Today is the Graduation Ceremony of the 52nd Intake of the Defence Services Academy. It is a day of important milestone in your lives since you have successfully accomplished your study of academic and military knowledge at the Defence Services Academy. Likewise, it is also a day of reinforcement for the Tatmadaw as you are going to assume your duties as junior Tatmadaw leaders. On this special occasion, I would like to stress solemnly what you should know. Our Tatmadaw is the people's Tatmadaw which was born of the people with patriotic spirit since its inception. There are several historical milestones throughout the history of the Tatmadaw which stood firm for the State at the forefront whenever the need arises. You have to maintain and pass on such fine traditions of the Tatmadaw. In doing so, you should always uphold as the national concept our three Main National Causes, namely Non-Disintegration of the Union, Non-Disintegration of National Soli- darity and Perpetuation of Sovereignty. Based on experience, our Tatmadaw has laid down and pur- sue Our Three Main National Causes as the State's ideology and national concept which will always be in conformity with cultural characteristics of our nation and nationalities. Therefore, I would like to urge you to uphold Our Three Main National Causes and strive to implement at your assigned regions Tatmadaw's three main duties namely, national de- fence duty, training duty and public services duty. The main duty of our Tatmadaw is national defence and security. In order to fully perform the national defence duty, we have been building our Tatmadaw which is already imbued with patriotic spirit, to be a strong, capable and modern one. To become a strong Tatmadaw, it is necessary to strengthen not only the physical strength such as human, weapons and equipments but also mental strength such as the spirit of self sacrifice for others. To be capable, you should be outfitted with physical and mental prowess. Physical ability of a soldier means military knowledge to win a war or combat ability. Mental ability means perception, confidence, thinking and knowledge of soldiers. A Tatmadaw needs not only physical and mental abilities and strength but also good morale and discipline. Only then, will it become a reliable Tatmadaw for the country. To this end, we have been implementing Four Major Tasks for building the strength of the Tatmadaw. Leadership is at the core in building internal unity and solidarity to strengthen the Tatmadaw. Only your correct and fair leadership will bring about mutual trust and comradeship among members of the unit and will be able to build a cohesive unity in the unit. Today is the Graduation Ceremony of the 52ndIntake of the Defence Services Academy. It is a dayof important milestone in your lives since you havesuccessfully accomplished your study of academicand military knowledge at the Defence ServicesAcademy. Likewise, it is also a day of reinforcement

for the Tatmadaw as you are going to assume yourduties as junior Tatmadaw leaders. On this specialoccasion, I would like to stress solemnly what youshould know.

Our Tatmadaw is the people's Tatmadaw whichwas born of the people with patriotic spirit since itsinception. Breed pedigree fish andprawn on a wider scale

Today, the world population is on theincrease, so food security has become the majorchallenge for developing countries. In Myanmar,supply exceeds demand in rice, the staple food.

Contributing over seven per cent to thenation’s GDP, the meat and fish sector takes animportant part in food production. Breedingpedigree livestock and fish and prawn, productionof hybrid farm animals, and improvement oflivestock farming methods are now put in the forein the livestock and fishery sector. In addition,Myanmar conserves aquatic resources inclusiveof fish and prawn and protects them fromextinction.

Now, there is a boom in farming freshwaterfish, thus bringing the total acreage of fish farmsfrom only 6000 to 200,000 over the past 20 years.Mostly, the farms breed many species offreshwater fish such as large carp (catlabuchanani), white Hamilton’s carp, goldenHamilton’s carp, especially carp (labeo rohita)that is in demand in the international market.

Research on advanced fish farming methodsis to be carried out extensively not only foradequate supply but also for export of freshwaterfish surplus. It is required to constantly producebetter species of cross-breed and fingerlings ofcarp on a commercial scale for boosting productionof that species of fish.

Myanmar now has more than 200,000 acresof prawn farms, and saltwater tiger prawn,saltwater white prawn and lobster are common.Soft crab, which is highly marketable, is raised ona large scale in Taninthayi Division, RakhineState, Ayeyawady Division and Yangon Division.For the time being, Myanmar produces close to200 tons of soft crab a month.

Farming freshwater and saltwater fish andprawn is a lucrative business. Myanmar’s marineproducts will be more saleable in the internationalmarket if the Myanmar Fishery Federation,related associations, and livestock entrepreneursuse advanced farming methods and breed pedigreefish and prawn extensively.

Bombing kills three in E Afghanistan KABUL, 11 Dec — A suicide bombing killed three people, including one police

officer and two civilians, in Sharan city, capital of Paktika province in eastern Af-ghanistan on Friday morning, provincial governor Qaum Qatawazi told Xinhua.

The bombing, which occurred at about 9 a.m., also wounded 18 others, includingfour policemen, Qatawazi said.

The bomber put the explosive under his jacket and blew it up ina bazaar, he added.No group has claimed responsibility for the blast so far.Taliban militants, whose regime was toppled in late 2001, have intensified their

completed a patrol of the Arctic and Pacific oceans, anAir Force spokesman said on Thursday.

“Two Tu-95 MS bombers took off from theUkrainka airbase on Wednesday and flew from theneutral waters of the Arctic Ocean to the PacificOcean,” Lt. Col. Vladimir Drik was quoted as sayingby the RIA Novosti news agency.

The Tupolev Tu-95s are large, four-engine turbo-prop bombers with a range of 15,000 kilometers.

The bombers were escorted by F-15 Eagle and F-4fighters during the 16-hour mission, Drik said. He saidall of the flights were conducted in strict compliance withinternational law on the use of airspace over neutral wa-ters, without intruding on the borders of other nations.

ATLANTA, 11 Dec — Inthe United States, H1N1flu has killed an estimated10,000 — including1,100 children and 7,500younger adults — federalhealth officials saidThursday.

The Centers for Dis-ease Control and Preven-tion estimates about 15percent of the country hasbeen infected with H1N1influenza — about 1 in 6people — with nearly 50million cases of H1N1and nearly 200,000hospitalizations — muchhigher than in a usual fluseason.

“It’s not quite that youcan take the current esti-mate of 10,000 deaths andsubtract the previous es-timate of 3,900 to seewhat happened in the pastmonth — there is some

correction for late report-ing,” Dr. Thomas Frieden,director of the Centers forDisease Control and Pre-vention, told reporters ina briefing.

“But there has been alot more disease in themonth that’s reportedthan in the months be-fore.”

Prime Minister saidthat, “It is my greatpleasure to welcomeyou all to the BIMSTECMinisterial Meeting inNay Pyi Taw. Althoughyour stay in the countryis brief, it is our hopethat the meeting will bea success and bearfruitful results.

I also take thisopportunity to ackno-wledge the continuousand remarkable con-tribution made by theGovernment ofThailand for facilitatingthe institutionalactivities of BIMSTECas an interim in theabsence of a permanentsecretariat during allthese years.

There were 13 areasof cooperation at thelast Summit in 2008.This year the areas ofcooperation haveextended to 14 asBangladesh will take theresponsibilities as leadcountry in the new areaof climate change. Wewelcome this extensionas the inclusion ofclimate change is very

important.We are living in an

interdependent andcompetitive world. Theglobalization processhas brought with it newopportunities as well asnew challenges. Toovercome thesechallenges, thedeveloping nations mustlearn to cooperate witheach other in the mosteffective and efficientway possible. Regional

integration is a usefulbuilding block forglobalization.

The BIMSTEC wasestablished in 1997 withhigh aspirations. It hasearned the interest ofand the recognition bythe internationalcommu-nity. TheCooperation has gainedmomentum despite therelatively young age ofthe organization. Wemust work hard tosustain this momentumas we continue to move

forward.BIMSTEC is a

crucial link between thenations of South Asiaand Southeast Asia andis a region with manynatural comple-mentarities. Our bondsrun deep in time,strengthened by strongeconomic, cultural andcivilization links. Theseeconomic, traditionaland culturalrelationships among us

forge the unity of notonly governments butalso the peoples.

With a combinedpopulation of over 1.3billion people, theBIMSTEC region hasan abundant natural andhuman resources thatwill enable ourorganization to bringgreater prosperity to theregion. We mustachieve this long-termvision of sharedprosperity and growththrough cooperative

actions based ondialogue and fosteringmutual confidence,focusing on aspects thatunite us. Myanmarfirmly believes that theeconomic strength ofBIMSTEC will play anever more importantrole in the internationalcommunity.

The emergingglobal issues of climatechange, financial andeconomic crises, andfood and energy crisesthreaten to undermine

s o c i o - e c o n o m i cprogress so far gained,including theachievements to date ofthe MillenniumDevelopment Goals.These challenges thatwe must address andovercome are disparateand varied. No countrycan tackle thesechallenges alone. Allmust work together toovercome them. To thisend, multilateralismtoday is more importantthan ever.

Every country hasconcerns about theconsequences of climatechange. As the pace andscale of climate change isnow well understood, it istime for all of us to tacklethis problem urgently. Thevagaries of unpredictableweather patterns affect usall, in particular those ofour peoples in agriculture,livestocks and fisheries.The BIMSTEC Centre forWeather and Climatewould, therefore, enableus to share information inthis area for the commongood. The establishmentof a regional data bank isindeed an important step.In due course, the sharingof such informationamong us will surelymitigate the damagescaused by naturaldisasters.

Although the globalfinancial crisis hasoriginated from thedeveloped countries, thedeveloping countries arethe ones that are mostaffected by its negativeimpacts. In their drive andsupport for economicrecovery, the developedcountries should avoid thepolicy of countries. In thisregard, I urge theBIMSTEC MemberStates to work together incoordination and withconcerted efforts defendour common interests.

We are all dependenton crude oil for our energyneeds. Oil prices havebeen subjected to greatvolatility and they have

impacted on oureconomies to variedextents. Our efforts atdeveloping alternateforms of energy such assolar, wind and bio-fuelsfor domestic consumptionand for use by industrymust remain paramount.It is timely that theBIMSTEC Energy Centerwhich will be set up soonwill have the developmentof new and otherrenewable sources ofenergy as a core area ofcooperation. Myanmar, aslead country in energycooperation would like toseek member countriessupport and cooperationso as to implement thePlan of Actions tasked bythe BIMSTEC EnergyMinisters Conference.

The right todevelopment is the mostfundamental right ofhuman beings. Poverty isan issue for not just somecountries of our Group,but for a significant partof the world population.Poverty is one of the majorconcerns threatening thedeveloping countries.Therefore, povertyreduction should beconsidered a prioritysector by each and everycountry in the region.Today, every country isstriving for industrialdevelopment. The basicneed of every humanbeing is food sufficiencybased on agricultureproduction. If we cannotboost production in agro-based industries, due toan increasing population,

many people living in theworld today will face thespectre of food shortage.Therefore, a balance mustbe struck betweenboosting production inagriculture and populationcontrol in order tosafeguard against suchfood shortages.

The scourge ofterrorism is one withwhich we all mustgrapple—as a globalphenomenon and as aneveryday reality.Terrorism threatens thepublic security and rule oflaw and order. Moreover,terrorism has close linkswith transnationalorganized crimes such asmoney laundering, armssmuggling and productionand trafficking of illicitdrugs. Wholeheartedsupport for the BIMSTECConvention onCooperation inCombating InternationalTerrorism, OrganizedCrime and Illicit DrugTrafficking is animportant and vitalmilestone in our effortson counter terrorism.

BIMSTEC Minis-terial Meetings arescheduled to be held inthe sectors of trade andinvestment, energy andpoverty alleviation center.Those are the sectors towhich member states haveto give priority. I wouldlike to encourage themember states to hold themeeting as scheduled.

Promotion of tradeand investment amongmember states will bring

about the prosperity anddevelopment of the wholeregion. In this regard, weheartily welcome theefforts to realize theBIMSTEC Free TradeAgreement and would liketo urge the membercountries to work hard tothis end.

People- to-peoplecontact fosters mutualunderstanding, friendshipand solidarity among ourpeoples. We welcomeIndia’s declaration toestablish the BIMSTECpolicy think tank network.Establishment of theBIMSTEC CulturalIndustries Commissionsand Cultural IndustriesObservatory is animportant step towardspromoting worldknowledge of theBIMSTEC region’scultural heritage. As theinternational communityshows increasing interestin the BIMSTEC culturalheritage, the regionaltourist industries willsurely benefit.

It is heartening for usthat some importantagreements were finalizedlast year. They are—BIMSTEC Convention onCombating Inter-nationalTerrorism, TransnationalOrga-nized Crime andIllicit Drug Trafficking,Memorandum ofAssociation among theBIMSTEC MemberCountries forEstablishment ofBIMSTEC EnergyCentre, Memorandum ofAssociation among theBIMSTEC MemberCountries Concerning

Establishment of aBIMSTEC Centre forWeather and Climate andMemorandum ofUnderstanding on theEstablishment of theBIMSTEC CulturalIndustries Commissionsand Cultural IndustriesObservatory. MemberCountries are processingdomestic procedure in thisregard. I do hope that allor some of the agreementswould be able to be signedby member countriesduring the meeting.

BIMSTEC wasformed with the objectiveof promoting under-standing, confidence andcooperation amongmember countries.Myanmar joinedBIMSTEC in 1997. Wedid so with fullcommitment to the goals,

aims and purposes of theorganization. I wish, here,to reiterate ourcommitments toBIMSTEC. Myanmar willnot be found lacking in itsobligations. We will forgeahead with our efforts topromote cooperationamong BIMSTECMembers. We firmlybelieve that BIMSTECwill go from strength tostrength in achieving itsgoals in the future.

In conclusion, mayI wish all of you successin your deliberations anda pleasant stay inMyanmar.”

November sees 41 fire outbreaksYANGON, 11 Dec—In November 2009, the whole

Myanmar saw 41 fires: 29 due to negligence, 11 due toelectric circuit shocks, and one natural fire.

The fires destroyed 71 dwellings, leaving 359 peoplehomeless and one injured.

According to official figures, Yangon had the highestnumber of fire outbreaks, followed by Mandalay Divisionand Ayeyawady Division.

Of 12 fire outbreaks in Yangon Division, seven ofwhich were caused by negligence.

Rural regions saw10 fire outbreaks and occupied24.39 per cent of the total fire outbreaks in the wholecountry.

Fire Services Department has been carrying outpreventive measures in collaboration with townshipPeace and Development Councils, GeneralAdministration Departments, township developmentaffairs committees and departments concerned. In spiteof its efforts such as educative talks and fire drilldemonstrations, there is still fire outbreaks as few observesthe instructions. Fire Services Department has begun tospeed up fire prevention campaigns not only in urban butin rural areas as it is already open season.

Inaddition to the attributes, a good leader should be ableto accomplish his objectives and responsibilities withunique ability by combining the morale, efficacy andcapabilities of members of the force. It is necessary formembers of the force to have mutual trust and confi-dence as well as, the spirit of self sacrifice and esprit decorps if a leader is to lead unit members under hiscommand to successfully conquer the enemy. As such,you must work hard and try to play an exemplary roleof leadership as junior leaders.

Therefore, you should undergo continuous train-ing to enhance self capabilities. At the same time youshould also be able to lead members of your unit tostrengthen their qualifications as well.

The Tatmadaw alone cannot provide a com-prehensive defense of the nation. Therefore, it isnecessary to organize the people to seek their coop-eration. Only then, can we implement the people'smilitia strategy which is the defence strategy of ournation. The military means is the last resort to solvea problem. As military leaders, you should also havegood organizational capabilities to be able to mobilizelocal people. In building a strong military power, just asunity within the army is important, it is equally impor-tant to focus on organizational capabilities outside thearmy in order to implement the people's militia strategythat can ensure comprehensive defence for the State.Therefore Comrades should also give special emphasis

to organizational activities both inside and outside yourmilitary compounds while carrying out your assignedduties.

In accordance with the three-forever policy, weTatmadawmen should undergo continuous trainingso that we could carry out our national defenceduties successfully. You must always continue to

learn and practice, drawing lessons from field expe-riences as the education provided by your motherinstitute, the Defense Services Academy, is merelyelementary.

As there is a saying, "From practice to expertise,

expertise to confidence, confidence to boldness andfrom boldness to success" it is the duty of everyTatmadawmen to undergo continuous training.

By training, you will achieve not only physicalprogress such as body fitness and expertise but also

psychological progress such as confidence, self-re-spect as well as analytical thinking. You must undergotraining to attain this progress. You must be able toskillfully utilize all the modern military weaponry,vehicles and machineries. You must also continuouslystudy, train and practice the ever changing militarystrategies and strive to apply them to meet the prevail-

ing conditions in your practical life. By doing so, youwould always be ready for national defense. That is why "to build by training" has been accorded priorityin the Four Major Tasks of the armed forces.

Our Tatmadaw was born out of historical neces-

sity of the nation, and it is an army born with the noblespirit of sacrifice for the interest of the people. It hasbeen always ready to stand in the forefront for thepeople when necessary without the persuasion of any-one. These fine traditions should be maintained aslong as the world exists. Our Tatmadaw which hasalways put the welfare of the people to the forethroughout history, is continuing to carry out peo-ple's welfare works on a nationwide scale. There-fore we have been able to undertake developmentprojects such as the development project of borderareas and national races, the (24) special regionaldevelopment project and the rural development projectfor the rapid development of all regions includingborder areas.

Most of the border regions which had lackedbehind in development due to instability in their re-gions can now undertake development projects hand inhand with their national brethren. It is well known toeveryone that our ethnic brethren are now enjoying thebenefits of development and the essence of peacewhich they did not even dare to dream before. I wouldlike to urge you all to sustain this status quo which hasbeen built on the sacrifices of all the nationals includ-ing Tatmadawmen.

It can be seen that modern warfarebeing—today is not just warfare with conventionalweapons but is a multi-dimensional warfare. There-fore you also need to perfectly get equipped with the(4) outlooks of not only military but also political,economic as well as administrative outlooks.

Having these outlooks, you will become goodleaders reliable for the State and for the Tatmadaw inaccordance with the motto of DSA “ConqueringWarriors of Future”. Our Tatmadaw is a State Insti-tution which is systematically established for theperpetuation of the Independence and Sovereignty ofthe State. Therefore, with the combined strength ofthe State, the People and the Tatmadaw, we will resistand wipe out any danger or obstacle which intends todisintegrate the State and the Tatmadaw and disturbsOur Three Main National Causes. Our national brethrenhave been living togetherthrough weal and woesince time immemorial.We all are aware that ourcountry faced on severaloccasions situation inwhich we were facing thedanger of disintegrated ofthe Union and loss of theState's sovereignty as thenational unity was disin-tegrated due to the divideand rule policy of thecolonialists. Drawingfrom the historical les-sons, the national poli-tics and genuine patriot-ism, in other words, theunion spirit is of vital im-portance. The basic foun-dation for the perpetua-tion of the State’s sover-eignty is the nationalunity. The Union can en-dure and the sovereigntyperpetuates only whenthere is unity among thenationals. Therefore, youmust make allout effortsfor the regional develop-ment of the nationalbrethren in every regionwhere you are posted andpersuade them in order toconsolidate the genuineUnion Spirit.

Our Tatmadaw had totake over unavoidably theState's responsibilities due

to the situation of chaosand anarchy threateningthe sovereignty. After as-suming the State's respon-sibilities, the Tatmadawgovernment has given pri-ority to restoring peace andstability in the country inorder to reestablish nor-mal functioning of the gov-ernment's administrative

mechanism. It has beenstriving for all round de-velopment of the nationby laying down the twelveobjectives as peace and sta-bility prevails. At the sametime, the seven-step RoadMap has also been adoptedand consistently imple-mented for the emergenceof a new democratic na-tion. It is inevitable thatevery nation has to un-dergo transition as a ne-cessity if demanded byhistory. As the fourth stepof the seven-step RoadMap, the new State Con-stitution has already been

unanimously adopted bythe people. The remainingsteps will continue to beimplemented. As we areshouldering the great task,you must build up thearmed forces in accord-ance with the Four MajorTasks of the Building ofthe Tatmadaw in order toequip not only yourself but

also your soldiers with thefive qualifications whilemaintaining the good tra-ditions of the Tatmadaw.Likewise, you comradesmust undergo the trainingto possess three abilities inaccordance with the ThreeForevers. With the leader-ship characteristics, youmust have good adminis-tration and cooperation ina comrade spirit in order toconsolidate internal soli-darity. I wish to urge youto extend all possible as-sistance to national broth-ers in their developmenttasks in the regions where

your one posted, as part ofyour organizational activi-ties outside the armedforces.Comrades

Marching sounds of the troops to the paradeground were pleasant in parallel with December'smist that added to the beauty of early morning.Braving the December's freezing cold, the audiencewere getting excited about watching the ceremony. Itwas a crucial moment for them as they would have toenjoy lasting peace and stability under the leadershipof the government, putting behind their fearful andtragic life of the past.

It was a formation ceremony of the borderguard force of Kokang Group in Shan State (North)Special Region (1) held in Si-aw in Laukkai District,Shan State (North), on 4 December 2009. With greenShan hills in the background, the officers and otherranks in dark green uniform, who once were theKokang troops and now the members of border guardforce No.1006, have reached a golden age in Kokangregion, a part of the Union. They looked proud ofthemselves and those young and old on the occasionwere happy to see the occasion on which their nationalbrethren would transform themselves to State-recognized Tatmadaw members. Their joysreverberated the whole environment. The smilingfaces of the attendees showed how earnest theirdesire was.

On 8 November also, Kachin State SpecialRegion (1) and Kayah State Special Region (2)formed border guard forces. It was likely that goodnews spread quickly and the people of Kokang regionwould be as happy and proud as those of the abovetwo regions. As there have been more consolidatedunity and cooperation under the government'sleadership, even those from far-away regions, asidefrom the local people, got happy with their eyes filledwith tears. I had never seen such a view even in mydream so I had to accept that it was a real event onlyafter pinching myself. The Kokang region was riddledwith bullets for mistakenly cooperating with BCP inthe past. It is now approaching the right path to peace.Now the region has gathered momentum and fullycooperated with the State.

Kokang Region was once as peaceful asnow. But at a time when some natives of the regionfollowed the ideologies of the BCP, it became thetheatre of war and the people had to live in fear.Due to the acts of the BCP that had never followed theright way, the region got involved in drug business.In about 1989, they broke away from the BCP andreturned to the legal fold. Now the region will be able

to alleviate their worries and enjoy peace. And this isunity, bearing witness to River Thanlwin.

In building a peaceful, modern and developeddemocratic nation, a strong State will emerge onlywith consolidated cooperation in political, economicand social sectors. Illegal armed groups like the PyuSaw Hti pocket armies formed by politicians andextreme terrorist groups such as the BCP, CommunistParty (Red Flag), Yebaw Phyu and KNDO with the useof remnant arms and ammunitions of WWII roseagainst the State during the post-independence periodin which the country lacked sound infrastructures. Asa consequence, the people got bitterly disappointed.These are the firm evidence the people have seen.Therefore, the government, to be able to shape apeaceful nation, has employed three ways -- the way ofsolving problems by reforming policies, the way ofsolving problems regarding political affairs throughthe National Convention and the way of reachingagreement on seeking lasting peace in accord with the2008 constitution.

Since its birth, the Tatmadaw has neverdiscriminated against any national races. Thepresent Tatmadaw is made up of various nationalraces fighting together for the country. Thegovernment abolished the divide-and-rule policyadopted by the British imperialists and reconstitutedthe regions on equal terms. Throughout history, theTatmadaw formed with diverse national races hasprevented any attempt to harm the independenceand sovereignty of the State, to break up the Unionand to disintegrate national consolidation. So theTatmadaw is the only armed organization that isrecognized at home and abroad for its capabilities.

Whatever government comes to power in thedemocracy system to be exercised soon, surely, it willshoulder the aforesaid duties steadfastly, thussuggesting that there should be no small armed groupsexcept the Tatmadaw. If a member of a national racearmed group wishes to defend motherland and ownregion holding arms legally, he may fulfil his wishesby joining one of the border guard forces that havebeen formed recently under the command of the UnionTatmadaw comprising members of various nationalraces. That is an apparently reasonable point.

Nonetheless, with the intention of breakingup the Union, internal and external destructiveelements are trying to mislead national race armedgroups into choosing the wrong path that they

should transform themselves into border forcesonly after a democratic government has beenformed. They also tried to generate a huge outcryof local people by irrelevantly referring to the casein which the government had to take action againstsome persons for illegal production of narcoticdrugs and arms in Kokang Region, in order todisrupt the formation of border guard forces.However, the fine tradition of friendship betweennational races is like the Thanlwin River flowingconstantly. So, their attempts to sow hatred amongnational races have dwindled away now.

At the ceremony, U Pe Sauk Chain of theKokang Region Provisional Leading Committee inhis speech said that the government had neverdiscriminated against any national races whetherthey resided in hills or plains but treated themequally in successive periods; and that in response,officers and other ranks of the border guard forcewere urged to have loyalty both to the nation and tothe people, and diligently shoulder national defenceduties. His speech implies that the government andnational races are indivisible, and they join hands inamity, and nothing can undermine the friendshipbetween the government and national races. Afterthe ceremony, members of the border guard forcetogether with local people sang songs and enjoyedthemselves, taking part in Kokang traditional dances.The scene was so enjoyable that the attendees sharedhappiness with the participants.

Long ago, the regions on the eastern bank of theThanlwin River, home to national races, lagged behindother regions in development due to the fact that thewaterway is a natural barrier to the regions, andcertain elements drove a wedge between the nationand local national races, taking full advantage of poortransport in the regions. The over-1700-mile-longThanlwin River with swift current rises at the regionswith glaciers in Tibet plateau, passes through Myanmarand empties itself into the Bay of Bengal. Surely, theriverside regions have faced a great deal of experiences,good and bad, triggered by the river. And some peoplehave benefited from and some have sufferedconsequences due to the river.

Today, national races have managed to putto an end to the stubborn insurgency of the BurmaCommunist Party (BCP) that ran riot at will,taking advantage of the natural barrier to theregions posed by the Thanlwin River. That is whythe government has constructed bridges spanningthe Thanlwin River one after another. Thrivingborder trade camps; cities in border areas whosedevelopment is far better than that in 1988; remarkabledevelopment of human resources, fine schools,universities and hospitals; and younger generationsof national races with a better future are testament tothe fact that the significant development results frompeace. Enjoying the taste of unprecedenteddevelopment, local residents along the Thanlwin Riverin the northern part of the nation have ensured stabilityand peace. So, the regions upstream the river willsoon enjoy the fruits of stability and peace.

Bone-building drugs may helpprevent breast cancer

HOUSTON, 11 Dce —Bone-building drugs suchas Fosamax and Actonelmight help prevent breastcancer, according to twonew studies presented on-Thursday at a medicalsymposium in Texas.

The studies suggestthat women who take thedrugs, called bis-phosphonates, are aboutone-third less likely todevelop breastcancer thanwomen who do not.

In one US study, scien-tists found there were 31percent fewer cases ofbreast cancer amongwomen who tookFosamax or other oral

bisphosphonates thanamong women whodidn’t. Other commonlyused oral bisphosphonatesare Boniva and Actonel.

In the other study, re-searchers in Israel foundthat women who had usedbone-building drugs,mostly Fosamax, were 29percent less likely to de-velop breast cancer.

The two studies useddifferent methods to ar-rive at the same basic re-sult, adding to the strengthof the findings, IndianaUniversity’s TheresaGuise said at a news brief-ing on the findings at theBreast Cancer Sympo-

sium in San Antonio,Texas.

The studies do notprove that the drugs pre-vent breast cancer, doc-tors say. More definitivestudies will be done in thenext one or two years togive a clearer pictureabout the effectiveness ofthe drugs in preventingbreast cancer.

Until then, womenshould only take thesedrugs if they have oste-oporosis or other boneproblems, they say.

PITTSBURGH, 11 Dec — Brain connectivity can beimproved with behavioral training, US researchersfound.Timothy Keller and Marcel Just of CarnegieMellon University in Pittsburgh found poor readersinitially showed lower quality connectivity than aver-age readers.

However, after six months of training the poor read-ers showed significant increases in brain connectiv-ity. Children not receiving the training did not showthis increase, suggesting the remedial group changeswere not due to natural maturation of the brain.

The study, published in the journal Neuron, used atechnology called diffusion tensor imaging to showthe quality of connectivity in white matter — the in-sulation-clad fibers providing central nervous systemcommunication.

The better the connection, the researchers explained,the higher “bandwidth” for information transfer be-tween brain regions.

Thirty-five poor readers were randomly assignedto an intensive, remedial reading programme that fo-cused on decoding unfamiliar words or to a controlgroup that received normal classroom instruction. BOSTON, 11 Dec — Chronic depres-sion requires more intensive treatmentthan a single episode of depression, aUS mental health newsletter says.

The December issue of the HarvardMental Health Letter says depression iscategorized as chronic when symptomslast at least two years.

Clinical trials have shown that twotypes of antidepressants — tricyclicantidepressants and selective serotoninreuptake inhibitors — are equally effec-tive for treating long-term depression.

“Between 45 percent and 55 percent

of the study participants responded toantidepressant treatment, and no singledrug emerged as better than the others,”the newsletter says.

“However, only 25 percent to 35 per-cent of patients with chronic depressionwere able to achieve remission from thefirst drug they took, at least in the shortterm.”

One possibility is that patients withchronic depression may need to take anantidepressant for an extended periodbefore experiencing any benefit, thenewsletter says.—Internet

Chinese Navy fleet ar-rived on Thursday inGuaya-quil, the largestcity in Ecuador, to begina four-day goodwill visit.

Major General WangFushan, vice-commander of the NorthSea Fleet of the ChinesePeople’s LiberationArmy Navy, led the two-vessel fleet composed ofmissile destroyerShijiazhuang and supplyship Hongzehu.

This was the ChineseNavy’s second visit toEcuador since 2002,Wang said, adding that
