementary Standing Committee reviewed the Report of the Elementary Education Committee,1990, and reconfirmed the recommended timeallotment of 10% for elementary Core French classes. It is preferable to offer Core French on a dailybasis (30 minute classes).

HEALTH/FAMILY LIFE

DescriptionAt the primary level (1-3) much of the Health/Family Life draft curriculum may be integrated with theother subject areas. For the elementary level (4-6) the province has adopted the Young Canada Healthprogram. This program utilizes a lifestyle management approach in which various dimensions of personalhealth are integrated.

The overall goals of the program are to enhance personal and family living by providing accurateinformation, cultivating positive attitudes, encouraging healthful living skills, and providing a structure forinformed decision making. More specifically, students learn about:

- Developing self-awareness and self-acceptance, and acquiring a holistic view of good health as alife discipline

- Relating to others in becoming useful members of families and communities- Life careers, including an understanding of the relationship between lifestyle and well-being- The social and health aspects of the environment in which people live, including an appreciation

of the relationship between responsible individuals and healthy communities- Human sexuality- Making informed decisions about practices and behaviours believed to promote health and well-

being.- Practices that can enhance personal safety and minimize abuse.

Most of these studies are engaged at each grade level; however, human sexuality is introduced as aspecific topic of study beginning at grade six.

Additional Notes1. A Health & Family Life Curriculum Committee is revising and updating the primary and

elementary curriculum. This committee’s mandate is to revise the elementary program to reflectthe standards and expectations of the Department of Education.

2. Parents must approve of their children enrolling in the human sexuality section of the grade 6course.

3. Teacher resource kits on human growth and development (human sexuality unit) are normallyprovided on a two per school basis. The Department, however, is anxious to accommodate theneeds of individual schools and may provide additional copies, or print-only copies (i.e. copieswithout the accompanying transparencies).

4. The family life component is included in the initial two chapters of each of the Young CanadaHealth texts for grades four to six. Integration of family life content with other curriculum areasis encouraged.

5. Parents may choose not to have their children participate in classroom instruction related to abuseprevention.

LANGUAGE ARTS

The English language arts curriculum is shaped by the vision of enabling and encouraging students tobecome reflective, articulate, literate individuals who use language successfully for learning andcommunicating in personal and public contexts.

The curriculum is defined in terms of outcomes organized around the processes of speaking and listening,reading and viewing, and writing and other ways of representing. These outcomes are contained in thefollowing curriculum guides:

Atlantic Canada English Language Arts Curriculum: Grades Entry - 3Atlantic Canada English Language Arts Curriculum: Grades 4 - 6

Grades 1 - 3 ResourcesAt the grades 1 - 3 level, resources include Reflexions and Literacy 2000. These materials were selectedto accommodate a wide range of reading levels, interests and learning styles. They include picture books,chapter books, expository texts, and narratives. The Reflexions program is set up thematically, and theliterature is organized into text sets. At each grade level, there is also an author study featuring a text setof this author’s work. Literacy 2000 consists of a number of books graduated in difficulty level andintended for guided and independent reading. A number of titles have been added from other guidedreading series since the implementation of Literacy 2000 to renew grades one to three classroomcollections for guided and independent reading instruction.

DescriptionThe Atlantic Canada Mathematics Curriculum is shaped by a vision which fosters the development ofmathematically literate students who can extend and apply their learning and who are effectiveparticipants in an increasingly technological society. The teaching and learning in mathematics activitiesand classrooms should enable all students to:C learn to value mathematicsC become confident in their ability to do mathematicsC become mathematical problem solversC learn to communicate mathematicallyC learn to reason mathematically.

Fundamentally, mathematics is a set of ideas. The intent of the PEI/APEF Mathematics Curriculum is toensure that students understand these ideas, not just master the rules and procedures. At the same time, itis essential that students accomplish a certain level of skill proficiency so that they have the tools to solveinteresting and relevant problems. Practice of skills is usually more effective if the practice arises inmeaningful contexts.

The outcomes for the mathematics curriculum are organized in terms of four content strands:C number concepts/number relationships and relationship operationsC patterns and relationsC shape and spaceC data management and probability.

MUSIC

RationaleWithin the Prince Edward Island education system, music is recognized as an important component of astudent’s education. The benefits derived from the study of music are many and contribute significantlyto a well-rounded education as expressed in our philosophy, outcomes and goals. Music is consideredessential to fully prepare students for the world in which they live.

A minimum of 90 minutes of music instructional time per 6-day cycle is required in order that theappropriate content and skills may be taught. This would equal 5% time on task.

Description

The music program is shaped by a vision of enabling and encouraging students to engage in the creative,expressive, and responsive processes of music throughout their lives.

The elementary physical education program grades one - six is designed to better recognize and achievethe goals and learner outcomes as listed below.

The program dimensions used to obtain the various goals and learner outcomes include: fitness,gymnastics, games, dance, outdoor pursuits and track and field. The major goals of elementary physicaleducation are as follows:

Physical Education Goals1. The physical education program should assist the individual in developing efficient and effective

motor skills and applying these skills to a wide variety of physical activities.2. The physical education program should assist the individual in developing and maintaining

physical fitness.3. The physical education program should assist the individual in developing knowledge and

RESOURCE-BASED LEARNING &SCHOOL LIBRARY PROGRAMS

The APEF and Prince Edward Island curricula and programs promote resource-based learning as a keyinstructional approach across all grade levels, subjects and disciplines. This means that the integratedschool library program should support the development of students’ information literacy throughresource-based learning activities at all grade levels across the curriculum. Resource-based learningactively involves students in the effective use of a wide range of print, non print, electronic and human orcommunity resources. Teachers and Teacher-Librarians need to ensure that all students are involved inactivities emphasizing skills and strategies required to think critically about the information they access,use, and apply, regardless of the source or format. They also need to assess students’ learning (processand products) for evidence of ‘learning about’ rather than simply ‘finding out about’ information-relatedtopics, problems and issues.

Schools should have a plan for making optimal use of the school library (facility, collection of learningresources, and instructional program), and for developing learning outcomes for students’ informationliteracy, as well as promoting the enjoyment of reading and appreciation of literature. The schoollibrary’s centralized collection of learning resources should include print (books, periodicals, etc.including fiction and nonfiction) non print materials (including audio, visual, computer software) and theequipment necessary to manage, use or produce them. Collections of learning resources need to beviewed from several perspectives; on-site, local, regional and global, and selected primarily to support theschool curriculum and learners’ needs. Library-resource centres are increasingly viewed as access pointsto information within and beyond the school; learning resources, including human resources, arefrequently accessed or borrowed and shared among other school or public collections and fromcommunity agencies.

The selection of supplementary learning resources for school library collections is another important partof the role for all school library personnel. Support is available from the Department of Education;information about a variety of selection aids and sources for assistance (print, online and consultant’sservices) is available in the PEI School Library Handbook. The Selection Ad Hoc Committee has alsodeveloped an online selection database which will include lists of learning resources recommended byqualified personnel from across the province. The Selection Criteria Ad Hoc Committee has alsodeveloped the Guidelines for the Evaluation and Selection of Learning Resources document to assisteducators with the entire area of selection and challenged materials.

Support for school library instructional programs continues to be available in the form of services offeredby consultants and a portion of the PEI School Library Handbook is also devoted to curriculum andinstruction. In addition to these, Building Information Literacy (BIL) the online curriculum supportdocument, provides schools with interactive and accessible support for developing and implementing theirintegrated school library programs. FRENCH IMMERSION PROGRAMS

IntroductionFrench Immersion is a school program designed to develop bilingual fluency in students as well aspositive attitudes towards the French language and culture.

Objectives- To enable students to pursue their education in either French or English.- To develop skills for employment in which the working language is either French or English.- To enable students to live in either English or French communities with linguistic and cultural

ease.

Early French Immersion (EFI)

Starting at the grade 1 level, all or most of the instruction is given in French in all subjects. An EnglishLanguage Arts program taking up 20% of the school day is introduced at grade 4.

An approximate breakdown of time allocated to the French/English components in elementary school is asfollows:

Grades One, Two and Three - 90% French instruction Grade Four, Five and Six - 65% French instruction

- 35% English instruction

The Department of Education has authorized programs of study for students in grades one to twelveFrench Immersion.

Middle Immersion (MI)

Middle Immersion Program begins at grade 4. Most of the instruction is given in French. An approximatebreakdown of the time allocated to the French/English components in elementary schools is as follows:

Time Allocation for French Immersion Programs

In 1990, a review of elementary education was completed and the Report of the Elementary EducationCommittee published. The Minister of Education stated general approval of the report and committed theDepartment to acting on some of its recommendations.

During the 1999-2000 academic year, a sub-committee of the Elementary Standing Committee reviewedthese recommendations and proposed the following integrated models which will remain in effect for the2006-2007 academic year.

This flexible integrated model is based on the belief that student achievement will result from acombination of discrete and connected teaching/learning experiences. It is understood that there arecommonalities among the outcomes for the curriculum areas of language arts, math, science, socialstudies, art, and connections will be made wherever it is logical and natural to provide for integratedlearning experiences. The model supports the development of information literacy through aresource-based learning approach. It also promotes technological competence through the integration ofinformation and communication technologies across the curriculum.

Grades One to Three

FRENCH LANGUAGE ARTS Vision

The Prince Edward Island French Immersion curriculum is based on the vision of educating students whoare able to communicate effectively in French, use French as a learning tool, and demonstrate anunderstanding of various cultures, particularly the culture of francophone communities.

Description

French language arts makes up most of the program in the early grades as teachers develop the four basicskills of listening, speaking, reading and writing in French. The Foundation for the French Language Artsin Immersion Programs in Atlantic Canada 2001 provides a framework for the French program. A detailedcurriculum guide for the French language Arts program at each level is presently in a draft format and isavailable from the French Programs Division of the Department of Education.

Emphasis is also put on the prevention of smoking and drug abuse.

The materials were chosen to accommodate a wide range of reading levels, interests and learning styles. The Reflexions program is set up thematically, and the literature is organized into text sets. The resourcesare intended to engage students, inspire talk about text, and encourage reading, viewing, writing, andrepresenting. A spelling text designed for French Immersion Grade 4 English students is also available.

LAN 5F English Language Arts EFI

The language arts program for grade 5 consists of one theme from the grade 4 English Collectionsprogram, two themes from grade 5 Collections, and an author study. Each of the Collections themesincludes an anthology, genre books and novels. The regular grade 5 English spelling program is used.

MATHEMATICS (EFI -MI)

DescriptionMathematics is more than finding the correct answer. It is a way of making sense of many aspects of theworld. Through the study of mathematics, students are able to perceive patterns, comprehend data,perform calculations, make constructions, and reason mathematically.

At the elementary school level, the development of mathematical literacy is the major objective. Mathematical literacy includes the competencies mentioned above; but it also includes being able tocommunicate about mathematics through speaking, reading, writing and listening. Elementary studentsmust come to understand the intrinsic utility of mathematics. In doing so, they will realize how

- estimation supplements calculation- experience balances innovation, and- problem solving techniques aid rules of procedure

The above viewpoints are derived from the goals articulated by the National Council of Teachers ofMathematics as stated in their recent publications.

SCIENCE (EFI-MI)

DescriptionThe Science curriculum must provide opportunities for children to develop a body of scientific knowledgethrough inductive, concrete and manipulative learning experiences. How children acquire scientificinformation is as important as committing scientific content to memory. However, it is important to havean appropriate balance between content or knowledge acquisition and process development. While thetwo can be dealt with separately, it is more appropriate that the science curriculum involve activitieswhich can be used to develop both content and process.

The Program of Studies and curriculum guides are based on the Common Framework of Science LearningOutcomes developed as a result of a joint activity between the Council of Ministers of Education, Canadaand participating jurisdictions then harmonized for the Atlantic provinces by participating members of theAtlantic Provinces Education Foundation.

The primary material used is a translation of “Innovations” and incorporates some local content. Otherresources, such as short stories, have also been provided to facilitate integration with the language artscurriculum. This integration is possible because students are encouraged to write about their scienceexperiences, to formulate ideas in their own words, and to discuss and modify these ideas based uponfeedback from the teacher and their fellow students.

Emphasis is placed on having students work with laboratory equipment and everyday materials in order toobserve and experiment with the science concepts and processes being studied. Participating in suchexperiences enables students to question, to communicate and to understand science ideas meaningfully.

SOCIAL STUDIES GRADES 1 - 6 (EFI) Grades 1-3 (EFI-MI) Grades 4-6

The grade 1-2-3 program begins with a study of self and progresses through a study of family structures,the school environment, the neighbourhood, and different neighbourhoods (rural and urban). The conceptof community is also introduced by having the children study community workers.

In grades 4-5-6, a new curriculum was implemented in September 1999. Concepts in the areas ofgeography, history, economics, governance, citizenship, entrepreneurship and human rights are introducedand developed throughout the three years.
