!  I have spent the past fifteen years as a Technical Writer, responsible for developing and editing all aspects of documentation for IT departments of a wide range of industries from the Department of Health (CMS) to encryption software developers, the Department of Commerce (PTO) AARP, or in international marketing.

!  Familiar with the entire complex nature of the SDLC process, I have been involved in all phases of document implementation from product analysis and research, consulting with engineers or Information System Security Officers to create adequate SOPs, technical manuals or marketing materials, to the deployment and management of deliverables to clients.

!  A clear understanding in computer networking and ability to decompose complex workflow diagrams also increases productivity of deliverables and the focus on deadlines.

1 REPONSE A DES ACCIDENTS SPECIFIQUES

1.1 DANS LE CAS D’UN DEVERSEMENT ACCIDENTEL DE PETROLE OU DE PRODUITS CHIMIQUES

4.1.1 Introduction Cette section a été préparée pour assurer que les actions de réponse seront opportunes et effectives, dans le cas d’un déversement accidentel de pétrole ou de produits chimiques pendant des opérations de forage exploratoire de Noble Energy au Cameroun. L’objectif principal de cette section est de minimiser les impacts sur l’environnement de tout déversement accidentel de pétrole ou de produits chimiques.

Si des traces encourageantes d’hydrocarbones apparaissent pendant le forage, un test de production potentielle peut être conduit. Si les tests s’avèrent favorables, le puit sera temporairement fermé, en attendant des évaluations ultérieures. Si les résultats s’avèrent négatifs, le puit sera obturé d’une façon permanente et abandonné, en accord avec les normes de l’industrie et les procédures approuvées par le Cameroun.

Le commencement des opérations de forage est prévu pour Avril 2007. Forage et, si approprié, tests et/ou obturation et abandon des opérations sont prévus d’être terminés en approximativement 45 jours.

Cette section de réponse est généralement construite autour des sujets suivants:

• Evaluation des risques de déversement accidentel; • Procédure de réponse à l’accident; • Plan d’Urgence Niveau 1/Niveau 2 de Noble Energy; • Capacités de Réponse à l’Accident; • Procédures de Rapport de l’Accident; et • Check-liste du Commandant de l’Accident.

Tous les déversements devraient être signalés immédiatement au Manager de Forage. Celui-ci en informera le Manager Général de “Noble Energy Cameroon”. Le Manager Général de “Noble Energy Cameroon” en informera les authorités du Cameroun, s’il le juge approprié. Si les authorité du Cameroun jugent approprié d’assumer le contrôle des opérations par eux-mêmes, Noble Energy offrira une coopération totale.

4.1.2 Risque de déversement Accidentel C’est la politique de Noble Energy que, en suivant correctement toutes les procédures d’opérations, tous les efforts seront appliqués pour la prévention de déversements accidentels. Néanmoins, il est reconnu que des plans d’urgence sont requis pour des accidents qui peuvent se produire durant des opérations de forage offshore. Les probabilités de tels accidents sont analysées ci-dessous.
