RECOMMENDATION:

THAT

1. 1195 12th Street (Rush House) be added to the West Vancouver Community Heritage Register, pursuant to section 598 of the Local Government Act;

2. Proposed “Heritage Revitalization Agreement Bylaw No. 4951, 2017” be read a first time;

3. Proposed “Heritage Designation Bylaw No. 4952, 2017” be read a first time;

4. Proposed “Heritage Revitalization Agreement Bylaw No. 4951, 2017” and proposed “Heritage Designation Bylaw No. 4952, 2017” be presented at a Public Hearing scheduled for November 20, 2017 at 6:00 p.m. in the Municipal Hall Council Chamber, and that statutory notice be given of the scheduled Public Hearing.

5. Official Community Plan Review: Status Report (File: 2517-02)

RECOMMENDATION:

THAT

1. the summary of progress to date on the Official Community Plan Review described in the report from the Manager of Community Planning and Sustainability be received for information; and

2. the Official Community Plan Review continue in accordance with the next steps outlined in this report.

6. Cressey (Seaview) Development LLP (2289 Bellevue Ave) Request for Order of Non-Enforcement of the Noise Control Bylaw No. 4404, 2005 (File: 1605-15)

RECOMMENDATION:

THAT the request from Cressey (Seaview) Development LLP for an Order of Non-Enforcement of the Noise Control Bylaw No. 4404, 2005 Section 6.1.2.(a) to allow for construction noise between the hours of 7:00 a.m. and 8:00 p.m. for a maximum total of 35 days between October 16, 2017 and September 30, 2018 on any day that is not a Saturday, Sunday or holiday (as defined in the Interpretation Act) with the additional conditions contained in the report titled “Cressey (Seaview) Development LLP (2289 Bellevue Ave) Request for Order of Non-Enforcement of the Noise Control Bylaw No. 4404, 2005”, dated September 28, 2017, be approved.

7. Proposed 2018 Permissive Tax Exemption Bylaw No. 4948, 2017 (File: 1610-20-4948)

The proposed bylaw received first, second, and third reading at the October 2, 2017 Council meeting.

RECOMMENDATION:

THAT proposed “2018 Permissive Tax Exemption Bylaw No. 4948, 2017” be adopted.

8. Proposed 5 Year Financial Plan Bylaw No. 4931, 2017, Amendment Bylaw

No. 4949, 2017 (Regarding 2017 Budget Amendment) (File: 1610-20-4949)

The proposed bylaw received first, second, and third reading at the October 2, 2017 Council meeting.

RECOMMENDATION:

THAT proposed “5 Year Financial Plan Bylaw No. 4931, 2017, Amendment Bylaw No. 4949, 2017” be adopted.

8.1 Proposed: Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 4905, 2016; Phased Development Agreement Authorization Bylaw No. 4906, 2016; and Housing Agreement Authorization Bylaw No. 4907, 2016 (195 21st Street)

Proposed bylaws 4905 and 4907 received third reading at the September 18, 2017 Council meeting, and proposed bylaw 4906 received third reading at the November 29, 2016 Council meeting.

RECOMMENDATION:

THAT proposed “Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 4905, 2016” be adopted.

RECOMMENDATION:

THAT proposed “Phased Development Agreement Authorization Bylaw No. 4906, 2016” be adopted.

RECOMMENDATION:

THAT proposed “Housing Agreement Authorization Bylaw No. 4907, 2016” be adopted.

8.2 Proposed Development Permit 14-006 (195 21st Street) (File: 1010-20-14-006)

If the proposed bylaws are adopted Council may consider proposed Development Permit 14-006 for approval.

RECOMMENDATION:

THAT proposed Development Permit 14-006, which would allow for 41 new rental apartments in two new buildings at 195 21st Street, be approved.

If new business items are added to the agenda at the time of agenda approval, the new items will be added to this section.
