I am privileged and honoured to write this message as the

23rd president of the College of Ophthalmologists of Sri Lanka

to brief the events and work done in my tenure with great

success. The pillars of success are my council, members of the

College and the staff of the secretariat office, who worked

hard, throughout the year to keep everything well organized.

I appreciate the support given by the Ministry of Health, Vision

2020 Secretariat and other organizations to fulfill the targets

planned for this year.

PRESIDENT’S MESSAGE

I was proud to host the 23rd Annual Congress in collaboration with the 11th SAARC OphthalmologyCongress for the 3rd time in Sri Lanka in association with Colombo Retina Meeting at CinnamonGrand Hotel, Colombo. This international scientific congress bridges the SAARC ophthalmiccommunity together with advance scientific papers, presentations, live surgical workshops.The pre congress workshop on neuro-ophthalmology with excellent panel of international andlocal guest speakers held at Taj Samudra Hotel on 27th September 2014 was well attended.

We worked together as a team tirelessly to reach the goal of the theme, “Towards EliminatingAvoidable Blindness”. The activities initiated on prevention of childhood blindness andestablishing a registry for the blind will continue to progress. As the initial step 1st committeemeeting was held on 5th of December 2014 chaired by DGHS Dr. Palitha Maheepala and decidedto have the patients records at the Low Vision Clinic, National Eye Hospital, Colombo tostreamline the needs of visually impaired patients. The patients who have already registered atthe Social Service Department will be assessed and diagnosed by a consultant ophthalmologist.

This year under my presidency I was able to finalize the Guidelines for Vision Standards forDriving License and updated the ROP guidelines.

Under the Vision 2020 activities we were able to sign the MOU with Fred Hollows Foundation onBetter Vision Healthy Aging Program in Central Province and with Dialog Ataxia to fund theoptical workshop at National Eye Hospital, Colombo for issuing free spectacles for poor people.There were many cataract surgical eye camps conducted throughout the country. Glaucomalaunching programs and having a glaucoma desk at out patient departments were introduced inmany district hospitals.

As in previous years we had regular excellent academic workshops, monthly clinical meetingsto update the knowledge of our members of the College, post graduate trainees, generalpractitioners, medical officers in eye units, optometrists and ophthalmic nurses. Committee ofthe Glaucoma Interest Group organized two workshops on glaucoma for medical officers andophthalmic technologists.

The website was reactivated and the directory of the membership was updated.

The Annual General Meeting is scheduled to be held on 14th December 2014 followed by annualcricket match, netball match with sports events for kids followed by dinner. This day is the lastday of the calendar of my tenure.

I am proud to say that the success behind the work done is due to sharing the ideas, workingtogether as a team and listening to the members to keep the professional body to its higheststandards. The credit goes to my council and the members of the College.

I pay my gratitude to the Advisors, Treasurer and the Council members for being with me andhelping in many ways to make all activities a success. I am very thankful to the President of theOrganizing Committee of XIIth SAARC Congress Dr. D. Wariyapola and The President of Associationof Vitreo-Retina Specialists of Sri Lanka Dr. Saliya Pathirana and the two Jt. Secretaries of theSAARC organizing Committee Dr. K. A. Salvin and Dr. Kapila Banduthilaka for their tremendoussupport given to make the Scientific Congress a reality.

I have no doubt that the success behind all the work done during my tenure is my two JointSecretaries and my heartfelt gratitude goes out to Dr. Pradeepa Siriwardana and Dr. DilruwaniAryasingha who worked hard to their maximum by devoting their precious time and energythroughout the year.

My sincere appreciation goes out to my administrative officer Ms. Samanmalee Wewalwalaand, Administrative Officer of Association of Vitreo-Retnia Specialists of Sri Lanka, Ms. KumariGunawardene for their untiring effort in coordinating the work. They were truly the live wiresbehind the activities carried out during the year.

Finally I pay my sincere gratitude to all the members of the College, nonmember societies andpharmaceutical companies for the unstinted support given to make this year a success.

My best wishes go to the incoming president and her council for the Year 2015.

The council meetingsThere were nine council meetings during the year. The following important decisions weremade during these meetings.

• Submission of finalized guidelines for issuing driving licenses and ROP screening to theMinistry of Health.

• Establishing appointments for corneal and orbital specialists at the National Eye Hospitaland paediatric ophthalmologist at Sirimavo Bandaranaike Hospital, Peradeniya.

• Appointed focal point and sub focal point for cataract.

• All activities in the V2020 Programme to be conducted through focal points.

• Involvement of regional ophthalmologists as team leaders in V2020 activities.

• Appointed a committee to carry out the work to establish a register for the blind.

Meetings with the Director General Health ServicesThe Council had regular meetings with the DGHS to discuss matters pertinent to activities of theV2020 programme; the shortage of general ophthalmologists as well as ophthalmic technologistsin the Government Hospitals and appointments of sub specialized ophthalmologists in theMinistry of Health.

Academic activities:

1. Workshop for Primary Care Physicians

This was conducted on 23rd February 2014 at the Auditorium of the Teaching Hospital,Batticaloa, and was sponsored by the Primary Eye Care Programme of Vision 2020. Thefollowing lectures were delivered by Consultant Ophthalmologists.

2. Workshop on Glaucoma

This was organized by the Glaucoma Interest Group on the 02nd March 2014 at the Hotel TajSamudra, Colombo. The speakers were Dr. Ronnie Jacob Geroge and Dr. SathayanParthasarathi, Consultant Ophthalmologists from India. The following topics were covered.

• New trends in the management of glaucoma

• To treat or observe glaucoma suspects?

• How reliable are the nerve fibre layer analysis techniques in diagnosis and in follow upof glaucoma patients

• Trabeculectomy – my way – video presentations

3. Workshop for Primary Care Physicians

This was conducted on 16th March 2014 at the Centre for Sight Auditorium of the TeachingHospital, Kandy. This workshop was sponsored by Sante Pharmaceuticals. The followingtopics were covered by Consultant Ophthalmologists.

4. Workshop on Innovative Glaucoma Management Trends

The above workshop was held on two days, the 22nd and the 23rd of March 2014. The Workshopon the 22nd March (Saturday) was conducted from 6.30 p.m. to 8.30 p.m. followed by dinnerat Hotel Mahaweli Reach, Kandy. The Colombo meeting was held on the 23rd March (Sunday)from 9.00 a.m. -12.00 noon followed by lunch at Hotel Cinnamon Lakeside, Colombo. Theinvited guest speaker was Professor Tin Aung, MBBS, MMed(Ophth), FRCS(Ed), FRCOphth,FAMS, PhD(Lond), Executive Director, Singapore Eye Research Institute, Senior Consultantand Head, Glaucoma Service, Singapore National Eye Centre, Professor, Dept ofOphthalmology, Yong Loo Lin School of Medicine, National University of Singapore.

This workshop was held on the 01st June at the Centre for Sight Auditorium, TeachingHospital, Kandy.

Pre Congress workshop

A Pre Congress Workshop on Neuro Ophthalmology was conducted on the 27th September2014 at Hotel Taj Samudra, Colombo. This was conducted by the Guest Faculty Prof. Walter Jay(U.S.A.) Prof. Dan Milea (Singapore) and Dr. G. Ganapathy (India) and the Local FacultyDr. Padma Gunarathne, Consultant Neurologist and Dr. Champa Banagala. The Joint XIth Congress of the SAARC Academy of Ophthalmology the 23rd Annual Congress ofthe College of Ophthalmologists of Sri Lanka and the Colombo Retina Meeting 2014 was heldat the Cinnamon Grand Hotel, Colombo from the 28th September to 01st October 2014.

The Ceremonial Inauguration was held on the 28th September 2014 at Hotel Hilton, Colomboand His Excellency Mahinda Rajapakse, the President of the Democratic Socialist Republic ofSri Lanka and Hon. Maithripala Sirisena, Minister of Health and the Attorney General of SriLanka Hon. Palitha Fernando were invited to grace this occasion as Chief Guest and Guests ofhonour respectively. Due to official commitments both the President and the HonorableMinister were unable to be present Dr. Palitha Maheepala, Director General of Health Servicesrepresented the Hon Minister of Health. Dr. Charith Fonseka, read the Message from HisExcellency Mahinda Rajapakse President of the Democratic Socialist Republic of Sri Lanka andthe message from Hon. Maithripala Sirisena, Minister of Health was read by Dr. PalithaMaheepla, Director General of Health Services.

Honory fellowship

Honory fellowship of the College of Ophthalmologists of Sri Lanka was conferred to Dr. ChampaP Banagala MS, FRCS, whose citation was read by Dr. Dilruwani Aryasingha MD, FRCS and Dr. C.A. B. Makuloluwa MS, whose citation was read by Dr. Nalin Rajakaruna MS, FRCS.

The Scientific Sessions were conducted from 28th September to 01st October 2014 and therewas a considerable number of members of foreign and local faculty. This included highlyadvanced guest lectures, symposia, live surgical workshop, optometry workshops, free papersand poster presentations.

A brief resume of activities for 2014 – “LOW VISION REHABILITATION PROGRAMME”Sri Lanka

Introduction

Low vision a discipline under the national V2020Programme of the Ministry of Health Services which cameinto effect in 2005 with the launch of low vision clinics inKandy / Colombo and Karapitiya and subsequently tenclinics were operative in the peripheries.

All these clinics are functional and the services are offeredto the beneficiaries at no cost basis. Subsequently theOT’s manning the LV clinics in Kandy and Colomboparticipated at two weeks residential LV programmes inHong Kong. The national low vision programme in additionwas merited with a recognition certificate by the LCIF,Hong Kong.

Four of the ophthalmic technologists are now ready toleave to Aravind Eye Hospital, Madurai, India to follow atwo weeks residential and a comprehensive trainingmodule. The second batch has been scheduled to followduring the first quarter of 2015.

BLINDNESS SURVEYInland wide blindness survey was conducted (by 66 clusters). Results of statistical analysis isbeing awaited.

Special Education Involvements

A concept paper has been agreed upon on principle by the Secretary, Ministry of Education torestructure the special education unit incorporating facilities for low vision students. In additionfour resource centers have also been agreed initially in Colombo / Kandy / Jaffna and Galle. TheNational Institute of Education (NIE) and the Special Education Unit would monitor the activities.

Counseling Programmes

A two day residential workshop was concluded in Kandy for ophthalmic technologists and nursingofficers on counseling of low vision clients.

Services

1. All the low vision centres were strengthened with low vision devices.

2. Twenty lap tops with special disabled friendly software features were dispensed to visuallyimpaired undergraduates through the sponsorship of the CSR scheme of the CommercialBank Ltd.

3. The Director of the Department of Social Services was integrated to offer services to the lowvision clients.

4. The President of the College of Ophthalmologists of Sri Lanka, Dr. Lalitha Senarath, hasinitiated a protocol to assess the visually disabled and blind in the community.

5. The community rehabilitation of the low vision client’s programme in SL has gainedrecognition worldwide and has been invited to chair the South Asia region. The main conceptof the chairmanship is to formulate a protocol, guidelines and consensus to standardize lowvision care and services to the WHO. The final agreement meeting has been scheduled for2015 in Rome.

Diabetes Retinopathy Screening Program

The diabetes screening program has been gaining momentum from its inception due to thelarge amount of diabetics been diagnosed by the clinics. The first phase of the program wasprimarily aimed at developing community awareness and was done with considerable successby Dr. Tissa Senaratne the focal person before 2013. This led to an unprecedented demand forservices and we initiated the treatment arm of the program. As you must be aware the very highcost of equipment has been a stumbling block for this component. An intense lobbying programwas implemented by us and we have been able to secure funding through the NGO’s andthrough funding available in other programs to equip some of the hospitals with state of the artequipment. Amongst them the Pasqual laser for the THK and the laser machine to Kalutara andRagama are worth mentioning. 18 clinics have now designated diabetic eye screening programand awareness programs at these clinics are underway.

Dr. Deepane has been instrumental in initiating a medical officer based training program forscreening at a pilot level and it has now been decided to extend to other regions. The FocalPoint together with representatives from the National Eye Hospital and Co-focal Pointsparticipated in the National Diabetic day walk and attracted attention to this emerging problemand offered eye care to the participants. As this report goes to the press a mass screening fordiabetic patients is operational at the Eye Hospital Colombo.

Diabetic retinopathy screening clinic launched on Thursday 20/11/2014 at 8.30 a.m. at the GeneralHospital, Kegalle, presided by the Dr. Deepani Wewalwala, Consultant Ophthalmologist, EyeUnit, General Hospital, Kegalle and the Dr. Kapila Edussuriya, Coordinator for Vision 2020activities.

Formal procedure was started with thescreening a patient by Dr. DeepaniWewalwala. This clinic would functiondaily to screen diabetic patients. Theyare planning to conduct a special DRscreening clinic for the internal staff onevery Thursday. The clinic wouldfunction from 1.00 p.m. to 04.00 p.m.

One laptop and a dongle handed overto the Ms. Dinusha Samarasekera,Development Officer, Eye Unit and shewas mentored by Dr. Kapila. All thefiles, brouchers, posters and theinformation collection sheets handedover with the needed instruction. Allrecords are maintained through acentral monitoring system. Dr. Deepani Wewalwala screening a patient.

Dr. Deepani took keen interest in the activity and appreciated the resources. She briefed thesupporting doctors and staff regarding DR clinic works and advised them to do their level bestfor this purpose.

At the end Dr. Kapila had a brief discussion with Dr. Deepani and thanked her and her staff at theeye unit.

Inauguration of Designated Diabetic Eye Screening Clinic at theNational Eye Hospital, 27/11/2014

A much needed service of providing a screening clinic was inaugurated at the Eye Hospital,Colombo in the presence of the Director, National Eye Hospital, FP for DR screening, FP forchildhood blindness and representing our primary donor CBM of Germany, Mr. Gunaseelan at2.00 pm at the Room Number 2 of the Eye Hospital.

The first patient was registered in the clinic bythe director and the screening was offered tothe public who were gathered there. A webbased entry system was introduced and Dr. KapilaEdussuriya gave a short training to the data entrystaff and the nurse in charge of quality assuranceMs Nadi Rajakaruna. It is planned that this servicewill continue with the support of the otherconsultants at EHC.

He began the trainingproperly with a brief introduction of Vision 2020 and low vision activities. He briefly discussedimportance of screening and recording.

Then facilitators guided participants through a practice session. From this session participantsgained the confidence of using DR screening equipments.

After the practice session Dr. Pubudu Jayasekera, Consultant Physician, DGH, Kegalle enhancedthe knowledge in Medical Management of Diabetes Mellitus of the participants.

Our chief guest was Dr. PalithaMaheepala, DGHS and focal person ofV2020 who put the entire problem inperspective by explaining the habitsof the urban man and his susceptibilityto diabetes. He went on to explainover weight as a problem andsedentary life styles and how it hadcontributed to a large extent indiabetes causing severe end organdamage. The problem of vision and itseffects were highlighted and whatsteps had been taken by the MOH incombating this problem. He com-

Dr. Binara Amerasinghe addressed the gathering and explained the burden of the disease andpreventive strategies, while Dr. Deepanee Wewewala the sub focal point discussed the DiabeticRetinopathy Screening Program, Sri Lanka in detail. She also discussed the facilities madeavailable by this program to do screening for diabetic complications of the eye. Dr. CharithFonseka, representing the Vitreo-Retinal surgeons explained advanced care options in diabetesand the centers providing services. The final address was by Dr. Lalitha Senerath, PresidentCollege of Ophthalmologists who explained the role of the College in V2020 activities and theother blinding conditions which have an impact on the general population. An interestingquestion session followed by the joining on stage of focal person for cataract services Dr. KaladeviSivayoganathan.

Primary Eye Care Activities in 2014

• The refresher training of primary health care workers continued in Jaffna, Kalutara,Ampara, Batticaloa, Colombo.

College OfficeMs. Samanmalie Wewalwala continues to function as the College Administrative Secretary.Refurbishments were done in the College office and a new desk top computer was purchasedin May 2014 utilizing College funds. The auditing of the College accounts continues to be doneby Hewage & Company, Chartered Accountants.

College Publications

The College published two issues of the College Journal (Volume 19 No. 2, 2013 and Volume 20No. 1, 2014) during the Annual Sessions this year.

Activities of the Glaucoma Interest Group

Dr. Dushyantha Wariyapola completed his one year tenure as the Chairperson of the GlaucomaInterest Group in February 2014. Dr. Imalka Fonseka was nominated the new Chairperson. TheGlaucoma Interest Group organized two workshops on glaucoma for Ophthalmologists as wellas a workshop for Ophthalmic Technologists and Optometrists.

The Glaucoma Session in the Annual Congress was also organized by the Glaucoma InterestGroup.

In addition, various teaching sessions for post graduate trainees were organized and conductedby the Glaucoma Interest Group.

The GIG is in the process of incooperating a link in the College website where the memberscould post the problems in the management of glaucoma for discussion and starting a hotlinefor the general public to make inquiries on glaucoma.

Another achievement of the GIG is obtaining prostaglandin derivatives for Government Hospitalswhich will soon be a reality.

Module I Revision Course

The College has organized a revision course for candidates preparing for the OphthalmologyModule I examination this year as well. External lecturers from Universities of Colombo, SriJayawardenapura, Kelaniya and Peradeniya Medical Faculties as well as clinicians from differentfields participated as resource persons. The candidates appreciated this course very much andthe pass rates of Module 1 Ophthalmology exams increased over the past years, with 16candidates passing last year. This course was coordinated by Dr. Madhuwanthi Dissanayake andDr. K. A. Salvin for the year 2013.

For 2014 the revision course has just commenced with 69 participants and is being coordinatedby Dr. Madhuwanthi Dissanayake and Dr. K. A. Salvin and Dr. Kusum Rathnayake. The College isgrateful to the Director, Eye Hospital for providing the venue and appreciates the support givenby the administrative staff of the College in arranging and conducting these lectures.

Social Events

Annual Trip

The members and their families participated in the annual trip on the 9th November 2014 andthe venue this year was Jetwing Blue Hotel, Negombo. Transport was arranged for theparticipants from both Colombo and Kandy.

Appreciation Night

The organizing committee of SAO 2014 held an appreciation night for all the sponsors of SAO2014 at the Curry Leaf, Hilton Hotel, Colombo on the 12th of October 2014. Awards were presentedto sponsors.

Annual Cricket Match

The annual cricket match and the sports day will be held on the 14th December 2014 after theAGM. The members of the College, their families and the members from the pharmaceuticalsector will be participating. This will be held at the Health Ministry Grounds in Colombo from1.00 p.m. onwards. There will be a netball match and various activities for children and the daywill end with dinner.
