The general compilation procedure

The SSA calculations have been recorded on the basis of a sportspecific extraanalysis of the IOA by the Federal Statistical Office for reporting year 2008.• Results of the commodity-flow accounts as well as of the output matrix with regard

to the sports-related products SIO 9-digit numerical code goods identified inaccordance with the Vilnius Definition of Sport (approx. 423) 65 industries of economy all categories of final uses a total of 2,643 different products

• Valuation matrices concerning the transition from producers’ basic prices topurchasers’ market prices for the sport-relevant products

• The multi-stage SSA calculation procedure was carried out totally within the“limits” of the IOA, it has both “bottom-up” elements – in which results of the SSA are “extracted”

(more or less directly) from the extra analysis – and it has also “top-down” elements – in which the detailed results of sport-related

studies are “carried down” – in order to ensure consistency at the highly-detailed SIO 9-digit numerical code level for individual products within thesport-specific components of the final demand

The SSA compilation procedure was evaluated by the Federal StatisticalOffice during the project.

Specific conclusions concerning the German SSA

The German SSA at hand still meets many of the demandsmade by an SSA: it fulfills a statistical information function for politics, economy and

society. it provides a current picture of the diversity of the sport economy. it creates a raised awareness of the economic importance of sport. it facilitates an estimation of the central interrelationship between the

sport economy and other economy, as well as within the areas of thesport economy.

if regularly updated, it can serve to identify the growth segments in thesport economy and facilitate productivity analyses.

it can make a contribution towards economic foundation of sportingpolitical decisions.

and last but least it can serve the foundation of sport economic decisionsin companies, clubs and associations (e.g. advertising and sponsorshipbudgets, fixed capital investment decisions, etc.).

General conclusions concerning the SSA methodology

On account of the German SSA compilation experience thefollowing more general methodological comments resp.recommendations can be sum up in few words:

1) At least a primary data collection concerning sport-relatedexpenditure of private households is necessary for getting acomplete picture concerning the direct economic impact of sports

2) Supply and use tables (SUT) within the Input-Output accounts(IOA) should be the starting point for the SSA compilation because they are annually available (EU obligation) they are directly related to the commodity-flow accounts and output

accounts within the IOA due to the existence of valuation matrices enable a consistent

estimation of sport-related trade services they provide optimal connections to primary data collections,

business statistics, etc.

General conclusions concerning the SSA methodology

4) Clarifications concerning the Vilnius definition• Completeness with regard to sport-related products transportation expenses related to trips due to sports sport-related expenses for cleaning and washing and care (esp.

chemical products) inclusion of expenses directly related to gross fixed capital

formation with regard to sports facilities beyond “constructionservices”

• Level of detail of some sport-related product categories some of them seem to have no real relevance (e.g. antisera,

vaccine) or they are hardly resp. not seriously to quantify (e.g. expenses

related to doping)

3) What is the optimal detail level of the SSA results with regard tothe purpose of consulting the sport political decision makers?

5) Keep in mind that the SSA is a SNA based macroeconomicaccountant framework.
