Thefunds were arranged by George Smith Part-ners Principal and Managing Director SteveBram and Senior Vice President David Pas-cale. The funding is divided between a $56.5million senior loan and a $37 million mezza-nine loan. DJM will be using the proceeds tocontinue the development process at its Pa-cific City project.

National Public Works Weekwas celebrated recently andthere's no more important and

unsung city department than PublicWorks. It's the one you don't thinkabout unless something goes wrong. Ithelps you drive safely, drink safe waterand so much more. It works to protectyou 365 days a year.

One of the top Public Works De-partments is in Huntington Beach,CA, where 200 full-time and 30part-time employees apply theirmagic. Public Works tests waterquality more than 30,000 times ayear, maintains 360 miles of sewerlines and 29 lift stations (whichpump 9.5 million gallons of sewage

daily), deliver 9.5 billion gallons ofwater through 626 miles of pipe,maintain 143 signalized intersec-tions and 3,765 park, parking lotand street lights, as well as all cityvehicles and buildings (from CivicCenter, the Fire Stations and Li-braries to the Recreation facilities).

"It takes talented people to do thisand I've never worked with a better,more caring group than here in HB,"said Travis Hopkins, Director of Pub-lic Works. "They really take pride inwhat they do."

Public Works employees recentlyshowed residents exactly what they doat a special Surf City Night's exhibit.Billy Wallace, a certified arborist,stood by his tower truck explaininghow his group helps maintain 65,000trees. Rick Legere showed how hisfolks operate all the street valves andfire hydrants. "A small computer en-ables us to keep a history of each valveand what condition it's in," he said.Terry Tintle and his team maintain thestreet markings and stop signs. "Wetake our jobs very seriously becausethey involve you and your family'ssafety," said Tintle, one of several em-ployees with more than 30 years expe-

rience.Mark Birchfield works in "waste-

water," like Ed Norton of the fa-mous Jackie Gleason show, "TheHoneymooners." He jokes aboutNorton but also takes his job seri-ously. "If sewage gets into stormdrains it goes into the ocean," hesaid. "Twenty years ago, it took 24months to clean the city's sewer sys-tem. Ten years ago it took 12months. Today, it takes 7-8 monthsto clean because of new technologyand our trained personnel."

Birchfield showed how smallcameras, with tracks, like a tank,journey through sewer lines to helpidentify the problems. Chris Gray,

who retired after 37 years, explainedhow bad the city's infrastructureused to be. "We couldn't see insidethe sewers but now with the cameraand our CCTV trucks, you can seewhat needs to be done. Cleaning isdone with high pressure water,much faster and more efficientlythan before. There even are differentnozzles for grease, root cutting andcalcium deposits. We don't have todig up the streets as much as weused to and many pipes are linedfrom manhole to manhole."

HBPD - Ambassador ProgramThe Police Department is putting the final

touches on a Downtown Ambassador pro-gram set to Launch July, 14, 2014. The

program consists of adding onedaytime and two nighttime ambas-sadors who will provide additionalsecurity and hospitality services forour businesses and guests. The am-bassadors will help answer ques-tions, provide directions for guestsas well as observe and report on se-curity and quality of life issues im-pacting the Downtown area. Theambassadors will be licensed secu-rity guards hired through a contractwith a private company. They willbe trained on when to act versuswhen to observe and report to thePolice Department. Visit HB willprovide training on the local area,amenities, and business we have to

offer our guests. A component of the programalso includes linking the bar security personnel,the ambassadors, and the Downtown police offi-

cers via a security radio for better coordinationand more timely response. The program is start-ing this summer on a trial basis as a result of a

public private partnership with thePolice Department, the DowntownBusiness Im-provement District,Visit HB, and the Downtown barowners. Our goal is to provide amore comprehensive approach topublic safety Downtown wheremore people and businesses are ac-tively working to improve theDowntown experience. The pro-gram will run for 12 weeks begin-ning Monday, July 14, 2014, andwill be evaluated continually for ef-fectiveness. Once the program hasproven successful, the City will beengaging again with our partners toobtain permanent funding optionsto consider.

The Huntington Beach Police Department con-ducted a Sobriety/Drivers License Checkpointon Friday, May 23rd, 2014, on Main Street and

Palm Avenue from 7:15 PM to 2:20 AM. Checkpointsare placed in locations that have the greatest opportunityfor achieving drunk and drugged driving deterrence andprovide the greatest safety for officers and the public.Over the past 12 months, there have been 8 alcohol re-lated collisions on Main Street. These resulted in 2 in-

juries to the vehicles occupants. There have also been59 citations issued to drivers on Main Street for beingunlicensed or driving on a suspended/revoked license.

Sobriety/Drivers License checkpoints help lower DUIrelated deaths and injuries. A major component of thesecheckpoints in the deterrent effect it has on those whomight drive drunk and/or drug impaired, unlicensed, orwith a suspended/revoked license. Checkpoints help tobring more awareness to motorists and encourage

everyone to use sober designated drivers.According to the National Highway Traf-

fic Safety Administration (NHTSA),checkpoints have provided the most effective docu-mented results of any DUI enforcement strategies. Hereare some of our statistics from Friday’s checkpoint:

San Diego Padres pitcher Alex Torreswasn’t trying to make a fashion statement,

he was just trying to protect his head.Torres, a 26-year old lefthander from

Venezuela, became the first MLB pitcher to wear a protective cap in a gamewhen he was summoned from the bullpen in the eighth inning of the June 21game against the Dodgers. The new headwear is fitted with energy-diffusingprotective plates that create bulgesaround the sides and front of the cap.Not surprisingly, it’s heavier than thenormal baseball cap. The cap looksawkward, but its looks are no moreawkward than its name: isoBLOX.

No sooner had Torres taken themound then social media erupted withcomments, most of them negative andderogatory. Players, commentators,fans and even Torres’ wife mocked himfor donning the cap. The cap is ar-guably the ugliest item of clothing everworn on a baseball diamond, but forTorres, the wardrobe change was allabout safety, and with good reason. Everytime a pitcher takes the mound, he puts hiscareer – indeed his life - in jeopardy.

During the past several years, a numberof pitchers have taken a line drive to thenoggin, most notably the Arizona Dia-mondbacks’ Brandon McCarthy in 2012;Torres’ teammate last year with the TampaBay Rays, Alex Cobb; and CincinnatiReds reliever Aroldis Chapman during

Spring Training this year.McCarthy required emergency brain surgery to save his life. Cobb suffered

a concussion that cost him two months of the season. After taking a line driveto the face, Chapman’s injuries included broken bones in his left eye, a con-cussion, and a broken nose. He also had surgery to install a titanium plate inhis head. However, because Chapman was hit in the face, it’s doubtful thatthe protective headwear could have prevented his injuries.

Protection for pitchers is long overdue. A batted baseball can come back ata pitcher even faster than he throws it, sometimes in excess of 100 miles perhour. Although a pitcher begins his windup standing 60’ 6” from home plate,he finishes his stride much closer to the hitter, oftentimes off balance, makingit difficult to protect himself.

Total MLB payroll will exceed $3.5 billion this year and pitchers make up halfof a team’s roster. Therefore, it behooves the league to protect its investment.

This year the league adopted a new rule on blocking the plate which was de-signed to protect catchers. Beginning in 2008, MLB required

coaches to wear helmets on the field after a Minor League coachwas killed by a batted ball. Why should pitchers be left out?

Playing pinball with a pitcher’s head is no laughing mat-ter. Rather than being ridiculed, Torres should be com-mended for his intelligent decision to don the newprotective headwear.

Earlier this week, GovernorBrown signed legislation tobetter protect California’s stu-

dents by reforming the teacher dis-

missal process. Assembly Bill (AB)215, jointly authored by Assembly-member Joan Buchanan and SenatorLou Correa (D-Santa Ana), stream-lines the process for cases involvingteacher conduct that could jeopard-ize student safety. AB 215 will nowmake it more efficient and less ex-

pensive, while maintaining fairnessand teachers’ right to due process.

“Public safety, especially for chil-dren, is California’s biggest priority.

This law will better protect ourchildren by ensuring that anyteacher jeopardizing studentsafety is effectively removedso they can no longer prey oninnocent victims,” said Correa.

AB 215 would establish a bi-furcated process aimed atmoving the most serious andegregious cases toward closurein less time to keep our chil-dren safe in their learning en-vironments. Specifically thisadds “egregious misconduct”and defines such conduct ascertain sex offenses and drugoffenses, and child abuse in-cluding sexual abuse and neg-lect. The procedures for reviewmust commence within 60days of the employee’s de-mand for a hearing.

Earlier this year, Senator Correaintroduced legislation on reducingprocedural complexities in cases in-volving teacher misconduct and suc-cessfully negotiated the basic tenantsto AB 215, which received broadsupport from education and teachergroups.

According to the report, published in thejournal Preventing Chronic Disease, Col-orado and other Mountain-region states havethe highest alcohol-related death rates in thecountry -- several points higher than the na-tional average of one in 10 deaths.

New Mexico leads the country with 16.4percent of alcohol-related deaths, whileMaryland has the lowest rate at 7.5 percent.Regionally, Alaska and almost all of theMountain-region states have alcohol-relateddeath rates higher than the national average.The stark exception: Utah, which has someof the most restrictive alcohol selling andpurchasing laws in the U.S.

"Excessive alcohol use is a huge publichealth problem," study researcher Dr. RobertBrewer, of the CDC's Alcohol Program, toldThe Huffington Post. "It's killing people inthe prime of their lives."

For the report, CDC researchers tallied al-cohol-related causes of deaths from 2006 to2010. They scanned 54 different causes ofdeath linked to alcohol, which range fromacute conditions like violence, alcohol poi-soning and motor vehicle collisions, tochronic conditions like breast cancer andheart disease. Researchers estimate that ex-cessive drinking kills an average of 88,000people in the U.S. each year, and shortened

the lives of those who died by an average of30 years. About 70 percent of these deathsinvolve working-age adults ages 20 to 64.

But those counts could well be an under-estimate, said Brewer, because deaths frompneumonia, tuberculosis, HIV/AIDS andhepatitis C weren't part of the analysis. Ex-cessive alcohol consumption -- which theCDC defines as eight or more drinks perweek for a woman and 15 or more drinksper week for a man -- plays a significant rolein increasing risk for those diseases, as well.

"At the time we were putting this tool to-gether and coming up with the methodology,we just didn't have good estimates of the re-lationship between alcohol and certain con-ditions," Brewer explained. Additionally, thenumbers are based partly on self-reports ofalcohol consumption, and people generallytend to underreport the amount they drink.

"So even though it's a big number, we re-ally think this is a significant underesti-mate," said Brewer.

Alcohol is a toxin and known carcinogenthat can increase the risk for chronic healthconditions or escalate their severity. Becausean estimated 38 million Americans drink al-cohol excessively, there's a lot of potentialgood that could come from people choosingto drink just a little less, said Dr. DavidCrabb, director of the Indiana Alcohol Re-search Center. Crabb wasn't involved in thestudy, but praised the new research andechoed the need for intervention at an indi-vidual and public health level.

"A lot of the injury isn't just the people youconsider alcohol abusers, but a much a larger

group that binge drink or consume higherlevels than recommended -- more than 1 [to]2 drinks a day," Crabb told HuffPost.

One of the most important things drinkerscan do is educate themselves on the properserving sizes of their favorite beverages. Forinstance, one big wine glass may actuallyhold two servings, and a pint of craft beer willlikely have higher alcohol content than astandard 12-ounce beer, Crabb said.

Medical professionals can also do their partby asking questions about alcohol use duringprimary care check-ups and hospital visits,Crabb added. Even a brief "intervention"

about the dangers of heavy alcohol use canbe enough to encourage an estimated 25 per-cent of excessive drinkers to take the drinkingdown a notch.

And on a policy level, local governmentscan try to curb alcohol-related deaths by in-creasing state taxes for alcohol, regulating al-cohol store density and holding alcoholretailers legally responsible if they sell alco-hol to people they shouldn't.

Boeing unveiled itshydrogen-poweredPhantom Eye un-manned airborne sys-tem during a ceremonyin St. Louis on July 12.The demonstrator,which will stay aloft at 65,000 feet for up to four days, is powered by two 2-liter, four-cylinder engines that provide 150 horsepower each. It has a 150-foot wingspan, willcruise at approximately 150 knots and can carry up to a 450-pound payload.

"Phantom Eye is the first of its kind and could open up a whole new market in col-lecting data and communications," Darryl Davis, president of Boeing Phantom Works,said today at the unveiling ceremony in St. Louis. "It is a perfect example of turningan idea into a reality. It defines our rapid prototyping efforts and will demonstrate theart-of-the-possible when it comes to persistent intelligence, surveillance and recon-naissance. The capabilities inherent in Phantom Eye's design will offer game-changingopportunities for our military, civil and commercial customers."

Boeing Defense, Space & Security President and CEO Dennis Muilenburg ad-dresses the crowd of employees gathered in St. Louis to view the Phantom Eye, a hy-drogen-powered unmanned airborne system.

Later this summer, Phantom Eye will be shipped to NASA’s Dryden Flight ResearchCenter at Edwards Air Force Base, Calif., to begin a series of ground and taxi tests inpreparation for its first flight in early 2011. That debut flight is expected to last be-tween four and eight hours.

"The program is moving quickly, and it’s exciting to be part of such a unique air-craft," said Drew Mallow, Phantom Eye program manager for Boeing. "The hydrogenpropulsion system will be the key to Phantom Eye's success. It is very efficient andoffers great fuel economy, and its only byproduct is water, so it's also an environmen-tally responsible aircraft."

read reports about en-vironmental threats to

women’s health, but aren’t therealso concerns about which men should be especially vigi-lant? ~ Jay Walsh, Boston, MA

Indeed, women aren’t the only ones who should be worriedabout environmental threats. A recently released report(“Men’s Health: What You Don’t Know Might Hurt You”)by the non-profit Environmental Working Group (EWG)concludes that environmental exposures may have majornegative impacts on men’s health as well, and outlines waysthat guys can avoid some of the major risks.

“Most men understand that smart lifestyle choices—suchas exercising regularly, eating a healthful diet and not smok-ing—make a big difference in staying healthy,” says EWGresearcher and report author Paul Pestano. “However, whatmany men might not know is that research in the last fewdecades has shown that environmental exposures may con-tribute to majordiseases andhealth concernsthat especiallyaffect men, in-cluding heartdisease, prostatecancer and infer-tility.” He addsthat toxic sub-stances in drink-ing water, food,food packagingand personalcare productshave all beenlinked to serioushealth problemsthat affect mil-lions of Ameri-can men.

According to EWG, men’s heart disease risks are exac-erbated by exposure to mercury in certain seafoods, Teflonchemicals in non-stick cookware, and bisphenol-A (BPA)in hard plastic containers and canned foods. Additionally,arsenic and lead in drinking water supplies is a contributingfactor in elevated heart disease risks for men. Meanwhile,certain agricultural pesticides common on fruits and veg-etables as well as polychlorinated biphenyls (PCBs) thatbuild up in meat and dairy products have been associatedwith prostate cancer, the second most common cause ofcancer for American men. And exposures to lead, pesti-cides and chemicals in personal care products contributeto low sperm counts, infertility and other reproductive is-sues for men. EWG also underscores the importance oflimiting sun exposure, as men face a higher risk of devel-oping melanoma than women.

“While genetics can predetermine certain health out-comes, there are a number of ways men can dramaticallyreduce their potentially harmful environmental exposures,”Pestano says. Some tips include:

• investing in a water filter system specifically de-

signed to reduce exposure to lead, arsenic and other drink-ing water contaminants (see EWG’s “Water Filter BuyingGuide” to find the right one);

• avoiding canned foods and plastic containers with therecycling code #7 to limit BPA exposure;

• using personal care products that don’t contain phtha-lates, parabens or other potential contaminants (see EWG’s“Skin Deep” database that lists toxic chemicals in some69,000 personal care products);

• choosing conventionally grown fruits and vegetablesthat have the fewest pesticide residues and buying the or-ganic versions of certain types of produce that otherwiserely heavily on chemicals (EWG’s “Dirty Dozen” guidelists apples, grapes, strawberries, celery, peaches, spinachand sweet bell peppers as the worst offenders among oth-ers); and

• using proper sun cover and getting regular skin checkswith a dermatologist to reduce melanoma risks.

By following these guidelines along with eating ahealthy, varied diet and getting regular exercise, men cansignificantly reduce their health risks and potentially addyears to their lives.

compiled by the drinks business together withIntangible Business, sees the world’s most in-fluential wine and spirits brands pitted againsteach other to determine the world’s most powerfulbased on a scoring matrix. (see below)

Focusing on thewine sector, manyof the industry’sbig hitters returnedthis year to taketheir place in thetop 10, with somesignificant shifts.

In a top 10 dom-inated almost en-tirely by US andAustralian winer-ies, one Chileanwinery stood out asthe world’s mostpowerful climbingtwo spots to becrowned theworld’s most pow-erful wine brand.

Barefoot, ownedby California’s E&J Gallo winery, made its debutin the power 10 sliding comfortably into 5th place,while US wine giant Blossom Hill narrowlymissed out on a top 10 place having been pushedto 11th.

Americans Know Driving Drunk andDistracted Is Dangerous, Do It Anyway

and they know it. A new Harris Poll found the vastmajority of Americans recognize the dangers ofdrunk driving, texting while driving and other dis-tractions, but many still engage in these activitiesanyway.

According to the poll, nearly all Americans (94percent) believe drinking three or more drinks thendriving is dangerous or very dangerous. Buzzeddriving didn't get a pass either: Sixty-eight percentof Americans believe driving after one or two drinksis still a hazard. Still, 37 percent of those surveyedwho drink alcohol say they've driven when theyknew they probably had too much. Three in tenagreed that they are more likely to get behind thewheel after a few drinks if they only have to drive ashort distance.

Texting spurred similar reactions, with 94 percentbelieving that sending texts while driving is danger-

ous and 91 percent believing that reading texts whiledriving is dangerous or very dangerous. Eventhough texting while driving is known to be highlyrisky, 45 percent have read texts (15 percent fre-quently doing so) and 37 percent admitted to send-ing a text (14 percent doing so frequently) while

behind the wheel. Two-thirds of people surveyedsaid speaking on the phone is dangerous, but only36 percent said using a hands free device is just asdangerous.

Millennials were the worst offenders in the study.Roughly one-fourth of drivers from this generationadmitted to frequently talking on a cell phone, send-ing text messages and writing text messages whiledriving. To be fair, previous studies have suggestedthat parents may be just as guilty of this risky be-havior as the younger generations.

Some other scary distractions drivers have coppedto: One in four admitted to engaging in personalgrooming while driving, another quarter said theyposted to social media, 19 percent said they haveread a book, magazine or newspaper and 13 percenthave watched a video on a smartphone or tabletwhile behind the wheel.

Moms Better Traveling

AOL Auto inserts a gender preference to the roadtrip notion..."Sorry, dads, you're the better driv-

ers, but as road trip companions, you come up a littleshort. According to a new study from Visiting Angels,an in-home care company, 54 percent of adult chil-dren would rather take a trip with their mother thantheir father.

The group asked 400 adults with parents at least 65years old who would be a better road trip companion.Moms won, with 65 percent saying she kept the carcleaner than dads and 60 percent saying she pickedbetter music. Sixty percent said dads were too con-trolling.

Even though Dad was determined to be more likelyto engage in bad driving habits, more likely to engagein road rage and more likely to nod off behind thewheel, 63 percent still considered him better driver.Almost a third of respondents said moms drive tooslowly. Eighty-five percent said they were more likelyto ask for directions.

Inside the car, though, Mom was less annoying, acritical attribute for a road trip companion, though 63percent did say their moms would subject them todeep conversations from which there was no escape.Apparently, however, the assault on the ears one getswith Mom is preferable to the assault on the nose thatcomes from Dad: 77 percent said their fathers weremore likely to pass gas in the car.

In the six years since the Great Recession first started, the government’smost expansive tool to combat the recession and stimulate growth hasbeen its Quantitative Easing (QE) program. The initial round of QE

was insufficient to spur on theeconomy, so when that endedwe added a second round.When that second attempt wasstill not good enough, weadded a third. As that thirdround winds down andnears completion wefind ourselves ask-ing questions notjust to determine ifit was worth it, butdid it work at all?

The data sug-gests that QE maynot have had anyreal effect on stim-ulating economicgrowth. Accordingto the Bureau ofLabor Statistics, therewere 146.6 millionAmericans gainfully em-ployed before the start of thegreat recession. Today there are145.8 million Americans working– 800,000 fewer than seven yearsago. In that same time, the Labor ForceParticipation Rate, which measures the percent-age of Americans working, has fallen to a mere 62.8% - the lowest readingsince 1978. These statistics send a clear signal that the labor markets havenot recovered during the time QE has been in effect.

The most recent reading on first quarter Gross Domestic Product (GDP)was another major disappointment, showing that the economy actuallycontracted by 2.9%. This was the worst reading on GDP since the peakof the Great Recession in early 2009.

The GDP data showed that the contraction was not limited to a specific

area. Rather, it was more indicative of an“across the board” contraction. Cuts were madein private inventory investments, state and localgovernment spending, exports, and fixed in-vestments (both residential and non-residential).

The most concerning part of the report was that consumer spending,the primary component of our nation’s GDP,was also revised lower.

So were the QE programs worth the over $4Trillion we spent on them? Perhaps that de-pends who you ask. Wall Street sure likes itas the sustained era of cheap money has pro-pelled stock markets to record highs. Thosefortunate enough to remain gainfully em-

ployed have also benefitted as low mortgagerates have propelled housing affordability to

multi-year highs.Overall though, QE has been an economic dis-

appointment as the US economy overall continues tostruggle. The argument could always be made that the

situation would be worse if QE had never happened. Thisis a hypothetical argument that no one will ever know the true

answer to. But factual data and economic statistics leave littledoubt that QE reached its full desired effect. As future genera-

tions work to pay back the record deficits and national debt thathas resulted in the meantime, the question they will likely ask for

decades is, “was it worth it?”

for months, individual damaged panels can be fixed in amatter of minutes because nearby panels deliver automatedalerts to electricians. They can even store and treatstormwater that erodes current byways and put an end to aWi-Fi-less America.

Most impressive is Solar Roadways' energy and capitalpotential: The Brusaws did the math and found their panelsmore than pay for themselves. Solar panel technology isnot cheap when done correctly, but Solar Roadways couldconceivably produce more than three times the electricityAmericans use each year.

That energy would power homes, roads, and as of today,even the White House. President Obama announced a planto push solar energy in 2010 and is reinforcing his intentby symbolically reinstalling solar panels at 1600 Pennsyl-vania Avenue.
