4. Decision: Recommendation for Analyzing Archived Tern Eggs for PBDEs In 2016, the RMP collected egg samples from cormorants and terns. The S&T study design indicates that tern eggs should be tested for PBDEs. However, due to budget constraints, this analysis was skipped. RMP staff recommend testing archived sample material for PBDEs now. The cost of the analysis ($13,500) and a justification as to why these data are important are attached. Materials: Funding Request Memo, see pages 16-20 Desired outcome: Recommendation to the Steering Committee to allocate funding for testing PBDEs in archived tern egg samples.

5. Discussion: Laboratory Intercomparability Studies for Critical RMP Analytes Maintaining highly accurate measurements and coherent time series are both critically important to the RMP. A tool to improve outcomes with respect to both are laboratory intercomparability studies. These studies add confidence to results from labs that have been part of the Program for years. They are also critically important during transitions when the Program has to change labs. The RMP recently changed labs for PCBs in sediment and a new lab for PCBs in fish tissue will be needed in 2019 (the long-time lab for fish tissue, WPCL, is closing this year). Options for different approaches to this topic will be presented and discussed. 6. Discussion: Status and Trends Design and Projected Costs through 2027 Accurate estimates of the cost of the Status and Trends Monitoring are critical for multi-year financial planning. The S&T cost estimates were last updated in 2014. New cost estimates will be presented based on the latest laboratory prices and changes to the design. In addition, the TRC will make a final decision on the question of whether to sample sediment in the summer or winter season. Meeting Materials: Slides, see pages 31-47 Desired outcomes:

1. Introductions and Review Agenda After introductions, Bridgette DeShields called for any changes to the agenda. There were none. 2. Decision: Approve Meeting Summary from March 9, 2017 and confirm/set dates for future meetings. Comments were solicited for the March 9, 2017 Technical Review Committee meeting summary, but there were none. Chris Sommers motioned to approve the summary, Luisa Valiela seconded, all were in favor. September 14 and December 14 of 2017 were agreed upon for the next two meeting dates. Using the second thursday of each third month was tentatively agreed to as a recurring meeting date, but the issue will be revisited during the September meeting. 3. Information: SC Meeting Summary from April 26, 2017 Phil Trowbridge presented a summary of the April 26, 2017 Bay RMP Steering Committee meeting. No questions were raised. 4. Discussion: Presentation of Special Studies Proposals Recommended by Workgroups Phil Trowbridge began this item by presenting figures on the available budget for special studies for 2018 (1076k from Core RMP funds, 289k intended for emerging contaminants work from AMR funding). He then discussed how he had organized the proposals for presentation into functional groups rather than by the originating workgroup. Phil presented brief summaries for each of the proposals by group:

Questions focused on the sediment proposals because they did not go through a workgroup approval process. Steve Bay (M-AMBI Benthic Assessment), Brian Anderson (Sediment toxicity causes), and David Schoellhamer (Lower South Bay sediment flux and Mallard Island monitoring) were available by phone to provide additional information. The main clarifications were regarding the M-AMBI benthic index, sediment flux, and causes of sediment toxicity proposals. The M-AMBI project's range of $21-50k could be split into $21k for calibrating the index for use with existing SF Bay SQO data and $29k for applying the index and generating a report. The sediment flux work would be performed over three years, but project cost could not be split up and funded from different budget years. A large portion of of the cost was for equipment that would need to be purchased in the first year. Data analysis and reporting would occur in the third year. The only way to ensure that the RMP received a product for its investment is to commit funds for the whole study. Dave also described the differences in instrumentation at the various proposed funding levels: Option 1 would replace existing equipment and continue to operate the site (some improvement of understanding flocculation would be possible with this new equipment); Option 2 would add a vertical profiler and “floc cam”; Option 3 would add acoustic velocity instrumentation and add more robust measurements of SSC. Additionally, he also clarified that there would not be significant cost savings from not working on a peer reviewed report, as the interpretation would already require a document for consumption by the RMP. Finally, there was some discussion about the causes of sediment toxicity proposal. The discussion centered around how the tool would be used after it was developed. Participants asked how the RMP would “operationalize” the test on S&T sediment samples and what that would cost. There was interest in focusing the effort on sediment toxicity to hotspot areas where the causes might be easier to determine. The other explanation of note was that four of the emerging contaminant projects were preemptively collecting samples during the margins cruise currently in progress. Collection of field samples had to start early to take advantage of the cruise. Phil acknowledged the risk associated with this task but explained that the projects were ranked as high priority and no alternatives were available. Phil then explained that the workgroups were asked to recommend (but prioritize) projects above the available funding level, and that some projects were approved with a high and low budget. At the high end, the proposal requests were numbers were ~70% above the actual funds available, primarily because the planning budget was larger than the actual budget and because of the unanticipated sediment projects. 5. Decision: Recommendation for Special Studies for 2018 The committee provided two options (Option A and Option B) for funding special studies in 2018, shown in the attached tables. The major differences between the two options were:

● Option A allocated $120k to the Lower South Bay sediment flux proposal (which resulted in reduced or zero funding for a few other studies).

● Option B did not fund the sediment flux proposal and increased funding for nutrients projects to $400k, provided partial funding for the Richmond PMU Conceptual Model, and increased funding for hosting and visualizing the DMMO database.

The three proposals not recommended for any funding were the causes of sediment toxicity, ocean acidification strategy development, and analysis of DMMO PCB data. All other projects were either recommended for full or partial funding in one of the options. 6. Decision: Update List of RMP Projects Eligible for Supplemental Environmental Project Funding and Recommend Allocation of Existing SEP Funds Phil Trowbridge led the discussion of adding recommended but unfunded proposals to the SEP list. He also solicited input on removing currently listed projects. Seven projects were added, six of which represented fully funding projects that were only partially funded by RMP core funds. Although there was discussion about several existing SEP projects, there was no final decision to remove any. The updated list will be presented to the Steering Committee in July. 7. Decision: Changes to the Status and Trends Monitoring Design for 2017- 2023 Phil Trowbridge presented proposed changes to upcoming RMP Status and Trends monitoring for approval by the TRC. Discontinuing PBDE analysis in bivalves had consensus approval. It was also agreed to only monitor nutrients during the Water Cruise at the Golden Gate site. Fipronil (addition) and legacy pesticides (removal) were marked for revisitation after results from the current margins cruise. There was a conversation about moving all future sediment cruises to summer sampling. Maintaining the current plan (alternating between winter and summer every four years) would allow for better characterization of the range of conditions, while consistently sampling during summer would increase trends power, as well as providing for more streamlined logistics. However, there was not a consensus among the TRC members. Phil will follow-up offline, as planning for a sediment cruise in early 2018 would need to begin soon. Last was a discussion about the removal of sediment toxicity and benthic macroinvertebrate analysis from the upcoming sediment cruise. While there was an extensive conversation about alternative work regarding the SQO lines of inquiry (to be continued at the multi-year planning meeting), there was consensus that these two analyses should be skipped for the 2018 sediment cruise. The rationale was that interpretation of the results of these tests is highly uncertain. Resources should not be spent on collecting more data until the interpretation methods are established. Action Items:

● Update the S&T design with the consensus adjustments: discontinuing PBDE analysis in bivalves; curtailing nutrient monitoring during the Water Cruise; and skipping sediment toxicity and benthos for the 2018 sediment cruise.

● Add an agenda item to a future TRC meeting about CTR parameters for RPA. ● Add particulate selenium to the target list for the 2017 Water Cruise. ● Change S&T design table to note that bird eggs were tested in 2016, not 2015. ● Present a proposal to the TRC for testing archived tern eggs from 2016 for PBDEs. Determine the

cost for analysis and data management. Review trends graphs to determine the value of getting more data.

● Follow-up with TRC members to reach resolution on summer vs winter for the 2018 sediment cruise.

● Discuss focusing RMP efforts with SQOs to hotspots during the Multi-Year Planning meeting. 8. Discussion: Comments on 2017 Pulse Articles and Update on Annual Meeting Planning Jay Davis presented an update on the progress for the 2017 Pulse and Annual Meeting (October 6, 2017). Chris Sommers provided feedback on the 25th anniversary article, and Jay asked that others provide feedback as soon as possible, and no later than June 15. 9. Discussion: Comments on Proposed Scope of Work for Sediment Supply Synthesis Funding for this project was allocated by the SC previously. Comments were requested on the scope of work. Lester McKee gave a brief overview of the proposed scope of work for a sediment supply synthesis document. Phil asked for feedback by 6/9/17 so that the proposal could be sent to the SC for approval. 10. Information: Status of Deliverables and Action Items Phil Trowbridge presented the most recent version of the deliverables scorecard and action items (stoplight) report. There were no questions.

1. Introductions and Review Agenda Tom Mumley welcomed everyone and summarized the agenda. Phil Trowbridge proposed switching items 11 and 12. The group agreed, the order of items below is based on that.

2. Decision: Approve Meeting Summary from April 26, 2017 and Confirm/set Dates for Future Meetings No items were raised for discussion regarding the April 26 Meeting Summary. The following dates were confirmed for upcoming meetings: September 14 - Bay RMP TRC Meeting November 1 - Bay RMP SC Meeting and Multi-Year Planning Meeting January 25 - Bay RMP SC Meeting There was a brief discussion where Phil Trowbridge asked the SC members to consult with their stakeholders in preparation for the Multi-Year Planning Meeting regarding priorities. 3. Information: TRC Meeting Summary Phil Trowbridge quickly summarized the TRC meeting, leaving most of the detail for items 6, 7, and 9, where the SC will have to provide approval for the recommendations from the TRC.

4. Information: RMP Financial Update for 2017 Quarter 2 Lawrence Leung provided an update on the finances of the RMP through Quarter 2 of 2017. All tasks were on target for percentage billed relative to the percent of year passed except for Governance, which was the result of a particularly busy and front-loaded Workgroup schedule. Phil Trowbridge and Lawrence summarized remaining tasks and proposed unencumbrances from 2014, 2015, and 2016. Phil informed the SC that the level of unencumbrances coming from previous years (~150k/year) would not be expected moving forwards, as budgeting accuracy has improved.

Lawrence presented a second proposal, to write-off the fees from GENON Energy ($18k) that would not be paid due to bankruptcy, and cover the gap by using a windfall from higher interest rates on cash reserves. Lawrence also showed the status of current Supplemental Environmental Projects (SEPs) and showed the current balance of the pooled Mandatory Minimum Penalty payments ($87k). Motions

5. Discussion: Prepare for Decision on 2019-2021 Fees Phil Trowbridge began a discussion with the Committee regarding the upcoming (during the November SC Meeting) target fees decision. A 3% annual increase will be put forward, which is a level of increase designed to not exhaust the reserve given estimates of future expenses. The full memo presents much more detail regarding the outcomes of eighteen months of negotiations and justifications for the proposed fees. Karin North recommended that the final memo contain information about the AMR revenue being offset by lost cooling water fees and the requirement that SEP funds not replace fees. Jessie Burton Evans made the point that it is much easier for federal agencies to provide in-kind services than cash contributions.

6. Decision: Approve Special Studies for 2018 Phil Trowbridge summarized the special study funding options presented by the TRC. 90% of the funding was assigned by consensus, while the remaining $120k had two options for allocation (A and B). The funding allocations in each option were listed in the materials for Item 6. After the TRC meeting, new information was provided to Phil such that he was able to present a modified version of Option B (Option C) to the SC (summarized in the Motions section below). This option reduced funding levels for nutrients and selenium projects because of likely SEP funding for these projects. Phil explained that if the expected SEP funding for the selenium projects did not materialize, there were enough funds in the MMP pool to cover those expenses. Additionally, Option C included $120k in funding for suspended sediment monitoring in Lower South Bay. This project will need a second year of funding to complete. Tom Mumley explained that in those situations, while there was not a guarantee of funding for the subsequent year's work, the projects were funded due to their importance and that is was rare to not continue funding the following year.

7. Decision: Approve the List of RMP Studies Eligible for SEP Funding Phil Trowbridge presented an updated list of RMP Studies Eligible for SEP Funding. He explained that while the list was not exhaustive, the Water Board values having a list of projects that have been vetted by the TRC. Jay Davis proposed adding field work in the Emeryville Crescent Priority Margin Unit, similar to the existing item for Steinberger Slough. Phil Trowbridge stated that the HAB Investigations Project would be removed from the list if the proposed project is funded this summer as proposed. There were no other additions or removals (other than those that were originally proposed). Motions

8. Science Update: PCBs in Priority Margin Unit Areas Jay Davis provided an update on the work completed and forthcoming in the four Priority Margin Unit Areas: Emeryville Crescent, San Leandro Bay, Steinberger Slough, and Richmond Harbor. He summarized two recent reports: Conceptual Model to Support PCB Management and Monitoring in the Emeryville Crescent Priority Margin Unit and Conceptual Model to Support PCB Management and Monitoring in the San Leandro Bay Priority Margin Unit: Phase I.

9. Decision: Approve Changes to Status and Trends Monitoring Design Phil Trowbridge presented an updated matrix of sampling for upcoming Status and Trends monitoring. The main changes are: removal of PBDE analysis in bivalves, postponing sediment

toxicity and benthos analysis, the addition of particulate metals analysis in water, and the addition of chlorophyll-a and nutrients at the Golden Gate in water. Jessica Burton Evans suggested providing a clearer visualization of which elements were only applicable to 2017 and forwards, since the matrix includes years beginning in 2014. The SC requested a recommendation from the TRC in September regarding whether to alternate seasons for the sediment cruise. Motions

10. Discussion: Update on 2017 Pulse, Annual Meeting, and Upcoming Reports & Communications Products For the Annual Meeting, there was a discussion about starting the registration process for RMP participants and setting up remote access to facilitate cross connections with the State of the Estuary Conference. Jay Davis provided an update on the status of the 2017 Pulse. He informed the committee that a laid out version should be available on August 15 for their review. He's hoping to receive feedback on that draft by August 22. Jay also discussed the upcoming issue of Estuary News and solicited ideas for articles. The committee considered several ideas, but settled on addressing the dramatic changes to the program over the past 5 years. Action Items 1. Phil Trowbridge - Send out Annual Meeting registration information to RMP participants. 2. Jay Davis - Send the SC the article written for the 20th anniversary of the RMP and the article on the 50-year vision from the 2015 Pulse.

12. Discussion: Strategize about Actions to Minimize the Impact of Federal Funding Cuts on the RMP The committee had a wide ranging conversation about potential actions and communications regarding the effects on the RMP of changes in funding to federal programs and agencies. A few key points were:

● Letters of support should come from individual organizations, not the SC in general. ● Letters should refer to specific budget cuts or actions and how these cuts will affect the

environment and the economy.

11. Information: Update on the Delta RMP and MOU between SFEI and the Delta Science Program for Bay-Delta Science Integration Phil provided a short update on the Delta RMP, summarizing the differences between the Delta and Bay RMPs and the monitoring efforts from the past year. Additionally a Memorandum of Understanding between SFEI/ASC and the Delta Science Program has been signed and covers the next 3 years. It should aid in streamlining contracting and building better coordination between the Bay and Delta. Action Items:

13. Discussion: Status of RMP Deliverables and Action Items Phil Trowbridge presented the status report for RMP Deliverables and Action Items (stoplight report). There was one question about the selenium in bivalves work run by USGS. They were able to delay use of RMP funds until April, so monitoring can continue through October of 2017 (rather than May 2017). Jay Davis also highlighted the third quarter eUpdate that will be forthcoming (the second quarter eUpdate was skipped).

14. Discussion: Plan Agenda Items for Future Meetings Phil Trowbridge led discussion about the November 1 agenda items. There will be no science update, due to a full agenda and the Multi-Year planning meeting. The committee will approve the full budget and finalize changes to the fee schedule for upcoming years. Committee Chairs and the Charter will be confirmed. There will also be a discussion about formalizing steps for utilizing surrogates and making sure they are fully informed in advance of the meeting.

15. Discussion: Plus/Delta Peter Carroll expressed approval of the utilization of hyperlinks to recent reports in the agenda packet.

Lower South Bay

REQUESTED ACTION Approve the use of $13,500 of the Undesignated Funds funds to analyze archived tern egg tissue samples collected in 2016 for PBDE analyses. Samples were collected as part of the 2016 RMP bird egg sampling event and were archived for the purpose of future PBDE analyses. Data management for this dataset will be conducted together with bird egg data collected in 2018.

FISCAL SITUATION Undesignated Funds: $802,397 (as of 9/7/17)

EXPLANATION In 2016, the RMP collected tern egg samples as part of the long-term Status and Trends bird egg monitoring element. Tern eggs were collected at four locations in South Bay and Lower South Bay - Pond AB1, Pond AB2, and New Chicago Marsh in Lower South Bay, as well as Pond 2 on the Hayward Shoreline (Figure 1). At each site, three replicate composite samples were created for contaminant analysis, including seven individual eggs in each composite. Composite subsamples were analyzed for mercury and selenium, and additional sample mass was archived at Schaeffer’s Cold Storage in Oakland for PBDE analyses, pending additional funding. Long-term monitoring of sediment and tissue for PBDEs in San Francisco Bay has revealed declining levels in many matrices over the last decade. This year, the RMP has reclassified PBDEs from a moderate concern to a low concern emerging contaminant. However, the RMP's tiered monitoring strategy for low concern contaminants includes specific guidance that contaminants reclassified in this manner should continue to be monitored for some time afterwards (e.g., two cycles, depending on the matrix), to verify that environmental levels do not increase, and instead stabilize or continue to decline (Sutton et al. in revision).

The RMP's draft CEC Strategy currently suggests eliminating PBDE monitoring in bivalves as a cost-saving measure, but that monitoring of sediment, sport fish, and bird eggs (cormorant and tern) should continue. Higher trophic level species such as terns are considered a more valuable dataset for this contaminant family, which is hydrophobic and bioaccumulative. Terns were once the most contaminated species in the Bay (She et al. 2008); current levels are lower than observed in the early 2000s, but it is unclear whether these levels are stable (Figure 2). A single toxicity study focusing on reproductive and developmental impacts suggests that tern embryos may be less sensitive to the toxic effects of PBDEs than American kestrel embryos (Rattner et al. 2013), but does not provide a comprehensive indication of safety from a variety of other potential impacts, such as neurotoxicity. Therefore, to maintain consistency with the RMP's CEC monitoring strategy, support the cost-saving measure of eliminating bivalve PBDE monitoring, and continue to produce valuable data for decision-making to protect Bay water quality, testing archived tern egg samples for PBDEs is recommended. Twelve archived tern egg composite samples will be analyzed by SGS AXYS for PBDEs. QA/QC samples analyzed will include a laboratory blank, a field duplicate, a matrix spike and a matrix spike duplicate, and an SRM sample. Data management for this data set will be conducted together with bird egg data collected in 2018. Combining these two data sets will achieve a cost savings of approximately $8,000. Budget Table

Mussels (Mytilus californianus) are collected from Bodega Head State Marine Reserve, an uncontaminated “background” site of known chemistry, and aretransplanted to 7 targeted locations in the Bay. After ~100 days, mussels from the transplanted sites and a sample from Bodega Head are collected for analysis. Three of the 7 transplant sites serve as back-ups in case something goes wrong with the transplants at the 4 primary sites. At the same time, resident clams (Corbicula fluminea) are collected from 2 sites in the Sacramento River and San Joaquin River. f. Double-crested Cormorants (Phalacrocorax auritus). Cormorant eggs are collected at three sites: Don Edwards National Wildlife Refuge, the Richmond-SanRafael Bridge, and Wheeler Island. g. Forster’s Tern (Sterna forsteri). Tern eggs are typically collected from multiple sites in the Don Edwards National Wildlife Refuge and the Hayward ShorelineRegional Park. h. Sediment samples are collected in the dry season (summer).i. Sediment toxicity is measured using the following methods: EPA 600/R-94-025 (Eohaustorius estuaries), EPA 821/R-02-012M (Ceriodaphnia dubia), EPA600/R-99-064 (Hyalella azteca), and EPA 600/R-95-136M (Mytilus galloprovincialis) j. Benthic macroinvertebrates are measured during dry-season sediment sampling events (2014, 2022). 2016 Trends Strategy funds were initially used toexplore a power analysis using data from four well-sampled watersheds to determine a monitoringprogram that would be sufficient to track trends.Peer reviewers later recommended additional dataexploration in one watershed (Guadalupe River)including: 1) Develop models for continuous PCBconcentrations; 2) Identify gaps in existing stormstyles sampled; 3) Compute storm EMCs and loadsfrom continuous models; 4) Develop an "eventloads" trends model.
