I am glad that Shri Parakramsinh Jadeja, Chairman & Managing Direc- tor, Jyoti CNC Automation Pvt. Ltd., is amongst us as the Chief Guest of our AGM, to share his story with us, and to present TMMA’s Awards for the year 2010-2011. I extend a warm welcome to him and am looking forward to an interactive and informative session with him. Shri Jadeja has experience of 22 years at the grass root engineering level. He has been actively engaged in the de- velopment of new products. For ex- ample, he was instrumental in the in- troduction of trouble free gear boxes for small types of lathes in 1989. Fur- ther, he was instrumental in designing several special purpose machines that helped the entire industry bring about substantial price reduction in the com- ponents manufactured on such special purpose machines. He designed and manufactured the first CNC turning machine in Gujarat in 1997 and intro- duced for the first time in India ma- chines with linear motor technology. He was selected as a member of Govern- ing Committee of the Central Manufac- turing Institute of Technology, Banga- lore, in the year 2002. He has received many best innovative design awards. On the basis of these technical accom- plishments he could scale up the com- pany dramatically leading to several awards. For instance, he received an award from former President of India Dr. A. P. I am glad that Shri ParakramsinhJadeja, Chairman & Managing Direc-tor, Jyoti CNC Automation Pvt. Ltd., isamongst us as the Chief Guest of ourAGM, to share his story with us, andto present TMMA’s Awards for the year2010-2011. Shri Jadeja has experience of 22 yearsat the grass root engineering level. Hehas been actively engaged in the de-velopment of new products. For ex-ample, he was instrumental in the in-troduction of trouble free gear boxesfor small types of lathes in 1989. Fur-ther, he was instrumental in designingseveral special purpose machines thathelped the entire industry bring aboutsubstantial price reduction in the com-ponents manufactured on such specialpurpose machines. He designed andmanufactured the first CNC turningmachine in Gujarat in 1997 and intro-duced for the first time in India ma-chines with linear motor technology. Hewas selected as a member of Govern-ing Committee of the Central Manufac-turing Institute of Technology, Banga-lore, in the year 2002. He has receivedmany best innovative design awards.

Business success today revolvesaround the themes and challenges ofinternationalization and innovation, andit seems to me that Parakramsinhji isa master of both, and so we are verymuch looking forward to listening to himand interacting with him.

But before I hand over to him, let mefirst conclude the official part of todays’meeting.

I would like to begin by briefly touch-ing on the overall economic scenarioin the country, the present status ofthe Textile Engineering Industry, themain activities of the Association dur-ing the year, and the measures neededto enable our industry to really thrive.Then, we will move our Annual Reportand our accounts for adoption, as theAnnual Report for the year 2010-2011including the audited statement of ac-counts of the Association has beencirculated among the members of theAssociation.

Economic Scenario

The GDP growth during 2010-2011 was8.5% as compared to 7.4% during thepreceding year. The Index of Indus-trial Production (IIP) was at 8.2%during 2010-11 as compared to 10.4%during 2009-2010. The foreign ex-change reserves have risen from US$280 billion in 2009-2010 to US$ 305billion during 2010-2011.

However, inflation remains high: it wasat 9.9% as on March 2010, at 8.9% inMarch 2011 and hovering around 9%during June 2011. The capital goodssector which grew by 27.4% in March2010 grew only by 12.9% in March2011.

The manufacturing sector grew by7.9% in March 2011 as against 16.4%in March 2010. So far as Textile Engi-neering Industry (TEI) is concerned,the condition improved during 2010-11due to the better performance of thetextile industry.

Production Trends

As per the survey of the Textiles Com-mittee during 2008-09, the estimatedannual installed capacity of the TEIwas Rs. 8,048 crores per annum.Thetotal provisional production of textilemachinery, parts & accessories dur-ing 2010-2011 had recorded an in-crease of 45% at Rs. 6,150 crores as

against Rs. 4,245 crores achieved dur-ing the previous year, estimated basedon the survey and the reported produc-tion by 130 units.

The utilization of capacity was in-creased to 76% in 2010-11 as com-pared to 53% in the preceding year.Thedemand recession faced by the indus-try had severely affected the capacity

utilization during the previous years.The capacity utilization might improvefurther during 2011-12.

Import of textile machinery has risenfrom Rs. 4,500 crores during 2009-10to Rs. 5,000 crores (estimated) during2010-11.

Exports

The exports during 2010-11 had beenestimated at Rs. 650 crores as againstRs. 582 crores achieved during 2009-10.With the overall improvement of theindustry, exports are expected to growin the coming years.

Meeting the demand

The welcome spurt in demand from thetextile industry during 2004 to 2007 hadtriggered the TEI to develop and ex-pand the machinery manufacturingcapacity. This was particularly so inthe spinning machinery sector. Unitsin the industry had been striving hardto step up production and shorten thedelivery period. Due to therecessionary pressure in the followingyears the delivery periods were wipedout. At present the demand is againlooking up and it is our earnest endeav-our to meet the demand in quantum,quality and performance coupled witheffective after-sales-service.

Analysis of the Current Situation

The Government’s historical policy ofdiscouraging composite mills during(60s, 70s and 80s) and thereby relegat-ing the weaving and processing indus-try to the decentralized sector was thede-facto encouragement for low tech-nology machinery. Further, the earlierreservation policy of the Governmentin hosiery & garment industries re-sulted in proliferation of small/ low techunits, and also units were encouragedto undertake large scale second handmachinery imports. Even today thepreference of a large section of thetextile industry to import second hand/

used machinery is affecting the growthof the domestic machinery manufac-turing.

A strong Textile Engineering Industrythat can grow, compete, and export

would be able to provide strong sup-port to the Indian textile industry, tomake it vibrant and competitive. It iswell known that the textile engineeringindustry of India has made a signifi-cant contribution to the phenomenal

growth of the textile spinning sector. Iam confident that it will be possible forthe TEI to acquire technologicalstrength in many more sectors, like inspinning, provided they are properlysupported by the textile industry andby fair Government policy.

The Government had been giving fullsupport to the textile industry to makeit more competitive in the world mar-ket. However, no steps had been takento develop and nurture the domestictextile engineering industry.

TheTextile Engineering Industry needsfull support from the Government sothat it has a level playing field and theindustry becomes competitive to sup-ply the latest technology machines tothe textile industry.

With this, India could be a manufac-turing hub of textile machinery, parts,components and accessories and thuscontribute to employment, generation& GDP growth and be able to meet 70-75% demand of the Indian textile in-dustry for high tech machinery from thecurrent level of 45-50%.

In the past year, we have also seensignificant uncertainty due to suddenpolicy shifts on account of suspensionof TUFS, and control of cotton and ofyarn exports. I do believe a long-termpolicy environment in these sectors isalso required.

Measures for Growth Orientation

We have been representing to the Gov-ernment to remove fiscal anomalies. Iwould like to highlight some of the sup-port measures needed from the Gov-ernment to promote this industry whichincludes changes in fiscal policy, re-moval of hurdles facing the industryand assistance required for improvingthe technology, production & exports.Briefly,

• Excise duty on all items of textilemachinery at 8%, there should be

• Excise duty on all parts, compo-nents and accessories of the tex-tile machinery should be less thancomplete machinery i.e. at the levelof 4%.

• Floor level of customs duty on capi-tal goods should be at 7.5%.

• The rate of duty on raw-materials,parts, components & accessoriesshould be less than that on com-plete machinery, in general, at least

to 5%.

• Reduce import duty on dedicatedparts, components and accesso-ries of shuttleless looms & otherhi-tech machines which are notmade in India so far, from 5% tozero level.

• Uniform treatment to the domesticsuppliers of machinery to EPCG li-cence holders and 100% EOU asboth are deemed export.

• No subsidy under the TechnologyUpgradation Fund Scheme and itsderivatives namely 20% CLCS and15% CLCS Scheme on the importedsecond-hand textile machinery, inthe name of modernisation.

• Ban on import of second-handshuttleless looms with weft inser-tion rate less than 750 mtrs. perminute.

We hope that the Government wouldact on our proposals.

Development Council for Textile Ma-chinery Industry

The Development Council for TextileMachinery Industry was reconstitutedfor a two-year term and had its firstmeeting on 24th February, 2010 underthe Chairmanship of the Dr.S.N.Dash,Secretary, Ministry of Heavy Industries& Public Enterprises at New Delhi.

The second meeting was held on 29thMarch 2011 in New Delhi under theChairmanship of Shri Harbhajan Singh,Joint Secretary, Department of HeavyIndustry and Member Secretary,DCTMI.

Officials from the Department of HeavyIndustry, Ministry of Textiles, Ministryof Finance, and Planning Commissionwere present at the meeting.

The Council discussed various mea-sures for the holistic development ofthe TEI.

Joint Working Group on Textile Ma-chinery Industry

A Joint Working Group (JWG) hadbeen constituted by the Ministry ofHeavy Industries & Public Enterprises

under the Chairmanship of the JointSecretary, Department of Heavy Indus-try, to bring out a comprehensive ac-tion plan and policy initiative tostrengthen the textile machinery manu-facturing eco-system in the country.

The first meeting of the JWG was heldon 16th November, 2010 at New Delhiunder the Chairmanship of ShriHarbhajan Singh, Joint Secretary, De-partment of Heavy Industry. It was pro-posed that a visit of JWG to some unitsof the TEI in different places be orga-nized in order to have first-hand infor-mation of the manufacturing activitywith a dialogue with the TEI represen-tatives and representatives of the userindustry regarding the problems andsuggestions.

Its second meeting was held under theChairmanship of Shri Harbhajan Singh,Joint Secretary, Department of HeavyIndustry on 4th March, 2011 atCoimbatore along with a visit to LMWplant and meeting with the representa-tives of the local textile industry andSIMA.

In this context it is worth mentioningthat the Association initiated the pro-cess of selecting an expert consult-ant to conduct a detailed study of thetextile engineering industry with thegoal of our Association preparing a Vi-sion Paper for the next 10-15 years.We have zeroed down to Gherzi TextilOrganisation AG, Switzerland for thisstudy. This effort also has the bless-ings of the Department of Heavy In-dustry, Ministry of Heavy Industries &Public Enterprises, and the Govern-ment has agreed in principle to financea part of this project. We expect thatthis report to go a long way in helpingframe the Government policies, andcreating an atmosphere conducive forinvestment and technologyupgradation of the textile engineeringindustry.

Research & Development

As you are aware, the R&D Centre andthe post-graduation course in textileengineering are functioning at the In-dian Institute of Technology, Mumbaiand projects for developments aremade by the post-graduate studentswith the assistance of the concerned

faculty. It needs special encourage-ment both from the Government as wellas from the industry to expand its ac-tivities. We are making continuousefforts to obtain grants from the Gov-

ernment to make this centre more ac-tive.

developed by the post-graduate stu-dents of the IIT-B.

Textile Machinery Exhibitions

The India-ITME Society will be hold-ing the 9th India-International TextileMachinery Exhibition from 2nd to 7thDecember, 2012 at Bombay ExhibitionCentre, Mumbai.

I would appeal to all members ofTMMA to book through our Associa-tion to take the benefit of its servicesduring the pre and post Exhibition pe-riod.

Action Plan of TMMA

With the overall revival in the industry,we have also been working on an ac-tion plan to better serve our members.Among other efforts, we have orga-nized following programmes/initiatives:

• Invited members to the ExecutiveCouncil meetings in different locations

• Arranged lectures of special interestduring the Executive Council meetingssuch as quality control, intellectualproperty rights (patents) and 5S.

• Organised seminars at different lo-cations.

• Organised visits to member factories.

I hope, that our Association will be-come an ever more useful and efficientorganization, and that it will help eachand every one of our members to thrive.

The quality of the yarn manufacturedthrough TPRS Twister has better qual-ity because of reverse twisting is tak-ing place under the uniform tension ofindividual pre-twisted yarn. Hence theplacing of yarn during final twist ismost uniform than any other process.

TPRS twister benefits the customersin operational cost, capital cost, spacereduction, labour advantage and ex-penses on bobbin will be saved sincethe yarn will be manufactured directlyfrom cops to final package.

Mr. Pratik Rajnikant Bachkaniwala,Director, Himson Textile EngineeringPvt. Ltd., Surat has been elected asthe Hon. Treasurer of the Textile Ma-chinery Manufacturer’s Association (In-dia) (TMMA) for the year 2011-2012.He has been the Member of its Execu-tive Council since 2009-2010.

Mr. Pratik is the third generation entre-preneur and a family member of theSurat based Himson group.

Mr.Pratik is a Commerce Graduate fromSydenham college of Commerce andEconomics, Mumbai in the year 2001.After graduation, he had opted for aPost Graduate Diploma course at En-trepreneurship Development Instituteof India, Ahmedabad. His course therewas PGD in business and Entrepre-neurship management with a special-ization in Family Business Manage-ment.
