University, the country’s premiere technical education institution.

In its birth, MCL Cup was also conceptualized as an avenue for MCL to reach out to the best and

brightest talents of the region. The objective of MCL Cup is to provide a venue for interaction

among the talented students of the different high schools in Laguna and Batangas.

MCL Cup 2006 is the very first of its kind in the region with four (4) major events (Quiz Bees in

Spelling, Science and Mathematics; and Cheerdance Competition). The famous Chorale

Competition was included in 2007 along with the other events. From the four (4) events, MCL Cup

has grown bigger with more events being added to it such as the Brainmasters, IT Quiz, Street

Dance, Digital Poster-Making, Sabayang Pagbigkas, and many more.

In 2012, the series of events was given a theme which highlighted environmental awareness and

protection of nature. This is We bECOme. All activities and event components of the series were

aligned to green advocacy to emphasize the global call for sustainable development.

Themes of the series from 2013 to 2018

capitalized the challenges for 21st century

education; and outcomes-based teaching and

learning. It opened the way for more

opportunities for the participating schools to

show their students’ prowess and excellence in

varied fields.

The line-up of events for MCL is a product of the

tedious planning of the different departments and

working teams of MCL who work year-round to

bring the biggest and best MCL Cup for our

partner schools.

The event is one of our ways to communicate MCL’s gesture of strategic partnership and invitation

to our partner schools to a meaningful collaborative engagement in empowering our teachers

and students by making them competitive and highly equipped.

From 26 participating schools, MCL Cup has reached 97 schools over the years with participants

coming from the National Capital Region (NCR), provinces of Laguna, Batangas, Cavite, Quezon,

and Rizal. From four (4) major events, MCL Cup has grown to have as many as 26 events for the

best talents of around.

In 2013, MCL Cup has introduced the use of a quiz show application that is specifically designed

for the ‘knowledge events’ of the series. The application was designed by a group of students

from the College of Computer and Information Science (CCIS) and its key feature is the

deployment of quiz questions through mobile devices and scoring capability that runs in iOS

platform. This was first of its kind that made MCL Cup quiz shows more challenging and exciting

not only for the participants but also to the spectators of the different events.

Over the years, MCL Cup has gained prominence

as schools participate to show their intellectual,

social, and artistic prowess in various events that

capture the best in every young Filipino.

Competing with the region’s top schools is an

experience worth being shared and cherished by

our participants. Being the coach of the region’s

winning schools is something that every teacher

and mentor will always be proud of.

MCL Cup is not just about championing the different events and activities. It is the experience

that each school is pushing for. Being able to join and perform with 90+ schools is something that

each student would cherish in his/her entire student life.

Over the years, MCL Cup has recognized this common understanding among our partner

schools as they join hands in bringing their best talents to compete and learn from every

experience that they had in the process.

prepared their mentees for MCL Cup. The days of training and preparation for the different

events have developed not only learning experiences but friendships that nurtured every

participant’ s well-being and personhood.

this year’s theme

On the third stanza of the Malayan Hymn, the phrase “to the limits we push on” is inscribed.

Composed by MCL and Mapua University President, Dr. Reynaldo B. Vea, the phrase is an ardent

expression of high-spirited commitment to excellence and virtue. Amidst struggles and

challenges, the Malayan spirit and determination to strive for the best are motivators for success.

MCL Cup intends to share the same spirit and determination by telling its participants to ‘push

on to the limits’. Knowledge, skills and attitude are the weapons to use for success. These should

be limitless that is why whatever limit one finds to be curtailing his/her journey to excellence

must ‘push on’, succeed and surpass the limit.

formulated globally relevant student learning

outcomes, designed our curricula around these

attain these outcomes using learner-centered

approaches.

This same vision must be shared to our partner schools to motivate our fellow teachers and

1. is open to all students of secondary educational institutions recognized

by the Department of Education (DepEd).

2. Schools that offer Junior High School only are eligible to join the events for Grades 7

to 10 participants. Likewise, schools that offer Senior High School program only may

join events that are intended for Grades 11 and 12.

3. All performers/participants/representatives must be bona fide students of their

respective schools and must be eligible as per specific competition requirements.

4. The School Head is requested to certify the eligibility and qualification of their student

participants upon online and manual submission of the registration forms.

5. Mechanics for specific events are provided to guide the schools on the eligibility OF

participants per event/competition depending on the grade level requirements. All

coaches, advisers, and school heads are requested to refer to these mechanics on the

succeeding sections of this Rulebook.

6. ONLINE PRE-REGISTRATION is required for all participating schools.

7. Online registration forms are available through the MCL Website (www.mcl.edu.ph).

Please click the MCL Cup banner page to be directed to the MCL Cup dedicated sub-

website where the online registration portal is found.

8. As an alternative, registration forms may be submitted through any of the following:

a. For Walk-in submission- please proceed to the Admissions Office located at the

First Floor, Jose Rizal Building, Malayan Colleges Laguna;

b. Through email- kindly include the text: “Registration: MCL Cup 14.0”on the

subject, and send to the following email addresses:

9. Official registration will close on 28 October, 2019 (Monday).

10. The Over-all Steering Committee for MCL Cup 14.0 reserves the right to refuse

acceptance of registration forms after the said date.

11. Incomplete data provided in the official registration form is a ground for non-acceptance

of the registration submitted and will result to prohibition from participating in any of

the event components.

12. Malayan Colleges Laguna – A Mapua School reserves the right to decide on issues

pertinent to the qualification and disqualification of entries and nominated participants.

13. Any form of misrepresentation is not allowed in the registration of participating teams,

and student-participants. Once proven, this will result to disqualification.

14. By registering, the participating schools subscribe to be governed by the data privacy

policy of MCL Cup 14.0 as stipulated in the succeeding sections of this Rulebook.

15. As part of MCL’s commitment to outcomes-

based education, the scoring rubrics for the

large group events (i.e. events with more

than 10 participants per team/group) will

also be outcomes-based.

16. GOLD, SILVER, and BRONZE special

awards will be given to participating schools and contestants who are able to get

the scores on the table at the right.

17. The following table shows the major awards and the corresponding categories:

18. Finalists of each event component will get corresponding scores which will be totaled

with the scores from other events to determine the three (3) top ranking participating

schools for the Major Awards and Overall Winners respectively.

19. The final standing will be determined by the total of scores earned in all events

participated in irrespective of the major awards received.

21. For Skills and Attitude events with elimination rounds, qualifiers for the final round are

entitled to receive the corresponding points for the finalists/ special awards.

22. Special awards may be given to selected event components to recognize the exemplary

performance of the participants. These may be given upon the recommendation of the

Event Chair.

23. The MCL Cup 14.0 Steering Committee may hold Elimination Rounds if the number of pre-

registered participants for the “Knowledge” events exceed ten (10). Elimination rounds are

scheduled on November 21 and 22, 2019 at Malayan Colleges Laguna. Final announcement

about the events with elimination round/s and its corresponding schedule will be released

no later than November 15, 2019. Participants are advised to regularly check the MCL Cup

Facebook Account for updates.

24. The Elimination Round is a sit-down exam that all team-members will collectively answer.

This round may be administered through MCL Blackboard Learn, MCL’s online learning

management system.

25. During the final round, answers to the academic contests will be electronically submitted

through a specialized application developed for MCL Cup quiz shows.

26. Some of the quiz shows maybe organized in a different format and set-up such as “family

feud, or jeopardy” style/s depending on the organizing teams.

27. Successful transmission of answers is a responsibility of the contestants. Errors in inputting

texts and codes committed by the contestants invalidate the answer and will deprive the

team of earning the corresponding points.

28. By default, all keyed-in answers are set on “auto-submit” when the time is up. Answers

transmitted when the time lapses are considered official.

29. Before each round, all contestants will undergo a briefing on how to encode answers and

submit them electronically.

30. Incomplete and/or misspelled answers will not be credited.

31. There might be special symbols required for correct answers to be credited in Mathematics,

Science and IT Quiz Shows. In the absence of these symbols in the input device to be used,

substitute codes will be provided before the contest proper. This shall also be a part of the

orientation and briefing sessions.

32. In case of a tie in the final score during the Elimination Round, additional questions may be

given by the organizers to determine the ten (10) top-ranking teams.

33. In case of a tie in the scores of any of the Top 3 competing teams in the Final Round, a

clincher round will follow. The team to earn the first score in this round will automatically

get the place being contended.

34. The questions in the final round will only be read twice. The timer will start after the

question is read for the first time.

35. The following scoring system and time allotment will be implemented:

36. Contestants are requested to be in the venue at least one (1) hour before the time of the

event proper to undergo registration procedures and briefing. Actual event registration

closes 15 minutes before the actual start of the contest. No participant will be allowed to

join any of the contests once the registration has officially closed.

37. Each student representative must bring his/her school ID on the day of the event that s/he

will be participating in.

38. The order of performances (in the case of large group events) will be determined through

manual draw lots or electronic draw by the team leader or any team representative. The

participants/performers will be informed of the sequence before the start of the event.

39. If the number of registered schools for the large groups has reached twelve (12), the

Overall Steering Committee upon consultation with the judges may hold an elimination

round.

40. If elimination rounds are done, schedule of final rounds might be postponed to another

date upon consultation with the judges and advisers/ coaches.

41. The Over-all Steering Committee of MCL Cup 14.0 is committed to select members of the

panel of judges who are experts in that specific area/field; with proven independence and

are objective evaluators of outcomes.

42. Members of the panel of judges are ensured to have no connection or affiliation with any

of the participating schools.

43. Questions, clarifications, and objections on the answers submitted during the

“Knowledge” events can only be raised by the participants immediately before the next

question is given. The Quiz Show Host must acknowledge the point of information raised

by the contestant/s who will then be required to present documentary evidences to

support such claim.

44. The Quiz Show Host will then direct the query to the Panel of Judges for adjudication. At

this point, the faculty adviser / coach may assist the student in defending their position.

45. For large group events (e.g. Whizzy Cheer and Dance Mania, Madulang Sabayang

Pagbigkas, Surpass! Street Dance Showdown, and other events with more than 10

participants), the officially appointed coach or faculty adviser may represent the team in

seeking for clarification on the contest rules, mechanics, and adjudication process.

46. The decision of the Panel of Judges is final.

47. The Over-all Steering Committee of MCL Cup 14.0 in consultation with the Panel of

Adjudicators of specific events has the sole right to clarify the details in the mechanics.

48. Changes in the rules may be adopted as decided upon by the panel of judges, after a

consultation and concurrence with/by the coaches/faculty adviser of the teams, and

subject to the approval of the Over-all Chair of MCL Cup 14.0.

49. The Overall Steering Committee reserves the right to amend the mechanics after official

publication. Hence, all interested parties are advised to check the MCL Cup 14.00 sub-

website for any erratum or addendum to the MCL Cup 14.0 Rulebook.

51. Scholarship certificates and major prizes will be awarded to select winners of the

different contests.

52. Corresponding points will be given to schools that will participate and perform well in

the different event components to win the MCL Cup 14.0 Overall Champion, First

Runner Up, and Second Runner Up awards respectively.

53. As part of the advocacy for environmental sustainability through conservation of

available resources, participating schools, its faculty adviser, coaches, and students may

request for certificates of participation in electronic format. Printed certificates will only

be issued on exceptional cases.

54. The Top Three (3) schools will receive, in addition to the trophies and medals, the

following prizes:

Overall Champion - PHP 75,000.00 worth of prizes

First Runner Up - PHP 50,000.00 worth of prizes

Second Runner Up - PHP 25,000.00 worth of prizes

55. The awarding ceremonies will be held on 07 December, 2019 during the Closing

56. Schools are requested to organize an official awarding ceremonies at their respective

schools after the series of events of MCL Cup 14.0.

57. The true spirit of sportsmanship is greatly encouraged among the members of the

competing teams.

58. Coaches and student representatives are expected to behave in a respectful and ethical

manner, and any omission may result in the disqualification of a team or ejection of an

offender.

59. Coaches and school representatives are reminded not to approach the members of the

panel of judges during the event, unless the reason for such is to request for any

clarification on the contest rules, mechanics, and the adjudication process. In this case,

the coach/ faculty adviser should confer with the Event Chair, or the Program Host to be

acknowledged and be referred to the Panel of Judges.

60. The MCL campus has an existing set up of Security personnel and relevant security and

safety policies.

61. MCL is a drug-free and alcohol-free campus. Persons under the influence of drugs, and/or

alcohol will be denied entry to the premises of the school.

62. First aid and health related concerns during the events of the MCL Cup will be addressed

by the Safety Committee and the Center for Health Services and Wellness (CHSW) of MCL.

63. A standby ambulance will also be made available for outdoor events and other activities

that might pose a risk on the safety and wellness of participants.

64. Malayan Colleges Laguna reserves the right to prohibit any person from using props,

instruments, tools, and other effects that are non-compliant to the safety standards and

policies of MCL, and those that are offensive to any socio-cultural and religious

sensibilities including those that may serious negative emotions to the general public.

65. MCL may also further restrict the conduct of MCL Cup 14.0 activities in the interest of

safety, and wellness of all participants, and the general public.

66. Schools are encouraged to compose their own student delegation to support, and cheer

for their contestants. All students who will be part of the official school delegation are

required to bring their school IDs, and will be issued entrance passes and/or nametags to

gain access to the campus.

67. Members of the official student delegation must wear their school uniform, or any decent

attire that complies with MCL’s dress code.

68. Parents and relatives of the contestants are allowed to attend the activities. Same policies

on security and public safety will apply to them.

69. Southpoint Homeowners Association imposes separate guidelines on access to the

premises within their jurisdiction. Since MCL is located inside Southpoint Subdivision, all

guests and visitors are bound to comply with these policies and regulations including entry

to the village, traffic management, and motor vehicle parking.

70. Requests for assistance for persons with disability, senior citizens, pregnant women, and

others who need special assistance may be made with the Program Secretariat through the

71. Malayan Colleges Laguna – A Mapua School commits to full observance of and

compliance to the Department of Education (DepEd) Memo No. 66, Series of 2017,

otherwise known as the Implementing Guidelines on the Conduct of Off-Campus

Activities.

72. By registering to any of the events of MCL Cup 14.0, school representatives are confirming

that parental consent has been secured for the participating minors, and that such consent

covers the extraction, use, storage, and sharing of the personal information of concerned

student participants.

73. Since MCL Cup 14.0 is an event that is open to the public, photo and video coverage may

be done by both the organizers and other spectators to the event. All participants and

guests are hereby confirming that they allow being photographed and videotaped, and

that these media may be used for non-commercial purposes except for documentation of

the event, and promotion of future events of MCL Cup and MCL in general.

75. All participants to the different events are encouraged to use musical compositions and

effects that are in public domain.

76. Participating schools may use compositions and other intellectual properties at their

discretion. Securing licenses for these intellectual properties is recommended subject to

applicable laws of the Republic of the Philippines.

77. Malayan Colleges Laguna – A Mapua School is committed to ensure that the use of any

music, composition, or artistic work in any or all of the events of MCL Cup 14.0 does

not intent to commit infringement of anyone’s or any group’s intellectual property

right/s, and that these are used or to be used for non-commercial and non-profit intent

and purpose.

79. For MCL Cup 14.0 events where official submission of the participants’ output/s is

required, schools and their representatives/ official contestants are reminded that upon

registration, they agree that these entries, and submitted outputs are considered

property/ies of the Malayan Colleges Laguna- A Mapua School.

80. Furthermore, participants who submitted any output or entry to the different events of

MCL Cup 14.0 authorize MCL to use the same for non-profit and non-commercial

purpose in the future that includes publication of these works for free, and without any

need for MCL to remunerate the authors for royalty or any compensation for the use of

the artwork, music, or composition.

81. All contests and event components will be held at Malayan Colleges Laguna campus. MCL

facilities will be made available for the said events.

82. The Overall Steering Committee of the MCL Cup 14.0 is tasked to assess conditions that may affect

the conduct of activities. Cancellation, or postponement of activities may be announced due to

inclement weather condition, inadvertent declaration of holiday or suspension of classes/ work;

or any uncontrolled scenario that might pose danger or threat to the security, safety, and wellness

of the participants.

83. All participating schools are advised to stay tuned for important announcements about MCL Cup

14.0 through the following channels:

b. Facebook page of MCL Cup (TheMCLCup)

c. through emailed advisories relevant to the event.

84. Schedules and line-up of activities may also be changed by the organizers if there is a justifiable

reason for such. On best efforts, the Steering Committee will use all available media to inform the

participating schools about such.
