CONGRATULATIONS TO ALL THE WORLD TOURNAMENT CHAMPIONS IN ALL DIVISIONS. Thanks to the City of Huntsville and the Parks and Recreation for hosting our 1982 annual

event. Mayor Joe Davis, Director Glenn Wallace, Superintendent Ken Gibson you and your staffs support and cooperation was outstanding. The facilities and surroundings were just as beautiful as in 1980. Huntsville's warm hospitality was deeply appreciated.

A SPECIAL THANKS to everyone who helped make this years World Tournament a smooth run-ning and successful event. To Donnie Roberts and his office staff, scorekeepers, judges, Regional Directors, Executive Council and Huntsville groundkeepers your LONG HOURS of hard work, support and cooperation was outstanding.

Fame Induction. 1982 Constitution and By-Laws Changes approved for the 159 Convention Delegates. (Foul LINE and ALTERNATE PITCH were DEFEATED)

ADMINISTRATION ARTICLE 2 - SECTION 8-B (NEW SECTION) All Constitution and By-Laws changes voted in by the Delegates at the National Convention shall become effective on the first day of January of the following year.

JUDICIARY ARTICLE 6 - SECTION 2 (ADDITION) A men's 70 years and older, and a Physical Handicap Tournament may be held in conjunction with the Men's Tournament. The pitching distance shall be the same as marked for women and juniors. Entrants must have proof of handicap where needed.

BYLAWS ARTICLE 5 - SECTION 5 (CHANGE) Men's Championship cash prize for first place shall be a minimum of $2,000.00 and the Women's Championship cash prize for first place shall be a minimum of $1000.00.

PLAYING RULES ARTICLE 6 — RULE 12 — SECTION A (FOUL SHOES) (CHANGE) Any shoe pitched by a contestant which lands outside the clay area of the opposite pitching box is a foul shoe. Any shoe that lands in fair territory but hits the backstop or other objects and comes back into the pitching area shall be called a foul shoe.

PRESIDENT'S MESSAGE - (Continued) ARTICLE 6 - RULE 12 - SECTION D (NEW SECTION) When a foul shoe disrupts the position of a shoe in fair territory, the foul shoe is to be removed from the pitching area at the request of the opponent, and all other shoes are to remain as they

ARTICLE 7 - RULE 21 - SECTION B (NEW SECTION) RECORDING OF RESULTS: All past and future World Tournament playoffs in any Championship Division is to be included in total World Tournament Stats. ARTICLE 6 — RULE 22 (NEW RULE) RECORDING OF RECORDS: Any record set in a Sanctioned Tournament shall be called a World Record. Any record set in a World Tournament shall be called a World Tournament Record. The stats will be kept in two different sets of records and recorded as such. The executive Council will decide on the authenticity of the records. My thanks to John Walker, chairman of the By-Laws Committee for compiling all the proposed changes, an outstanding job. Also my appreciation to the Committee and Council for their time in voting and their comments.

Delegates voted that the NHPA Executive Council publish by name how the Council voted on all important issues.

Delegates voted that the World Tournament scoring machines be designed to show shoes pit-ched in addition to the score by the 1983 event in Statesville.

ANYONE HAVING IDEAS ON DESIGNING A BRAND NEW SCORE BOARD FOR WORLD TOUR-NAMENT PLAY WRITE AND SEND YOUR DESIGN AND DIMENSIONS TO DONNIE ROBERTS BY NOVEMBER 1, 1982 OR SOONER.

Bids for the 1984 World Tournament were submitted by Fargo, N.D. and Huntsville, Alabama. Fargos bid was $15,000 and Huntsville was $15,000 plus $5,000 fringe benefits. Delegates voted 95 to 64 in favor of Huntsville.

NHPA presented its annual charity contribution $200 to the Host favorite charity — The Jaycees.

Election results: Donnie Roberts re-elected Secretary-Treasurer, Norman Gaseau 2nd Vice President, Bonnie Seibold re-elected 4th Vice President.

The Executive Council approved and presented the following awards. • Largest 1981 Membership (622) to Minnesota • John Rademacher outgoing 2nd Vice President for 10 years. • Don and June Koso and Herb and Dorothy Pinch for their many years of dedication and devo-

tion as our NHPA Game Related Representatives. • Achievement awards — Bill and Jackie Joseph of Texas responsible for the $10,000 Houston

Tournament. Ken Gibson for his contributions before and during World Tournament. New York Horseshoe Association having the largest Junior membership. Lee Jacobs of Michigan for his many years of devotion to our sport.

• Stokes Award — Sol Berman of New Jersey for all his devotion, time and his own money spent in filming and making the Video Tapes on our Sport of Horseshoes.

As the 1982 World Tournament held at the Brahan Springs park courts in Huntsville, Alabama came to a dramatic conclusion in regular play, Dale Lipovsky of Minnesota, Mark Seobold of Indiana and Walter Ray Williams of California, defending champion were tied for first place each having four losses. In the play-off that followed Seibold defeated Williams and then played Lipovsky in a two out of three match which Lipovsky was the winner by virtue of winning the first and third game of the match to become the new 1982 World Champion.—Photo by Rose Marie Bonebrake.

ISLAND GROVE OPEN, DIETERICK, ILL. SEPT. 12 Dieterick, Illinois will be the scene of the Island Grove Open tournament as it gets underway on

Sunday, September 12 at the Dieterick Club courts in that city. Tournament will start at 9:30 a.m. and all players should be signed in by 9 o'clock or they may call Vic Lidy, Wheeler, III. 62479., phone 217-925-5576. Women and lower classes will pitch first followed by classes A, B and C at 12 noon. The 4-H Club will serve sandwiches and homemade ice cream in the air-conditioned Legion Hall.

PROMOTION COMMITTEE REPORT By SOL BERMAN

Medical Tribune, an international Medical News Weekly published in N.Y.C. and St. Cloud, Minn., also in foreign countries London, Paris, Wesbaden, Germany, Basel, Switzerland, Tokyo, Japan and Hong Kong, carried an article in the June 30, 1982 issue called "GP in Pitch for Horseshoes as Exercise for Elderly." I was interviewed by Ron Buchheim and photographed by their local photographer.

All physicials, hospitals, medical schools and many libraries receive weekly copies. The article should give our sport a lot of publicity. Copies of the article are available on request.

The Illinois State Associate was saddened with the sudden passing of Truman Standard of Canton, Illinois on July 11, of a heart attack.

Truman was a retired farmer and bulldozer operator for many years. He was a member of the National Horseshoe Pitchers Association for many years. He was a former Illinois State Cham-pion and had many trophies to show for his fine playing during all those years.

He participated in the "Championship Horseshoes" television series from the NBC studios in Chicago in the late 1950's together with other top pitchers in the state and other areas. Practice sessions were held in his inside courts at his farm home.

In late years he spent winters in Florida where he made many friends and pitched in tour-naments there.

He is survived by his lovely wife Loretta, two daughters, two sons, two step-sons and one step-daughter and several grandchildren.

The sympathy of the Illinois Association and that of the NHPA is extended to his loved ones in their loss of a dear husband and father. He was a^true^ sportsman and friend of all.

The Clearwater (Fla.) Horseshoe Club regrets the untimely death of member Paul Swartz on June 7 (age 64) while vacationing at Lake Louise, Alberta, Canada. Paul was an ardent horseshoe pitcher and worked diligently in support of our Club. Though a relative newcomer to horseshoes, he was the most improved player two years in succession in the Seminole-Clearwater League.

In May of 1982 Russell Hoover, a charter member of the Eau Claire Horseshoe Club, died at the age of 73. Russ pitched for approximately 30 years and was one of the originators of our Club when it was organized 15 years ago. We have clay courts and Russ made 18 large formica scorekeeper boards, one for each court, which are used regularly during our tournaments. He was an asset to our club. Even though he suffered with emphysema, he participated in horseshoe and dartball, and maintained a beautiful garden.

We'll miss our brother, Russ, his great sense of humor and his sportsmanship.

ANNUAL CARTHAGE, ILLINOIS FALL OPEN, SEPT. 25 The Carthage Club will stage its annual Fall Open tournament at the Jaycee park courts on the

west edge of Carthage, Illinois on Saturday, September 25. Classes D, E and F will start at 9:30 a.m. and will be followed by Classes A, B and C at 1:00 p.m.

Trophies will be awarded to the top three places in each class. Entry fee will be $7.00 and should be sent to Chalmer McClain, 717 Wabash, Carthage, Illinois 62321. Phone 217-357-3427.

REPORT ON SANCTIONED LEAGUES By Russell Gadoury, NHPA League Coordinator

Folks, I think we're finally taking off. In 1981 total participation was 3,473, an increase of 800 over 1980. We should break 4,000 in 1982. To date, 24 of the 73 sanctions I have issued are from new clubs. Arkansas (1 club), California, (1 club and first from West Coast states), Illinois (5 clubs), and Maryland (2 clubs) are new states in the program this year.

If business booms too much I will have to order more 1982 patches. I only ordered 500 League Champ patches last winter and the supply is dwindling rapidly.

We have gone through 10,000 League Membership cards since 1978. Pioneer Horseshoe Club in New York just got cards 1-9 in the new cycle.

If I don't hear from a few of my old "regular" clubs in Minnesota, New York will pass them this year for having the most clubs in the program.

Speaking of "old", can anyone top this? The Fond du Lac Horseshoe Club in Wisconsin is celebrating its 60th consecutive year of league play (its first year in the sanctioning program) and C.L. Ollerman is in his 33rd year as Secretary.

In a dramatic finish to the 1982 World Tournament held at the Brahan Springs Park courts in Huntsville, Alabama, Dale Lipovsky of Minnesota, Mark Seibold of Indiana and Walter Ray Williams of California, defending champion were all tied for first place, each having lost four games. In the initial match in the play-off, Seibold won over Williams for the honor of pitching Lipovsky for the coveted World Championship. It was necessary that Lipovsky and Seibold play all three games as Lipovsky won the first game and Seibold took the second with Lipovsky win-ning the third game and with it the 1982 World Championship. (See cover picture)

In other championship finals, Phyllis Negaard, also of Minnesota came through with flying col-ors to win the 1982 Women's World Championship. A new winner in the person of Alan Francis of Missouri was crowned 1982 Boys World Champion. In the Intermediate Championship finals Monte Latino repeated as World Intermediate Champion. The Senior Championship finals brought Heman Standard into the spotlight as he won the 1982 Senior World Championship. A new group of players namely a class of 75 years and older, those fine gentlemen, who in former years were champions in their own right in various tournaments of their times, took to the courts and the final result showed the winner to be, Henry Franke of Illinois who at 82 years was outstanding.
