MINISTRY OF TOURISM Terms of Reference (TOR) Consultancy: Project Manager for “Integrated Resort Development Project” Introduction Starting out in 1972 as a small business venture close to the capital city of Male’, Tourism in the Maldives has now expanded into a multi-million dollar industry with more than 600 tourist facilities across the country, contributing more than 30% to the country’s GDP. The economic vision of the country being; to become a high income, resilient and inclusive economy. One of the key project under this vision is integrated resort development project, which was launched by His Excellency President Abdulla Yameen. This initiative is the embodiment of President Yameen’s vision for guest house islands which was also outlined under tourism expansion in the government manifesto. This project will address the current gaps in supply of mid-market beds whilst paving way for social and economic regional development. Objectives In order to responsibly kick start this common vision, the Ministry of Tourism invites individual Consultants to apply for the post of Project Manager for the Integrated Resort Development Project which will be set up at the Ministry of Tourism. The objectives of this project shall be to: 1) Responsibly kick start the country’s mid-market property segment. 2) Target and pave way for Small and Medium Enterprises (SME’s) to enter in to the tourism sector. 3) Ensure social and economic development of the region.

Consultancy: Project Manager for “Integrated Resort Development Project”

Introduction

Starting out in 1972 as a small business venture close to the capital city of Male’, Tourism in the Maldives

has now expanded into a multi-million dollar industry with more than 600 tourist facilities across the

country, contributing more than 30% to the country’s GDP.

of the key project under this vision is integrated resort development project, which was launched by His

Objectives

In order to responsibly kick start this common vision, the Ministry of Tourism invites individual Consultants

to apply for the post of Project Manager for the Integrated Resort Development Project which will be set

up at the Ministry of Tourism. The objectives of this project shall be to:

1) Responsibly kick start the country’s mid-market property segment.

2) Target and pave way for Small and Medium Enterprises (SME’s) to enter in to the tourism sector.

3) Ensure social and economic development of the region.

Scope of Consultancy

The scope of the project manager includes, but not limited to:

a) Facilitate the day-to-day functioning of the project.

b) Ensure flawless execution of the project.

c) Coordinate the distribution of responsibilities amongst team members and organize the

monitoring and tracking system for the project.

d) Prepare the Project Progress Report (progress against planned activities, update on Risks and

Issues, expenditures) and submit to the supervisor.

e) Overseeing the accounting, costing and billing.

f) Report and provide feedback to the supervisor on project strategies, activities, progress, and

barriers.

g) Manage relationships with project stakeholders including government agencies, investors and

other parties.

h) Providing advice on the management of the project.

i) Create and maintain comprehensive project documentation.

j) Perform any other duty not listed above assigned by the supervisor.

Time Input The total duration of the consultancy is two (2) years from the signing of the contract, subject to annual

extension based on performance.

Duty Station

Ministry of Tourism, Government of Maldives, Male’, Maldives.

The consultant should be available to be based in the duty station from the date of signing the contract.

Qualifications and Experience

a) Tertiary Education with at least 5 years working experience in senior management position at

government or a state owned enterprise.

b) Sound policy understanding of the tourism context in Maldives.

c) Sound understanding of project management issues in Maldives pertaining to resort development

or corporate governance.

d) Excellent inter-personal, communication and negotiating skills.

e) Previous experience in tourism development projects will be an added advantage.

f) Ability and willingness to travel within and outside the Maldives.

g) Demonstrable skills in office computer use - word processing, spread sheets etc.

h) Proven track record of project management and project team experience working with

government, investors, and other key stakeholders in Maldives.

Remuneration Package

The total remuneration package for the consultancy will be between MVR 20,000 – 25,000 per month

depending on the level of education and experience, with an annual increment of 5% based on the

performance.

Terms and Conditions

The Ministry shall make available and provide the following to the consultant free of charge:

- Relevant documents, data, statistics and information at the disposal of the Government.

- If necessary, assign counterparts to assist the consultant in carrying out the duties.

- A workstation with local telephone and internet connection at the Ministry of Tourism during working

hours.

- Facilitation of logistical arrangements for services related to official duties requiring travel outside of

Male’.

- The consultants shall not accept any courtesies or invitation offered from any party other than from

the Government.

Reporting Procedures

A supervisor would be appointed from the Ministry of Tourism who will be responsible to manage the

proposed consultancy. The appointed consultant should periodically report the progress of the work to

the supervisor.

Responsibility and Confidentiality

Documents or data provided by the government for the purpose of this project which is not of public

nature shall be considered confidential and should not be disclosed to any other party.
