President's Message

By now you are aware that I am not seeking another term as President of ALAC.My business has grown twenty five percent in the last year alone and we openedour fourth office this Spring in Washington, DC in connection with a major projectwe have there. The increase in responsibility due to this growth and expansion(my partners do most of the traveling, I try to keep things going in Portland)simply does not leave me the time necessary to properly direct the activities ofthe club. I have agreed to run for Vice-President so that I can continue to supportthe other officers and Board members and provide some continuity in theimplementation of policies and programs we have started in the last two years. Ihave been fortunate to have a very good and supportive group of officers andBoard members this year and would not have made it this far without them.

NATIONAL SPECIALTY JUDGES SELECTION 1999Please note that this edition of the newsletter contains the final judges selectionballot for the 1999 National Specialty to be held in Region 6. If you haven'talready, get it out, mark it and mail it in now! In addition to the annual election,this is one of the most important decisions the membership as a whole makeseach year.

HANDBOOKEveryone's patience will soon be rewarded. Catherine Marley has been workingdiligently to get the Handbook updated and reorganized. The current plan is tohave it printed and ready for distribution by the time of the National in Seattle(just in time for a new round of area code changes!). The way Catherine hasorganized it and set it up, however, will make it much easier to update the rosterand other key pages every year.

1997 NATIONAL SPECIALTYSpeaking of the National Specialty in Seattle, the Show Committee and CLAFhave been working very hard to assure everyone a terrific week when "LhasasReign in the Emerald City" in June. The Cascade Club is busy planning their"Sleepless in Seattle" pajama party and the Breed Standard and JudgesEducation committees are going to be presenting a joint program based on theirrespective committee's work to update the membership on progress. With theregional and national specialties, sweepstakes and grand futurity (this year beingthe first with a three judge panel!) this should indeed be a very special week.

1997-98 CLUB ELECTIONSEveryone should have their ballots for the annual election by now. If you did notreceive your ballot for some reason, contact the secretary, Esther DeFalcis rightaway. And if you haven't marked your ballot and returned it already, please do itright away so that it is in time for the June 1st deadline. Also, please rememberthat this is the first year we will be voting for staggered Board terms, so your votethis year is especially important since it will have an effect on how the clubfunctions for the next three years not just one. Lets continue the good work andpositive direction we have established over the last couple of years. Pleaseconsider the candidates carefully and please vote!

From the Secretary

It has been several months since I took office assecretary. It seems as if the position is just startingto fit and it's time for the 1997 elections. I believethere is a good working relationship among thecurrent administration, and I am confident that the1997 Officers and Board will maintain thatrelationship.

The Nominating Committee's report of the 1997Officers and Board Members was mailed andnominations from the floor were received.

The 1997 Annual Election Ballots, along with theprofiles of each candidate, have been mailed to themembership. If you did not receive your packet, pleasecontact me as soon as possible and I will send a ballotout to you immediately. Please be sure to vote beforeJune 1, 19971

The February Board Meeting was held in New York onFebruary 8, 1997. The minutes of the Board Meeting areincluded in the bulletin. If you have any questionsrelating to the minutes, please contact Larry or myself.

I am looking forward to seeing many of you in Seattle atthe Nationals.

From the Treasurer

Attached are several reports that should be reviewed byeach ALAC member. It's important to realize that thefinancial condition of our Treasury is of great concern tothe Officers and Board members alike.

The first report shows the condition of the Treasurywhen it was transferred to me from our previousTreasurer, Carolyn Herbel. There was $12,419.98transferred, but a major portion of those funds werealready allocated for future or designated expenses. Asof January 31, 1997, our condition is in somewhat bettershape.

The second report is a breakdown of income andexpenses since I assumed the position of Treasurer. Ifyou review the report carefully you can see how theTreasury has increased throughout 1996 and into 1997.This is a primary result of a very profitable 1996National Specialty. We do not project as significant aprofit for 1997.

The final report is the projected budget for 1997. Asyou can see, we do not anticipate ANY growth for 1997and need to keep our expenses in line with our incomeprojections, in order to meet the budget. It's importantfor all members to review these reports. I welcome anycomments or suggestions.

Breed Rescue

First I want to thank the Lhasa Apso Club of SouthernCalifornia for their generous gift of $250.00 to LhasaRescue. They have also promised a donation of apercentage of the profits from all future shows to therescue cause. This is the first regional club to put therescue of the breed in their budget. Many thanks!

Thanks in part to their donation we were able to rescueSweety, a Lhasa from the pound in 29 Palms, CA.Unfortunately her companion, a male, succumbed topneumonia after his release from the pound. Sweetywas pregnant and for health reasons couldn't be spayed.She whelped 3 dead puppies but had no ill effects. Wespayed her and she is now in a home here in Colorado.

Thanks to Lavonne Brockway and Judy O'Dell we'reable to help many Southern California dogs. Their timeand energy is invaluable.

Not all rescue helpers are member of ALAC. In someareas we get help from other breed rescue organizations,i.e., Marge York of Dalmation Rescue who placed 54Lhasas in homes in Arizona in 1996. I'm happy for anyhelp I can get since many members don't seem to care.Rescuing Lhasas after all is the important thing — notwho does it. No one gets rich doing this worthy cause.

I'd like to encourage regional clubs to hold a "Parade ofRescued Lhasas" at their specialty. AKC is happy togive approval and it's great to see the rescue does andespecially their proud owners "strut their stuff'.

The BSC and JEC are working on A Forum on theLhasa Apso that will be presehted at the National thisyear. This should be an excellent opportunity to learn

something new. The last time anything of this naturewas done was about 10 years ago. Important issues ofthe breed will be addressed and discussed by eachmember of the panel.

The work continues on the Illustrated Guide to theStandard. Committee meetings will be held at theNational.

Health & Education

The Canine Good Citizen Test will be offered in Seattleat the Specialty again this year. The AKC now keepsrecord of all dogs attaining CGC (a change from pastyears). The test now requires the dog to sit and lie down(without being forced) and to come when called. TestFee is $5.00. We hope to have an even better turnoutthan last year. Please note there is no age limit on thetest, so if you have a puppy too young to enter in theSpecialty, it can be tested and get its CGC. Also, we donot restrict it to only Lhasa Apsos, if you have or knowof someone with other breeds (dogs do not have to bepure bred to take the test).

I will be taking pre-entries at 801 Linda Lane, Raymore,MO 64083-9207 up until one (1) week prior to theSpecialty. Pre-entries would receive priority handlingand a preferred time for testing. See enclosed "AKCCanine Good Citizen Program Registration Form".See reverse side of registration form for exercises thatwill be required to qualify for a CGC Title.

Colorado

The Lhasa Apso Club of Central Colorado would like toinvite all Region V Futurity exhibitors and Lhasaexhibitors to join us for lunch at Rev. Taylor's CountryRestaurant.

Reservations are a must, contact Charlene Dellinger,(303) 288-1326, to confirm. The restaurant is locatedjust a few miles from our show site in Longmont in asmall antique town called Niwot. Please mention if youwill need transportation to the restaurant. Cost will beapproximately $9-10. per person. We will eat afterLhasa judging, before group, or after group (dependingon the show schedule).

We are the host club for the 1998 National Specialtyand will be hosting a Regional Specialty in conjunction.Look for a flyer that will be available at this year'sNational.

Regional Site Coordinator

The Site for the 1998 ALAC National is the Holiday InnDenver International Airport, Chambers & 1-225. Roomrate is $83.00 with a $35.00 pet deposit $25.00 isrefundable and the $10.00 non-refundable (used forcleaning the room and carpet). The Block reservationcut-off date is May 22nd, 1998. This particular hotel isthe most used in the Denver area for hosting Specialtiesby a variety of Breed Clubs.

The meeting was called to order at 4:52 P.M. byPresident Larry Bruton. In attendance were LarryBruton, Susan Giles, Stephen Campbell, Lynn SaboChapdelaine, Elizabeth Chidley. Beverly Drake, PatKeen, Judy O'Dell, Dot Primm and Bobbie Wood.

Susan Giles added a discussion on breeder referral toNew Business and Betty Chidley asked if we couldcover Renal Dysplasia.

President's Report — Larry congratulated everyone ontheir work in squelching the Sears puppymill and on theBoard voting to establish a Health Committee.

Secretary's Report — Esther DeFalcis was ill andunable to attend. Larry Bruton gave the Secretary'sReport. There was no October Board Meeting, however,there were several actions taken by the Board. TheBoard voted to change the newsletter to quarterlybecause of the budget and the high cost of printing andmailing. The Nominating Committee appointed by theBoard was Don Hanson, Marion (Bud) Brockway andCindy Butsic. Larry stated that most of thecorrespondence was sent to Amy Andrews due to thefact that it had taken AKC so long to change theirrecords of the current ALAC secretary. Amy hasforwarded the correspondence to Larry.Correspondence received was: various letters on healthissues, which were forwarded to Cassandra de la Rosa;Rescue Efforts Newsletter; Paws with a Cause who is aprovider of companion animals; and AKCcorrespondence related to the National Specialty whichwas given to Stephen Campbell.

Treasurer's Report — Stephen Campbell stated that asof February I, 1997 our membership consisted of 225individual members and 104 family memberships. Hestated we now need an audit performed on the bookssince the time he took over as Treasurer. The FinanceCommittee should audit the books on an annual basis.Midge Hylton, as a member of the Finance Committee,was present and was given the financial statements andbank statements for the audit. Stephen stated that he sentMidge additional dates. The audit will be reviewed bythe other members of the Finance Committee as soon asMidge has completed it. Lynn Sabo Chapdelaine wasasked to become a member of the Finance Committee.Stephen stated that he had received $12,419.98 whentaking over the treasury from Carolyn Herbel and about$10,066.01 was already allocated. He stated we nowhave $18,241.83 in the treasury which is approximately$8,885 of working capital. This increase is due to asignificant profit from the 1996 National Specialty.Stephen requested the Treasurer's Report be publishedas part of the Bulletin. Larry and Stephen stated thatthey have sent a letter to the bank in Oklahomarequesting bank statements from January 1991 - May1995. Statements from June 1994 - March 1996 are inour possession, but we are missing the older statements.The cost for obtaining these statements is $1 per sheetand $20 per hour. Stephen stated that theBenitez/Wilkes fund had sent $300 to Lhasa people inMassachusetts and that they had returned a $400donation to the fund. Stephen went over the receipts anddisbursements.

AKC Delegates Report — No report. Ray Sledzik wasabsent.

COMMITTEE REPORTS:

Handbook Committee — Cathy Marley has agreed toupdate the Handbook. The Board went through theHandbook page by page to make changes andcorrections. It was decided that on the address, E-Mailaddresses would be added, certain pages will have to beupdated annually such as officers, membership roster.Forms will be moved to the back of the Handbook sothat they are all in one place. A discussion was held onthe cost of including various items that will need to bechanged annually, however, Pat Keen pointed out thatmany members have no other way of knowing how to goabout doing something or who to contact except to lookin the Handbook. The Board concurred. The CommitteeHeads are to get a current description of their committeeto Cathy for inclusion in the Handbook. The Board is toreview the Handbook after Cathy has completed therevisions. It was stated that we need to have theHandbook completed by National so that it can bepassed out there. Everything must be in to Cathy byMarch 1, 1997 and the Board must have the Handbookto review by April 1, 1997. The Board must complete itsreview by April 15, 1997 and the Handbook must be toproduction by May 1, 1997 in order to be distributed atNational.

Roster Committee — It was clarified that Don Hansonhas both lists and that he has been instructed to use bothlists. As you mail in your new ballot, he will check it offthe new list and count only the votes of those from thenew list of members. It was stated that dues must havebeen paid prior to the Board Meeting for a person to berecognized as a member in good standing. If paid_afterthe Board Meeting, you will have apply forreinstatement to Joyce Johanson and be approved by theBoard for membership. Ken Troy asked the Board whohas the right to labels for the membership list. Larrystated that any Club member could get the names of themembers and could get labels if they wanted to pay thecosts. Ken stated that it cost approximately $5 togenerate labels.

Motion 97-1 Stephen Campbell moved and Bev Drakeseconded that we only allow access to labels if theperson is a Committee Chair and has specific, officialClub business for requesting the labels. Motion carriedunanimously.

Pat Keen stated that some of the members have haddelivery problems in getting The Bulletin and ballots.Pat asked Ken if he could check it out. Bev Drake statedthat she would get an updated list of AKC phonenumbers to be put in the Handbook.

Motion 97-2 Pat Keen moved and Lynn SaboChapdelaine seconded that the Board Meeting be heldon June 18, 1997 at 2:00 P.M., Room to be announced.Motion carried unanimously.

Dinner Break

Awards Committee — Bobbie Wood stated that thechampionship plaques would be free but that all otherplaques would have to be paid for. The deadline forsubmitting your Annual Awards Form was April 1,1997. After the deadline even championship plaqueswill have to be paid for. The first plaque for championsis free but a second plaque would have to be paid for.

Rescue Committee — Mary Schroeder's report wasreviewed. Susan Giles wants to establish local clubliaisons that coordinates dogs and people available. It isto be done by Mary's committee. It was stated that ifsomeone was interested in doing it, it should becoordinated with Mary and the various Clubs and that itcould be included on the Website. It was suggested thatit needs to be done as a Club liaison activity.

Breed Standard Committee — Susan Giles reportedthat the committee met today. Susan stated that thecommittee is currently under budget and she thinks itwill stay on budget for the project. The illustrated guidestill has to be completed and sent to the membership forapproval. The Club will vote by section as we did on theby-laws.

Bulletin/Newsletter Committee — Larry Bruton statedthat he accepted the responsibility for errors in the lastBulletin as he was the last to review it. Pat Keensuggested that we do an annual Bulletin as a Yearbookissue. She suggested that we accept paid ads withpictures as well as yearbook advertising and wedistribute it annually at the National in conjunction withthe Bulletin Newsletter. It was stated that if we chargefor advertising it could generate revenue, however, itwas pointed out that it had to make money or we couldnot afford to do it and that we must have a firm budgetprior to starting the project. Susan Giles stated that shebelieves that members would be willing to payadditional money to receive the magazine. It was alsostated by Larry Bruton, that the idea of members beingwilling to pay an additional amount for the magazinewas previously brought up by Bev Drake at twodifferent board meetings. If we do this project, we willtarget the first one to be ready for year end distribution.A committee of Pat Keen, Lynn Sabo Chapdelaine.Susan Giles, Judy O'Dell and Larry Bruton wasappointed to investigate this idea and make a proposalincluding a budget, timeframe and format to the Boardby March 15, 1997.

Bylaws Committee — Larry stated that we finallyreceived approval on our new Bylaws on January 29,

1997. Susan Giles asked that we make sure that theStanding Rule regarding the election of Board membersfor 3 year terms be included on the ballot with acomplete explanation of the change of terms. The cost ofretaining an accounting firm to count the ballots wasdiscussed and Lynn Sabo Chapdelaine volunteered tocheck on the price of a CPA firm that would tabulate theballots and send a report to the Club for the Annualmeeting.

Education and Health Committee — Lynn Jamisonhad no report but we currently have brochures. LarryBruton will contact her regarding the new Genetics andHealth Committee.

Futurity Committee — Ann Lanterman coveredeverything in her report. Betty Chidley stated thatmembers had asked her to bring up the fact that theywould like a regional futurity in conjunction with theNational Specialty. It was stated that Hawaii isreestablishing their Club and they may want a futurity.Lynn Sabo Chapelaine stated that she thought thathaving just one futurity at the National was what themembership wanted. Larry mentioned that this had beenvoted on by the membership and Lynn pointed out thatsome believed the ballot had been too confusing formost members and that was why it probably did notpass. Susan Giles mentioned that entries per region havebeen up. Larry Bruton reminded everyone that thiswould be the first year for the three-judge format.

Genetic and Health Committee— If you are interestedin serving on this committee you should contactCassandra de la Rosa by March 30, 1997. All pertinenthealth and genetic information should be forwarded toCassandra.

Historian Committee— No report.

Judges' Education Committee — Report was includedin the agenda notebook. No action necessary. Bev Drakestated that she has had no correspondence from DonHanson since September 1996. Larry Bruton stated hehad had a report on JEC activities in November and willcheck with Don Hanson about the committee activity.Pat Keen and Bev Drake will also contact Don toprompt committee activities.

Local Club Liaison Committee — The Board directedthe Clubs to advise the ALAC Secretary of all officerchanges in the local Clubs. Board members have beenassigned as liaison with the various local Clubs asfollows:

Bev Drake reported on issues from her Club's members.She stated that they wanted to know if we could publishthe votes of the first judges ballot as some members donot trust the ballot counts. Bobbie Wood suggestednaming the number of judges nominated and thenshowing the top 10. Stephen Campbell stated that hewould do that. We were reminded that if the first judgeis not available, we hold a run off between the first twojudges that are available. Larry indicated that it'simportant to be responsive to local Clubs.

Membership Committee — Joyce outlined severalquestions in her report. We will discuss the suggestionsunder the budget section.

Measurement Certification Committee — Reportincluded in the agenda notebook. No Action necessary.Susan Giles asked if anyone from this committee will beat the National Specialty.

Show Committee — Stephen Campbell has receivedapproval for the obedience and junior judges. Cascade ismaking the arrangements for the obedience equipment.The Sleepless in Seattle mailers are in the mail. The1999 judge's ballot is being resubmitted for an extendedvote period. Deanna Maxwell has resigned as ObedienceChair. Dot Primm volunteered to be Obedience Chairfor this year's Specialty. She is a new member of theshow committee.

Ways and Means Committee — Pat Hufnail may notmake it out to Seattle. Dot Primm has volunteered tooversee the ALAC booth. Bev Drake volunteered tohelp. Pat Keen will ask the Cascade Club if ALAC cansell their merchandise at their show. Stephen Campbellsaid that he did not think we would need to order anymore merchandise.

Nominating Committee — The proposed slate waspresented. Larry Bruton stated he had to decline to standfor re-election as President due to business concerns.Susan Giles weed to run for President and Larry agreedto run for Vice President. The report will go out to themembership as presented with the Nomination Form onthe reverse side. The ballot will explain that this is thefirst year for staggered terms of office.

Budget Committee — Stephen Campbell outlined theinformation that he has. Bobbie Wood stated that shewould try to have the plaques bulk mailed. The cost of

the new Handbook must be determined. Joyce has thecovers for the Handbook and there are not many left.The cost was $1.35 each.

Motion 97-4 Lynn Sabo Chapdelaine moved and PatKeen seconded that we accept the budget which wasproposed by the Treasurer and the budget be sent toeach Committee Chairman and they be told that theywould have to live within the budget as outlined by theTreasurer. Motion carried unanimously.

Some adjustments to the proposed budget were made.Stephen stated that this is the first time that we have hada budget, let alone a balanced budget proposal. A copyof the budget would be sent for inclusion in the nextnewsletter. Joan Kendall is reconciling the last 5 yearsof bank statements. The Board has requested copies ofthe bank statements. A discussion of having a formalaudit done on these books was held and it was decidedthat the Club cannot afford an audit and that it wouldserve no purpose.

Motion 97-5 Stephen Campbell moved and Pat Keenseconded that effective with the 1997-1998 dues, alldues will be increased by $5. This would includeindividual, family and foreign. Individual - $25; Family- $30; Foreign - add $10 per household for membersoutside the U.S.

Discussion on the Motion was held. Larry asked if thiswould cover the increase in foreign postage and PatKeen stated it would. Bobbie Wood stated thatindividual membership dues have been increasing overthe years and that the $5.00 difference between a familyand individual membership is not fair to the individualmembership. She proposed that the family membershipbe increased to $35.00440.00. Pat Keen stated that thecost of an individual membership versus a familymembership is only $2.00 to ALAC. Bobbie stated thatshe thought a $10.00 difference was good. Susan Gilesasked that the members be notified in advance viapublication. Stephen amended his Motion 97-5 and Patamended her second to increase individual membershipdues to $25.00 and family membership dues to $35.00.The vote was called for and the Motion passedunanimously.

Motion 97-6 Stephen Campbell moved and Pat Keenseconded, effective with the 1997-1998 dues, pastPresidents will be required to pay dues to maintain theirmembership with ALAC. Motion passed unanimously.

Old Business —

I) WEBSITE: Susan Giles stated she hadinvestigated the cost of having our own WebsitePage and that it would run approximately $60.00per month minimum just to have a single page. Shementioned that Ken Troy and Jesse Warrencurrently allow ALAC to have a home page on the

New Business —

BREEDER REFERRAL: Susan Gilesrecommended that we have the breeder referraldone by someone other than the ALAC Secretary.She stated that she would recommend LeslieBaumann. Leslie is not actively breeding and willbe able to set it up on the computer. Leslie willgive the Board a bi-monthly report of the numberof calls and who they were referred to. Motion 97-7 Susan Giles moved and Betty Chidley secondedthat we ask Leslie Baumann to be in charge ofBreeder Referral. Discussion — we have notreceived any records on breeder referral from AmyAndrews. Currently all people from an area whoare paid members of ALAC are given as referrals.We will have it printed in The Bulletin that if youDON'T want to be used as a referral you shouldcontact Leslie. Motion carried unanimously.

CANINE HEALTH FOUNDATION: Motion 97-8Betty Chidley moved and Bev Drake seconded thatwe ask Cassandra de la Rosa to attend the secondAKC conference on Genetics in November onbehalf of ALAC as it ties into her committee.Motion carried unanimously.

UKC: Melanie Harker sent material to LarryBruton regarding ALAC joining the UKC. Larrypassed around the information that she had sent.The Board confirmed because .ALAC is sanctionedunder the AKC, we cannot consider supporting thestandards of the UKC.

HEALTH SEMIN.AR: Betty Chidley requestedthat ALAC sponsor a health seminar. Pat Keenstated that she is trying to establish this and willapproach Cascade to see if they will have timeavailable for us to hold a seminar. Betty mentionedthat there had been a breakthrough on RenalDysplasia and passed out an article and informationwill be forwarded to the Genetics and Health

Committee.
