EXECUTIVE ORDER NO. ____Series of 2013

TASK FORCE FOR THE PROMOTION OF BANGUS INDUSTRY

WHEREAS, Section 33 of E.O. No. 71, S.2003, Implementing Rules andRegulations of City Ordinance No. 1768 otherwise known asDagupan City CoastalFisheries Resources Management Ordinance of Year 2003states that, The Cityshall consider aquaculture, including culture-based fisheries, as means to promotediversification of income and preservation and conservation of coastal and fisheryresources;

WHEREAS, Sections 34 and 54 of the same ordinance established a Code ofPractice for Sustainable Aquaculture that will outline the general principles andguidelines for environmentally-sound design and operation and provides for theLabeling System of Bangus Products which states that The City government through

the Fisheries Management Sytem (FMS), in coordination with the Market Division ofthe City Treasurers Office, shall adopt an effective labeling system, whereby fishproducts originating from Dagupan City, Dagupan fish or bangus, are set apart fromany and all fish products coming from other sources. Any violation of this provision,particularly by way of misrepresentation as to the origin of the fish shall be liable inaccordance with Section 76;

WHEREAS, Rule 83 to 85 of the Implementing Rules and Regulations of CityOrdinance No. 1768 clearly state that, the corresponding labels shall only be issuedby the City through the FMS to accredited licensed operators and processors; issuanceof labels shall be determined by the FMS in coordination with the integrated BFARMC

on a per cropping basis; and the labels shall be designed by the CIO and CPDO withthe inscription of Certified Dagupan Bangus or Certified Dagupan BonuanBangus and shall include information among others ALA and AOL origin;

WHEREAS, the City actively participated in the National Industry ClusterCapacity Enhancement Project ( NICCEP) of the Department of Trade and Industry (DTI) which focused on Bangus as the One Town One Product (OTOP) of the City andthe province of Pangasinan;

NOW, THEREFORE, I, BELEN T. FERNANDEZ, City Mayor of Dagupan, by virtue

of the powers vested in me by law, do hereby ordain:

Section 1.Creation. The Task Force for the promotion of Bangus Industry is herebycreated.

Section 2.Composition. The Task Force shall be composed of the following:

Section 3. Functions. The Task Force shall exercise the following functions:

1. Develop scheme or mechanism in labeling and segregating Dagupan Bangusor Dagupan Bonuan Bangus from all other fish products coming from othersources;

2. Coordinate with the different departments in the promotion of Bangus Industryin the City, to wit:a. City Planning and Development Office (CPDO);b. City Agriculture Office (CAO);c. City Tourism Office (CTO); andd. City Fishery Officer (CFO).

3. Strengthen and maintain network and linkages with various agencies of thegovernment and non-government organizations (NGOs) for the implementationof the existing program/s or policy/ies for the promotion and advertisement ofDagupan Bangus , to wit:

a. Department of Trade and Industry ( DTI);b. Industry Trade and Commerce ( ITC);c. Bureau of Fisheries and Aquatic Resources ( BFAR);d. City Environment and Natural Resources Office ( CENRO);e. Cooperatives;f. Fishpond Owners, Operators and Fisherfolks Alliance of Region I Multi

Purpose Cooperative (FOOFARMCO);g. Ulopan na Sumisigay ed Dagupan (USUDA); andh. Consignation operators

4. Provide stringent measures in the implementation of existing program/s orpolicy/ies which endeavor/s to promote the Bangus Industry and providesanctions to violators under Section 76 of E.O. No. 71, S.2003 or theImplementing Rules and Regulations of City Ordinance No. 1768;

5. Initiate programs and activities like trade fairs, cook fests, seminar-workshops,symposia and livelihood projects in coordination with various agencies withpromotion of Bangus Industry as the core objective;

6. Exercise such other powers and functions as may be assigned by the Sanggunianor delegated by the City Mayor and other competent authorities

Section 4. Limitation. Members of the Task Force shall exercise no other functionsbut the foregoing.

Section 5. Effectivity Clause. This order shall take effect upon signing hereof andshall remain valid and enforced until revoked.
