The University of Colorado atColorado Springs (UCCS) isa campus in transition. TheUniversity has served theregion for over 35 years fromthe existing campus, the 80-acre Cragmor zone. UCCShas embarked on transform-ing its 508-acre campuslands to serve the expandingdemand for higher education.Targeted as the growth cam-pus of the University ofColorado four-campus sys-tem, UCCS seeks to strategi-cally identify its needs andpriorities. This includes maxi-mizing its potential for educa-tion and serving as an exam-ple for responsible develop-ment of its resources.

To this end, UCCS pre-pared this Long RangeDevelopment Plan and theMaster Plan to guide itscampus's long-term growth,and to meet the immediateeducational demands of theregion.

UCCS is committedtoward becoming a dynamic,vital, growing institution as a"new generation university" -one which serves a broaderrange of students. Marketforces will drive future enroll-ment, largely from the grow-

ing relationship betweenUCCS and the greater PikesPeak and southern Coloradoregions. The success of theUniversity will be largely influ-enced by the institution'sability to respond to thegrowing demand of its serv-ice area. Important aspectsare to attract and retain full-time and out of state stu-dents, and to foster the flexi-bility and foresight to accom-modate the changing needsof its clientele. UCCS's focusis to capitalize on the oppor-tunities of the future, shed-ding outdated paradigmsand practices.

As the only public univer-sity within the Pikes Peakregion, UCCS has respondedto the area's infusion of hightech industries and militaryinstallations by meeting theirspecialized needs. TheUniversity has establisheddoctoral programs in electri-cal engineering and comput-er science, and offers cours-es in space studies. Newlyestablished bachelors andmasters programs inmechanical engineering werethe result of input from thelocal industry.

from its historic status as acommuter campus, to oneinfused with a residentialcampus community. Therecent addition of the resi-dential village within theCragmor zone has had a sig-nificant impact on the emerg-ing campus community,broadening the identity of theUniversity.

THE LONG RANGEDEVELOPMENT PLAN

The UCCS Long RangeDevelopment plan (LRDP)serves as the principal policydocument to guide the futureconservation and develop-ment of the campus lands, insupport of UCCS's educa-tional mission.

Similar to a general planor comprehensive plan for acity, the LRDP provides abroad vision and understand-ing of the campus's physicaldevelopment. The plan is pri-marily formed by academicprogrammatic needs, landuse, open space, and pedes-trian and vehicular circula-tion.

The framework providedby the LRDP is flexible to beresponsive to changing con-ditions. Specific guidance

and direction for campus siteand building design will occurin detailed studies to followthe LRDP as a basis for thecampus’s build-out.

THE MASTER PLAN

UCCS's physical Master Plansets forth the physical frame-work to guide the campus'searly development, repre-senting a growth phase onthe way to the full implemen-tation of the LRDP. The phys-ical Master Plan encompass-es elements of campusorganization, land and build-ing use, vehicular and pedes-trian circulation, infrastruc-ture, open space, relation-ship to the community, sensi-tivity to the campus site, andbuilding design to ensurecompliance with physicalmaster plan principles.

EDUCATIONAL VISIONOF THE UNIVERSITY

The two physical plans, theLRDP and the Master Plan,build upon the educationalvision of the University asexpressed in its MissionStatement and VisionStatement:

Mission Statement

The Colorado Springs cam-pus of the University ofColorado shall be a compre-hensive baccalaureate liberalarts and sciences institutionwith selective admissionstandards. The ColoradoSprings campus shall provideselected professional pro-grams and such graduateprograms as will serve theneeds of the ColoradoSprings metropolitan area,emphasizing those profes-sional programs not offeredby other institutions of highereducation.

Vision Statement

We will provide a publicundergraduate educationunexcelled in the state andselected excellent graduateprograms.

COLORADO SPRINGS

The early development ofColorado Springs was basedprimarily on mining and thetourist/health trade. Themountain beauty of theRockies was promotedthrough the paintings ofBierstadt, who considered

this area to have the power-ful qualities of the HudsonBay and Yosemite land-scapes.

On Bierstadt's early tripsin the mid-1800's, he pro-duced paintings emphasizingthe beauty of the high coun-try wilderness. The characterof the Rockies relayedthrough these paintings wasreferenced to the EuropeanAlps. Both Denver andColorado Springs becameprincipal tourist gateways fortrips into the Rocky MountainFront Range.

In 1883, the railroad lineswere completed linkingDenver with Salt Lake Cityand points west. While theearly tourist trade was princi-pally for elite Americans, thecompletion of the railroadlines made the journeyaccessible to a larger varietyof people.

The City of ColoradoSprings was founded byWilliam Jackson Palmer, arailroad magnate who provid-ed visionary direction for itsdevelopment. His vision ofthe "Fountain Colony" had autopian quality. The city wasplanned as a 2,000-acre plat

in a grid format, with strate-gic views of the adjacentRockies, grandly scaledavenues, lavish city parks,and upright social policies.

The City and region con-tinued to grow based on itsoutdoor adventure andhealth mecca industries, butalso on the strong socialfoundations and institutionssuch as The ColoradoCollege.

Since the 1950's, thecommunity has been stronglyinfluenced by the presence ofthe military and space agetechnology. The presence ofthe Air Force Academy andNORAD have formed animportant economic base forthe region. This regionalemphasis on technology wasa magnet for the high techfirms, such as Hewlett-Packard, to establish a localpresence. Colorado Springsis now rapidly developing asan important high-tech cen-ter for Colorado. At the sametime, Colorado Springs con-tinues to be attractive for itsyear round recreational activi-ties provided by the moun-tains. The present populationof the metropolitan area isnearly a half million people,

and the area continues togrow at a rapid rate.

TRANSPORTATION CONTEXT

The UCCS campus is locat-ed one half mile east ofInterstate 25 at Garden ofthe Gods Road and AustinBluffs Parkway. The existingcampus and undevelopedland holdings are directlybounded by primary arterialroadway edges on both thesouth (Austin Bluffs Parkway)and west (North NevadaAvenue/ SH85). Currently,the majority of theUniversity's facilities and sur-face parking are accessedfrom Austin Bluffs Parkway. Asecondary access fromNevada Avenue serves theBethel College of Nursingand Health Sciences and theFour Diamonds sports com-plex remote parking.

Austin Bluffs Parkway issignificant in the regionalcontext as one of a limitednumber of facilities that crossthe entire breadth of thecommunity, east to west.Nevada Avenue provides thesame class of north-southconnectivity, extending souththrough the Central BusinessDistrict to connect with SH

115, a gateway to SouthernColorado. North of the cam-pus, Nevada Avenue termi-nates as a freeway on-rampto I-25 northbound, providinghigh-speed connection todestinations to the north. Tothe east of the current UCCSmain entrance, Austin BluffsParkway meets UnionBoulevard. Proximity to thisintersection provides thecampus yet another intercon-nection to the region's majorroad network.

The position of the cam-pus with respect to theregional roadway networkprovides favorable access viaprivate automobile. The adja-cent roadways that providean asset with respect toaccessibility, however, alsopose certain liabilities. In agrowing urban area such asColorado Springs, arterialroadways are associatedwith increased noise genera-tion, higher traffic volumes,intermittent congestion, andincreased travel speeds.They can also render adja-cent land uses vulnerable toimpacts of roadway wideningor new roadway constructionin the continuing effort tomeet ever-expanding road-

way capacity needs. In this context, the goals

and responsibilities of theUniversity can be at oddswith those of local govern-ment. Whereas local jurisdic-tions strive to preserve andexpand limited arterial road-way capacity and completesystem interconnectivity; theUniversity must effectivelyaccess its land. This isaccomplished by providingconvenient, potentially fre-quent access points to thecampus, which may effectarterial roadways negatively.

Poor Public Transit

As with roadways, the cam-pus is well positioned to beserved by regional networksof on-street bikeways, off-street trails and public transit.However, the campus is cur-rently directly served by onlytwo Springs Transit busroutes. The transit does notprovide a viable travel optionfor most students, staff andfaculty. The level of servicecurrently provided by thesystem falls short of anattractive or workable meansof traveling to and from thecampus. Regional populationdensities and land use distri-

bution make the communitydifficult to serve cost effec-tively. The present system isconfigured to attract primarilytransit dependent users.

Problems with the systeminclude poor connectivity,infrequent service and limitedhours of operation. Theresulting effect is the strongdominance of private auto-mobile as the mode prefer-ence for travel to and fromthe campus. With thisdependence on the privateautomobile, there is an asso-ciated burden on theUniversity to provide ade-quate parking.

Through compromise andcreativity, a tenuous balancehas been achieved by theUniversity that the LRDP andMaster Plan must build upon.Shuttle service between FourDiamonds parking facilitiesoff Nevada, to the Cragmorzone, operates on 20-minuteheadways. A circulator shut-tle operating on shorter 15-minute headways intercon-nects distant parking lotswith University facilities withinthe Cragmor zone. For acampus necessarily dominat-ed by private automobileaccess, parking is and will

continue to be a focus inplanning for the future.

Changing Traffic Patterns

A committed roadwayimprovement project sched-uled for full completion in2005, promises to greatlyenhance the access to thecampus, while triggeringfavorable redevelopment ofland parcels adjacent to theUniversity on NevadaAvenue. This ambitious proj-ect will reconstruct andmerge the I-25 interchangesat Rockrimmon Boulevardand Nevada Avenue, provid-ing the direct connection ofNevada Avenue toRockrimmon Boulevard,across I-25. This project willbenefit the campus bychanging the character oftraffic operation on NevadaAvenue. The function andcharacter of the Avenue willchange from an interstate, toa boulevard. This will allowfor development and activityto occur along NevadaAvenue which will be favor-able to the University.

While the majority of UCCS studentstake a full course schedule, theywork, on average, 32 hoursa week.

HISTORY AND FUTUREOF THE CAMPUS

The site of the UCCScampus was originally theCragmor Sanatorium, found-ed in 1914 for tuberculouspatients, continuing to 1962,when it was deeded to theUniversity of Colorado.

In 1952, the University ofColorado formed an exten-sion in Colorado Springs.The campus relocated to theCragmor site in 1965 whenthe original 80-acre campusopened to classes. In 1971,the first new building for thecampus was completed,Dwire Hall, a classroomlibrary facility.

In 1973, the Universitydeveloped a campus masterplan. From 1974 to 1985, anadditional library classroombuilding, a student center,and the science and engi-neering buildings were com-pleted. During this period,Virginia Trembly donatedlands north of the Cragmorsite, a section of whichbecame the Four DiamondsSports Complex. In 1982,the University acquired tworemote parcels, the 480-acre Howard Property, andthe 210-acre Penn Mountain

Property near Fairplay,Colorado.

In 1993, Dr. Linda BunnellShade became the seventhchancellor of UCCS, anddeveloped a vision for thecurrent physical and aca-demic growth of theUniversity. From 1996-1997,significant additional con-struction was completed,with the addition of theHousing Village - the firsthousing for the campus,Columbine Hall - a classroom-office building, the CampusServices building, and theFamily Development Center.In 1998, construction beganon El Pomar Center and theexpansion of the KraemerFamily Library as well as anexpansion of the campusUniversity Center.

The 508-acre campus iscomprised of the original 80-acre Cragmor zone and theadditional 428 acres whichhave been donated oracquired by the Universitysince 1965. Located at thefoot of Austin Bluffs in north-east Colorado Springs, thecampus offers expansiveviews to the west of theFront Range of the Rockies.

Growth Campus

UCCS is designated thegrowth campus for theUniversity of Colorado sys-tem. UCCS has recentlyexperienced a rate of growthunsurpassed amongColorado's public researchand four-year institutions,with a 27% growth in studentFTE from 1994-2000. OtherColorado four-year institu-tions experienced a 4%increase during this time. Thecampus has nearly doubledin the capacity of its facilitiesin the past five years.Relative to the more estab-lished University of Coloradocampuses, UCCS’s campusis in its youth, and is appro-priately positioned to growconsiderably in support ofthe regional and nationaleducational needs.

APPROACH ANDMETHODOLOGY

UCCS set two programmaticmandates for the campusplans:• To determine the site's student capacity based onreasonable and responsible development;• To provide the facilitiesneeded for the near-term to

educate 10,000 students(headcount).

In preparation for thisplanning, UCCS undertooktwo supportive planningtasks. The first is a set ofanalytic drawings preparedusing geographic informationsystem (GIS) technology. Theanalyses addressed numer-ous aspects of the physicalcharacter of the campus,including soils, vegetation,topography, and hydrology.This study provided a signifi-cant information base.

In the second effort, thecampus prepared a pro-grammatic estimate of facili-ties required to meet theneeds of 10,000 students,utilizing applicable standardsset forth by the ColoradoCommission on HigherEducation.

In addition, an importantaspect of the development ofthe LRDP and Master Plan,was the extensive outreachprogram executed by theUniversity. This outreach pro-gram included group partici-pation of students, facultyand staff on campus, as wellas a large number of individ-uals from the ColoradoSprings community, officials

from the City of ColoradoSprings, and the DesignReview Board and Regentsof the University of Coloradosystem. Through the phasesof plan development listedbelow, extensive meetingsand worksessions were heldwith all of these groups, toinvolve them in the process,and keep them appraised ofthe direction being devel-oped for the campus’ future.

UCCS developed theLRDP and Master Plan inthree phases that led fromgoals and programmaticaccommodation to alterna-tives, finally culminating in thecurrent plan. The three phas-es of the planning effort areas follows.

Phase One

Phase One began with theidentification of theUniversity's goals for theLRDP and Master Plan. TheUniversity held interviewswith campus resourcegroups and individuals togain an understanding of thespectrum of needs anddirections for the campus'sdevelopment.

Concurrent with the goaldevelopment, UCCS investi-

gated campus resources toascertain the physical condi-tions, capacities, and poten-tials of the campus.

Phase Two

Phase Two included tworounds of concept develop-ment and assessment ofalternatives, concluding withthe selection of a preferredconcept. The concepts holis-tically address campusdevelopment, while strategi-cally identifying ways to pro-mote connectivity and inter-action among students, fac-ulty, and staff.

Comprehensively, thealternatives addressed thecampus framework and theaccommodation of facilityneeds identified through theprogramming work conduct-ed in Phase One.

Phase Three

The third phase included thedocumentation of the plan,summarizing findings identi-fied in the prior phases ofwork, and delineating theelements that form the LRDPand Master Plan.

ing flexible to be responsiveto resource allocations andphasing compatibility. TheLRDP recommendations arebroad in character (i.e. landuse and circulation), while theMaster Plan addressesgreater specificity (i.e. build-ing and open space develop-ment areas).

GOALS OF THE LONG RANGEDEVELOPMENT PLAN

The planning process forUCCS is grounded in a set ofgoals abstracted from work-sessions held with the cam-pus community. These goalsserve as a benchmark toguide and measure the suc-cess of the campus planningand implementation.

Guide the University'stransition

Guide the physical growthand change needed toimprove the quality of theeducation and the campusenvironment, while maintain-ing the essence of the insti-tution's original core values.As the institution grows, rec-ognize the needs of theUniversity's core users: resi-dent and commuting stu-dents, researchers, faculty,and staff.

Strengthen theUniversity's image

Form a strong clear physicalidentity to strengthen theUniversity's image on and offcampus.

Enhance and supportpartnerships with thelocal and world-widecommunity

Integrate and strategicallyuse community, regional,state, and national partner-ships (public and private) tocreate physical and program-matic connections betweenthe community and theUniversity.

Capitalize on the cam-pus's rich natural envi-ronment

The UCCS lands form aspectacular setting for thiseducational institution, offer-ing an image for the campus,a draw for students, and avariety of educational experi-ences. Strengthen the con-nection of campus buildingsand outdoor spaces.Develop the campus toenhance the campus lands,demonstrate stewardship ofthe land, provide for a safe -accessible campus, andacknowledge the importance

of the campus’s spectacularsetting.

Personalize the campus

The University has estab-lished a strong educationalfoundation through the quali-ty of the comprehensive andpersonalized educationalexperience it offers. Developthe campus to create a com-prehensive and personal,pedestrian-friendly environ-ment.

Balance student and fac-ulty needs with effectiveuse of resources

Assess patterns of classscheduling, parking, use ofUniversity buildings, andfunding to provide key servic-es to University students,faculty, and staff while opti-mizing the use of Universityphysical and financialresources. �

Developing the program forthe University of Colorado atColorado Springs entailscombining the strategy of theinstitution's educational goalsand the physical capacity ofthe campus lands.

Specifically, the educa-tional program addresses theuses supporting the UCCSeducational mission in rela-tionship to the campus land’scapacity. The basis of theLong Range DevelopmentPlan (LRDP) is to balancethese two comprehensiveelements - educational mis-sion and campus capacity.

The 1999 campus full-time equivalent populationwas comprised of 4,964 stu-dents, 346 faculty, and 275staff. The programmaticspace needs for theUniversity were estimated forthe LRDP and the MasterPlan. The Long RangeDevelopment Plan estimatedspace needs based on thecarrying capacity of the cam-pus at build-out, expressedas a range of 15,000 to24,000 headcount (11,600FTE to 18,000 FTE). The strategic addition ofthe first residential housing in1997 created a cultural anddemographic shift in theUCCS student population.Coupled with a favorable fac-ulty student ratio, the resi-dential village fosters a colle-gial atmosphere on the cam-pus. This is a quality that thestudents and faculty wish tosee intensified as the cam-pus develops.

With the addition of resi-dential housing, the percent-age of traditional age stu-dents has increased. Whiletheir numbers are small inproportion to the total stu-dent body, the impact of thisshift is quite significant. Theresidents' 24-hour presenceincreases demand for ancil-lary facilities and supportiveUniversity staff. UCCS's goalto achieve a 25% out-of-state student enrollmentemphasizes the importanceof expanding the residentialhousing in years to come.

While the campus willshift culturally with anincreased residential compo-nent, the University recog-nizes that this is only onecomponent of the campus'svalue and strength. Equally

valued are the commutingstudents, who have been thehistoric mainstay of the cam-pus. These commuting stu-dents are exceptional sincemost take full time courseschedules in combinationwith full time or part timejobs, averaging 32 hours aweek. The third componentare students seeking contin-uing education andadvanced degrees. As such,the program for the LRDPand the Master Plan seeks abalance to meet the long-term goals and the immedi-ate needs of the institution.

The program for both theLRDP and the Master Plansupports two significantUniversity policy statements:The Total LearningEnvironment (TLE) initiative,and the Academic MasterPlan.

TLE PROGRAM FOR UCCS

The Total LearningEnvironment (TLE) initiative isa system wide plan thatguides all four University ofColorado academic campus-es. UCCS has produced aTLE refinement of the overallUniversity of Colorado vision,specific to this campus. The

UCCS TLE plan incorporatesseven specific goals andclearly defines objectives withsupporting possible strate-gies for implementation.

The TLE initiative servesas a fundamental policy doc-ument for the University. Thedocument is the culminationof previous planning for thecampus and its missionstatement. It is an inclusivecampus-wide document thatreflects substantial facultyand staff participation. It for-malizes and sharpens a tra-jectory for the campus thathas been implicit for sometime; many of these initiativesare already in various stagesof implementation.

The seven campus TLEgoals are:• Grow responsibly in orderto meet the needs of stu-dents, the community, andthe state• Provide a comprehensive,personalized, educationalexperience that prepares stu-dents to excel personally,professionally, and as citizens• Enhance research, scholar-ship, and creative works onthe campus and in the com-munity

ACADEMIC MASTER PLAN - A STRATEGY FOR GROWTH

The Academic Master Plan,for the period 1999-2004, isan important contributor tothe campus physical MasterPlan. It reflects the emergingmaturity of this campus aswell as the current dynamicnature of the ColoradoSprings region.

UCCS is maturing as aninstitution, adding the aca-demic infrastructure that isrequired for a residentialcampus providing the rangeof degrees required by thePikes Peak community andthe State of Colorado.Campus facilities have nearlydoubled in size in the pastfive years, from 440,000gross square feet (GSF) to770,000 GSF. UCCS has

experienced enrollmentgrowth at a rate unsurpassedamong Colorado's publicresearch and four-year insti-tutions.

The continuing growth ofthe Pikes Peak region isnoteworthy. Employment inColorado Springs has experi-enced a 29% increasebetween 1993 and 1998. ElPaso County, is projected tobecome the most populouscounty in Colorado near theyear 2000.

The Academic MasterPlan envisions six categoriesof program development:growth, core curriculum,building integrated programson current strengths, localeconomic needs, co-curricu-lar academic enhancement,and diversity. As new degreeprograms are proposed, theUniversity will emphasize thefive target industry clustersidentified by the ColoradoSprings EconomicDevelopment Corporation forsustained economic growthin the region.

These industry clustersare of vital significance to thegreater Colorado Springscommunity. They includeinformation technology, com-

Other program nomi-nations, such as the pro-posed Ph.D. in geropsychol-ogy, support the recentlyopened Center on Aging andwill uniquely meet the pro-jected needs in the regionand the state for the evolvingdemographic balance.

The Academic MasterPlan builds upon the campusMission Statement, guidedby the campus TLE goals.The past and current aca-demic planning ensure thatthe growth and maturing ofthe campus will take place ina coherent manner, buildingon the current strong aca-demic program.

POPULATION

Historically, UCCS primarilyserved as a local and region-al institution. The currentplanned growth of the institu-tion, combined with the newresidential component oncampus, positions theUniversity to educate abroader constituency of stu-dents. The planning assump-tions for this growth are asfollows:

• The University will strategi-cally increase the proportionof non-resident students(those whose legal place ofresidence is outside ofColorado)• The University will seek toincrease minority, immigrant,low-income, and continuingeducation students• For the long range horizon,the student faculty ratio willincrease to 17.5:1.The cur-rent ratio of students (FTE) tofaculty (FTE) is 16:1. Growthprojections assume that thisstudent faculty ratio willremain constant through theMaster Plan horizon of10,000 student headcount.

Student Profiles

The current student profilesare:• Full-time students living oncampus in residence halls.Most of these students holdpart-time jobs; some are notemployed. Employed stu-dents typically work off cam-pus, requiring them to com-mute two to three times aweek. Resident students relyheavily on all campus facili-ties.• Full-time students living offcampus within daily commut-ing distance.

campus at build-out.Significant considerations indeveloping the potentialcampus carrying capacityincluded:• 190 assignable square feet(ASF) allocated for each full-time enrollment student • Of the 508 acres, approxi-mately 260 acres are avail-able for development due toconstraints of the land• Average density of devel-opment assumes buildings ofthree to five stories• Managed circulation andparking system which pro-motes use of the shuttle sys-tem and pedestrian circula-tion• Providing 0.45 parkingspaces (on average) for eachstudent headcount • Residential expectations ofa 25% target of all FTE stu-dents; 10% target of all FTEfaculty and staff• Developing a sports pro-gram.

Together, these consider-ations estimate an overallprogram demand. The pro-gram presented on theaccompanying table reflectsthese factors balanced withthe ability of the campuslands (capacity) to support

the educational programrespectively.

The LRDP presents thebuilt-out campus capacity ina range to reflect the type ofparking that might beaccommodated. The lowerside of the range limits cam-pus parking to primarily sur-face lots, resulting in acapacity of 15,000 head-count (11,600 FTE). Thehigher end of the rangeincreases based on a mix ofsurface, deck, and structuredparking; resulting in a capaci-ty of 24,000 headcount(18,000 FTE).

Master Plan

Currently, UCCS has approxi-mately 481,000 assignablesquare feet (ASF) of buildingspace. Seven percent of theUniversity's space is in tran-sition with the construction ofthe new library, and renova-tions of the existing libraryand University Center.Analysis of Fall 1998 data,prepared by Paulien &Associates (March 2000),indicates there is a need forapproximately 289,000 ASFat the base year (1998), and664,000 ASF at the target of10,000 headcount. The cam-

pus presently has 41% of thecalculated needed guidelinespace, which will increase to47% once the library expan-sion is completed. There areshortages in all space cate-gories of academic space,academic support space,and auxiliary for the baseyear. Some of this shortage,24%, is attributed to thedesire for expanded housingfacilities. Paulien &Associates' study utilizedappropriate ColoradoCommission of HigherEducation standards.

This analysis indicates theneed for significantly expand-ed facilities in the near-termfor the UCCS campus. Thespace needs analysis includ-ed all space regardless of itsquality. �

Parking capacityis the defining element of UCCS’s instructional andstudent capacity.Currently, theState of Coloradolimits theUniversity’s ability to fundparking facilities.As the value of thecampus lands andthe need for additional facilities increases, this policy may beadjusted to allowalternative funding sources.

University of Colorado atColorado Springs (UCCS)has a spectacular setting.The campus is located at theeastern base of the FrontRange of the RockyMountains. The expansivevistas of Pikes Peak and theFront Range are viewedthroughout the campus.Austin Bluffs, comprised ofsignificant rock formations,such as Pulpit Rock, framethe campus's northern andeastern edge. The lands arecharacterized as rolling hilland valley-like terrain with thesite generally rising to therock formation bluffs and vis-tas to the west.

Of the 508 campus acres,80 acres comprise the exist-ing Cragmor zone. In con-trast to the highly developedCragmor zone, 428 acres ofthe campus lands are largelyundeveloped and form a sig-nificant asset for theUniversity and the region.Adjacent to Nevada Avenue,the Four Diamonds SportsComplex consists of foursoftball diamonds and a soc-cer field, currently leased bythe City of Colorado Springs.

The Beth El College ofNursing and Health Sciences

occupies temporary facilitieseast of the sports fields. TheHeller zone, a small com-pound envisioned to serve asa humanities/art center,retreat, or small conferencecenter in the future, occupiesa remote site in the northeastarea of the campus.

With broad expanses ofgently sloping prairie at thelow elevations, the topogra-phy rises dramatically to thebluffs, forming steep andchallenging terrain. Varying insize, natural drainages tra-verse the broad prairie flow-ing down toward NevadaAvenue and Austin BluffsParkway. The drainages areheavily vegetated and con-tribute appreciably to thevisual character of the cam-pus. Within the process ofdefining the campus openspace, the drainages playedan important role in formingthe landscape character ofthe campus.

Grasslands of undis-turbed native prairie, pine-oak woodlands and riparianzones in the ravine drainagesare the dominant vegetativeecosystems. There are noyear-round water elements.

LONG RANGEDEVELOPMENT PLAN

The Long RangeDevelopment Plan (LRDP)utilizes a framework of openspace defined by the site'snatural drainages to form thephysical image of the cam-pus. The plan integratesdevelopment of educational,residential, recreation, andsport uses. The Master Planfor the Cragmor zone (pro-viding for near-term needs)will improve the campusthrough the development ofnew facilities, and the cre-ation of a new campus openspace (see Chapter 4).

The land use organizationfor the LRDP extendsUniversity residential andeducational uses beyond theCragmor zone to the northon the currently undevelopedUniversity lands. Thisincludes development of anexisting meadow area (south

of the Eagle Rock neighbor-hood), ultimately completingitself with high public uses tobe located in proximity toNevada Avenue. These pub-lic uses will include indoorand outdoor recreation facili-ties and an arts complex,offering potential partneringwith public and private enti-ties. Residential areas, com-prising 25% of the campus'sstudent population and 10%of the campus's faculty andstaff, are located adjacent tothe educational uses andnorth of the sports fields. Aninternal circulation system(shuttle, pedestrian, andbicycle) provides futureaccess to these uses.

Sustainable Planning

Recognizing the importanceof the campus environment,the approach to develop-ment promotes sustainablepractices. These includeblending new constructionwith the existing topography,limiting grading to specificareas of development, andprotecting and enhancing thenatural drainage ravines. Thecampus open space system,consists of all campus landsnot included in the drainages

and the land use designa-tions. The open space com-bined with the drainages pro-vides an expansive visualbase for the campus,extending the quality of thenatural environment into thesurrounding properties.

Campus land use reflectsthe University goals. Theorganization of the use isbased on the linear nature ofthe campus property andconstraints formed by thedrainages. The pedestrianand vehicular circulation sys-tem will link the three primarycampus zones. Travel dis-tances on the campus will beconsiderable, making neces-sary the use of shuttle sys-tems and bicycles. Classscheduling will be configuredin recognition of distancebetween the educationalzones.

Educational land useforms the center of thesezones, with residential usesstrategically located in pock-ets to encourage a villageatmosphere. Additionally, theLRDP identifies locations forcampus community usesand community-wide uses tofoster social and intellectualinteraction.

The four zones arethe Cragmor (existing cam-pus), the Meadows, theTrembly, and the Heller. Theexisting character of thecampus lands greatly influ-enced the definition of thesezones. The zones aredescribed in further detailbelow.

Cragmor

The Cragmor zone is denselydeveloped, primarily for edu-cational uses. The MasterPlan concentrates near-termdevelopment in this zone,creating a focus and imagefor UCCS. A prominent cam-pus green will be created inthe center of the Cragmor,providing a central meetingspace. The pedestrian spinewill traverse this green tointegrate the space with thelarger campus context.Natural drainages crossingthe Cragmor zone will beenhanced as was recentlyaccomplished in the con-struction of the residential vil-lage.

A framework ofopen spacedefined by thesite's naturaldrainages formthe physicalimage of thecampus, integrating educational, residential, andsport uses.

Meadows

The Meadows zone will havea natural character, empha-sizing its relationship to thewooded ravines, campusmeadows, and undulatingtopography. This zone will beprimarily educational. Framedby two major drainages, thebuildings will form a compactdevelopment. Runningthrough the center of thedevelopment will be a largegreen and the pedestrianspine. The edges of thedeveloped area will be care-fully blended with the naturalvegetation and topography.

Trembly

The Trembly zone will havean urban character, consist-ing of educational and recre-ational uses, the ArtsComplex, and a residentialcomponent. The mixed usewithin this zone will form ameeting place, serving boththe University and regionalcommunity. The primary newcampus entrance, accessedfrom Nevada Avenue, willserve this zone. The buildingsites are large to support theuses, and form a cardinalgrid encircled with campusroads. The University sports

fields lay adjacent and to thenorth of the building sites.

Heller

Located in the northeast areaof campus,the Heller zonecontains residential struc-tures and a studio. The intentof the plan is to preserve theremote quality of the area,using the buildings andgrounds to host small groupsof the campus communityand its guests.

TRANSPORTATION

The linear geometry of thecampus lands, the location ofthe Eagle Rock neighbor-hood, and the significanttopography of the site pres-ent challenges for long rangetransportation infrastructuredevelopment. In coordinationwith the LRDP, the followingtransportation goals wereestablished:• Develop an internal road-way system to interconnectcampus facilities without theneed to access public roads(Austin Bluffs and Nevada),and does not encroach onthe Eagle Rock neighbor-hood.• Provide a reasonable quan-tity of parking to serve the

targeted educational pro-gram.• Provide a reasonable levelof shuttle service to limit trav-el time.• Provide a pedestrian net-work throughout the campuswhich is compatible withvehicular and shuttle system.

The campus community’sreliance on the private auto-mobile as the primary modeof access to the campusaccentuates the importanceof providing adequate park-ing. Based on a review ofparking ratios at peer institu-tions, and planning and zon-ing standards, parking ratioswere established for use indeveloping the LRDP andMaster Plan (see Workbooksection D).

A full range of optionswere explored including sur-face parking, decked park-ing, structured parking, andparking integrated with build-ings. All of these options areemployed within the LRDP tofulfill the future enrollmentneeds of the University. Inaddition, off-campus parkingserved by the campus shut-tle may be employed in thefuture to supplement theenrollment as needed.

PLANNING DETERMINANTS -KEY ELEMENTS OF THE LRDP

UCCS faces challenges tocreate a cohesive campus.Acknowledging the signifi-cance of these constraints, aUniversity analysis preparedby Design Workshop, (1998),delineated the impedimentsto the development of thecampus. The analysis indi-cated the heightened needto address the physical quali-ty of the campus with a sen-sitive approach. The chal-lenges met in designing thisapproach formed planningdeterminants for the LRDP.

Physical and SocialRelationship to the City

The campus is located out-side of downtown ColoradoSprings, and is perceived asbeing remote from the cen-tral business district. This'distance' tends to foster aseparation between theUniversity and the City. Asthe University and the Cityexpand, the relationshipbetween the two entities willbenefit the entire community.

Additionally, the campussurrounds the 88-acre resi-dential community of Eagle

Rock. The LRDP recognizesthe need for sensitive andappropriate developmentadjacent to this community.

Land Use Zoning

The University of Colorado isdesignated as state land andis not subject to local zoning.The following parameters ofzoning provide contextualreference for the campus.

The land use surroundingthe campus consists of resi-dential, commercial, lightindustrial and special use.These uses depend greatlyon the major vehicular corri-dors of Austin Bluffs Parkwayand Nevada Avenue. Thelocation of the campus alongthese corridors, and thephysical constraints of thetopography, have placeddevelopment and access lim-itations on campus lands.This limited access favorsinternal development of thecampus while offering futureconnections to the campusfrom Nevada Avenue.

The current zoning pat-terns within the context area,tend to concentrate theindustrial and commercialzones along the major trans-portation corridors, particu-

larly Nevada Avenue. TheUniversity will pursue furtherdiscussions with the City ofColorado Springs to join in astudy of the redevelopmentof the north Nevada Avenuecorridor. With the status ofthe Avenue changing from aninterstate to a city avenue,the potential opportunities forcommercial or educationalpartnerships should beexplored.

Land use to the southand east of the campus iszoned primarily residential. Aportion of the undevelopedproperty to the northeast isunder consideration for com-munity open space, providinga means to protect the natu-ral features within the district.

The developed land withinthe existing campus is zonedSU (Special Use). The entirecampus and the propertiesto the north and east, liewithin the Hillside Overlayzone, which helps to protectthe natural features, rockoutcroppings, and existingvegetation; an imperative inthe development of this land.

Climate

The climate of the ColoradoSprings region is generally

The LRDP doesnot depend uponacquiring anyproperty in EagleRock. The University, however, willconsider acquisition ofindividual properties nearbythe campus,should they beoffered for sale orotherwise becomeavailable.Clearly, acquisition ofany propertydepends on theinstitution’s financial ability.

3-9 Eagle RockNeighborhoodWhile not dependentupon the Eagle RockNeighborhood, the LRDPallows for future use ofthe area should theopportunity and financialability become available.The addition of this landarea would result in acampus of 36,000 students (26,000 FTE),increasing the campus’sstudent capacity byapproximately 50%.

mild and dry, but has thepotential to be severe. Wind,freeze-thaw conditions, andrelative comfort zones areimportant aspects of plan-ning in this climate. Theannual precipitation is low,approximately 16 inches.Most moisture is received inthe springtime, with somesummer thunderstorms. Theorientation of campus build-ings, play fields, outdoorspaces, and roads should bedesigned to maximize solargain and wind protection.

Topography and Slopes

Campus elevations rangefrom 6,200 to 6,700 feet.While there are broadexpanses of gently slopingprairie at the low elevations,the topography rises dramat-ically to the bluffs, formingsteep and challenging terrain.There is a minimum of landwith slopes less than 10%, acondition generally requiredto accommodate large build-ing footprints, parking lots,and sports fields. The plan-ning included extensive grad-ing analysis to reduce theneed for large scale gradingand to create a universallyaccessible environment.

Drainages

Large natural drainages tra-verse the campus lands.These drainages add beautyand character to the cam-pus, while serving the impor-tant role of managing stormwater flows. The plan retainsand enhances the drainages,as they serve a significantrole in the determination ofcampus character. In orderto further manage the stormrunoff, the LRDP proposesthree detention/retentionareas, which will be man-aged for irrigation needs.Additionally, two drainageswill be joined as they meetNevada Avenue to takeadvantage of the existingsystem's capacity.

Soils

The campus lands consist ofa variety of soil types, includ-ing "hot soils", a term usedto denote expansive soilsthat are less stable when sat-urated. Development in thesehot soil zones requires spe-cialized structural and archi-tectural considerations. Mostof the soils are suitable forthe support of spread footingfoundations and slab ongrade floors. Deep founda-

tions or modification of thesurficial soils may be appro-priate for structures morethan two stories high, ofheavy framing, or subject tohigh live loads. In the south-east portion of the campuslands, drilled pier foundationsand structurally supportedfloors will be required due tomore expansive soil andbedrock. (CTL/Thompson,Geologic and GeotechnicalInvestigation,1998)

Cultural Sites

The campus contains a largenumber of cultural sites fromvarying historic and prehis-toric periods. The planningfor the LRDP protects thesites within the developmentzones, for their historic andeducational significance.

Circulation

The LRDP adds an internalcirculation system to accom-modate the campus shuttle,public transportation, privatevehicles, bicyclists, andpedestrians. This systemlinks the various areas of thecampus and facilitatesaccess to the parking areas.Additional campus entrancesare introduced to distribute

the points of access.Circulation spines throughthe campus educational cen-ters emphasize a pedestrianenvironment by limiting useto pedestrians and bicyclists.

Access

The basis and operation ofeach existing campus accessfrom Austin Bluffs Parkwayand Nevada Avenue wereevaluated in planning thefacilities layout. Near andlong term traffic operationscenario analysis (based onforecast site and non-sitetraffic) confirmed that ade-quate signal progression canbe achieved on Nevada withthe addition of two new sig-nalized access points. Theanalysis designated thesepoints as north of the Gardenof the Gods /Austin Bluffsarterial intersection. Theexisting and proposed inter-section spacing also allowssignalization of the currentFour Diamonds access. Thespacing of signalized inter-sections will be resolved withthe regional addition of theNevada/Rockrimmon arterial.The provision of an easementacross the railroad tract(property not owned by the

University) will be necessaryto achieve the northernmostNevada Avenue entrance.

Along Austin Bluffs, ade-quate operation of individualintersections and effectivecoordination of the signalsystem can be achieved.This signal coordinationincludes retaining the twoexisting access points andadding a third at MallowRoad (requiring a re-gradingof Austin Bluffs Parkway tomeet signalized intersectiongrade approach criteria).Each of the cited accesspoints on Nevada and AustinBluffs is existing as a curbcut, if not currently devel-oped. Approval for new traf-fic signals would be at thediscretion of the City ofColorado Springs.

Based on a general evalu-ation of the roadway geo-metric design, grade andcurvature/grade, related sightdistance problems wereidentified in several existingand proposed access inter-sections. The CITTI access,while provided with a mediancut, has already beenrestricted by the University toright-in/right-out status. Thishas reduced accidents on

Austin Bluffs. Similarly, theCity has requested the clos-ing of the current Lodge con-struction access followingcompletion of the libraryaddition. This location cannotoperate safely unless thegeometry is improved to sup-port better sight distance.The LRDP recommends clo-sure of this access point tothe public, while allowingaccess for emergency vehi-cles.

Parking

While the plan will foster areasonable level of alternativemodes of access, the majori-ty of campus users will driveto campus, creating a signifi-cant demand for parking.

Recognizing the near-term limitations of funding,the LRDP expresses thecampus's student capacityas a range. This range isdetermined by a surfaceparking scheme, and a mix-ture of surface, decked andstructured parking scheme.In addition, a strategy forparking revenue sources wasgenerated to facilitate thedevelopment of parkingstructures on campus (seeWorkbook Section E).

The campus andregion are highlydependent on the automobile, lacking significant publictransit facilities.The campus’slocation outsideof the Central Business District,heightens thechallenge of connecting to thecommunity ofColorado Springsthrough the useof public transportation.

Connections for all utilitysystems are readily availableon or adjacent to the cam-pus. Existing utility ease-ments such as the highpower electric lines alongNevada Avenue and thewater main adjacent toAustin Bluffs Parkway, weretaken into account in the sit-ing of new campus facilities.

Deed Restrictions

The plan recognizes themajority of the undevelopedcampus lands have varyingland use limitations, basedon the provisions in thedeeds and wills related toland transfer to theUniversity. The parcels haverestrictions and covenants inorder to emphasize the useof the land for educationalpurposes. The LRDP utilizesthe campus lands for theallowed educational usesand appropriate related func-tions (see Workbook SectionG for a table that lists restric-tions and covenants by par-cel).

Funding

Limited State funding and alimited endowment requiresUCCS to go beyond tradi-tional funding sources tosupport campus growth. TheLRDP identifies and locatesfacilities to maximize theirpotential for shared publicand private facilities. �

The Master Plan addressesthe near term needs of theUniversity of Colorado atColorado Springs (UCCS) toserve 10,000 students. Theeducational facilities neededto serve these students willrequire nearly 700,000 grosssquare feet (GSF) of newconstruction. In addition,over 200,000 GSF of indoorsports facilities and 600 morebeds of housing are required.

The need for these newfacilities offers the Universitythe opportunity to clarify thephysical environment for theCragmor zone, while rational-izing the circulation and openspace system. An additionalopportunity is to establish apresence for the campus inthe Trembly zone as it frontsNevada Avenue.

THE CRAGMOR ZONE INTRANSITION

Since its opening in 1965,the Cragmor zone functionedwell to serve the commutingstudent. Today the campus ischallenged to meet thedemands of its users as theirnumbers increase and char-acteristics and related needschange. How UCCSaddresses these demands in

the Master Plan will set thetone and direction of theUniversity in its transition.

The Cragmor zone con-sists of 80 acres, of whichapproximately 14 acres aredeveloped or are suitable fordevelopment These devel-opable acres currentlyaccommodate the majority ofthe existing campus develop-ment – 31 buildings, road-ways, and parking. Themajority of the buildings sup-port educational use, with arecent addition of the hous-ing complex, which includes600 beds and related facili-ties. While land remains avail-able for development, themajority of the Cragmor zoneis designated as open spacedue to the steep terrain.

Today, the Cragmor zonefalls short of being functional-ly and visually effective forthe University. Buildingsdesigned and built in the1970's are becoming func-tionally antiquated and lackthe architectural scale anddetail evidenced in recentlydeveloped buildings.

Theincomplete pedestrian andvehicular road systems forcepedestrians and drivers totravel through parking lots toarrive at their destinations.This is problematic from asafety point of view, andcauses a sense of disorienta-tion. There is a lack of openspace elements internal tothe Cragmor, which is animportant aspect of all cam-pus environments.

Recent construction ofthe residential village, and thenew classroom and facultyoffice building, have begun toaddress the needs of today'sUCCS students. This newconstruction, however, hasserved to exacerbate theinadequacy of the parking.New facilities, constructed inplace of parking lots, haveforced parking beyond thetraditional confines of theimmediate campus. There isa need to compensate forthe loss of parking lots dueto the construction.

The urgency to addressnew parking for the campushas resulted in the develop-ment of temporary lots, scar-ring the hillsides. Additionally,the new dynamic of residen-

THE STRATEGY

Interviews early in the plan-ning process with students,faculty, and staff revealedtheir desire to increase andenhance their interaction andproximity to one another.Faced with the option ofdeveloping beyond the exist-ing Cragmor zone, they con-sistently directed the processto maximize the developmenton the Cragmor zone first.The strategy developed forthe Master Plan addressesthis issue of proximity andthe opportunity to improvethe Cragmor zone. Newbuildings will be strategicallylocated in a manner to createa new campus image andfocus, establishing an identifi-able sense of place for theentire campus community.

CREATING THE CAMPUSENVIRONMENT

The Master Plan is the firstphase for the eventual build-out of the LRDP. The goal ofthe Master Plan is to create acomprehensive, functional,and enjoyable campus envi-

ronment. To achieve this, theplan designates campususes and facilities to enhancethe intensity of developmenton the Cragmor zone.

Transportation

The Master Plan rationalizescampus facilities throughseveral objectives. Oneobjective addresses trans-portation, focusing on creat-ing a logical progressiontoward achieving the goals ofthe LRDP. This entails devel-opment of logical newaccess points and internalroadway segments to sup-port near-term facilities.Parking is reorganized in asingular band along thesouthern edge of theCragmor zone, coordinatedwith distinct gateways andpoints of pedestrian entry.This reorganization of thecampus entries, roadways,and parking facilities, pro-motes the formation of theacademic core as a pedestri-an environment.

As funding is a criticalcomponent of the LRDPgoals achievement, parkingcould initially be constructedas surface lots to be transi-tioned to future structures.

Improved CampusIdentity

New educational facilitiescascading down from theexisting engineering buildingwill create a terraced openspace and an improved iden-tity for the University. Thepedestrian spine, completedthrough the Cragmor zone,will facilitate circulation andfurther encourage campusand community interaction.The concentrated develop-ment of new facilities in con-junction with the significantnew campus open spaceelement, will foster an easeof access for the campuscommunity. This will serve toimprove the campus's identi-ty, internally and externally.

Nevada Avenue

Additional near-term facilitieswill be located adjacent toNevada Avenue in theTrembly zone, where a newcampus entrance will be cre-ated. While this entrance willbe supplemented with addi-tional access points with thedevelopment of the LRDP, itwill serve as the formalentrance for future campusdevelopment. The entranceis planned as a procession

through a natural woodedravine, ascending towardsthe campus development ofbuildings blended with thenatural environment.

The new indoor recreationfacilities and arts complex,adjacent to Nevada Avenue,will encourage public access.These facilities are envisionedto be used by both the cam-pus community and thegreater community ofColorado Springs, therebyforming an additional centerand focus for the campus.

Parking

Parking will be accommodat-ed predominantly by surfaceparking (located in areas tar-geted for future development)as indicated by the LRDP.The University foresees thedevelopment of one parkingstructure made feasible by itsproximity to the arts complexand indoor sports facilities.

Residential

The Master Plan envisions amoderate amount of newresidential developmentlocated just north of theCragmor zone. In addition tobeing sited in a spectaculararea of the campus, this resi-

dential area will begin to forma bridge to future land uses.As the campus progressestowards the LRDP buildout,the land uses will eventuallyconnect the entire campus.

To guide the University inimplementation, the MasterPlan identifies 13 develop-ment areas (Chapter 5). �

The success of achieving thegoals of the Long RangeDevelopment Plan (LRDP)and the Master Plan for theUniversity of Colorado atColorado Springs (UCCS) isdependent upon the successof the implementationprocess. A successful imple-mentation process will strate-gically and proactively involveinterest and advisory groupsto further inform Universitydecision-makers. Physicalplanning and design objec-tives will guide the Universityas it develops from masterplans to the LRDP and ulti-mately to the built environ-ment, including its manage-ment, maintenance, andoperation.

The University will periodi-cally review and update theLRDP as well as the currentand future master plans forthe campus. Moreover, as asignificant presence in theregion, the University willseek to create strategicalliances with the City ofColorado Springs, and withthe private sector, to assurethe success of the plan andthat of the campus context.

REVIEW AND UPDATE

The UCCS Office of FacilitiesPlanning and Constructionserves as the steward of theLRDP and master plans. Assuch, this office will proac-tively seek direction fromUCCS decision-makers andadvisory bodies to facilitateproper review and guidanceof the plan. As appropriate,this guidance will be provid-ed by the Board of Regentsof the University of Colorado,including the University'sDesign Review Board.

The LRDP and masterplans will require regularreview, evaluation, and com-prehensive update, to remainviable documents guiding thedecisions pertaining toUCCS's campus physicalenvironment. Regular reviewis important, first to assureaccuracy and currency withthe built projects and, mostimportantly, with theUniversity's educationalvision. The University, at itsdiscretion, but not likely morethan every ten years, willundertake a thorough reviewand update of the LRDP.Amendments to the LRDPwill take place in the inter-vening years.

The success theLong RangeDevelopmentPlan and theMaster Plan forUCCS is dependent uponthe success of the implementationprocess.

In addition, the Universitywill prepare master plans forthe Trembly zone and theMeadows zones of the cam-pus. These plans will bestrategically linked to plan-ning horizons based on stu-dent headcount (e.g.15,000;20,000, etc.)

The LRDP and MasterPlan updates and revisionswill involve a standing MasterPlan committee. The admin-istration, along with theadvice of the Design ReviewBoard, will make periodicreviews and recommenda-tions to the Capital PlanningCommittee of the Board ofRegents. Further, theprocess would benefit bycontinued meetings with thesurrounding community andthe City of Colorado Springs.

As each project developson the campus, UCCSshould appoint an advisorycommittee representative ofthe user groups to advise theUniversity in regards to pro-gram, design, and implemen-tation. Additionally, a UCCSdecision-making group willmeet early in the process toassure each project's adher-ence to the goals of theLRDP and the appropriatemaster plan.

Design Review Board

All design and planning proj-ects developed by UCCS areguided and reviewed by theDesign Review Board. TheDesign Review Board acts as

the advisory body to reviewall design projects developedwithin the University ofColorado system. Thecharge to the Design ReviewBoard includes:• Review and advise appro-priate campus officials on thefacilities portion of campusmaster plans and develop-ment of land use plans, withparticular concern for aes-thetic and physical charac-teristics of the individualcampus• Provide direction on theearly identification of projects(scope, program planninggoals) for the University cam-pus• Review campus facilitiesand environs• Review major capitalimprovement projects, withconsideration of the compli-cated nature of providingarchitectural and landscapearchitectural services.

PHASING OF THE LRDP–PREPARATION OF MASTERPLANS

The LRDP, representing arange of 15,000 - 24,000student headcount (11,600to 18,000 FTE) will be builtwithin an unspecified time

frame. This developmentincludes a significant additionof educational and residentialprograms, as well as thecompletion of the campusloop road, parking facilities,and the pedestrian spine.

The LRDP recognizesfour zones of campus devel-opment: Cragmor, Meadows,Trembly, and Heller. TheLRDP calls for educationalfacilities to be developedwithin the Trembly andMeadows zones, with resi-dences bridging the campuseducational uses and theadjacent lands. One othersignificant element to becompleted within the LRDPis the addition of a physicalplant facility northwest of theEagle Rock neighborhood.

This document containsthe Master Plan thataddresses the completion ofthe Cragmor zone and initialdevelopment of the Tremblyzone. The preparation ofmaster plans and guidelinesfor all of the campus zoneswill be needed to guidedevelopment beyond thecurrent Master Plan for10,000 student headcount.

sive planning and designguidelines distinctive to eachzone’s uses and land charac-ter. The spectacular settingof the campus landsdemands thoughtful andconsidered development asthe campus grows. Thecharacter of the land shouldprovide inspiration and guid-ance to development occur-ring upon it.

Earthwork and gradingwill be minimized on the site.Development adjacent to thedrainages will have naturalgrades maintained to theextent possible. Where it isnecessary to grade for build-ings, parking lots, and roads,final contours will be carefullyshaped to reflect the charac-ter of the particular campuszone.

Master Plan Development Areas

To guide the University inimplementation, the MasterPlan identifies 13 develop-ment areas. The Universitywill utilize this information toguide development locationsto meet near-term programneeds.

PLANNING AND DESIGN

OBJECTIVES

The following planning anddesign objectives set forthguidance for the physicaldevelopment of the campus.These objectives relate to thephysical planning goals of theLRDP.

Protect and enhance the major drainages

The campus ravines areareas of unique beauty,essential to the effectivedrainage of storm water fromthe basins located above thecampus. Their vegetationsupports wildlife and reduceserosion. Where vehicular orpedestrian paths must crossthe ravines, bridges will beutilized, their design to belight and graceful to harmo-nize with the setting. Alldevelopment along thedrainages will be set back aminimum of 50 feet on eitherside of the drainage waycenterline. Plantings will beblended with the natural ter-rain. The University willestablish additional plantingsalong the drainages to createa continuous band of plant-ing as illustrated in the LRDP.

Equally respect the landscape and buildings

The landscape has dramaticvisual impact and createscontinuity for UCCS. TheLRDP utilizes and enhancesthe existing landscape tocreate vistas, provide for avariety of spaces, form con-nections between the cam-pus zones, in addition to itsuse as an important educa-tional tool. To create a stronglandscape framework for thecampus, the majority ofexisting wooded areas will bepreserved and enhanced.

Moreover, the develop-ment of exterior spaces willrelate to the intended pro-gram of the space.The areasadjacent to the educationaluse will be used more inten-sively than those which areon the edges of the develop-ment zones. Landscapespaces for more intensiveuse will be designed to pro-vide for both active and pas-sive activities. These spaceswill occur at a variety ofscales; quiet and intimate,large and active, and natural.

Create a uniqueUniversity image

The perimeter of a campuscreates the visual image of auniversity. To emphasize thecharacter of UCCS, a natu-ralized campus edge will beestablished, providing a openand vegetated image for theUniversity. Existing vegetationwill be used to the degreepossible to create this edge,and the other areas will besupplemented with land-scape improvements.

Form campus - community connections

Pursue appropriate physicalconnections to the communi-ty adjacent to the campus.While the arterials surround-ing the campus on the southand west edge of campus donot provide for direct con-nections to the community,the desire for these connec-tions exists. The LRDPencourages campus - com-munity connections alongNevada Avenue, as futuredevelopment of Nevadamakes this connectionappropriate and feasible.

Offer inviting and effective entrances

The vehicular and pedestrianentrances to the campus arethe "front door" to theUniversity. The entrancesmust be equally effective forimportant first-impressionsand everyday use. Theentrances will provide forfunctional circulation pat-terns, be visually appealing,and include proper signagefor wayfinding. New campusgateways will be addedalong Nevada Avenue,adding to those which existalong Austin Bluffs Parkway.The entrances have beenstrategically placed to sup-port campus areas of educa-tional use, allow access fromtwo sides of the campus,and facilitate vehicular flowwithin the campus. Theentrances will be pedestrianand vehicular friendly, creat-ing an inviting presence forthe campus and regionalcommunity.

Coordinate parking -shuttle strategy andscreen facilities

The success of the parkingand circulation system will bedetermined by the successof UCCS's management of

the system. Parking will bepermitted and controlled tospecific areas. The LRDPpurposely locates parkingfacilities in relation to campusentrances, educational andresidential uses. Parking willintercept users and coordi-nate with the campus shuttlesystem to provide an efficientsystem for campus circula-tion. Parking facilities for theresidential buildings are con-veniently located for resi-dents. While on campus, res-idents will use the shuttleservice or pedestrian pathsfor campus travel. The LRDPidentifies the intensity ofdevelopment of each parkingfacility to maximize its use,funding potential, and to pro-mote positive views into thecampus.

Prioritize the pedestrian

The existing pedestrian spinewill be completed throughthe Cragmor zone andextended through all futurecampus development. Inaddition to the pedestrianspine, the design of the cam-pus roads provides adjacentlanes for bicyclists andpedestrians. A primary objec-tive is to design all pedestrian

paths, whether the spine oradjacent to campus roads, tobe universally accessible.Wherever topography doesnot allow this, alternativemeans of universal accesswill be provided.

Use appropriate plantmaterials

In naturalized areas of thecampus, use native anddrought tolerant species forcampus revegetation to con-serve water and emphasizethe natural character of thelandscape. The removal ofexisting trees will be avoidedexcept where appropriate ornecessary. Layers of a treecanopy, shrubs, and grassesshould be established to pro-mote diversity, provide forwildlife habitat, and protectthe land.

In highly developed areasof the campus, the Universitywill utilize plant materialsappropriate to withstand theintensive use. Deciduous treecanopies will be encouragedfor pedestrian areas. Usegrasses in areas appropriatefor "pick-up" recreation bythe students. Other areas, tothe most reasonable extentpossible, should promote the

use of native and droughttolerant species.

Protect the night skies

The choice and placement ofexterior lighting should avoidthe use of point source lightfixtures to minimize intrusiveglare and obstruction of theviews of the night skies.

Personalize buildingdevelopment

Building development will besited and formed to create apersonal human scale. To thedegree possible, create and orient building massing toinvite solar gain with thelargest exposure to thesoutheast, and protect usersfrom the winds, which movefrom the north to the south.Courtyards sited on thesouthern side of the buildingbenefit from the solar gain.

NEXT STEPS

The development of theLRDP and the Master Planentailed a broad consensusbased process informed by avariety of educational, techni-cal, social, and political con-cerns. The University has theopportunity to move forwardin stewarding the campus’s

development based on thefoundation of this processand the resulting LRDP, andthe Master Plan.

The LRDP and the MasterPlan are not static docu-ments. Stewardship of thecampus resources willrequire the University to con-tinually inform the campuscommunity and its neighborsof the intent and theprogress of the plans’ imple-mentation. Such dialogue willbe useful to all parties toinform and test the plans;assuring that the directionremains current with the edu-cational vision, goals, andobjectives of UCCS.

The success of theseefforts will be tested everyday by the satisfaction of thecampus users and the identi-ty and pride it brings to theUniversity, the City ofColorado Springs, and theState of Colorado. �
