The 18th edition of Rio Oi & Gas, held in October, ended with important announcements for the oil and gas sector. Among the news, it is thecreation of a new exploration and production policy, replacing the one that has been in effect since 2003. The main changes provided for in thenew model, which should be released in March, are more flexible rules of local content, the end of the single operator and the establishment ofan auction calendar for the next five years, with at least one bidding process every year. The announcement was made by the Secretary of Oil,Natural Gas and Renewable Fuels of the Ministry of Mines and Energy, Márcio Félix.

With the new policy, the government has a clear objective: to make Brazil more competitive and thus attract new investments to the country."We are in a very opportune moment, where we want to look at the spectrum of the industry on all fronts in order to find solutions andalternatives for development [of the entire oil and gas chain]," said the secretary.

The director general of the Brazilian Agency of Petroleum, Natural Gas and Biofuels (ANP), Magda Chambriard, also brought news. Sheannounced that the 4th round of bidding for marginal fields and mature basins shall take place in March, with the offer of 13 inactive areas inthe Recôncavo, Potiguar and Espírito Santo basins.

In his turn, the Minister of Mines and Energy, Fernando Coelho Filho, signaled the extension of Repetro. The new environmental licensingdirector of Ibama, Rose Hofmann, has stated that she wants to guarantee to industry faster, simplified, standardized and with electronic processenvironmental licensing.

The secretary of the investment partnership program, Moreira Franco, assured that one of the government's objectives is to strengthen the oiland gas sector; and the president of Petrobras, Pedro Parente, announced a model to negotiate refineries in conjunction with pipelines,terminals and other logistics ventures.

“Rio Oil was a great success. It presented exuberant numbers, but I want to highlight the opening, with President Temer, ministers andgovernors. We have never had so many important attendances like this, “celebrated the president of the Brazilian Petroleum, Gas and BiofuelsInstitute (IBP), Jorge Camargo.

More than that, Camargo pointed out that the speeches show that the current government "will be part of the solution", not a problem. Theexecutive mentioned positive signs for the extension of Repetro and for a focused and feasible policy of local content.

OPENING CEREMONYThe opening ceremony of the 18th edition of Rio Oil & Gas was well

attended and had enormous repercussions. The event was attended by

the President of the Republic, Michel Temer, and authorities such as the

Minister of Mines and Energy, Fernando Coelho, the Provisional

Minister of Planning, Dyogo Oliveira, the Governor of Rio de Janeiro,

Luiz Fernando Pezão, the Governor of Espírito Santo, Paulo Hartung, the

Mayor of Rio, Eduardo Paes, the Director General of the Brazilian

Agency of Petroleum, Natural Gas and Biofuels, Magda Chambriard, the

President of Petrobras Pedro Parente, and the President of Brazilian Oil

and Gas Institute (IBP) Jorge Camargo, in addition to sector executives.

The authorities unanimously recognized that Brazil needs to be more

competitive in the oil and gas market. The President of the Republic

supported the approval by Congress of the bill that ends with the figure

of the sole operator of Petrobras in the pre-salt, an initiative that makes

the country more attractive for investments and stimulates the

development of the sector, generating income and employment for the

society. Temer also stressed the importance of dialogue and integration

between the Executive, Legislative and Judicial Branches, which would

have been fundamental for the approval of the pre-salt bill.
