The building is generally of concrete construction with two cores founded on rafted pads, together with the columns supported on individual pad footings.

A typical floor system comprises a 180mm thick post-tensioned flat slab with drop panels. Perimeter beams are 700mm x 400mm reinforced concrete. The general column grid is 8.1m x 8.4m.

The floor to floor height is 3.57m, with a floor to ceiling height of 2.7m.

The floor superimposed live loads are:

There are a total of 18 lifts in the building divided into groups serving the North core, the South core, the Richard Allen Building and the carpark.

A Disabled access lift is installed in the Ground Floor for access to the KPMG Ground Floor lobby.

Passenger LiftsThe North core has eight passenger lifts. Four of these lifts serve floors B3, B2, B1, G, 1-5, 7 and 8 and the other four lifts serve floors B3, B2, B1, G, 5-10.

The South core has five passenger lifts serving floors B3, B2, B1, G, 1-10.

The passenger lifts function via press button controls during normal business hours (subject to each tenant’s individual requirements). After these hours the building security system will be operational.

Lift access is via an access card, with card readers provided in each passenger lift. Individual tenants may program access cards to provide staff members with the ability to use the call buttons within the lift car after business hours.

Lift 16 is the primary Goods Lift. It is located in the South core and has double opening doors which are easily accessible from the loading dock

Rooftop central air-conditioning, heating and ventilation systems serve the commercial office Levels 1 to 10.

Air-conditioning is supplied to each level from duct droppers.

Ductwork distributes this air on each level with variable air volume (VAV) boxes controlling the amount of air to the ceiling air outlets.

Each floor is serviced by six air handling units designed for energy efficiency and located in the roof plantroom.

Supplementary Air-conditioningA rooftop supplementary condenser water system supplies condenser water to each office Level 1 to 10 and the Ground Floor retail tenancies.

Provisions for supplementary air-conditioning are provided to cater for tenants’ individual needs for areas of concentrated heat load and/or 24 hour air-conditioning. Condenser water isolation valves are provided in the North and South cores for the use of tenants to serve supplementary units.Condenserwaterprovisionsfortenantusearebasedon10W/m2 heat load.

The lower level and atrium lobby are served by local air handling units in plantrooms located as follows:

Chilled water and the air-conditioning systems for the above areas are single duct constant volume type incorporating hot water heating coils in units.

Air distribution generally comprises of linear diffusers.

All air-conditioning systems incorporate DDC controls and are connected to the BMS.

Retail Areas

Retail tenancies are served by individual ceiling mounted packaged water cooled air-conditioning units.

The air-conditioning systems in each retail tenancy generally comprise of a single duct constant volume type incorporating electric heating elements in supply air ductwork downstream of each package air-conditioning unit.

Air distribution generally comprises of louvre face supply air diffuser and return air grilles.

All air-conditioning systems incorporate DDC controls and are connected to the BMS.

MECHANICAL sErvICEs Commercial Office, Levels 1 to 10

Office areas are served by central air handling plants (six systems) located in the roof plantroom and supplied with conditioned air to each floor via riser shafts. Supply and return air shut off dampers on each riser on each floor provide for after hours control.

Withthisarrangementtypicaltenancyfloorsareprovidedwithsix air-conditioningzonesperfloorandcanbeindividuallycontrolledforafter hours operation.

The air-conditioning system comprises a variable volume system with six supply air ducts on each floor and fan assisted VAV boxes throughout.

The air-conditioning systems incorporate DDC controls and are connected to the BMS.

Richard Allen Building

The air-conditioning systems serving this building are ceiling mounted fan coil units located over the toilets on each floor.

The fan coil units incorporate heating and chilled water coils, with supply air ducted to ceiling and wall mounted grilles. Outside air is introduced via external wall mounted grilles in the air handling unit enclosure.

Chilled and heating water is supplied from the central thermal plant in the main building.

Lift Motor Rooms

Lift motor rooms are air conditioned by draw through water cooled packaged air-conditioning units situated adjacent to the lift motor rooms.

Rooftop Central PlantCentral Cooling Plant and Chilled Water Reticulation

The central cooling plant is located in the roof plantroom and consists of the following four chillers producing chilled water:

The Trane chillers were installed at the time of the original building constructionintheearly1990s,andtheYorkscrewchillerhasbeeninoperationsince2003.TheYorkscrewchilleroffersgreaterlowloadcapability than that available from the centrifugal chillers, giving more flexibility in the staging of the chillers. Chiller staging is controlled by the Siemens Building Management System (BMS), with controllers on each chiller providing individual capacity control.

Each chiller is provided with a single centrifugal chilled water and condenser water circulating pump. Condenser water pump No. 4 serving theYorkchillerisfittedwithavariablespeeddrive.

Central Heating Plant and Heating Water Reticulation System

The central heating plant is located in the roof plantroom and consists of:

• Theboilersoperateontownsmainnaturalgas.

Cooling Towers and Condenser Water System

The cooling tower plant is located within an open plant enclosure on the roof, and consists of:

• FourBACA365-S(22kWmotor)induceddraughtcoolingtowersarranged as two twin cell towers

• Thecoolingtowerfansarecontrolledviavariablespeeddrives(VSDs) to allow energy efficient operation

Watertreatmentforthecoolingtowersisprovidedbyautomaticdosingand side stream filtration equipment.

Central Air Handling Plant

Six central air handling units are located in the roof plantroom and serve the office areas on Levels 1 to 10.

Each air handling unit incorporates a centrifugal supply air fan, two axial return/spill air fans, chilled and heating water coils, return air and sill dampers and deep bed filters. The units are capable of operating on full outside air to provide economy cycle operation.

Three air handling units serve the Northern areas of the building, and three serve the Southern areas of the building.

Motorised dampers are installed on the supply and return opening onto eachfloor,givingtheabilityforwholefloorsorparticularzonestobeshut down, or operate after hours.

Fan assisted variable air volume (FAVAV) boxes are installed on each leveltoprovidetemperaturecontrolwithineachzone.ElectricelementheatersaregenerallyinstalledintheFAVAV’sservingperimeterzonestoprovide trim heating capabilities. The main supply air fans in each AHU are fitted with variable speed drives to maintain constant supply air duct pressures as the FAVAVs modulate.

The return/spill air fans have recently been fitted with variable speed drives to assist with return air control and also to reduce energy consumption.

Supplementary Condenser Water Loop

A supplementary condenser water loop is installed in the building, incorporating a North and South core riser.

Three centrifugal pumps circulate condenser water around the building, with heat rejection facilities provided by the four main cooling towers.

Each supplementary condenser water pump is fitted with a variable speed drive that is controlled by pressure differential sensors across the flow and return condenser water pipes to ensure adequate water is available to the connected equipment.

There are a number of ventilation and smoke control systems provided in the building including:

The ventilation and smoke control system comply with the relevant requirements of AS 1668, current at the time of design. In the fire mode themainair-conditioningplantoperatesinasandwichpressurizationmode,andstairwellpressurizationfansstartup.Theair-conditioningsystems in the Richard Allen Building simply shut down in the event of a fire alarm.

The toilet and tea room ventilation systems have provision for future capacity for additional tenancy requirements.

MECHANICAL sErvICEs Energy Efficiency and ManagementThemechanicalservicesutilizetheBuildingManagementSystemtocontrol and manage energy usage in the building to provide efficient air-conditioning.

Some of the energy saving features include:

After Hours Air-conditioningAfter hours air-conditioning can be provided to tenancies by using a Telephone Voice Activated System. Authorised tenant personnel who have been provided with access to this system will be able to automatically control after hours air-conditioning.

Anintelligentcomputerizedcontrolandmonitoringsystemoperatestheair-conditioning, electrical and hydraulic systems within the building.

The BMS is a Siemens Building Technology installation and has been extensively upgraded in 2006 to the most current hardware and software at this time, the Apogee System.

The comprehensive Building Management System includes the following functions:

• Monitoringofhydraulicservices

• Monitoringofliftservices

• Monitoringofcommunicationsservices

The Siemens BMS comprises a head end computer and display monitor, field controllers and field devices such as thermostats, actuation and other sensors.

The air-conditioning systems in the Richard Allen Building are also monitored and controlled by the BMS system.

The BMS upgrade was undertaken to ensure the system is operating with the latest software, firmware and hardware, including:

• Existingstandalonecontrolsreplacedwithnewmodularbuildingcontrollers

• ExistingmodularbuildingcontrollerswereinstalledwiththenewApogee firmware cards

• Newgraphicalinterfaceunit(monitor),hardwareandsoftware,including Insight Apogee software

• Highlevelinterfacetovariablespeeddrives

• Verificationandprovingofallcontrolstrategies

The BMS is provided with a battery back-up and uninterruptable power supply (UPS) for select field controllers to ensure program memories are not lost in the event of power failure.

Power Supply to Site The site is reliably supplied via four No. 2MVA transformers in the adjacent Citipower substation.

66 kV supply authority cables enter the building underground from Russell Street near the corner of Flinders Lane.

The main switchboard is split into base building plant, air-conditioning, retail and commercial sections and the commercial switchboard. The commercial switchboard section has been provided with surge protection.

Standby PowerThe building is equipped with three 1,050 kVA standby power diesel generators located in the roof plantroom.

Each standby generator comprises an air cooled Dorman 8 cylinder diesel engine and a Stanform 1050 kVA alternator. Each generator is fitted with a 700 litre day tank, with the main 35,000 litre diesel storage tank located in Basement 3.

In a power failure situation, the following services are supported by the standby generators:

Asystemofintelligentcontrol,utilizingProgrammableLogicControllershas been provided for standby power distribution. This means that in addition to the above standby power support for total supply failure, reserves of standby power will be re-allocated if available.

Tenant Power Each tenant floor is served by two No. 200A supplies providing 70 VA/m2 (approx.) capacity in the risers.

Generalpowerhasbeendesignedat25W/m2 for office floor areas.

Tenant Distribution Boards Each floor is provided with two tenant distribution boards. Tenant distribution boards are subdivided into four sections to allow for tenant provided sub-metering, with standby and non-standby sections provided to each sub-section.

Metering for tenancies can be done for either North or South core, for groups of floors or for multiple tenants per floor as required.

FlexibilityEmphasis in design has been placed on the need for cable management to accommodate the demands of technology in the workplace. Principal cable access paths have been included in each core, together with a system of supplementary riser locations on the large floor areas. The system has been configured to match probable tenant locations of data wiring closets and network rooms.

To aid tenant convenience, all wiring access is within a given tenant’s floor, with access points strategically located on ducting on the building perimeter and on internal columns.

Power can be reticulated via skirting duct installed around perimeter walls and columns.

Tenant Lighting Luminaireonatypicalofficefloorisa450x450mmfullyrecessed2x36WPL lamp with ultra low brightness louvers, suitable for screen based task environment.

Energizingbothlampsprovidesthetenantswiththeoptionofprovidinghighlevelsofillumination,whileutilizingasinglelampwouldprovidealevelof illumination at the working plane for open plan layouts, as defined in Australian Standard AS 1680. The high quality luminaries also conform to the requirements of Australian Standard AS 2713 as being suitable for glare control for Visual Display Units.

Switching is done in bulk by multi-gang switch panels located at each tenancy entry door. Allowance has also been made for circuiting of fittings to facilitate the addition of local switching where individual offices are constructed.

Heliostat Atrium Lighting The full height internal atrium is provided with an array of solar tracking mirrors (heliostats) that reflect sunlight into the lower levels of the atrium. The main heliostat control panel is located in the roof plantroom, and allows the array of mirrors to automatically track the sun’s position at any time of the day during all seasons.

Thisnaturallightingminimizestheuseofartificiallightingandhelpssave energy.

Carpark Lighting Thecarparklightinggenerallycomprisessurfacemounted2x36Wfluorescentlight fittings.

Emergency and Exit Lighting The Emergency and Exit lighting is provided to all areas of the building and is based around a central 110V DC battery system. The battery system and main emergency lighting distribution board is located in Basement 3. 110V DC power is distributed to each level of the building (including the Richard Allen Building) via fire rated MIMS cable, with tee-off boxes provided on each floor.

The Emergency and Exit lighting complies with AS 2293 and Building Code of Australia.

Master Antenna and DistributionA master antenna television system incorporating both free-to-air and satellite television is installed in the building.

Roof mounted antennas and associated equipment receive broadcast UHF, VHF and FM radio signals. A vertical co-axial system then distributes these signals to all floors of the building. The system can also be used for the distribution of other audio, video and data signals within the building.

Block Cabling System A block cabling system is provided throughout the building.

The main building distribution is located in a basement communications room, and incorporates around 2000 pairs of incoming copper landlines. Communications cabling is then distributed to floor IDFs on each level which have ample spare space.

HorizontalcommunicationcablingisruntoKronedistributorslocatedwithin tenanted areas.

Themajorutilizationforthesystemisforvoiceservicesandassociatedconnections to the telecommunications network. Such facilities have been designed however, to accommodate Integrated Services Digital Network (ISDN) requirements for extensive data interchange, both external and internal to the building. Riser space is available for optical fibre network connections.

FlexibilityThe systems, both of the base building which interface with tenants and the provisions for accommodating tenants’ own systems, are designed to give maximum future flexibility.

sECUrITy Access Control and CCTV System The building is equipped with a Siemens access control and intruder detection systems (ACID) and a Pelco closed circuit television system (CCTV).

Both systems have been upgraded in 2006 to the most current hardware and software at that time. The access control system has been extended to service tenant needs within their tenancy.

Both ACID and CCTV systems are supplied with battery backup and uninterruptable power supply (UPS) systems.

Features of the access control and security system include:

After Hours Access Accessto161CollinsStreetafterhoursisrestrictedtoauthorizedstaff that have been issued with a building access card programmed appropriately.

Proximity card readers are located at the main entrance to the building on Collins Street, the car park entrance, and Ramsden Place stairs.

Access to office floors is via the lifts which will be activated by the access card. The card readers are located near the lift call buttons and inside the lift cars.

Water Supply SystemWatersupplytothesprinklerandfirehydrantandhosereelsystemsisan AS 2118 Grade 1 supply comprising a 150mm diameter tapping in Russell Street and a 150mm diameter tapping in Flinders Lane via a trident valve assembly from a 225mm diameter Authority mains in Russell Street and a 175mm diameter Authority mains in Flinders Lane.

Towns mains pressure is utilised for Basement 4 to Level 1, with an electric operated booster pump and a separate back-up pump driven by an independent diesel engine available to increase the pressure to the higher levels.

Fire brigade booster connections are located at the Russell Street entrance.

Fire Sprinkler SystemThe building is protected by a wet sprinkler system generally complying with the requirements of AS 2118.

The system is fitted with flow switches for each level.

Connection to the fire brigade monitoring station is via the fire indicator panel and the Tyco ASE unit.

Pumps and associated alarm valve assemblies are located in the fire pump room in Basement 2. The system is split into two pressure stages which then serve nine sprinkler control valves.

Electric jacking pumps are provided for the pumped pressure stage of the installation.

Fire Hydrant and Hose Reel SystemThe entire building is covered by a combined hydrant/hose reel system generally complying with the requirements of AS 2419.1 and AS 2441.

The system incorporates a 150mm diameter rising main which then becomesgenerallya100mmdiameterringmainonLevels3&10servingall hydrants and hose reels.

Hydrants and hose reels are generally installed outside the stairwells within 4 metres of exit doors. The fire hydrants are unequipped as per current fire brigade requirements whilst the fire hose reels are fitted with hoses of 36m length.

Fire Detection and Alarm SystemThe fire detection system has recently had a major upgrade to comply with the current code requirements.

The major components of the upgrade works included:

A Simplex 4100 addressable fire indicator panel is located within a cupboard inside the main Collins Street entrance. It monitors items such as monitored control valves and flow switches, smoke detectors and manual call points.

A Simplex sub FIP is located in the foyer of the Richard Allen Building, and is interfaced with the main FIP so that any alarms generated in the Richard Allen Building are recorded on the main FIP.

In addition to fire alarm signals being transmitted to the mechanical services systems to initiate fire mode operation. A fire fan control panel (FFCP) incorporated into the FIP provides direct control of the smoke control systems.

Fire alarm signals are transmitted to the local fire alarm monitoring station via the Alarm Signalling Equipment (ASE) unit located in the base of the FIP.

Fire Brigade Intercom System An intercom system, wired with fire related cabling and separate battery power, is provided for use by the Fire Brigade. Intercom points are located at fire hydrants, pump room and other strategic locations.

Emergency Warning and Intercommunication System A comprehensive emergency warning and intercommunications system (EWIS)isprovided.ThesystemisdesignedtoAustralianStandardsAS1670.4 and includes emergency warning signals and emergency public address to all levels of the building.

An associated intercommunication system for use by building tenants is also provided.

The main emergency control panel is located in a ground floor control room near the main Collins Street entrance.

AnewSimplexEWIShasbeeninstalledaspartoftheupgradeworkswithwardenintercomphones(WIPs).WIPhandsetsaretypicallylocatedwithin fire hydrant/hose reel cabinets throughout the building.

Speakers in office areas are typically flush ceiling mounted, with horn speakers installed in plantrooms and the carpark.

Portable Fire ExtinguishersPortable dry chemical extinguishers are located inside the electrical risersandswitchboardsandotherspecialhazardareas.

Each tapping has a trident assembly providing a:

• 150mmdiametersprinklerservice

• 150mmdiameterhydrant/hosereelservice

The incoming domestic water services are provided with water meters to record flow.

Main meters are located in the meter room on the exit ramp into Russell Street, and in the hydrant cupboard located in the loading bay from Flinders Lane.

Domestic Cold and Hot Water SuppliesThe two supplies are interconnected and piped to booster pumps located at Basement 2 next to the fire services pumps.

The domestic cold water booster pumps supply the four storage tanks (two provided for domestic cold water for North core and two for South core amenities).

The cold water from the storage tanks is gravity fed to all sanitary fixtures, tea rooms and cleaners’ sinks and tenancies.

The areas that are supplied with town mains pressure, and not from the storagetanks,arethemezzaninetoiletblock,Basement1toiletblockand the Richard Allen Building.

There are two additional pump sets installed on the roof provided to boost the water supply for mechanical equipment provided to North and South cores.

There are cold water submeters installed to monitor water consumption for major consumers.

The materials used for this installation are type B copper tube with silver solderedjointsandvalves(generallyofbronzeconstruction).

Domestichotwater(DHW)forboththemainbuildingandtheRichardAllenBuildingisprovidedbytwoseparatecentralDHWplantslocatedinthe roof plantroom.

EachDHWplantcomprisesfourBoschgas-firedinstantaneousDHWunitsconnectedtoanEdwards4B2000litrestoragevessel.TwoGrundfosin-linepumpscirculateDHWtoamenitiesareasaroundthe buildings.

The materials used for this installation are solid drawn type B Kemlag tubes and fittings with silver soldered joints.

Sanitary Plumbing and Sewer DrainageThere are six sewer connections, three into Collins Street and three to Flinders Lane, which collect soil and waste discharge from the plumbing fixtures and stacks.

The waste is conveyed via five 100mm diameter and one 150mm diametergravityconnectionstoCityWestWatersewermains.

There is a sewer ejector pit located in Basement 4 serving two tenancies’ stacks, all carpark trench grates, four grease interceptor traps and all basement floor drains.

Soil waste connected to this pump well is pumped via 80mm discharge line to 150mm sewer main in ramp from Flinders Lane.

Downpipes and Stormwater DrainageThree stormwater drains branch inside the building to connect the 150mm diameter copper downpipes from the roof area.

Stormwater drains discharge via three separate connections to Authorities’ stormwater drains: one 225mm into Collins Street drain and two 150mm and 225mm connections into Flinders Lane.

Stormwater run-off and sub-soil seepage from the lower level carpark levels is collected in a stormwater pit in Basement 4. It is then pumped out to the gravity discharge system.

Copper (type B) is used for above-ground installation, and cast iron pipes with mechanical joints are used for below-ground drains.

Trade WasteTrade waste from kitchen and cooking facilities on site is collected in grease interceptor traps prior to the liquid waste being discharged via the sewer drainage system.

Natural GasTowns main natural gas is supplied to the building at 10 kPa via an Authority meter located in Basement 3. Final gas pressures are generally low pressure (1.1 kPa).

Atrium Water FeatureA large water feature is installed on the ground floor of the atrium, incorporating sand filtration and chlorine water treatment to keep the water clean. The filtration plant is located in a basement plantroom.

Tenant Flexibility Provision has been made for tenant flexibility including a system of ten tenancy vented waste stacks located adjacent to various columns outside the core as well two tenancy vented waste stacks located at the North core. Each vented tenancy stack comprises a 100mm sealed waste branch and 50mm sealed vent branch that provides services for specific tenancy facilities such as:

Suitable take off points for cold water supplies for the above facilities are also available in the form of 25mm valved supply branches located at each side of the North and South cores.
