Banks urged to lower interest charges on housing loansPresident Jakaya Kikwete directed

the Ministry of Lands, Housing and Human Settlements Development to ensure that councils sell plots at affordable prices to enable Wananchi to buy houses built by the National Housing Corporation (NHC).

He also warned the councils to stop turning lands into a source of income by selling the plots in high prices to NHC and other investors, saying it has implication on the costs of the houses which will be built.

Kikwete made the remarks in Dar es Salaam when laying a foundation stone to mark the official construction of the NHC houses at Kigamboni, Kibada area.

A total of 290 houses will be constructed under the affordable houses scheme being implemented by the housing corporation.The President gave the example of some councils which buy plots for 6m/- from ordinary people and sell them for upto 300m/-. As a result the houses which will be built in the area automatically attract high prices, he said.

“This habit cannot be left to continue …the ministry responsible should work on it to ensure that councils sell plots at reasonable prices,” he stressed.

The President also directed the Ministry of Finance to hold discussions with banks which have entered into contract with NHC to provide loans to people so that they can buy the corporation’s houses to reduce interest rates.He said by doing so NHC will be in a position to sell the houses to many more people.He also advised the NHC for the coming years to open a financial institution so as to reduce dependence on banks.

For his part, Deputy Minister for Lands, Housing and Human Settlements Development Goodluck Ole Medeye said the housing project was implementation of a strategic plan aiming at building 15,000 housing units countrywide by 2015.

Explaining the project the NHC Managing Director Nehemia Mchechu, said implementation started in November this year and was expected to be completed in May next year, adding that the houses will be sold for between 45m/- and 52m/- per unit with VAT.Mchechu said the price went up because NHC was supposed to put up all infrastructures at Kibada that was supposed to be done by other institutions.

Meanwhile, the President handed over 36 modern homes to the victims of last year’s Gongo la Mboto bomb blast, assuring them that those who were not fully compensated after the tragedy will soon receive their compensation.

He however, instructed the Tanzania National Roads Agency (TANROADS) to fast track construction of the Banana-Kitunda Msongole Road in order to facilitate movement of people and commodities.

Kikwete said the government has spent over 665bn/- for compensation, renovation of some buildings, construction of new ones, food and medical treatment.Said Meck Sadiki, Dar es Salaam Regional Commissioner said the houses were to have been handed over to the victims in July this year, but the plan failed due to various reasons including shortage of funds and delays in acquiring land for to build the houses.

The real estate industry may see some large land deals these days, from the $200 million Penthouse in London to the

$2 billion Antilla building in Mumbai, but these pale in comparison to some historical land deals. Many of these land deals occurred at very low prices, even by historical standards.

The Alaskan PurchaseThe U.S. purchase of Alaska from Russia in 1867 is considered to be one of the largest land deals in history. Fearing another war with Britain after the Crimean War, Russia rushed to sell Alaska to the United States for just $7.2 million, or about two cents per acre, in order to

prevent nearby British Columbia from taking over the territory, and to bolster its struggling fi nances. How much is this land worth today? The state encompasses some 586,412 square miles, or more than 375 million acres. Even at a cost of just $100 per acre, that would equate to more than $37 billion. Moreover,

So, how much is the Louisiana Purchase worth today? The deal encompassed some 800,000 square miles, which equates to approximately 512,000,000 acres. With land costs today averaging between $1,000 and $4,000 per acre in the continental U.S., the total value of the Louisiana Purchase is therefore likely to be more than $1.2 trillion.

The Treaty of TordesillasBack in the 1400s and 1500s, Spain and Portugal were the world’s two largest superpowers carving up the world. The discovery of the New World by Christopher Columbus led to some disputes about who had rights to certain territories. Eventually, the two countries agreed to divide the world along a meridian 370 leagues west of the Cape Verde islands.Unfortunately, the New World turned out to move mostly west in direction and the deal turned out to be rather one-sided. Spain ended up colonizing the vast majority of South America with the exception of present-day Brazil, where Portuguese is still spoken.

After 1898, the treaty became somewhat obsolete as the two world superpowers grew less infl uential.While the total value of this deal is impossible to calculate, the control the Spain maintained over most of Latin America played an important role in history. The majority of the countries in the region asserted their independence in the early to mid 1800s. By the 1900s some Latin American countries were participating in the World Wars as U.S. allies.

The Bottom LineIt may be easy to gasp at the current real estate market and the tens to hundreds of millions of dollars spent acquiring palatial estates. However, these purchases seem inconsequential compared to a time when countries could sell an entire state.

The Louisiana PurchaseThe Louisiana Purchase from France in 1803 is another U.S. acuisition that’s considered to be one of the largest land deals ever. With a purchase price of just $15 million (or about $233 million in 2011 dollars), the U.S. added some 13 states worth of territories at less than three cents per acre (or less than 42 cents per acre in today’s dollars).

Interestingly, the Louisiana Purchase almost didn’t happen for a couple reasons. President Jefferson was widely criticized for acting above and beyond his constitutional authority, especially given his strict interpretation of the Constitution. Secondly, many Federalists worried that the U.S. was funding a war against Spain by selling to Napoleon in France.

MARKETING ANALYSIS is a study of the supply and demand conditions in specifi c area for a specifi c type of property or service. A market analysis report is generally prepared by someone with experience in real estate, economic, or marketing. It servers to help decide what type of project to develop and is also helpful in arranging permanent and construction fi nancing for a proposed development.

Example: The developer commissioned a market analysis to evaluate the need for luxury apartments in the St. Louis suburban market. Copies of the report were supplied to prospective lenders for this type of development

LISTING PRICE the price a seller puts on a property when it is placed on the market. Listing price, or ASKING PRICE, is generally considered a starting place for negotiation between the seller and a prospective buyer.Example: The home was listed at $350,000.prospective buyers knew they could purchase it for that amount or try to negotiate a lower price with selling concessions.

EXPRESS CONTRACT wrote agreement that includes elements need for a valid CONTRACT and specifi c terms of the contract. Contract with IMPLIED CONTRACT. Example: The AGREEMENT OF SALE was in writing, signed by the buyer and seller. It described the property, stated the price agreed upon, and specifi ed the terms of payment. It was an express contract. SECURITY DEPOSIT a cash payment required a landlord, to be held during the TERM of a LEASE to offset damages incurred due to actions of the tenant. Such damages my include physical damage to the property, theft property, failure to pay back rent and breaking the lease. FORFEITURE of the deposit does not absolve the tenant of further fi nancial LIABILITY. Laws in most states require landlord to hold the deposit in a separate account and refund the amount within a specifi ed time after termination of the lease.

Example A landlord requires a security deposit equal to one month’s rent, payable at the signing of the lease. An additional deposit is required for tenants with pets. At termination of the lease, the land lord inspects the rented unit. If there is no reason for forfeitures, the landlord refunds the deposit within 30 days.
