So there seems to be a realistic chance to find a supplier, but would we be able to afford it?


Funding Issues (1):

TEN-155 costs for 3 years: 120 M i.e. 40 M/yr• EC contribution (QUANTUM): 20 Mfor 18 mths• remaining costs borne by NRENs

Total costs for 18 months: 60 MEC: 20 M, NRENs: 40 M Ratio: 33% : 66%

ENPG suggestion: 40% (EC) : 60% (NRENs)original estimate: 200 M/4yrs, i.e. 50 M/yr

EC - 5FP: 161 M/4yrs


Policy Issues:

End of EC co-funding would lead to:

fragmentation disintegration - opportunistic behaviour- selfishness- drying up of national funds

regionalisation a ‘multi-speed’ R&E Europe !!


Funding Issues (2):

„Gedankenexperiment“: - cost/yr: 40 M; 13.4 M (EC), 26.6 M (NRENs)- assuming 3 years period:

~ 80 M (NRENs) + 161 M (EC) = 241 M~ 80 M/yr + additional funds(?) + sponsor money(?)

= TEN-GigaBitNetwork (TEN-GBN) ???


TEN-GBN Proposal: mid 2000: - core network at 2.5 Gbps,

- spurs at 622 Mbps;

later: - extension of core network to more locations,- addition of more channels,- upgrade of spurs;

Fulfils: - vision expressed in 5FP:- state of the art production network- advanced test-bed

Pooling of all resources needed!


Management Issues (1): Managing organisation:

- employed by National Research and Education Networks (NRENs)

4-year concept:- parallel to FP, in cooperation with NRENs- yearly adjustments- annual budget plans


Management Issues (2):

Funding- NRENs secure their total of 60 % from respective funding bodies,- EC allocates share of 40 %

Report- Annual Status and Progress report presented to NRENs, nat‘l funding organisations, EC

Auditing- independent auditors check the use of funds


The Key Players in Europe ENPG:co-ordinates strategies of nat’l governments;

defines strategic goals; ensures national funds

EC: defines aims in terms of infrastructuremeasures according FPs; matching funds

TERENA: co-ordination of NRENs

Dante: overall management; liaison to telco-industry

Industry: please come forward!!


Action Plan: EC to sort out responsibility for Research Networking

call meeting of all involved/interested parties

agree on: - concrete action plan,- co-financing model and- management scheme

URGENT !!!
