Ballot Questions

May the City and County of Denver retain and spend all 2015 revenues derived from the three one-hun-dredths of one percent (.03%) sales and use tax rate increase in support of the Denver Preschool Program as originally approved by the voters on November 4, 2014, and continue to impose and collect the tax to the full extent permitted by the original voter approval through December 31, 2026?

Referred Question 2A is not a tax increase. At the November 4, 2014 election, Denver voters overwhelm-ingly approved a sales tax increase of 3 cents on a $100 purchase to go to the Denver Preschool Program. Re-ferred Question 2A allows the voters the opportunity to retain and continue the tax, as required by TABOR. If 2A doesn’t pass, the Denver Preschool Program will lose just over $3.5 million of funding for Denver kids to attend a high quality preschool before entering kindergarten.

• EXPANDING COLLEGE AND CAREER PROGRAMS SUCH AS APPRENTICESHIPS, WORK EXPERIENCE, HIGH SCHOOL CLASSES THAT EARN COLLEGE CREDIT, AND CAREER FOCUSED CURRICULUM?

Denver Public Schools have become the fastest growing urban school district in the country. While our city continues to prosper our schools are not receiving the same prosperity. By ap-proving 3A Denver voters have a chance to make public education a priority this year and help Denver’s kids get the schools they deserve. 3A projects will directly benefit students and teachers. For Denver to be able to provide oppor-tunity for every child and every family, it needs great schools. We’re on our way, but we’re not there yet. 3A takes a major step in reaching our goal to have a great school in every community and a great teacher in every classroom. Revenue from 3A will be used to:

• Expand investments in early childhood read-ing programs and supports such as one-on-one tutoring and improved classroom tech-nology.

• Hire additional mental health professionals and counselors to assist children with mental health supports and allow teachers to better focus on teaching.

• Increase professional education for teachers, including new trainings, and added collab-oration and planning times, with the goal of helping teachers use proven methods for teaching young students how to read.

• Increase funding for teacher leadership posi-tions to provide teachers with more support, training, and collaboration opportunities.

• Help prevent future cuts and classroom sizes from increasing.

*Does not include proceeds of bonded debt, lease purchase agree-ments or other borrowings which may occur in 2017-18 fiscal year.

If we want Denver to be a great city, we need great schools. This year voters have an opportunity to vote “yes” on 3A.

The average home valued at $310,000 – the median house value in the city – will only pay $10 a month above their current tax level. For that modest sum, Denver Public School students will have better schools and better support systems.

The city of Denver is currently undergoing the largest expansion in history. The economy has taken off and the city has a record low 3% unemployment rate. While Denver may rank as one of the top cities people are moving to, it ranks among some of the lowest in terms of per pupil public school funding for major cities. This year, Denver’s voters have an opportunity to modernize and provide public schools with the resources needed to succeed in the current education environment.

Revenue from 3B will be used to:

• Invest in maintenance for existing schools, such as repairing falling brick work, failing mortar, and updating exterior doors and roofs, allowing buildings to continue serving future generations of students.

• Invest in existing facility maintenance, capacity upgrades, and quality learning environments.

• Build and expand schools to keep classroom sizes down and accommodate future student growth.

• Improve classroom technology providing more access to computers and other devices for stu-dents to learn on.

• Invest in new educational technology such as digital curriculums, online professional develop-ment tools, and eBooks.

• Increase security at schools so that every child and teacher has a safe environment to learn and work in.

• Implement cooling solutions in the hottest schools of the district, in some cases installing classroom air conditioning units to mitigate dangerous heat levels.
