    This#tag guidelinewill become a trusted companion for your cu-

    riosity, search, ingenuity and creativity as you browse the internet,

    or add your own content to it.

    Remind your dictionary that was there when you didnt know themeaning of a word, or when you wanted to check whether a word

    you had in mind existed already or not.

    The age of internet brings new possibilities for your curiosity,

    ingenuity and creativity.

    These possibilities are already nurtured by the internet, yet its

    mainstream use is distractive, consumptive and commercial.

    As ageneral purposecounter-measure for the information overload

    and bias of that mainstream internet, the proposed systematic tags

    will empower users in an instructive and productive use of the

    internet.

    How you will exploit this new powertool, is up to you to explore and

    learn. It depends on where you are in your personal development

    and what responsibilities you have been endowed with in society.

    The hashtags cover topics that are of interest to people in all

    It provides a global shared topic map with over a hundred thousand

    topics that matter for development, personal, public, and socio-

    economic.

    content or discourse on a municipality, a sector of industry or a

    On the tags structure and meaning

    This booklet addresses three kinds of hashtags:

    isic tags are for sectors of industry;

    cofog tags are for functions of government;

    lgu tags are for municipalities (local government units).

    For sectors of industry or functions of government, aroottag such

    as #isic0112 is combined with an ISO country code, for instance PH

    for the Philippines, to create a tag #isic0112PH for the economic

    activitygrowing of rice in the Philippines. Powertags for functions

    of government are created in the same way.

    By using powertags when posting content on a social platform

    such as Twitter, Facebook, Google+, Instagram, Pinterest you or an

    unknown author can indicate that the content is related to a sectorof industry of function of government in the country.

    Powertags for municipalities, for instance in the Philippines, are

    created in different way: we add an identification number for a

    municipality to the tag starting with #PH. For Tacloban City, the

    powertag is #PH1166.

    On using the tags

    Tags can be used to search content via the common search engines

    and on many social platforms.

    On the social platforms anyone can tag content relevant to a sector

    of industry or function of governmentin a countryto make it part

    of domestic discourse which is globally visible.

    This makes the discourseinclusive. Everyone can contribute, with-

    out a need to join a specific group or community, or without a need

    to be rich or famous for the contribution to be noticed.

    Whereas social media gives you a means to communicate with your

    social network, the powertags allow you to target a discourse rather

    than the public in general or your own network.

    Powertag Code of Conduct

    By tagging we can fight information overload. The success in this

    fight also depends on applying certain principles in dealing with

    content that others have created, and in contributing your own

    content to the discourse.

    Respect for copyright

    It is rather meaningless to discover content via a tag, then copy or

    repeat it, and post it with the same or a neighbouring tag (e.g. a

    different country code). Your content is likely to appear in the same

    search result as the copied content.

    Rather if you wish to strengthen the original authors message,

    retweet or repost it, or like, favorite, +1 it.

    By using powertags, the author expresses confidence his or hercontent is not infringing the copyright of others, or is not just

    repeating what others wrote already.

    Avoid spam or aggressive, commercial push ofcontent

    A common practice to reach a large audience using (social) media

    is to repeat the same post regularly or at many places.

    For instance in Twitter, some post the same content weekly, daily

    or more frequent. In LinkedIn or Facebook we may post the same

    content in multiple groups, in Google+ in multiple communities,

    etc.

    The use of hashtags in a public platform makes such multiple

    posting unnecessary.

    By using powertags, the author or publisher opts out of spamming-

    like, excess content-push attitudes addressing readers. He or she

    posts once, and next let the readers discover the content, via the

    tags, when they need it. This is called on-demand.

    Contribute to an inclusive discourse

    A discourse has questions and answers. Authors tend to use the

    print and social media to share their answers, even without ques-

    tions being asked.

    Where can people express their burning questions?

    People working in an under-served economic activity can tag

    their question. A question can become prominent as it is liked by

    others. And when a person able to answer comes across a prominent

    question, he or she can be sure that the tagged answer will be

    appreciated.

    The hurdles to joining the discourse are much less on a public social

    platform than in a closed group of app users.By using systematic tags, tagged questions become part of an

    inclusive discourse, in addition to answers and arguments.

    About the author

    The author

    Jan Goossenaerts is a social media entrepreneur and a business and

    architecture consultant specialized in applying ICT and communi-

    cations solutions for inclusively meeting the peoples needs in com-

    plex socio-technical settings. In 2012 he founded Wikinetix which

    became a finalist in the 2012 Social Media Leadership Awards.

    In order to catalyse further the instructive and productive use of

    internet he launched the Actor Atlas and a number of related

    social capital wikis: one for the Philippines, Tanzania, Nepal, India,

    the EU and the US. Jan has edited several books on information

    infrastructure in manufacturing systems and published in a num-

    ber of journals including Computers in Industry, Information &

    Management, Production Planning and Control and International

    Journal of e-Collaboration. In 2013 he co-edited a book on Foreign

    Aid and the making of Democracy in Nepal which is published via
