General

With its currently 263,500 military and civil employees, the Bundeswehr is one of the biggest employers of the Federal Republic of Germany. Of approximately 177,600 servicemen and women, the vast majority decided to enlist for a limited time and will start a civil career after their individual term of enlistment.

The Bundeswehr Vocational Advancement Service supports this transitional phase and offers a wide range of advancement possibilities and services on the basis of the Military Pensions Act (Soldatenversorgungsgesetz (SVG)). Across Germany, about 900 specialists of the Voca-tional Advancement Service give advice and provide support to temporary-career volunteers relating to the choice of occupation, required qualifications, financial security and integration into the civilian working life.

The Vocational Advance-ment Service consists of sixteen sections across Germany that are allocated to the Bundeswehr career centres. 86 regional teams provide support to and take care of the service-men and women not only across Germany but also in other European countries and the USA.

The Vocational Advance-ment Service‘s target group includes military service volunteers, tempo-rary-career volunteers, reg-ular officers in the flying branch to whom a special age limit applies and - on a case-by-case basis, career soldiers, too.

The Vocational Advancement Service provides support at an early stage - usually within the first third of the term of enlistment - for a period of up to six or seven years after the end of military service depending on the individual needs of the former temporary-career volunteer. For this reason, the Vocational Advancement Service acts as the point of contact for ques-tions concerning professional orientation and further development for a number of years.

The aim of the Vocational Advancement Service is to optimally prepare the integration of the servicemen and women into civilian working life after their period of service and to assist them in the organisation of their future careers. In order to reach this aim, the Vocational Advancement Service together with each temporary-career volunteer establishes an individual vocational advancement plan that puts in concrete terms the ideas as to how to reach the intended career goal and describes the individual steps.

The wide range of information, individual counselling sessions and con-crete qualification measures offered by the Vocational Advancement Ser-vice has become larger and larger in the last few years and is steadily developed with an orientation towards job market demands.

The fields of activity of the Vocational Advancement Service also include the civilian initial and follow-on occupational training within the scope of specialist military training (recognised in civilian life) as well as the voca-tional rehabilitation of servicemen and women with a health impairment or injured on operational deployment.

The following information illustrates the Vocational Advancement Ser-vice‘s instruments, the benefits granted to temporary-career volunteers entitled to advancement and the success achieved in the past few years.

Advising servicemen and women on school edu-cation and vocational training issues as well as on integration into civilian working life

The early provision of comprehensive advice to ser-vicemen and women ranging from the choice of occupation to the options with regard to school ed-ucation and vocational training up to the opportu-nities to resettle into civilian working life after their time in the military is over is the basis and condition for a successful vocational advancement.

Each year, the Vocational Advancement Service‘s impulse and challenge is to enable all service members entitled to advancement to start their individual professional career.

The provision of professional and comprehensive advice is therefore an important step to-wards a successful integration.

The advisory services that the Vocational Advancement Service offers are diverse and tailored to the respective status of the vocational qualification of the temporary-career volunteer in need of advice. The basis for goal-oriented counselling is, first of all, the common establish-ment of the professional aspirations as well as the assessment of prospects and possibilities for achieving those career aspirations on the job market.

The personal concern, the prospects and possibilities for achieving the career aspirations and the path to those goals are discussed in an initial counselling session.

In further sessions, the vocational aspirations and prospects are clarified and updated. Train-ing needs as well as the required training and integration measures are identified and har-monized.

Furthermore, the availability and use of material and financial benefits for vocational advance-ment will be established in accordance with the requirements to determine and coordinate the benefits in support of a successful integration into the civilian job market.

Advancement without a permanent exchange between the temporary-career volunteer and the Vocational Ad-vancement Service on the development or even the change of the goals of the temporary-career volunteer has

little prospect for success. It is the personal accompaniment for many years and the flexible adjustment to changing private or professional factors that characterises the Bundeswehr Vocational Advancement Service.

Support for schooling/training and integration measures during active service

The maintenance or development of school or professional knowledge gained before their entry into the Bundeswehr is already of importance to temporary-career volunteers during their military service. The Vocational Advancement Service, therefore, offers them to par-ticipate in educational measures already during the military service to update and improve their skills and knowledge and to adapt to the current developments and requirements. It is also possible to lay the foundations for a new professional orientation. In many cases, the servicemen and women in cooperation with the Vocational Advancement Service decide to add educational measures to the basis acquired by military training and by serving in military units, leading to vocational and follow-on training qualifications recognized across Germany.

Qualification via internal measures

The staff of the Vocational Advancement Service set up selective training measures based on the needs of the servicemen and women entitled to advancement and on the requirements of the labour market. After the planning and bidding process, well-known providers from the area of vocational initial and follow-on training are tasked to conduct the training courses. Servicemen and women par-ticipate free of charge.

The very positive response from and the large number of participants show that the Vocational Advancement Ser-vice is “very close to its clients” with this kind of measures tailored to the needs of the servicemen and women.

Qualification via external measures

If, in a specific case, the individual training needs cannot be met by participating in inter-nal measures, the Vocational Advancement Service will help to look for interesting and suitable alternatives (the so-called external measures.) The costs of external measures can be paid by the Vocational Advancement Service to a maximum of an established cost guide value. The cost guide value depends on the period of service.

Final examinations passed during the service period

By means of the educational opportunities offered by the Vocational Advancement Service, a consid-erable number of temporary-career volunteers can pass examinations in civilian professions already during their period of military service. If the servicemen and women have acquired skills and knowledge by serving in military units that justify the admission to final examinations in recognised occupations requiring formal training, the Vocational Advancement Service will be allowed to issue certificates in accordance with § 45 (3) of the Vocational Training Act and § 37 (3) of the Handicrafts Code, respectively.

Provision of school education and vocational training upon termination of and following military service

At the end of and following the period of military service, the career in civilian life is about to start. The servicemen and women now can fully concentrate on their qualifica-tion profiles to be completed and prepare themselves for a change in their professional lives. At this time, the focus of activities is on professional development, and the voca-tional advancement measures are promoted with the greatest intensity.

The available advancement pe-riod depends on the length of term of enlistment. Tempo-rary-career volunteers with a pe-riod of at least six years whose service relationship predates 26 July 2012 are entitled to be released from duties already in the last three months of service and can turn to their school education or vocational qualification. Temporary-ca-reer volunteers with a service period of at least eight years are entitled to be released from duties for 15 months; temporary-career volunteers with a minimum service period of twelve years are entitled to be released from duties for 24 months. As a rule, this advancement is prepared by educational and vocational training measures during the period of service.

The entire vocational advancement for servicemen and women whose service rela-tionship postdates 25 July 2012 is postponed until after their military service. The advancement period was adapted to the length of term of enlistment on a linear basis and in some cases even increased.

The amount of vocational training and school education that a soldier is entitled to also depends on his/her educational career during his/her period of military service. It decreases to an appropriate extent if, for example, the military training has already led to a successful qualification in an acknowledged occupation requiring formal training, to a master craftsman certification or to a university degree.

Apart from refreshing existing school knowledge, the servicemen and women are given the chance to acquire a higher school qualification, to be trained for a profession, to move to another profession or to progress or specialise in their learned profession.

School Education at Bundeswehr Schoolsof General Vocational Education

School education is generally conducted at one of the ten Bundeswehr schools of general vocational education. By pro-viding effective adult-oriented courses in particularly homogeneous learning groups consisting of persons of similar age and status and with a similar personal history, these schools offer the soldiers optimum possibilities for achieving school-leaving certificates (intermediate school-leaving certificate or entry qualification for technical colleges) which will give them access to a higher vocational qualification. In addition, some Bundeswehr schools of general vocational education offer professional courses (e.g. state-recognised educator).

Vocational training

Vocational training is conducted at public and private education and training institutions. Together with the Bundeswehr Vocational Advancement Service, the temporary-career volunteer determines the vocational training measure he/she wants to attend and the suitable training provider. The advancement is always intended to enable the soldiers to start a new career which ensures their livelihood after their service period.

The civilian careers desired by the temporary-career volunteers range from „geriatric nursing assistant“ to „cutting machine operator“. In 2016, the following intended ca-reers - summarised according to vocational sectors - were stated most frequently:

Integration into Civilian Working Life

With the support of the Bundeswehr Vocational Advancement Service, the temporary-career volunteers are experts very much in demand by potential employers because they have achieved a high level of qualification for their civilian career during and after their period of service. The Bundeswehr Vocational Advancement Service also assists the temporary-career volunteers in their search for a specific job by providing a comprehensive range of activities and services.

The Bundeswehr and the Business Sector

In order to support the soldiers‘ transition into civil working life, the Bundeswehr Vocational Advancement Service is continually developing its contacts with employers of private enter-prises and the public service by means of intensive networking. Together with the Innovation Office for Skilled Workers for the Region (Innovationsbüro Fachkräfte für die Region), which is funded by the Federal Ministry of Labour and Social Affairs (Bundesministerium für Arbeit und Soziales - BMAS) and assigned to the DIHK Service GmbH of the German Chambers of Industry and Commerce (Deutscher Industrie- und Handelskammertages - DIHK e.V.), the Federal Ministry of Defence provides for an extensive cooperation, which is conducted by the vocational advancement services, in order to secure regional skilled personnel.

Throughout Germany, the Bundeswehr Vocational Advancement Service has numerous coop-eration agreements with chambers, private and public institutions and enterprises.

On 9 July 2014, a cooperation agreement was concluded between the Bundeswehr and the Deutsche Bahn AG (DB AG). It is intended to ensure a closer partnership-based cooperation for the successful integration of former soldiers. On joint events, the soldiers are informed about numerous job opportunities at the DB AG.

Among other things, a cooperation was agreed with the Federal Agency for Employment (Bundesagentur für Arbeit - BA) in order to facilitate the integration of retiring temporary-ca-reer volunteers. The respective cooperation concept, which was issued in July 2014, intends to establish an adequate relation between the vocational aspirations and qualifications of the temporary-career volunteers, on the one hand, and the prevailing labour market situation, on the other hand, by improving the interlinking of the job placement and advisory expertise of the Bundeswehr Vocational Advancement Service and the Federal Agency for Employment.

The different forms of cooperation vary regionally, but they all serve the aims of qualifying the soldiers in an optimum way for the labour market and of jointly developing and improving the framework conditions for their integration into the labour market.

Bundeswehr Internal Labour Market (Binnenarbeitsmarkt der Bundeswehr - BiAMBw)

The concept for the Bundeswehr Internal Labour Market, which was initiated in August 2014, provides for measures to facilitate a change of status in order to strengthen the body of person-nel of the Bundeswehr. For example, attractive civilian employment opportunities are offered to retiring well-trained and qualified temporary-career volunteers. Meanwhile, the internal labour market has been implemented throughout Germany and is being accepted by an increasing number of retiring soldiers.

The experts of the Bundeswehr Vocational Advancement Service inform and advise the soldiers in time and comprehensively about the civilian career opportunities within the Bundeswehr, sup-port them during the application procedure and present the Bundeswehr as an attractive em-ployer - also for the time after the military service.

Job Service

In addition, the Bundeswehr Vocational Advancement Service provides a national job pool in order to assist the soldiers in their search for an adequate work, retraining and/or work-ex-perience placement. Interested soldiers are registered in this pool, and their applicant profiles are published anonymously. For employers, the job pool offers the attractive and free service of registering their enterprise and entering free vacancies into the job pool. The Job Service of the Bundeswehr Vocational Advancement Service searches for suitable jobs and applicants and matches the applicants personally with the right type of job. The specialists of the Job Service are always the competent points of contact in all issues regarding job placement and the integration of retiring soldiers.

Job and Training Fairs

Lessons learned in the past few years have shown that the personal contact to a potential employer fre-quently is the key to a job. For this purpose, the Bundeswehr Vocational Advancement Service organises job and training fairs throughout Germany. In addition to general fairs, there are also events which are dedicated to a special professional sector or to the career paths of offi-cers or noncommissioned officers. Representatives of chambers, associations and educational institutions are also invited in order to join the training and labour market under one roof.

The Bundeswehr Vocational Advancement Service not only organises fairs of its own, but also presents its comprehensive range of services on events conducted by the Bundeswehr Recruitment Organisation (Personalgewinnungsorganisation der Bundeswehr).

In 2016, the Bundeswehr Vocational Advance-ment Service presented its services on 228 events

Additional Integration Assistance

• Job Orientation Placements: For a profes-sional orientation, temporary-career volun-teers have the possibility to be temporarily released from duty and to participate in a vo-cational orientation placement (under certain conditions up to three vocational orientation placements) with a duration of up to one month. During this time, the soldier can become familiar with the operational practice and make his/her first contacts with employers.

• Issuance of certifications: The Bundeswehr Vocational Advancement Service issues certif-icates for the recognition of military training, examinations and assignments in civilian pro-fessions. Thus, for example, the times for specialist practical activities, which are specified within the framework of follow-on training, can possibly be partly or completely reduced.

• Reimbursement of costs: On application, the Vocational Advancement Service can reim-burse costs for trips to job interviews with a potential employer, for relocation to the new place of residence and for the conversion of military authorizations into civilian licenses.

• Certificate of integration or admission (Einglie-derungs- oder Zulassungsschein): Temporary-ca-reer volunteers with a minimum term of enlistment of 12 years can obtain a certificate of integration or admission, which will enable them to apply for vacancies in the public service which are especially retained for former soldiers. Within the scope of the especially retained vacan-cies at the Federation, the Federal States and municipalities, both certificates offer a pre-ferred possibility of being employed in the public service if the requirements of civil service law, a collective agreement or a service regulation are fulfilled and an aptitude assessment process has been completed successfully.

• Payment of a familiarisation subsidy: If the former temporary-career volunteer can reach his/her full vocational potential only after a familiarisation period on the job, the Bundeswehr Vocational Advancement Service has the possibility to pay a familiarisation subsidy to the new employer.

Balance of Integration

The success of vocational advancement can be measured by how many former soldiers have successfully gained a foothold in civilian working life.

The surveys conducted in the year 2016 have shown that considerably more than 90 percent of the soldiers throughout Germany could be successfully integrated into the civilian labour market after the end of service. Of these, almost all temporary-career volunteers have found a new job within the first six months.

However, a successful qualification and integration into the civilian labour market is possi-ble only if the soldiers use the offers of the Bundeswehr Vocational Advancement Service actively and in time and pursue their professional aspirations with a high level of initiative and determination.

Civilian Initial and Follow-on Occupational Training in the Armed Forces (Zivilberufliche Ausund Weiterbildung in den Streitkräften - ZAW)

The civilian initial and follow-on occupational training not only enables the soldiers to ac-quire a civilian occupational qualification, but also contributes to improving military mission accomplishment and to successfully integrating temporary-career volunteers into civilian working life after their period of service. There is a comprehensive network of partners for initial and follow-on training based on the close cooperation with industry, trade, crafts and many other sectors of vocational training.

The services offered in the framework of the civilian initial and follow-on occupational training are mainly tailored to the require-ments of the armed forces but also to the at-tractiveness of the respective training measure for the service in the armed forces, particularly with regard to the free labour market. In this context, Directorate II of the Federal Office of Bundeswehr Personnel Management (BAPersBw II) as the supplying, steering and coor-dinating agency has the lead responsibility for planning and establishing training options.

In cooperation with the Federal Academy of Education and Training in the Bw (BiZBw), BAPersBw II continually monitors the education and labour market in order to include inno-vations, updates and particularly attractive occupational profiles into the services offered in the framework of the civilian initial and follow-on occupational training to the armed forces. There, particular importance is attached to the teamwork between the armed forces and BAPersBw II.

After a successful market analysis and search for an adequate educational institution, the Bundeswehr Vocational Advancement Service concludes the required contracts and pro-

vides specialist support to the students in close cooperation with the military agen-cies responsible for the conduct of civilian initial and follow-on occupational

training measures.

Vocational Rehabilitation Measures For Soldiers with a Health Impairment

Independent of their status, soldiers who - due to a health impairment - are unable to pursue their former civilian occupation are provided special support by the Bundeswehr Vocational Advancement Service until they leave the military service.

The staff of the Bundeswehr Vocational Advancement Service initiate the neces-sary adaptation, retraining or integra-tion measures while the soldiers concerned are still members of the Bundeswehr, and they ensure that the measures can be started in a timely manner – if the recovery process allows.

Following that, the Bundeswehr Vocatio-nal Advancement Service and the respon-sible statutory rehabilitation provider will coordinate the continuation of the started rehabilitation measure after the soldiers concerned have left the Bundeswehr.

Vocational advancement of personnel with a de-ployment-related trauma in accordance with the Act on the Continued Employment of Personnel Injured on Operations (Einsatz-Weiterverwendungsgesetz – EinsatzWVG)

Costs of Vocational Advancement

The educational and vocational advancement system takes account of the service in the armed forces and the personal interests of the temporary-career volunteers. From the first contact in the Bundeswehr Careers Centres up to six or seven years following the end of the service period, the soldiers have the possibility of using the know-how of the staff of the Bundeswehr Vocational Advancement Service and its comprehensive range of activities and services.

In the year 2016, the Bundeswehr has spent a total of EUR 126,175,472.79 for the vocational advancement of soldiers. In view of the high annual military recruitment requirements, the Bundeswehr as an employer has to offer an attractive „portfolio“ to potential applicants. In addition to a performance-re-lated remuneration and a demanding task, the possibility of achieving educational and voca-tional qualifications is an important attractiveness and decision factor for the choice of occu-pation. With their daily work, the staff of the Bundeswehr Vocational Advancement Service contribute to maintaining the attractiveness of the Bundeswehr as an employer, thus ensuring the future operational readiness of the armed forces. Therefore, the required funds cannot be used in a better way.
