CONGRATULATIONS: Lieutenant/Para-medic Duane Pierce was recently named the “2009 City of Tamarac Firefighter of the Year.” Duane, has worked for the City of Tamarac Fire Rescue Department since 1988. In his more than 22 years with the Department, he’s shown incredible devotion to the organization and residents of the City. Duane received a proclamation from the Mayor and Commission at the March 24, 2010 Commission Meeting.

GREEN INITIATIVES: The City of Tamarac took an important step in its on-going green initiatives. The City was presented with a Milestone Achievement Award for Climate Protection by ICLEI – Local Governments for Sustainability. The award was presented to the Mayor and Commission at the March 24, 2010 Commission Meeting in recognition of the City undertaking the first steps in curb-ing carbon emissions. This will be an ongoing project, be on the look-out for more informa-tion in the months ahead.

THANK YOU: At the April 14, 2010 Com-mission Meeting, the Mayor and Commis-sion presented the Charter Review Board with Certificates of Appreciation and thanked them for their service to the City. A Charter Review Board is appointed every 6 years, for a one year term, by the Mayor and Commis-sion and is charged with reviewing the City Charter and making recommendations for changes to the Commission. Several of the changes the latest Board recommended will be on the November Ballot (see page 7). The 2009 – 2010 Charter Review members were: Former City Commissioner Marc L. Sultanof (Chair), Mindy Salway, Ben Karnefsky, Char-lotte Williams, and Elsa Huddleston.

MORE THANKS: At the May 12, 2010 Com-mission Meeting, the Fo Guang San Buddhist Temple presented the Mayor and Commis-sion a donation of $2,000.00 for the City. The money will be used to offset the cost of the July 4th Celebration (see page 5). This is the second year in a row that the Temple has donated money to the City “in appreci-ation of partnership the Temple shares with the community.”

MORE GREEN: The City of Tamarac was named a Tree City USA for the seventeenth time by the Arbor Day Foundation. Tamarac met the four standards to become a Tree City USA community including: having a tree board or department, a tree-care ordinance, a com-prehensive community forestry program, and an Arbor Day observance and proclamation.

WELCOME: Newly elected Congressman Ted Deutch (19th District of Florida) recent-ly opened a satellite office at Tamarac City Hall. To celebrate, the Congressman invit-ed the public, friends, family, and elected of-ficials from throughout Broward County to a ceremonial swearing-in at Tamarac City Hall on May 17, 2010. The Oath of Office was ad-ministered by Judge Peter Weinstein. The Congressman’s staff will be in Tamarac fre-quently and the office can be reached by call-ing (954) 597-3990.

INSPIRING [AGAIN]: Once again the Young Aspiring Artists from Challenger Elementa-

ry, under the direction of their teacher Ellen Spahn-Bader, displayed their incredible tal-ent to the community. This time their artwork was on display at the Tamarac Communi-ty Center for an End of the Year Art Exhibit.

WANTED: The City of Tamarac is looking for volunteers to help man the Information Booths at City Hall and the Tamarac Commu-nity Center. Hours are Monday through Friday between 10:00 am and 12:00 pm. VOLUNTEERS: Congratulations to Barbara Tarnove who has been selected as Volun-teer of the Quarter for the second Quarter of 2010. Barbara, has been an active volunteer in the City since becoming a member of the Tamarac University Alumni Ambassador Pro-gram after graduating with the 2008 Class of Tamarac University. In 2009 Barbara became involved with the newly formed Tamarac His-

torical Society and quickly became an inte-gral part of the budding Society’s success. Barbara was elected to serve as the first-ev-er president of the Historical Society by her peers. Special thanks to Barbara for all her hard work and enthusiasm on behalf of the City. also planted a tree at Sunset Point Park and were treated to lectures on the environ-ment by Artist Susan Buzzi and the City’s own Conservation Specialist, Bill Franqui. On April 22, 2010, artist George Gadson unveiled “Saving our Global Earth with Less Trash,” an environmental themed piece of art, which he created with the help of the FastTrack kids and Teen Club.

THE City celebrated Earth Day 2010 with students from Tamarac El-

ementary, the Parks and Recreation Fas-Tracks Kids, and the City’s Teen Club. On April 21, 2010 fourth and fifth grad-ers from Tamarac Elementary’s Garden Club took a field trip to Tropic Plants where they took a tour of the facility and got to take home a seedling to plant. In addition, the children

IF you’ve driven along Pine Island Road, near City Hall, in the past couple of

months you probably noticed quite a bit of activity at Tamarac’s Fire Station 41. The station, originally built in the late 1970’s, has been undergoing a complete renova-tion inside and out. The improvements include improvements to the living quarters, day room, exercise room, public restroom, and offices, as well as the updating of the HVAC system, relo-cating the medical supply room, installation of fire sprinklers and alarm system, kitchen renovations, relocation of the generator, in-stallation of fencing, and of course an up-grade to the facade. All of the renovations were undertak-en to make the facility not just more up-to-date and efficient for the men and women who work there, but to make it safer as well — new hurricane windows and doors were also part of the renovation.

EVEN though the mail-in por-tion of the 2010 Cen-

sus is complete, the process of taking an accurate count of the nation is on-going. Census workers, or enumerators, are in the process of going door-to-door in communities around the nation to talk to those people who have not yet re-turned a Census form. Enumerators are employed by the Census Bureau to help those house-holds who did not return their mail-in forms to complete the Census prop-erly. It’s important that you be count-ed to help ensure Tamarac gets its fair share of over $400 billion in federal funds annually.

The Broward Sheriffs Office has recently become aware of scams involving individuals claiming to be affiliated with the Census. In an effort to safeguard residents and business own-ers, keep the following impor-tant safety tips in mind:

• The Census does not ask for Social Security Number.

• The Census does not ask for any bank account information.

• The Census does not ask for credit card information.

• The Census does not ask for a Drivers License num-

ber, passport or alien numbers.• The Census does not solicit infor-

mation via e-mail.• The Census does not ask for

names and birthdates of all per-sons living in your house.

• The Census does not ask if you rent or own.

If Census employee comes to your house ask to see proper identification, if you feel the person is suspicious, do not open your door and call 911. If you see or hear anything, or anyone, suspicious, call BSO’s non-emergency number at (954) 765-4321. IN CASE OF AN EMERGENCY CALL 911.

BSOTamarac Explorer Post 7 recently attended the 2010

Learning for Life South Florida Law En-forcement Explorer Challenge at the Hi-aleah Educational Academy. A total of 16 teams from various agencies entered in the competition and despite Tamarac’s Ex-plorers being relatively new and this being their first competition; they did an amazing job! The Explorer Post 7 Competition Team won a first place trophy in the traffic crash investigation scenario and a 5th Place tro-phy for Drill. Additionally, Explorer Jere-my Bacchus received second place in the obstacle course. Overall, our Explorers ranked fifth in the competition.

The Explorer Post 7 Competition Team consist-ed of: Jeremy Bacchus, Kevin Brun, Ashley Jean, Christine Mulligan, Alberto Rincon, Alex Rosenthal, and Jeff Thomas. The Explorer Post 7 Competi-tion Advisors are Deputies Steve DelSol, Monica Jean, Robert Martinez, and Mario Ginory.

LEARNING: The participants of this year’s class of Tamarac University (TU) visited many of the City’s facilities and heard presentations from each of the City’s departments and divisions. TU provides participants the opportunity to learn first-hand about the functions of the City. In addition, the City learns from them — their feedback has become invaluable and useful in making improvements. Upon graduation, the students become ambassadors in the community and epitomize the programs slogan: Share your knowledge. Interact with your neighbors. Represent your City.

he fourth year of Tamarac’s interactive citizen academy, Tamarac University (TU), has concluded — 23 students graduated in the Class of 2010 at the Commission Meet-ing on Wednesday, June 9, 2010. Upon receiving their

Certificates of Completion, the students were praised by the May-or and Commission for their dedication to the course and their de-sire to learn more about the City. The students were competitively chosen from among all of the applications received by the Febru-ary 12, 2010 deadline. Throughout the eight-week course, which began on April 13, the participants heard from each of the City’s various departments and divisions as well as the City Attorney and Broward Sheriff’s Office Tamarac District. In addition, classes were held at facilities throughout the City providing the opportunity for the students to tour each facility. Students were provided a behind-the-scenes look at the inner-workings of their local government and have an opportunity to develop relationships with fellow-classmates and City staff. One of the aspects of the course students enjoy the most is the opportunity to ask questions on a variety of subjects di-rectly to City staff, from canal maintenance to who initiates land use amendments. Be sure to be on the lookout for the Class of 2010, as well as all previous graduates, at various City events and functions wearing their distinctive powder blue TU shirts!

ummer has rolled around once more. The weather is warmer. The rainy season, along with Hurri-

cane Season (Prepare and Be Aware!, see page 8), has begun. Children are enjoy-ing their break from school, and our Caporella Aquatic Center is standing by to help everyone escape the heat... In Tamarac, the start of the season has traditionally been the City’s July 4th All-American Celebration. This year the fun be-gins at 6:00 pm, and includes live music, games and activities for the entire fami-ly, bounce houses for the kids, face paint-ing, traditional hotdogs and hamburgers (as well as other refreshments available for purchase from the Tamarac Sports Leagues who use the event as a fund-raiser), a special visit by Uncle Sam and Betsy Ross, and much, much more. The evening will climax at 9:00 pm with an amazing fireworks display. Be sure to bring your lawn chairs and blankets, along with your friends and family to enjoy this most American of traditions! bration is Sunday, July 4th, 2010 at the Tamarac Sports Complex (9901 N.W. 77 Avenue; corner of Nob Hill Road and N.W. 77 Avenue), from 6:00 - 9:30 pm. Parking is limited at the Sports Com-plex, however a FREE continuous shut-tle service will be running from Tamarac City Hall (7525 N.W. 88 Avenue) and the Tamarac Community Center (8601 W. Commercial Blvd.) between at 5:30 and 8:30 pm, and again following the fire-works display. This year’s live music will be provided by the popular local band Now & Then — the group plays a variety of musical styles from the great standards of the 40’s to today’s hottest hits! he City of Tamarac is commit-ted to being your “Community of Choice” and in order to main-tain desirability and attractive

common areas throughout the City. One of the ways in which the City is able to work with neighborhood and homeowner asso-ciations in order to promote beautification efforts is through the Neighborhood Part-nership Program. The program provides grant funds to neighborhood and home-owner associations to help improve com-mon areas of the community.Who is eligible?Active Neighborhood Associations/Orga-nizations and Homeowner Associations within the City of Tamarac registered with the Community Development Department. Project must be located within a commu-nity that is at least 5 years old. (The aver-age ages of the homes are greater than 5 years old.) All projects must be visible and accessi-ble from a public roadway. If the Organization/Association is not registered as a Florida not-for-profit cor-poration pursuant to Chapter 617.301-312, Florida Statutes, the improvement must be located on public property and donated to the City of Tamarac.What type of project is eligible for funding?The neighborhood improvements must benefit the entire neighborhood or com-munity and demonstrate the direct in-volvement of the neighborhood residents (all project proposals must include mem-

bers of the neighborhood in the identifica-tion, planning and execution of the project). Program funds cannot be used to replace the organization’s current operating budget. Additionally, no project should benefit an individual more than it would the entire neighborhood. Examples of projects that are eligible for funding: low water use land-scape projects, removal of nuisance species, subdivision signs, enhanced lighting, traffic calming devices (subject to the City’s Traf-fic Calming Policy), and safety projects.What kind of project is not eligible?Funds cannot be used for maintenance-type projects. Maintenance includes (but is not limited to): resealing or repaving streets, routine painting of walls or fenc-es, trimming trees and/or shrubs and in-stalling improvements required as part of the city code.Terms of a Neighborhood Partnership Pro-gram Agreement Grant MatchEach neighborhood association will be ex-pected to match at least 50% of the value of the City’s contribution. The City’s contri-bution may include in-kind services, such as labor and materials used by City work crews as well as cash contributions. The neighborhood contribution may in-clude cash contributions as well as sweat eq-uity contributed by neighborhood residents. Amount of GrantGrants will be capped at $5,000 for stan-dard single family neighborhoods with public rights-of-way, $2,500 for townhouse/condominium projects. Exceptions will be made only when the public benefit to the

panels at the Tamarac Community Center, to energy efficient LED lighting being ret-ro-fitted on many of the City’s streetlights; from being a leader in water conservation ef-forts in South Florida, to developing a com-prehensive plan to reduce carbon emissions (see page 1) and everything in between.

Recently the City was awarded the Green Local Government Gold Level Certifica-tion by the Florida Green Building Co-alition (FGCB) — one of only two cities in South Florida to hold this designation! You may recall that Tamarac was the first city in South Florida to receive Silver Level Cer-tification in May 2008. In awarding the Gold certification, the FGBC acknowledged the City’s continued green initiatives and commitment to the en-

vironment which include a variety of energy reducing measures, free and discounted wa-ter saving devices, the abundance of “Flori-da Friendly” certified medians, streetscapes and facility landscaping, the City’s Commu-nity Garden planted on Earth Day 2009. As part of its green initiatives, the City extends its efforts throughout the commu-nity with such programs as low-flow toi-let rebates, a dedicated Water Conservation Specialist who is available to speak with res-

idents about conservation efforts, and most recently the “Get Healthy, Go Green Expo” held at the Tamarac Community Center on May 15, 2010. This Expo highlighted green and healthy products and services from the community. Participants received free health screenings, product demonstrations, plant give-aways and much more! his November, there will be no Mayor or City Commis-sion elections*, but there will be three City of Tamarac items on the ballot. The items are proposed amendments

to the City Charter which will be placed before the voters. The City Charter is reviewed every six years, and the 2009-2010 Charter Review Board, comprised of residents appointed by the City Commission, was tasked with performing a thorough review of the City Charter and making recommendations for updates and changes to the City Commission. The proposed changes have been subject to public hearings, and have been heard and passed by the City Commission. The next step is to place these recommendations before Tamarac’s voters.These recommendations are as follows:

1. The City’s unappropriated budget reserve surplus is cur-rently capped at 10% of the annual budget. The Charter Board recommendation is to remove the cap, allowing the City to be better prepared for financial emergencies and unexpected municipal expenses.

2. The City Charter currently calls for several boards and committees, including: the Social Services Board, Public Information Committee, Consumer Affairs Committee, In-vestment Advisory Board and Code Enforcement Board. All of these groups are included and more fully regulat-ed in greater detail in the City’s Code of Ordinances. This recommendation will remove the redundancy and unnec-essary charter language.

3. The final recommendation involves solicitation of bids for the purchase of capital equipment and contracts over $25,000. The Charter requires these to be advertised in a daily newspaper of general circulation. The proposed amendment allows the Commission to set the financial threshold for re-quiring the procurement of contracts through a competitive process and es-tablish the advertising requirements, which may include online advertising in accordance with the requirements of Florida Law.

he 2010 Hurricane season officially be-gan on June 1 and will last through the end of November. Experts are predict-ing an active season — if you haven’t

already begun preparing for this year’s season, now is the time. We all know that the key to surviving a hurri-cane, or other natural disasters, is to Prepare and Be Aware. Unfortunately, most people do not prepare for a hurricane until the threat is immi-nent. However, the key to hurricane prepared-ness is to accomplish in advance those tasks that you will not have time to complete once a storm is forecasted to impact our area. By preparing early, you will avoid the last minute rush and long lines many people experience as they real-ize they do not have the supplies they need in order to survive should a storm knock out pow-er, interfere with phone service, or block roads. Before knowing how to prepare for a hurricane, you need to know what to prepare for. A hur-ricane brings a number of threats: high winds, storm surge, tornadoes and flooding. Although we have been fortunate to enjoy a couple of mild hurricane seasons in a row, we must never forget the lessons learned from those devastating seasons of just a few years ago, or the images of the aftermath of Hurricane Katrina that devastated the Gulf Coast in 2005. Hurricanes are powerful and, even though they are often forecast in advance, they can be unpredictable and deadly...

A few days before a hurricane strikes is not the time to devise an escape route or try to build your Hurricane Supply Kit... to the right is the basic contents that the National Hurricane Center recommends. At the very least you should collect these items and store them in one convenient and water resistant location (such as a closable plastic bin): Another basic item to keep on hand, one that the City recom-mends and most people do not usually think about, is a tarp in case you need to cover your roof, or other structure, in the event that it is damaged during a storm. Being properly prepared, and prepared early, is the key to you, your family, and loved ones survival. Remember, the rule is that you need to be prepared for at least 72-hours without any exter-nal assistance. Although the City, along with other rescue resourc-es, are here to assist you, we can only do so once it is safe for our rescue personnel to mobilize (often after the brunt of the storm has passed). Safety is imperative, and it is all of our responsibili-ties to take the precautions to Prepare and Be Aware. For more information about Hurricane Safety, be sure to read the information on these two pages and, be sure to take advantage of all of the resources available to you from the County, FEMA, the Red Cross as well as other sources. Keep this information as a reference source. As always, Tamarac Fire Rescue encourages all of Tamarac’s residents to enroll in the FREE CodeRED* program. State and local statutes require you to have a Building Permit for many of the most com-mon home improvement projects — anything from adding a new sink to replacing your kitchen cabinets; adding a fence to building a utility shed. Also, before you apply for a Building Permit, you should check with your Ho-meowner’s Association for any restrictions they might have on the type of work being proposed. If you are going to hire someone to do the work, it is VERY IMPORTANT that they are properly licensed by either Broward County or the State of Florida. Many people don’t realize that some of the most common additions and remodeling jobs require building permits. For instance, replacing kitchen and bathroom cabinets, install-ing and/or replacing any type of sink, water heater, or any electrical upgrades such as: the installation of new outlets, upgrading of existing ones, or adding new light fixtures all require a building permit, as does the installation of cano-pies, awnings, and tents permanently attached to a build-ing or pool deck; the new installation or replacement of any windows, swing doors, hurricane shutters, fences, decking, gazebos, trellises, driveways and walkways. You may be asking yourself, why would I need a permit to install a sink, or any of the other items listed above — the simple answer: safety. WHAT is stormwater pollution? When it rains, some of the rainwa-

ter soaks into the ground, and some of it flows over the ground into the stormwater drains which discharge into lakes and canals. Anything oth-er than rainwater in the storm drains will cause pollution. Pollution is anything that harms natu-ral resources; it can be trash floating on top of the water, debris under the water or chemicals suspended within the water table. There are many things that residents can do to prevent stormwater pollution just by practic-ing healthy household habits…

• Sweep up driveways, sidewalks and gut-ters and dispose of debris in the trash;

• Take your car to the car wash instead of washing it in the driveway;

• Check your car for leaks and recycle your motor oil;

• Clean paintbrushes in a sink, not outdoors;• Pick up after your pet;• Don’t over-water your lawn; and• Never pour anything into a storm drain;

intentionally pouring pollutants into storm drains is dangerous to the environment and illegal.
