No. 455/MA/O/C-4/1M-1/2001 Dated, Kolkata, the 29th day of
September, 2014.
WHEREAS vide notification No. 318/MA/O/C-4/1M-1/2001 dated, Kolkata, the 14th day of
July, 2014 (hereinafter referred to as the said notification) Administrator has been appointed in
Asansol Municipal Corporation (hereinafter referred to as the said Corpor ation) with effect from the
17th day of July, 2014 from which the terms of existing Board of Councilors shall stand dissolved;
AND WHEREAS by virtue of the said notification the Additional District Magistrate, Asansol
has taken the charge as Administrator of the said Corporation with effect from 17 th day of July,
2014, till the new Board of Councilors of the said Corporation takes over charge after the elections
to be held or until further orders, whichever is earlier;
AND WHEREAS it is felt necessary to appoint Board of Administrators (hereinafter referred
to as the said Board) for running of day to day functions of the said Corporation;
NOW, THEREFORE, the Governor, in exercise of the power conferred by sub-section (4) of
section 11 of the West Bengal Municipal Corporation Act, 2006 (West Ben. Act XXXIX of 2006)
(hereinafter referred to as the said Act), for the purpose stated above, is pleased hereby to appoint
the Board of Administrators for the said Corporation consisting with the following members of the
said Board with immediate effect and until further order(s).
• Shri Tapas Banerjee, Hon’ble Member, West Bengal Legislative Assembly; and
• Additional District Magistrate, Asansol.
The Governor is further pleased to direct that the Additional District Magistrate, Asansol,
shall act as the Chairperson of the said Board of Administrators until further order(s).

Respected Sir/s,
We the undersigned persons beg to draw your kind attention about
the following facts: -
• That after expiry of 5 (five) years the Board of Councilor of Asansol Municipal
Corporation has been dissolved on 17th day of July 2014 and thereafter vide
notification No. 318/MA/O/C-4/1M-1/2001 dated, Kolkata, the 14th day of July
2014 the Governor of West Bengal appointed Additional District Magistrate,
Asansol with affect from 17th July of 2014 from which the terms of existence of
councilors shall dissolve.
• That recently by another notification dated 29th Sep. 2014 the Governor has
appointed Sri Tapas Banerjee, Hon’ble Member, West Bengal Legislative
Assembly as a member of Board of Administrators.
• In the said notification it has been mentioned that the Governor in exercise of
the power conferred by sub-section (4) of section 11 of the West Bengal
Municipal Corporation Act, 2006 (West Bengal Act XXXIX of 2006) has been
pleased hereby to appoint the Board of Administrators for the said
Corporation consisting with the following members of the said Board with
immediate effect and until further order(s):
• Sri Tapas Banerjee, Hon’ble Member, West Bengal Legislative Assembly
and
• Additional District Magistrate, Asansol.
The Governor is further pleased to direct that the Additional District Magistrate,
Asansol, shall act as the Chairperson of the said Board of Administrators until
further order(s).
• The Notification appointing Administrator and Board of Administrator u/s 11
of The West Bengal Municipal Corporation Act, 2006 is totally wrong illegal
and contrary to the provision laid down in sec. 11 of The West Bengal
Municipal Corporation Act, 2006.
• On plain & simple reading of sec. 11 of The West Bengal Municipal Corporation
Act, 2006 it would be clear that “The Board Councilors, unless dissolved
earlier, shall hold office for a period of 5 (five) years from the date appointed
for its first meeting after the general election and no longer” and also from
sub-sec. (3) it would be clear that “In a newly constituted Corporation area, all
the powers or functions, vested with the Corporation authorities under this
Act or under any other law, for the time being in force, for the purpose of
shaping up the municipal administration, shall be exercised or performed, as
the case may be, by such person or persons to be designated as the
Administrator or the Board of Administrators, as the State Government may,
by notification, appoint for a period not exceeding 6 (six) months”.
So sub-sec. (3) speaks about newly constituted corporation area which is
not applicable to Asansol Municipal Corporation.
And from sub-sec. (4) of sec. 11 of The West Bengal Municipal Corporation
Act, 2006 it would be found that “If for any reason, it is not possib le to hold
the general election of a Corporation before the expiry of the period of 5 (five)
years, specified in sub-sec. (2), the Board of Councilors shall stand dissolved on
the expiration of the said period and all the powers of functions vested with
the Corporation authorities under this Act or under any other law for the time
being in force, shall be exercised or performed, as the case may be, by such
person or persons to be designated as the Administrator or the Board of
Administrators as the State Government, by notification, appoint”.
• But in case of A.M.C. the Board has not dissolved before expiry of 5 (five)
years. The term of the Board started on 17th June 2009 and expired on 17th
June 2014 so in Asansol Municipal Corporation No Administrator or Board of
Administrator can be appointed. Moreover The A.D.M., Asansol and Sri Tapas
Banerjee are neither the directors of the local bodies nor District Magistrate or
Sub-Divisional Magistrate.
• In view of such facts & circumstances, both the Notification No. 318/MA/O/C-
4/1M-1/2001 dated, Kolkata, the 14th day of July 2014 and No. 455/MA/O/C-
4/1M-1/2001 dated, Kolkata, the 29th day are wrong and both should be
cancelled or recalled.
• The only remedy is delegation of power to District Magistrate or Sub-Divisional
Magistrate.
• Be it mentioned that the then Mayor, Sri Tapas Banerjee during his tenure has
committed and adopted several illegal means for his personal gain and
committed series of embezzlement of Government & Municipal Funds for
which he is liable to be punished under the law. The details of his illegal acts
and embezzlement of funds has been mentioned in separate sheets (5 [five]
pages) and enclosed to this Notice.
We, therefore give you this notice requesting you to set aside / cancel /
withdraw / recall both the Notification No. (i) 318/MA/O/C-4/1M-1/2001 dated,
Kolkata, the 14th day of July 2014 and (ii) No. 455/MA/O/C-4/1M-1/2001 dated,
Kolkata, the 29th day within 7 (seven) days from the receipt of this notice failing
which we shall have no other alternative but to file a Writ Petition before Hon’ble
High Court at Calcutta without any further reference.

This is the particulars of malpractice & embezzlement of Government & Municipal Corporation Funds
The details of illegal acts and embezzlement of Government & Municipal Funds
made by Sri Tapas Banerjee (Ex-Mayor) are as follows: -
• Passing a bill amounting to Rs. 26 Crores in connection with construction of
houses at Chandmari “within Ward No. 28 of Asansol Municipal Corporation
under B.S.U.P. Scheme (Central Government Scheme) which was not passed
by previous Board for using the sub standard materials but the Ex-Mayor,
Tapas Bandhopadhyay clandestinely passed the said disputed bill for Rs. 26
Crores without any approval of the Board of Councilors.
• Passing the another disputed bill of about Rs. 30 Crores approx against the
maintenance of water treatment plant at Kalajharia, Burnpur.
• The record will speak that 90% of the work order from 17 th June 2009 to
January 2013 have been issued without publishing any Tender notice or
seeking any Tender from intending bidders / contractors.
• One Sri Biren Mukherjee sent applications on 26.10.12, 05.11.12 & 18.11.12
under R.T.I. Act but neither the then Mayor nor the previous Commissioner,
Mr. Ikot sent any reply on the contrary they sent 2 (two) letters (Page 2 of 9
no. lines).
• That after taking oath the then Mayor, Sri Tapas Bandhopadhyay declared
that he will take legal steps against the promoter named Sri Sachin Roy who
have illegally constructed a Shopping Complex named Parbati ……. & also
Hotel Parbati International encroaching side land of G.T. Road i.e. covering
footpath Opposite Old R.K. Mission School (now Gupta College of
Pharmaceuticals).
• There is also serious illegality and embezzlement of fund in the matter of
construction of Nazrul Park over the side land of G.T. Road within Ward No.
17 of A.M.C. and a bill for Rs. 30 lakhs have been passed by the Mayor in
collusion with Mr. Rabiul Islam, M.I.C. and an old friend of Mr. Tapas Banerjee
though on proper verification it will found that hardly Rs. 3 (three) lakhs has
been spent for construction of said park. Mr. Rabiul Islam has also constructed
a Party Office over a portion of land where park has been made.
• That after the death of Binoy Sarkar, Councilor of Ward No. 6 and the death of
Goutam Maji of Ward No. 47 no election was held for about 2½ (two & half)
years. During these said period the Mayor, Sri Tapas Banerjee was in charge of
those 2 (two) vacant wards and he shown massive expenses on several heads
though no work was made in the said 2 (two) wards and thereby the Mayor
has embezzled the huge amount of money from exchequer of A.M.C.
• In Ward No. 13 a false bill for Rs. 15 (fifteen) lakhs has been passed in the
name of “Akhil Udyog”. But no work was done against the work order.
• There are serious malpractices same as Para 11.
• The Deputy Mayor, Mr. Amar Chatterjee charged an amount of Rs. 6,000/-
towards municipal tax whereas the actual amount should be 16,000/- per
quarter.
• There is a big shopping complex at Chitra Cinema More, Burnpur and the then
Mayor has assessed the tax of Rs. 20,000/- per year only for the said shopping
complex though the tax of said mall including shops should be at least 3
(three) lakhs per year.
• Thereafter on transfer of Mr. Jayanta Aikot from Asansol one Smt. Shilpa
Gouri Saria (IAS) S.D.O. Asansol was appointed as Commissioner of A.M.C.
and during the short span as Commissioner A.M.C. she detected huge
malpractice / defalcation of money in the Department of Environment and
garbage liefting/ cleaning and she also stopped issuing work order without
any Tender and started E- Tendering. Be it mentioned that one Sri Tapas
Ghosh got appointment on contractual basis in the year 2004 during the
period of previous board when Sri Tapas Roy was the Mayor of Asansol
Municipal Corporation during the previous Board.
• That in the month of May 2009 Sri Tapas Banerjee sworn in as Mayor of
Asansol Municipal Corporation and Sri Tapas Banerjee not only extended the
terms of service of Tapas Ghosh on contractual basis for a further period of 5
(five) years but also appointed him as his personal assistant and the
malpractice in the matter of allotment of Petrol / Diesel in cleaning / Safai
Trucks, purchasing of various cleaning apparatus and specifically preparing
the salary sheet for sweepers, Safaiwalla, labours, supervisors, drivers etc.
and such practice was being continued since June 2009 till March 2013 and
the Mayor himself continued to pass those bills directly and ultimately the
previous Commissioner of A.M.C. cum S.D.O. Asansol Smt. Shilpa Gouri Saria
(IAS) who also happened to be a Chartered Accountant and she detected the
Malpractice in the said Environment Department and changed the old
practice of payment of bills since 2004 and ordered to pay the salary of
Safaiwallas and / or all payments through cheques instead of cash as a result
of which the amount of money being paid to the Sweepers contract labours /
garbage cleaner as a result the amount abruptly reduced to half the amount
approx. and it is Shilpa Gouri Saria who caught the false billing and stopped a
long and old malpractice red-handed. After such detection the Mayor Sri
Tapas Banerjee has no other alternative but to admit the fact of the
malpractice in the Asansol Municipal Corporation but he tactfully tried to
shift the burden solely upon the officer Sri Tapas Ghosh the Officer of
Environment Dept. and made him an “Escape Goat” and lodged a written
complaint on 23.05.2013 only against the said officer without mentioning
the names of sanitary Inspectors who are responsible for Initiation of bills
and the officers who are responsible to check & verify the bills. The amount
of emblazlement and/or defalcation of Municipal Fund only in the Account of
environment department exceeds 1.5 (one and half) crores of Rupees beside
the other malpractices in the department of Water, Electricity, Tax, Trade
license and Roads etc.
• In the FIR made by Sri Tapas Banerjee tried to show that the Environment
Officer i.e. Tapas Ghosh is the only person responsible for such a huge
defalcation of money and made him an “escape goat”. It is more surprising
The Mayor before sending the case/FIR to Police got a declaration from Mr.
Ghosh after confining Mr. Ghosh in the chamber of the Chairman of A.M.C.
Sri Jitendra Tewari under threat and pressure and wrongful confinement to
the effect that “I Mr. Ghosh am solely responsible for the malpractice and
defalcation of corporation fund” and forwarded a written complaint / after
making the officer solely responsible for such huge amount of
defalcation/embezzlement of Public money and thereby before the enquiry
by Police/investigating Agency The Mayor decided the case of defalcation
and there by Fixed/set the line or direction of Investigation by exerting his
Political Power and official capacity.
Be it mentioned that Sri Jitendra Tewari Chairman is also the Union leader
of Sweeper / Labour / Safaiwalas of A.M.C. and he has /had every knowledge
about the exact number of sweeper/labour working under A.M.C. as he
has/had regular meeting with them and their gang leader (mate). Moreover a
letter vide memo no.449/DS/SPIO/MA/RIA – 1/2007 dated Kolkata 12th
November 2012 from the Depty. Secretary Municipal Affairs Writers’
Building/Kolkata was also sent to the Chairman A.M.C. when the Mayor and
commissioner of A.M.C. were not caring to give any answer to the queries
made in the Applications under R.T.I. Act rather supported the illegal activity
of Sri Tapas Banerjee and Officers responsible and blindly and actively
supported Sri Tapas Banerjee to make Sri Tapas Ghosh a “Escape Goat”.
The Chairman, Sri Jitendra Tewari in collusion with the Mayor have invested
Rs. 34 crores of money out of A.M.C. Fund for construction of houses over the
land of E.C.L. at Damra within Ward No. 36 where Sri Jitendra Tewari is the
councilor surprisingly the bills has already been paid to the contractor in
collusion with each other though the houses are still incomplete.
• That in the written complaint / F.I.R. sent on 23.05.2013 to Police but The
Mayor did not mention the names of Sanitary Inspectors who initiated the
fake & inflated bills and also the names of responsible Officers of A.M.C. who
processed the fake bills as Mayor knows if their names are mentioned in the
F.I.R. they will unearth the actual fact behind the massive corruption made
by him.
• Thereafter the Police started a case being Asansol (S) P.S. Case No. 240/13
dated. 23.05.2013 u/s 420 / 409 / 465 / 467 / 468 / 471 / 120B I.P.C. and the
O/C entrusted the case for Investigation to Mr. Biswanath Mazumdar the 2nd
Officer of Asansol (South) P.S. who got an order of remand from A.C.J.M.
Court Asansol for 10 (ten) days but the officer is not enquiring the case
properly or in right direction and till date he has not seize the CAG report
from the office of A.M.C. and also the connecting papers bills and note sheet
made by previous commissioner A.M.C. cum S.D.O. Asansol Smt. Shilpa Gouri
Saria and the details of Accounts relating to inflated bills and salary sheet of
sweepers of Environment Department since 2004. The I/O is regularly visiting
the office of The Mayor and Chairman of A.M.C. and consulting with them to
find out the ways and means to save the skin Mayor i.e. Sri Tapas Banerjee
and making consultation with the Mayor who has direct involvement in the
matter of defalcation of huge Govt. Fund and corporation fund as the Mayor
happened to be the final passing officer of those monthly fake and false bills
relating the Environment Department. The Chief Accountant Sri Shyama
Prasad Mukherjee has also hands in the matter as he is also responsible to
check & verify the geniuness of the Bills.
• That The Mayor just before Durga Puja 2013 went to Kolkata by Coal Field
Express and submitted 2 (two) cheques total amounting to Rs. 3 (three) crores
in total at Axis Bank at 4 Clive Row, Kolkata-700001 and ICICI Bank, 22 R.N.
Mukherjee Road, Kolkata-01 on 08.10.13 and made a Mobile call to the party
and demanded commission in cash.
• The 1s t Signatory Sri Monoj Kumar Mitra also sent an application under RTI Act
on 04.06.2013 which was Regd. On 18.06.2012 and in answer to the said
application the present Public Information Officer cum Municipal Engineer
Sri Sukumar Mukherjee sent a reply vide his Memo no. PW/Eng/13 dated
26.06.2013 in the same line of the previous Commissioner Mr. Jayanta Ikot
requesting Mr. Mitra him to inspect the records in between 2.00 p.m. to 4.00
p.m. in any working day in the 2nd week of July 2013’ which is nothing but
avoiding tactic as he is directly involved in all most all the corruption with Sri
Tapas Banerjee & his two (2) old friends and inspection of such huge and
voluminous records of A.M.C. is not only impossible by a single person but
also beyond the scope of RTI Act and thereby denied to give any answer to
the quarries made by Sri Monoj Kumar Mitra.
• That recently a huge defalcation of corporation fund has been detected in
the matter of collection of Development charges collected by Asansol
Municipal Corporation at Asansol Bus Stand.
• The Mayor of AMC, Sri Tapas Banerjee appointed one Sri Asim Mitra
(Bachu) without any sanction of the Board of Councilors and without
floating any TENDOR for collection of development charges from the buses
parked at Asansol Bus Stand approx. number of buses 326 including 16
Volvo Buses and the approximate collection towards the Development
charges is Rs 1630/- per day i.e. Rs. 48,900/- p.m. i.e. Rs. 6,00,000/- per
annum and Rs. 18,00,000/- for last three years.
• From the receipts issued by Asim Mitra, the collecting agent, it would be
found that he used to collect Rs. 5/- to Rs. 10/- per bus per day on behalf of
Asansol Municipal Corporation since March 2011 under the direction and
order of Tapas Banerjee but no money was deposited in the Corporation.
There after one Sri Raju Walia made a written complaint on 19th March ’14
requesting the Mayor to make an enquiry over the matter and see that the
Development fees are collected properly and the collections are deposited
in the cash of AMC regularly.
• But surprisingly after the said complaint only Rs. 15,000/-per month were
deposited at a time but there is no trace of Rest Rs. 35,000/- p.m. causing
defalcation of huge amount of Corporation money and the Mayor is directly
involved in the matter.

Sir,
We the undersigned persons beg to inform you about wholesale stealing /
serious corruption & malpractice within Asansol Municipal Corporation since June
2009. We sought for necessary information’s regarding several malpractices and
siphoning of money by means of passing fake & inflated bills by the corporation
authority repeatedly but unfortunately they avoided to give any answer. Such
silence by the authority goes to show that the Mayor of A.M.C. and its officers are
avoiding disclosing about the details of transaction as the cat will be out of the
bag. The details of illegal transactions and passing of wrong bills are given follows:
-
• The Bills amounting to Rs. 26 Crores in connection with construction of houses
at “Chandmari” within Ward No. 28 of A.M.C. under B.S.U.P. Scheme (a
Central Govt. Scheme) was not paid by the previous Board for using sub-
standard material by the contractor but Sri Tapas Bandopadhyay, The Mayor
of the present Board clandestinely passed the said disputed bill for Rs. 26
crores without any approval of the Board of Councilors for illegal gain though
at the initial stage The Mayor called for a report from the Engineer of Dept. of
Municipal Affairs Govt. of West Bengal Kolkata but subsequently the Mayor,
Sri Tapas Bandopadhyay without getting any report from Kolkata passed the
Bill for 26 crores for illegal gain.
• That being inspired by passing the aforesaid huge amount of Bill, The Mayor
again passed another disputed and huge amount of bill of about Rs. 30 crores
against maintenance of water treatment plant at Kalajhoria Burnpur in
collusion with his old friend Mr. Rabiul Islam who was / is holding the water &
electricity portfolio without any sanction of the Board of Councilors and both
were / are directly involved in the matter of passing the disputed bill for their
illegal gain.
• That the Ex-Mayor, Sri Tapas Banerjee misused and embezzled huge amount of
Central Govt. Funds sent under MGNREGA Scheme for 100 days work. The
money was drained out by Ex-Mayor through several parks within in Asansol
Corporation area to satisfy his friends and Hench men. Such as Spandan Park
at Court Road Nazrul Park at G.T. Road West, Sayed Ahmed Park, G.T. Road,
near bus stand, Nehru Park, G.T. Road, near Traffic Colony, Rabindranath
Tagore Park at G.T. Road, Usha Gram, Sukanta Maidan (Park) at S.B. Gorai
Road and also in the matter of cleaning / excavating of the existing tanks
within Asansol Municipal Corporation area and other development work and
creation of property (wealth) for the purpose of earning / livelihood of poor
people.
• There are as many as 9 (nine) forms starting from filling up of applications by
unskilled person ending with property / wealth register. But on thorough
enquiry it would be found that all the payments made by the corporation
through the institution / employment body against the L.T.I. of unskilled
workers. Out of which more than 50% L.T.I. were maid by some of the
persons employed in the job. In other words more than 50% of the
beneficiaries are Ghost and without any JOB CARD the said money and the
actual beneficiaries of the said money were shared by Sri Tapas Banerjee, the
Ex-Mayor and the head of the institution through which the payments were
made.
• In the recent past huge numbers of flats / buildings were contracted at Damra
within Ward No. 35 where Jitender Tiwari was the Councilor & Ex-Chairman.
The said constructions were made under B.S.U.P. Scheme but such houses /
flats were constructed illegally over land of Eastern Coalfield Limited and Rs.
34 (thirty four) crores of rupees were spent and payments were made in full
to the constructers without completion of buildings / flats and no allotments
has been made till date to the homeless persons. And Sri Tapas Banerjee and
one of his partner Sri Jitender Tiwari were directly involved in the matter of
embezzlement and misuse of Central Govt. Funds. Kindly note that Central
Auditor General (C.A.G.) made an enquiry in the year 2012 and submitted a
report mentioning about the irregularity & illegality committed by the Mayor,
Asansol Municipal Corporation but unfortunately no steps has been taken by
the Department of Municipal Affairs Govt. of West Bengal.
• Huge amount has been misappropriate by Sri Jitender Tiwari on account of
Hindi Academy. Kindly also made a through enquiry about the allotment of
funds for Slum Area within A.M.C.
• For your further information we beg to submit that we sent a Written F.I.R.
under Regd. Post to O/C Asansol (S) P.S. stating all the irregularities &
illegality committed by Sri Tapas Banerjee, Ex-Mayor and also his associates
but unfortunately the State Police / Officer-in-Charge, Asansol (S) P.S. has not
taken any steps in the matter, as Ex-Mayor is a prominent figure and local
influential leader of Trinamul Congress.
We, therefore request your good-self to look into the matter and take
necessary legal steps against The Ex-Mayor, Sri Tapas Banerjee, Ex-Chairman, Sri
Jitender Tiwari & Ex-M.I.C., Sri Rabiul Islam who are the persons involved in the
matter of defalcation / embezzlement of Central Govt. Funds and kindly save the
general public residing under A.M.C. area.

In response to the comments made in the Face Book of Md. Firoz Khan, on 18//10/2014 in there FaceBook on 16/17-10-14 in response to my post in my Face book.
• Do you know that the Notification No. 455/MA/O/C-4/1M-1/2001 dated,
Kolkata, the 29th day of September 2014 has been challenged by us in the
matter of appointment of Sri Tapas Banerjee, Ex-Mayor of A.M.C. for his
appointment as member of Board of Administrator?
• Do you know that the Public of Asansol made series of R.T.I. Applications on
26.10.12, 05.11.12 & 16.11.12 but all the time Sri Sukumar Mukherjee, Sri
Jayanta Ikot did not give any information and tactfully asked the Applicant to
verify the record of A.M.C. personally which is not at all possible and unknown
to law. Thereafter one Sri Manoj Kumar Mitra also made an R.T.I. Application
on 04.06.13 but this time also neither the Mayor nor the Public Information
Officer of A.M.C. did not give any answer to the said application and took the
same plea of inspection personally by the Applicant.
• Do you know that Hon’ble Justice, Dipankar Dutta of Calcutta High Court
already allowed the Writ Application against the Public Information Officer and
Ex-Mayor of A.M.C., Asansol vide order dated 07.07.14 in Writ Petition being
W.P. No. 17187(W) of 2014 but till date no answer has been given by
Concerned Authority of A.M.C., Asansol.
• In our letter dated 14.10.14 we have challenged the appointment of Sri Tapas
Banerjee enclosed a sheet containing the illegal activity committed by Sri
Tapas Banerjee, Mr. Rabiul Islam & Sri Amar Nath Chatterjee which were not
answered against the R.T.I. Application inspite of order of Hon’ble High Court,
Calcutta but you have reacted only against Rabiul Islam keeping 2 (two) other
persons out of your reaction?
• However in your comments you have admitted about the existence of a party
office constructed by the side of Nazrul Park and over the side land of G.T.
Road. But you have tactfully shifted the burden upon Javed Akhtar @ Jhaboo.
In your comment you have raise the pleas that the construction has been
made during the C.P.M. period as if any illegal construction during the period
of C.P.M. over a Govt. land (side land of G.T. Road) is legal.
• I am surprised no objection has been raised by Rabiul Islam himself and if he
has the courage advise him to file a case against me and so that to prove his
ignorance and fairness.
• Kindly asked Rabiul Islam to give the details of charges made by Water
Department of A.M.C. for giving water connection to multistoried building &
shopping malls during the last 5 (five) years?
• Please also let us know for how many flats the charges were made and how
many flats really exits in those multistoried buildings.
• How much money has been charged for giving water connection to shopping
malls?
• To the multistoried buildings constructed during last 5 (five) years and also let
us know the number of flats exists in every multistoried building.
• Kindly ask Mr. Rabiul Islam to clarify why the previous bills during the period of
pervious board against was passed or paid by Mr. Rabiul Islam without getting
any sanction of Board of Councilors.
• Whether before appointment as M.I.C. whether Mr. Rabiul Islam had any land
or building in his name or in the name of his wife or not.
• Please ask whether Sri Rabiul Islam whether he had any Income Tax File before
his appointment as M.I.C. of A.M.C. and if which was his source of income
(Security Agency).
• Please ask Mr. Rabiul Islam whether when he has constructed a palacious
building at Ward No. 17 costing about Rs. 20 lakhs for the land and Rs. 60 lakhs
towards the construction of house.
• Please ask Mr. Rabiul Islam about the area covered by Nazrul Park over G.T.
Road Side Land. Please also ask whether a bill for Rs. 30 lakhs has been passed
for the Nazrul Park within Ward No. 17?
• Please ask Mr. Rabiul Islam about the details of his Income Tax Return or
declaration made before the municipal / corporation election of 2004 & 2009?
• Please ask Mr. Rabiul Islam and Jhaboo why obstruction was made to the
owner of Great Eastern Co. in the matter of opening their show room in
Parbati Shopping Arcade, G.T. Road Asansol in front of their party office.
• Please ask Mr. Rabiul Islam how much amount of bill has been passed for
electrification of Kabristhan within the Ward No. 17 and actually how many
numbers of lights were provided by Mr. Rabiul Islam?
• I hope that neither of you nor Mr. Rabiul Islam will be able to answer the
quires made in this letter, as it was refused previously by the Mayor & Public
Information Officer of A.M.C.?
• Do you know that Deputy Secretary, Ministry of Municipal Affairs repeatedly
asked the State Public Information Officer / Commissioner of A.M.C. to give
answer to the applications made by Sri Biren Mukherjee as well as Sri Manoj
Kumar Mitra but neither the Mayor nor the Commissioner and the Public
Information Officer give any answer to the queries made by Sri Biren
Mukhejee & Manoj Kumar Mitra?
• Lastly I am inviting you to file a case u/s 499 against me as you have stated in
your comments which will help to reveal the truth.
