1. Background & Context

Madhya Pradesh is an agrarian state. The contribution of the agriculture sector to the GVA of MP was 28.6% (at

current prices) & 21.4% (at constant prices) for FY 2019-20. Famous as the Soybean State, it has earned the

highest award "Krishi Karman" given by the Government of India in the field of agriculture for six consecutive

years.

The State has implemented several ICT initiatives in agriculture sector benefiting the farmers. Under the

strengthening of Information and Communication Technology (ICT) in the state, new modules are currently being

developed to provide mobile based integrated services to farmers. Problems/grievances of farmers are also being

resolved from the block level in CM Helpline and Kamal Kisan Suvidha Kendra. Along with this, there is also a plan

to make available the information related to availability of inputs to the farmers and to online applications for

various assistances available under departmental schemes. The monitoring and management of input quality

control, tracking and analysis of demonstrations lay down under various schemes, seed production etc. are being

transformed with digital interventions. The area specific information on various schemes, the latest advanced

agricultural systems technology, availability and rates of improved seeds, fertilizers, plant protection chemical and

agricultural equipment, soil testing result & fertilizer use recommendations, Weather, Market price will be easily

available to farmers through a mobile app integrated with land records to facilitate integrated services to farmer

on their mobile. Besides, the uses of emerging technology like AI, ML, Data Analytics, and Block chain. A separate

project is also under pipeline for use of Remote Sensing and GIS in agriculture planning and management.

Problems being addressed:

Ready to access information specific to a particular area/ farmer is not available. There is a problem of plenty.

With the farmer related basic information available through the app registration/land record integration, specific

information will be available to farmers on the Mobile, the most readily accessible digital media.

Digital Quality control process of agricultural inputs is under way to enhance the transparency and concurrency of

information on spurious/substandard inputs to the farmers and other concern. With the data available on a

central platform, the monitoring and management can also be strengthened.

The details of the application and the beneficiary farmers from ground level will be available online for quick and

transparent disposal. The coordinates of field/farmers can be captured through mobile app and the distribution of

assistance under various schemes can also be analyzed and monitored through GIS.

The digital vision of department is “To connect all stakeholders to a common seamless digital platform to

effectively monitor and facilitate the availability of relevant information, quality inputs and critical &Innovative

assistance to the farmers at their doorstep, to achieve ultimate goal of increasing the income of farmer and

availability of food grain.”

In alignment with the long-term vision of the Farmer Welfare and Agriculture Development Department,

Government of Madhya Pradesh, to promote application of information technologies in Agriculture and doubling

of famers’ income, as part of NeGPA FY 2020-21 plan, MP Govt is planning to implement projects with emerging

technologies such as Data Analytics, Artificial Intelligence & Machine learning, Block Chain Technology, Internet of

Things and GIS in Agriculture sector.

2. Project Scope

The department has envisaged a project for applying Emerging Technologies in identified focus areas, also called

the priority areas.The department wants to start with pilot installation with 20-hectaresites. These installation

sites will be used to install the IoT devices to capture farm specific information. The objective is to test the

technology potential in enhancing efficiency of use of scarce resources like irrigation water, costly inputs like

chemical fertilizersand pesticides. This will help in economic feasibility of Precision farming at farmer level. Some

of the envisaged outcomes are:

Predictive information against odds like plant disease and pandemics etc.

Optimal use of irrigation water and nutrient supplement.

Keep a tab on ground water availability in water scarce areas. Monitoring and management of Ground

water availability by encouraging optimum cropping pattern at farmer level to ensure that the cropping

pattern suits the ground water availability.

Provide adequate predictive information of marketplace so that farmers can take informed decision on

crop to be grown and choose the potential profitable crop for the season.

Ensure quality of seed being purchased by farmers by ensuring its traceability to its parent, breeder seed.

Also enable grain traceability to the farmer field for geographic specific crops/ organic produce up to

consumer level to ensure consumer confidence which may ultimately enhance the value realized in the

hands of farmer.

Envisioned Technology Intervention project will also benefit the state in developing new standard of farming

technologies and farming resource utilization. The department and farmers will be able to make policies and

decisions which are based on data analysis.

3. Focus Areas of Projects undertaken

The priority areas identified by the department for application of emerging technologies are as below:

a) Precision Farming for soil nutrient management, irrigation management and disease and pest control.

The department wants to set a new standard of agriculture by deploying IoT based Precision Farming

technology across in 20 hectares of farmland in the state.

b) Ground Water Availability and assessment of the amount of water withdrawn for agricultural purpose in

water scarce areas and to set alerts for selection of right crops in such areas.

c) Traceability of high-value crops and seeds source mapping over a timeline for certified seeds as a full-

scale intervention across state. Traceability of seeds from breeder to certified seeds level using Blockchain

technology for authenticity of information.

d) Forecasted demand and price information of crops for different seasons to the farmers, so that benefits

of produces are maximized by the farmers.

Government of India approved the funding for the first two interventions for the FY 2020-2021. To

implement, the Department seeks to establish a Project Management Unit (PMU) and engage a Consulting

Organization, from reputed public sector organizations/ organizations with a state/central government

stakes and management.

The other two interventions are also likely to be approved in the current financial year (2021-2022).

Envisaged implementation timeline of the project is about 12 months, post sanction of the project with four

key stages – Consultant on boarding and IT PMU formation (2 months), EoI and RFP Process &

implementation agency on boarding (3.0 months), Execution (5 months) and Rollout (2 months).

a) Precision Farming for Nutrient application, irrigation management and disease and pest control. The

department wants to test precision farming and develop new standard of farming technology and farming

resource utilization by deploying IoT based Precision Farming technology 20-hectare farmsin the state.

Precision Farming is to bring the benefits of technology in pre plantation and cultivation stage to the

farmers by providing on the usage of soil fertilizer for different crops, usage of right pest control

mechanism and material, crop disease management, irrigation management by sensing moisture levels,

weather forecast etc. so that farmers can bring best produce of the planned crops.

b) Ground Water Availability and assessmentof the amount of water withdrawn for agricultural purpose in

water scarce areas and to set alerts for selection of right crops in such areas.

Groundwater is one of the Nation’s most important natural resources. It is the principal source of drinking

water for the most population. Additionally, more than 30 percent of the water used for agricultural

purposes is withdrawn from wells. Ground water also is a significant, but often unrecognized, component

of the Nation’s surface water resources. Much of the flow in streams and the water in lakes and wetlands

is sustained by the discharge of ground water, particularly during periods of dry weather.

Groundwater systems are dynamic and adjust continually to short-term and long-term changes in climate,

groundwater withdrawal, and land use. Water-level measurements from observation wells are the

principal source of information about the hydrologic stresses acting on aquifers and how these stresses

affect groundwater recharge, storage, and discharge. Long term, systematic measurements of water

levels provide essential data needed to evaluate changes in the resource over time, to develop

groundwater models and forecast trends, and to design, implement, and monitor the effectiveness of

groundwater management and protection programs.

c) Traceability of high-value cropsand seeds - source mapping over a timeline for certified seeds as a full-

scale intervention across state. Traceability of seeds from breeder to certified seeds level using Blockchain

technology for authenticity of information.It is important for the state administrators to monitor the

traceability of seeds certification, so that effectiveness of the certified seeds is understood, and seeds

efficiency is maximized for progressive farming.

Similarly, the traceability of grain is another important component undertaken under this initiative. The

objective is to encourage consumer confidence for geo specific and organic & nutritional food crops like

Sharbati Wheat, Kodo-Kutki and naturally grown organic crops, especially from tribal belts.

d) Demand and Price Forecast - Provide a forecasted demand and price information of crops for different

seasons to the farmers, so that benefits of produces are maximized by the farmers.Three high-value crops

namely, Wheat, Cotton and Soybean are considered for the scope of the pilot implementation.

Technology implementation would have farmers as subscriber to the services while the services are

envisioned to be owned by the state administration. A state-controlled Smart Agriculture Cloud

environment would have the facility to disseminate timely and required advisory to the farmers through

multiple channels like SMS, WhatsApp messages and also the mobile application for farmers which the

farmers can use for planning of cultivation and procurement of required raw materials like certified seeds,

fertilizers, pest control material etc. The government administration will be using the technology platform

for the promotion of high-value crops by encouraging certified seeds, monitor ground water levels across

state, manage adequate irrigation and provide an organized channel to the farmers to maximize the

benefits of agriculture.The ecosystem of Smart Agriculture by the government of the state of Madhya

Pradesh will also have a Farmers Command center to manage end to end agriculture activities, ensure

timely information flow to the farmers and the field andalso manage farmers registration, analysis of

information collected through IoT devices etc.

4. Tentative Implementation Plan and Timeline

The project has four different tracks of Technology implementation across 4 focus areas of the department. Once

identification, on-boarding and alignment of technology providers and implementation party is done, all four

tracks can be implemented in parallel. The tracks will converge at certain point for integration through cloud

based central command center. There needs to be heavy training of field staff and the helpdesk staff before it is

declared as go-live. Once project is declared live, there needs to be continuous monitoring, governance of the

envisaged benefits. A suggested team of specialists need to be continuously deployed to keep enhancing the

Machine Learning and Predictive Analytics effectiveness.

Following diagram depicts the tracks and overall timeline of the project.

Overall timeline fromconsultant on-boarding to go-live stage of the project for the envisaged scope is about 12

calendar months; however, the scope of consultant is based on the deliverables defined under scope of this

project.

There are many areas outlined under different tracks, where existing staff of the department would need to be

aligned. This calls for an end-to-end Program Management across tracks, stakeholders, providers, and 3rd parties.

Project governance methodology will be critical to the success of the project, since as such there can be multiple

practical challenges of implementation that need to be foreseen and mitigated well ahead in time. The Consulting

agency is expected to provide and align teams for Consulting and depute desired resources for the Project

Management phase.

5. Pre- qualifying criteria and Technicalcriteria for the Consulting agency

A. Pre-qualifying criteria

i. The Consulting agency shall be aNot-for-Profit organization promoted by any state or central

government with a mandate to facilitate Digital Transformation in Government and should have a

significant stake of government in the management.

ii. It should be active in the field of IT consulting in the e-Governance and Public sector advisory for at

least 10 years with proven and demonstrated ability to manage and execute operational e-

Governance projectsor Technology platform.

iii. The consultancy agency must have delivered at least 5 National level and 5 state level e-

GovernanceConsulting projects successfully for the Government of India and the State Government

departments.

iv. As the timeline for implementation is tight and keeping under purview the fact that the

aforementioned emerging technologies are quickly evolving and require super specialization, the on-

boarding of the Consulting agency shall be done based on the evaluation of the readiness to take up

the consulting assignment and technical proposals submitted by the agency.

B. Technical Criteria

i. The consultancy must have experience and demonstratedexpertise in providing Advisory to the

Central and State Governments or Deployment of a project and R&D of Emerging Technologies such

as Internet of Things, Artificial Intelligence: Machine learning, Deep learning, Big Data Analytics,

Blockchain, GIS and Remote Sensing, Cloud Computing etc. Proposed human resources must have

implemented at least one project in one or more of these areas.

ii. The agency must have executed at least 10 consulting projects under NeGP/Digital India for central

and /or state government.Projects undertaken on a sub-contracting basis shall not be considered for

technical evaluation.

iii. The quality of resources to be deployed shall be of the highest order with demonstrated ability to

provide results in the public sector advisory and at least one Core Agriculture specialist should be part

of the team.They should demonstrate the ability of executing such projects through a presentation, if

required, during evaluation. There shall be deployment of both On-site and Off-site consultants in this

project (mentioned in below sections).

6. Roles and responsibilities of the Consulting agency (Scope of work)

The Farmer Welfare and Agriculture Development Department, Government of Madhya Pradesh expects the

Consulting agency to undertake the Consulting, Project Management and Governance role from inception to

rollout inclusive of RFP process, vendor on-boarding and alignment and Program Management. Activities that are

proposed to be taken responsibility of are:

1. Consulting phase:

The Project Consultancy for overall Project Consulting, Management and monitoring shall be

onboarded on an annual cost basis with a fixed cost for providing the overall end to end consulting.

One full time onsite resource of Principal/Sr. Consultant level should be available in Bhopal and an

expert team should be aligned for backend support. The broader consulting scope is RFP

development, Bid process management, Vendor on-boarding, evaluation and assessment of

deliverables of implementation agency, consulting on modification/enhancement etc. The Backend

support specialist team/ Offsite employees shall be regular employees of the agency.

The Principal Consultant level resource shall bear the overall responsibility of this Consulting

assignment and shall be the SPOC (Single Point of Contact) for the Department being responsible for

all the deliverables as per the scope of the project.

The following are the high-level expectations from the consulting phase:

a. The agency must understandthe exact requirement of the department based on the concept

note and proposal prepared by the department and subsequently approved by Government

of India, through regular coordination with the Department for any changes or updates.

b. The agency should prepare a detailed project plan and customize the existing proposal and

project plan with finalized solution architecture, specifications, detailed bill of material,

change management initiatives, project phasing, detailed activities, timelines and resource

requirements and costing based on the approval ofGoI.

c. Development and vettingof the RFP (Request for Proposal from the Implementing agencies)

for bid process management, preparation of Notice Inviting Tenders.

d. Managing Pre-bid meetings, pre-bid clarifications and responses etc.

e. Assisting the department in evaluating the bidders’ responses and assessing the solutions

provided. Selection of System Integrator (or Implementation agencies)contract negotiation,

signing, on-boarding process and alignment with the department and project requirements.

f. Evaluation and assessment of deliverables of implementation agency for periodic payments.

g. Coordination with GoI for the project related matter.

An indicative estimated expertise and involvement (as percentage of time involvement in different tracks) that

It may be noted that the consulting engagement shall be subject to approval of fund from Govt of India. As of

now, only Precision Agriculture and Ground water availability components have been approved. Therefore, the

response and quote should be based on all four separate tracks. The contract assignment will also be executed

only for the tracks that gets approved for funding. So, accordingly the backend expert team may be aligned based

on their involvement factor.

2. Project Management (PMU) phase:

The Project Management Unit (PMU) shall be a team of experts and specialists in related tracks area and

technology management projects who shall be deployed in department for day-to-day coordination and

Monitoring of the project in close coordination with the implementation agency. The PMU will be stationed in

Directorate, Bhopal and will work under the project lead from the department. The team may require traveling to

the implementation sites. The departmental travelling norms for class 1 officer would be applicable for PC and

class 2 officers for all other PMU members. The Government of MP office schedule and holidays will be applicable

to the PMU and all leaves and travel shall requireprior approval of the designated project nodal officer of the

department. The necessary office accessories like laptop, internet and mobile shall be provided by the

Department.

The team shall be selected and deployed in consultation with the department, within 2 months of the date of

issuance of LOI/ work order for PMU. PMU financial will base on the actual remuneration as per MAP-

IT/NeGD/NICSI norms for the resources on board and agreed overhead institutional charges in percentage of

remuneration. A Principal Consultant level resource with demonstrated experience in similar project and

technology projects in government shall lead the PMU team in coordination with the Nodal Officer on behalf of

the Department. The other resources will be related technology track specialist, for the tracks funded by Govt of

India and a Consultant – Program Management for coordination, trainingand documentation.

Following are the high level functional expectations from the PMU:

(a) Program and project management of the approved tracks until rollout.

(b) Help the department during training and operational rollout planning process.

(c) Vendor’s performance management, governance, and invoicing process

(d) Budget and financial management of the project.

(e) Risk Management of the Project

(f) Communication and coordination with all stakeholders across Department and Vendors.

(g) Change management and support on other tracks as and when it starts during the period of

project execution.

The structure,compositionand high-level qualification of the Project Management Unit (PMU) shall be as follows:

Deliverables and Payment Schedule

A. Consulting Assignment: The Consulting agency will receive payments as per the following deliverable

based payment schedule for the total consulting cost on an annual basis:

A. PMU Assignment:TheConsulting agencywill receivethe payments for the PMU on actual remuneration

plus the overhead institutional charges based on the actual deployment of the concerned resources. The

payment shall be made in advance by the Department for a given quarter for timely payment of the

shall be provided with details of the work executed by the implementing agency/ SIand the PMU as a

prerequisite for the release of the monthly remuneration.

7. Proposal Submission

1. The proposal shall be submitted in two sealed envelopes under three parts – Pre-Qualification, and

Technical in envelope-1 and Commercial proposal in envelope -2. Both the envelope should be

submitted in a separate envelope with a cover letter referring the ToR.

2. The pre-qualification and technical parts claims shall be supported with related evidence documents.

These parts shall contain the past experience of the agency in emerging technologies domain, all

information with supporting documents as annexure to satisfy the eligibility criteria mentioned in

section 5 of this ToR and profiles of the consultants to be deployed for the PMU. The profiles shall be

submitted only in the format prescribed in the Annexure – I.

3. The Commercial part shall contain the financial quote in the format provided below.

The remuneration per annum (B) is the upper limit, referred here for the purpose of arriving on "C" and

is only indicative. The actual remuneration will only be reimbursable along with agreed overhead on the

actual remuneration for the resources selected and deployed in prior consultation with department.

The proposal shall be signed by an authorizedsignatory of the responding agency.

8. Proposal Evaluation

As per Section 7 of this ToR the proposal shall be submitted in two sealed envelopes in three parts – Pre-

Qualification, and Technical in envelope-1 and Commercial proposal in envelope -2 with both the envelope in a

big envelope with the invitation and respondent details over it.

Pre-qualification Part Evaluation

Supportive evidence, documentation, work orders, Government letters etc. submitted by the agency shall be

evaluated to ensure eligibility under Section 5 A (i), (ii) and (iii) of this ToR. Those agencies satisfying these

eligibility criteria shall be considered for Technical Part Evaluation.

Technical Part Evaluation

Experience of the organization in Emerging Technologies, NeGP projects etc. as per Sections 5B(i) and 5B(ii) of

this ToR shall be evaluated based on the supportive evidence and documents submitted such as Government

letters, Work Orders, Contracts etc. Profiles of resources proposed for the assignment shall also be evaluated

as per section 5B(iii) by evaluating the CVs of the resources submitted.

The technical part shall be evaluated based on the below mentioned criteria:

The respondent with technical score 80 or abovewill only be considered for the financial evaluation. The

respondent should provide related supporting documents that validate the experience and expertise of agency

and the CV of the proposed consulting team in prescribed format attached with this ToR.

Commercial Part Evaluation –

(i) As per the rates provide in the format given in section 7.3, Cost Items A and C shall be the deciding

factors for the commercial quote as Cost Item B has been put up as a fixed cost by the Department as

per the prevailing norms ofMAP_IT/NICSI/NeGD.

(ii) The proposal with the lowest total commercial quote (L1) will be considered awarding the assignment.

However, the department reserve the right to negotiate the cost with the first 3 qualifying agency

based on their overall technical score and the agency secured highest technical score will be given first

opportunity to match the lowest commercial quote.

(iii) Department reserves the right to withdraw or cancel or modify the Terms of Reference at any

point of time without giving any reasons to the prospective agencies.
