Draper Aden Associates is pleased to present the 29th Annual Virginia Water and Wastewater Report. Earlier this year, 265 Virginia water and wastewater providers were asked for information regarding their water and wastewater rates. Fifty-three percent or 141 providers responded and shared their data included in this report.
This year, we asked utilities to include data based on consumption of 3,000, 4,000, and 5,000 gallons per month. Since residential usage has decreased in many parts of the Commonwealth, we feel it is beneficial to collect rates reflecting lower usage into consideration for this report. Participants were asked to include all water and wastewater-rated charges listed on the customer’s bill. Residential rates both inside and outside of municipal boundaries were listed where applicable.
Residential connection fees and capital recovery charges were included as well as the data reflecting rates in non-residential customers using one million gallons per month.
Additionally we asked respondents to rank a variety of challenges to indicate the relative level of concern caused by various topics including financial concerns, customers service and asset managment. With the realities of rising costs, increasing regulations, changing customer demands and shrinking budgets, utility managers are balancing many concerns. Respondents ranked a group of financial concerns as well as a group of assess management topics.
Survey results are available in an interactive Rates Dashboard, created with the EPA’s Environmental Finance Center at UNC-Chapel Hill. The Rates Dashboard can be accessed via www.daa.com. According to the results of this year’s survey, the combined average monthly residential water and wastewater rate increased 3.6% from 2016. Over the past ten years, the combined average monthly water rate and wastewater rate increased by 60.3%.
About Our Survey
For the past 21 years, the survey has featured a control group comprised of 20 water and wastewater providers who represent a cross section of utilitites across the Commonwealth. The information in the table below is reflective of the data collected from this group. The rates shown indicate residential charges based on consumption of 5,000 gallons per month.

Maintaining and Sustaining the Utility
Financial and Customer ConcernsIn an environment of rising costs, increasing regulations, changing customer demands and shrinking budgets, utility managers have many competing concerns. The 2017 survey asked respondents to rank a variety of challenges to indicate the relative level of concern caused by each topic. The topics were ranked on a scale of 0 to 5 – with “0” being of “no concern” and “5” indicated the greatest level of concern.
Respondents ranked a series of topics related to financial and customer concerns. The topics that more utilities rated as “most important” include long-term financial stability, maintaining levels of service, managing operating costs, and funding the capital plan and rehabilitation and replacement projects. Over 80% of respondents scored each of these topics with a “3” or above.
Topics that were of least concern to many utilities included declining water consumption, increasing user charges, water conservation/demand management, and affordability for low-income residents. Declining water consumption was noted as “not important” by 25% of respondents. Similarly, water conservation and demand management were ranked as “not important” by 19% of respondents.
Management of AssetsRespondents also ranked a series of topics related to management of assets. The topics that more utilities rated as “most important” include aging infrastructure, meeting regulatory requirements and managing and maintaining the utility assets. Approximately 80% of the respondents identified these three topics as items of greatest concern. Over 80% of respondents scored these topics with a “3” or above.
Topics of less concern to utilities included climate change (65% ranked climate change with a “2” or less); cross connections (43% ranked as “2” or less) and combined sewer overflows (65% ranked as “2” or less).

Wastewater Data
Participants provided wastewater treatment services by the Hampton Roads Sanitation District (HRSD): City of Chesapeake, City of Hampton, City of Portsmouth, City of Suffolk, City of Virginia Beach, City of Williamsburg, Gloucester County, James City County, and the Town of Urbanna included the HRSD wastewater treatment charges in their responses. As a result, the data listed in the wastewater section of this report includes the HRSD wastewater treatment charges as follows: 3,000 gallons per month (or 401 cubic feet) - $19.73; 4,000 gallons per month (or 534 cubic feet) - $26.31; 5,000 gallons per month (or 668 cubic feet) - $32.89 and 1,000,000 gallons per month (or 133,680 cubic feet) - $6,577.08. In addition, the HRSD facility charge of $1,895 for a 5/8-inch meter is included in the capital recovery charges included in this section of the report.
