    EUFALDA

    Flight Dispatchers are the best kept secret of an airline.

    Whether a flight can be performed - in operational and

    technical terms - depends on a number of factors: wind,

    weather at destination and en route, navigation aidsand equipment, airport facilities, the aircraft`s technical

    condition and performance, fuel uplift needs and a lot

    more. The flight Dispatcher`s job is to coordinate all

    these variables to ensure that flight operation is

    conducted as safely and economically possible

    .

    Flight dispatchers are the heart of an airline.

    They are the main liaison to the

    cockpit crew. He/she is the personauthorized by the appropriate authorities

    or airlines to exercise Operational Control,

    Flight Planning, and In-flight Assistance.

    Especially in Europe the flight dispatcher also executes

    slot coordination between actual flights and Eurocontrol,

    i.e. the Central Flow Management Unit in

    Brussels/Belgium.

    1.Maersk Air B737 Birmingham, UK-Copenhagen, DK, 12/1999

    Encountered Severe WX, Outdated Info, DEST and ALT closed, Fuel Emergency landing in Billund,

    DK, 70K Winds. No Flight Watch.

    2.Hapag-Lloyd A310, Crete to Hannover, 7/2000

    Landing gear failed to retract, crew continued, incorrect fuel estimate,passed a number of suitable

    airports, fuel exhaustion while attempting to land at Vienna, aircraft destroyed.

    3.Swiss SAAB 2000 Basel to Hamburg, 7/2002

    Encountered Severe WX, DEST and ALT closed, Fuel Exhaustion,attempted landing at closed airport at night, Werneuchen, Berlin.A/C was vectored directly into

    severe WX by ATC. Aircraft destroyed. No ACARS

    4. SAS Airbus A330 Chicago-OHare- Stockholm, Swed., 10/2003.

    Continued with no holding fuel into low visibility approach, did missed approach, insufficient fuel to

    ALT, diverted to Helsinki with fuel emergency. Flight crew did not monitor fuel consumption or

    weather during flight.

    What is a Flight Dispatcher ?

    In some countries they are Licensed!

    Licence means that the local CAA has issued a

    License after the FOO has completed school withthe same theoretical knowledge as Pilots, i.e. in

    1/Rules & Regulations!

    2/Navigation Jet Aircraft!

    3/Meteorology incl. high altitude! 4/Application!

    5/Instruments and performance!

    What an Effective Flight

    Dispatch System Does1. Pre-Flight Planning.

    Considers weather, routing, fuel planning, alternates, NOTAMS, ATC Issues, terrain,

    ETOPS, aircraft performance, MELs, airport issues, economic considerations and any

    security issues.

    2. In Flight Monitoring/Flight Watch.

    Tracks the aircrafts progress and provides the flight crew with changes, and updates.

    Fuel burn versus plan, weather, ATC problems, navaid outages, airport conditions,

    aircraft systems problems, security issues, emergencies.

    3.The Flight Dispatcher works as a team member with the Commander/PIC.
