Training for the Future
Georgina Burton and Jon Ord
Cost of skills shortage is over £200 million per year and rising
Factors impacting this include:• An aging workforce• An increase in demand • Changing requirements or needs• The challenge of attracting new talent
As job roles start to feature more digital skills, it is evident we need to prepare for the future in all industries. This means we need to be proactive.
We need to start thinking about preparing people for jobs that do not exist yet, using technologies that have not been invented, in order to solve problems we do not even know are problems yet.
Training Opportunities Having people with the right skills to
take on future challenges will be key to future development of the rail sector.
Skills development will need to have credibility and investment to ensure that
the rail workforce can rise to future challenges.

Rail Traineeships
Traineeships are designed for young people aged 16 to 24 who don’t yet have the appropriate skills or experience for work or an apprenticeship.
Rail Apprenticeships
Supporting new skills across the industry and supply chain, including engineering, customer service, IT and telecoms, rail services and leadership and management
Bespoke Training
We work with employers to tailor training to meet company and employee needs, maximising the opportunity for funded training where possible
The government has committed to “Develop and implement a long-term Education and People Strategy by refreshing the Rail Sector Skills Delivery Plan”.*
The target of 20,000 apprenticeships by 2020 is well underway. Whether you are paying the Apprenticeship Levy or not, it is important to understand how this funding can support your business and supply chain.
*Rail: Sector Deal
The Apprenticeship LevyIntroduced in May 2017, with all large employers paying 0.5% of their annual salary cost over £3 million.Currently, only 2% of employers pay the apprenticeship levy, with this funding directly supporting almost 50% of all apprenticeships in 2017/18.Key changes since the launch include:• Co-investment for small employers and large employers exceeding
contribution halved to 5%• Increase from 10% to 25% of the amount of unallocated levy funds
that can be transferred to support apprentices in their supply chain
Use it or Lose it
Funds only last for 24 months.
Employers lost access to £11 million in May 2019.
Although this only represents 8% of total levy payments from May 2017, it is money that could have been used to support much needed skills development.
Using Levy Funds to Support your Supply Chain
• Large rail employers can support skills development across their supply chain through transfer of unspent levy funds from the previous year.
• The amount rose from 10% to 25% in April 2019, giving increased flexibility.
• Funds can be transferred to one or more employers for apprenticeship training and assessment against an agreed standard and person.
