    The Cocos CRC is continuing to provide activity packs for both children and

    adults each week. These are free and available from the CRC verandah

    and Seafront Restaurant (or can be dropped off to those in isolation).

    Please let us know if you would like us to include something different in

    these packs.

    There is a great range of children and adult books available on the veran-

    dah, please help yourself.

    While are doors are closed, we are still open for business. We have

    adapted to be able to continue providing a service to our community.

    GRANTS OFFICER: We are delighted to welcome Bianca

    (Bebo) McKinney to the team on a short-term contract in the

    vital role of Grants Officer. Over the next two months Bebo will

    be working with the business community to identify all possible

    avenues of grant funding for businesses under various stimulus

    funding packages and then will be assisting businesses to put

    together their applications. We hope this tangible assistance to

    our business community provides some reassurance and

    support.

    FINANCIAL RELIEF: Council is aware that many businesses

    have been impacted by the travel bans and is currently

    considering a range of measures to provide financial relief

    during this period. The various measures are being costed and

    Council will consider them over the coming weeks, while also

    balancing Council’s responsibility for economic development as

    the largest employer on Cocos and our role in delivery of

    services and progressing projects. Further information will be

    provided as these discussions are finalised.

    ANZAC DAY: There is no doubting how special Anzac Day is

    to the community; with that in mind, the plan to ensure the

    Community can commemorate Anzac Day in a very special

    and meaningful way has been a focus for us. The program for

    the day is in this edition of the Atoll and will be published on

    Facebook. A sincere thanks to Matt Boardman, Dave Williams,

    Trevor Hegarty, Sofiya Aindil, Zamani Charlie, Flynn Dyall,

    Kimberley Soderlund, Rik Soderlund and Shaniyah Kenneth

    for helping us make this a very special Anzac Day. We hope

    the community supports this effort by participating in full. For

    those who are out the front having their morning coffee or

    breakfast after the service, we have a lovely little surprise.

    STAFFING: We are very proud of Ibrahim Macrae for his

    recent achievement in being awarded a Highly Commended

    finalist for the 2019 Trainee of the Year Award for this hard

    work during his Certificate IV in Local Government (Planning).

    Congratulations Pak Yusri, we are very proud of you.

    CRESCENT: The masterplan listed William Keeling Crescent

    as an opportunity for improvement via improved landscaping,

    shade trees and amenities. The masterplan was a high-level

    concept and we are currently developing a more detailed plan

    which we can cost and present to Council as part of the budget

    process. To ensure we have full community support for the

    plan, we are seeking community views on what they would like

    to see, and where. Please submit your ideas to

    Masterplan adalah konsep peringkat tinggi dan kami kini

    sedang mengembangkan rancangan yang lebih terperinci yang

    dapat kami persembahkan kepada Konsel sebagai sebahagian

    dari proses anggaran. Untuk memastikan kami mendapat

    sokongan masyarakat sepenuhnya untuk rancangan ini, kami

    mencari pandangan masyarakat mengenai apa yang mereka

    TRANNIES BEACH: Also on landscaping – we are planting a

    few trees at Trannies to provide more shade near the beach

    shelter and to assist with coast stabilisation. Unfortunately, a

    couple of the coconut trees in that area will have to be

    removed. The shade trees will be planted to try to maintain the

    flexibility of the area for larger community events.

    BELAKANG BATU KARANG: Juga pada taman - kami

    menanam beberapa pokok di Belakang Batu Karang untuk

    memberikan lebih banyak teduhan di dekat tempat

    perlindungan pantai dan untuk membantu penstabilan pantai.

    Sayangnya, beberapa pokok kelapa di kawasan itu terpaksa

    dicabut. Pokok perlindungan akan ditanam untuk berusaha

    mengekalkan kelenturan kawasan tersebut untuk acara

    masyarakat yang lebih besar.

    COVID 19 SUPPORT: The Shire has been very pleased to

    support the AFP and Health Service in carrying out welfare

    checks on people in quarantine/isolation. Fadulah, Shak,

    Kenny and Luluk have done a great job in helping maintain

    moral and provide practical assistance to people.

    Isa, Azia and Ibrahim have also done a sensational job in

    assisting the AFP to keep the community informed and up to

    date with any news and how it applies here on Cocos via the

    regular updates and factsheets.

    And a sincere thanks to Kelly Edwards. CRC Coordinator, for

    her timely and efficient delivery of the updates.

    We are now working very hard to develop and deliver

    programs that will keep the community engaged and

    connected in this time of social distancing.

    Thank you team – you have all done a sensational job.

    mendukung AFP dan Perkhidmatan Kesihatan dalam

    melakukan pemeriksaan kesejahteraan terhadap orang yang

    berada dalam korantin/pengasingan. Fadulah, Pak Mus, Pak

    Madeenah dan Mak Zamani telah melakukan pekerjaan yang

    sangat baik dalam membantu menjaga moral dan

    memberikan bantuan praktikal kepada orang-orang.

    KONGSI CONNECT

    Kongsi Connect is a project of the Cooperative which seeks to inform the community as to what is happening in the Cooperative’s world.

    BREAKING NEWS 1. COVID 19 - Coranavirus (COVID 19) has been classified as a pandemic by the World Health Organization. The Australian Government has introduced a wide range of measures to combat and control the spread of COVID 19 and also a range of financial assistances for business. The General Manager is working through these with Nexia. The Cooperative is being very active in communicating to its staff, and introducing, policies and procedures that relate to COVID 19. These procedures include the options of working from home. The General Manager, Hospitality Manager (Human Resources role) and Work Safe and Health Officer have met with Cooperative staff to explain the measures that the Cooperative is introducing that relate to the COVID 19. The Cooperative is working closely with its suppliers of goods and services that are introducing policies and procedures that relate to COVID 19. The Cooperative has put in place a plan “COVID 19 – A Plan for the Future” as there will be a period when COVID 19 is finished. The Administrator declared a State of Emergency (SOE) of the Cocos (Keeling) Islands and Christmas Island as from March 18, 2020. Under the SOE travel on the Virgin flights will be restricted to residents and essential personnel. Residents and essential personnel upon arrival at the Cocos (Keeling) Islands will be required to go into quarantine for 14 days. The Cooperative is providing accommodation and catering for persons that are placed into Quarantine at the Cocos Beach Resort, Many thanks to Mak Emmi and the Cocos Beach Resort staff and the Tropika Restaurant. Residents flying to Perth will not be required to go into a 14 day self- isolation for 14 days at this moment. 2. COCOS (KEELING) ISLANDS RUNWAY PROJECT

    Defence, ACOM and Fulton Hogan Representatives visited Cocos during March 2020. Public meetings were held on Home island and West Island. The following time schedule was provided in relation to the Cocos Runway Project.

    Master Plan to be completed by Fulton Hogan – June 2020 30% of design completed – Nov 2020 90% design completed – March 2021 Public Works Committee Expediency - August 2021 Mobilization Commenced (80% completed in one year) – October 2021 Construction commenced – October 2022 Construction completed – August 2023 Defence and Fulton Hogan are committed to the maximum use of local labour and services as per Australian Government policies. Defence policies and procurement procedures will apply to the Cocos Runway Project. With this in mind the Cooperative has devoted significant resources into training, work place health and safety, procurement of assets, computerization of systems and management training. In 2012/2013 when Fulton Hogan was contracted to resurface the Cocos Runway Australian Government procurement policies were required to be complied with and the Cooperative was awarded work by Fulton Hogan, in accordance with these policies, and as being competitive.

    Since that date the Cooperative has improved substantially in all areas, as a business owned by the Cocos Malay community, with Cocos Malay directors, a Cocos Malay workforce, and a history of working on large Australian Government projects, its will be in a competitive position to obtain work on the Cocos Runway project. Due to this investment the Cooperative has been awarded work by CareyMc and JLL on Cocos. 3. GROUND HANDLING NEWS 3.1 RAAF C130 A C130 visitor to Cocos. Slowly but surely the Cooperative is seeing an increase in the RAAF presence on Cocos. 3.2 Toll Freighter Christmas Island has seen Malindo and Garuda air services ceased for the foreseeable future. It is not known if additional Toll freighter services may be put in place at this point in time. The Toll freighter for April 3, 2020 uplifted kilos, Christmas Island – 8.054 kilos, Cocos (Keeling) Islands – 4,825 kilos. 3.3 Cobham The Cooperative provided ground handling, transport and supermarket services for the Cobham flight that arrived Cocos on March 20, 2020 and departed March 21, 2020. The Cooperative provided a range of services as shown below. 4. VISITORS Planned visits to Cocos by WA Government Agencies that were planned have been cancelled due to the COVID-19. 5. MUSLIM FRIENDLY TOURISM

    6. YOUR CHILD’S FUTURE Think about your child’s future. The Cooperative’s Muslim Friendly Tourism strategy is one strategy for tourism development. It does provide unique employment opportunities in a range of trades and professions.

    7. WORKPLACE, HEATH AND SAFETY Score Card For February 2020 there no reportable incidents with the Cooperative workforce. No loss time due to reportable incidents. Focus March and April 2020 the WHS focus is to be on outdoor work.. 8. Strategic Plans As a direct result of the COVID 19 the Cooperative will be reviewing its strategic plan. COVID-19 will have an impact not only upon the Cocos (Keeling) Islands, but also Christmas Island, and also the strategic plans for the Christmas Island and the Cocos (Keeling) Islands that have been prepared by the Indian Ocean Territories Regional Development Organization.

    While the Easter long weekend looked very different this year, and each of us was required to stay home and stay physically

    distant from others, I hope you were able to spend time doing something

    enjoyable.

    Although we are isolated, please remember you are not alone. It is

    important to stay in touch with family, friends and neighbours via phone

    calls, messenger, and other physically distant modes of communication.

    As your Senator, please do not hesitate to contact me on the details

    below if I can be of assistance. I know that these are trying and stressful

    times, with many Australians losing work, and all of us

    facing challenges we have not faced before. Remember, we are in this

    together. We have seen some good progress in flattening the curve, and

    we must continue to follow the medical advice and remain highly vigilant.

    Now is not the time to get

    complacent.

    Dealing with Police II - answering questions and interviews with Police

    These are short articles about legal issues that may interest you. They are not legal advice. You should always get individual

    legal advice for your situation.

    This is the second article of three about dealing with police. The next will deal with police searches.

    The police can always ask you questions, whether you have been arrested or not, except whilst they are searching you.

    However, in Western Australia and the IOTs, there is a general “right to silence” under the law. This means that in general, when

    you are being questioned about whether you have committed a criminal offence, you do not have to say anything. There are

    some questions that you do have to answer and we discuss these below.

    What do you have to tell the Police?

    You always have to tell the Police, when they ask, your:

    • name

    • address and where you normally live and

    • date of birth.

    There are also some other questions that you may have to answer. If the police tell you that you must answer a particular

    question you can ask the police if the question must be answered under the law.

    Below are some of the questions and some areas of questioning where you must provide an answer:

    Driving

    If you are pulled over by the police, you must stop your vehicle. You must:

    • show your driver’s licence if asked

    • tell the police the owner of the vehicle and their address

    • give your name and address

    • take an alcohol or drug test.

    Drugs

    If you are asked questions about the manufacture (making), sale or supply of illegal drugs, or any property connected to the

    drugs, by the police, you must answer them.

    Customs

    You must answer questions about the import or export of items. For example, you might be asked about a wooden object that

    you brought back from Bali by a Customs officer. It can be an offence not to answer questions.

    Firearms (guns)

    You must answer questions where the police suspect you have information about an offence or a suspected offence under the

    Firearms Act (WA)(CI) 1973.

    Prostitution

    You must answer questions where the police are investigating any offence to do with a child engaged in prostitution or someone

    being induced (persuaded) into prostitution.

    If you are in licensed premises

    You must show proof of your age, if you are asked.

    What don’t you have to tell the Police?

    Apart from the areas of questioning and questions above and any other questions the police say you must answer by law, you

    have a general “right to silence.” If you do make admissions to police about having committed an offence, anything you say can

    be used against you in Court. This also applies to anything written that you provide to police.

    Police usually prefer to get any admissions in an audio or video taped record of interview, because then there is clear

    evidence that they have been made. Records of interview can also be written, but that is less common.

    Taking part in a record of interview

    Police will often ask a person who is being investigated as a suspect for a criminal offence if they will agree to take part in an

    audio, video or written record of interview. In a record of interview the police ask lots of questions and record the answers that

    you give.

    Whatever you say in a record of interview can be used in evidence against you, unless there is some problem with the lawfulness

    of the interview and the judge or magistrate disallows it being played to the Court.

    A record of interview can also help the police decide whether to charge you. This can happen if, for example, you make

    admissions about having committed the offence, or say some things that make it seem likely that you have committed the

    offence. This is particularly so if the other evidence against you is not very strong.

    You never have to take part in a record of interview. In virtually all cases, it is not in your interests to do so. You can tell the police

    that you do not wish to take part in a record of interview. Sometimes they will still want to do the interview. In those situations,

    you can simply say “No comment” or keep saying that you do not wish to answer any questions.

    The police have to caution you before they start a record of interview. This is where they tell you that you have the right to remain

    silent and warn you that anything you say may be used in evidence against you. It will usually be something like this: “You are

    not obliged to say anything unless you wish to do so, but anything you do say will be recorded and may later be given in

    evidence.”

    The police cannot bribe or threaten you to take part in an interview.

    • nama

    • alamat dan di mana anda biasanya tinggal dan

    • hari lahir.

    Terdapat juga beberapa soalan lain yang perlu anda jawab. Sekiranya polis memberitahu anda bahawa anda mesti menjawab

    soalan tertentu, anda boleh bertanya kepada polis jika soalan itu mesti dijawab di bawah undang-undang.

    Berikut adalah beberapa soalan dan beberapa perkara yang mempersoalkan di mana anda mesti memberi jawapan:

    Memandu

    Jika anda diberentikan oleh polis, anda mesti menghentikan kenderaan anda. Anda mesti:

    • tunjukkan lesen memandu anda jika diminta

    • beritahu polis pemilik kenderaan dan alamat mereka

    • berikan nama dan alamat anda

    • mengambil tes alkohol atau dadah.

    Dadah

    Sekiranya anda ditanya soalan tentang pembuatan (membuat), penjualan atau menyediakan obat haram, atau mana-

    mana tempat yang berkaitan dengan dadah, oleh polis, anda mesti menjawabnya.

    Kastam

    Anda mesti menjawab soalan mengenai import atau eksport barang-barang. Contohnya, anda mungkin akan ditanya mengenai

    objek kayu yang anda bawa dari Bali oleh seorang pegawai Kastam. Ini boleh menjadi kesalahan untuk tidak menjawab soalan.

    Senjata api (senapan)

    Anda mesti menjawab soalan di mana polis mengesyaki anda mempunyai maklumat mengenai kesalahan atau kesalahan yang

    disyaki di bawah Firearms Act (WA) (CI) 1973.

    Pelacuran

    Anda mesti menjawab soalan di mana polis sedang menyiasat apa-apa kesalahan yang perlu dilakukan dengan kanak-kanak

    yang terlibat dalam pelacuran atau seseorang yang menyebabkan (dipujuk) ke dalam pelacuran.

    Selain dari soalan-soalan dan pertanyaan-pertanyaan di atas dan sebarang pertanyaan lain, polis mengatakan bahawa anda

    mesti menjawab oleh undang-undang, anda mempunyai "hak untuk berdiam diri". Sekiranya anda membuat pengakuan kepada

    pihak polis tentang melakukan kesalahan, apa-apa yang anda katakan boleh digunakan terhadap anda di Mahkamah. Ini juga

    terpakai kepada apa-apa yang ditulis yang anda berikan kepada polis.

    Polis biasanya lebih suka mendapat pengakuan dalam rakaman interview audio atau video yang direkam, kerana ketika itu ada

    Mengambil bahagian dalam rekod interview

    masalah dengan undang-undang interview dan hakim atau majistret melarang ia dimainkan di Mahkamah.

    Rekod interview juga boleh membantu pihak polis membuat keputusan sama ada untuk menuntut anda. Ini boleh berlaku jika,

    sebagai contoh, anda membuat pengakuan mengenai melakukan kesalahan itu, atau mengatakan beberapa perkara yang

    membuatnya kelihatan seperti anda telah melakukan kesalahan itu. Ini terutamanya jika bukti lain terhadap anda tidak begitu

    kuat.

    Anda tidak perlu mengambil bahagian dalam rekod interview. Dalam hampir semua kes, anda tidak boleh melakukannya. Anda
