New Business: Additional insured to Liability Policy for IGEHOA confirmed thru Autos Owner to include (Greater Imperial Board) and the IGEHOA will absorb those cost at $42.00 annually. Review of Bonness Bid # Pipe Repair at 2216 Imperial Golf Course Blvd $ 30,275.28. After discussion by the Board on a motion by Tom Harruff and seconded by Len Joyce the Board unanimously approved the Project costs not to exceed $35,000.00 and award the contract to Bonness. Director Castaldini was delegated authority to sign the contract and manage the project.Painting project( RIOS Painting Corp) for 36 stop sign posts; painting of 15 direction sign posts; paint 26 speed sign posts to commence within the month.Review of two Professional Service Agreements (Pavement Evaluation) by Johnson Engineering and Hole Montes Engineering. The Board approved hiring John-son Engineering for the road rehabilitation project not to exceed $4,100.00. Director Joyce was delegated the authority to sign the and manage the project. Review of the Entrada Rules and deactivation offenses letter to violators. After discussion Director McElligott and PM Murphey are to draft changes to our current rule.

Quarterly Maintenance Fees - Coupon/Due Dates

2015 Quarterly Maintenance Fee $398.00/Qtr.

2015 Quarterly Payment due beginning Jan 1, 2014 at the new rate of $398.00 per quarter.

Statement/coupon about Dec 1, Payment due Jan 1; Statement/coupon about Mar 1, Payment due Apr 1; Statement/coupon about Jun 1, Payment due Jul 1; Statement/coupon about Sep 1, Payment due Oct 1.

Quarterly Maintenance Fees - Please include your Resident Number and your Account Number (Phase and Lot Number) on all check payments to preclude any delay in processing. The Resident Number and Account Number are on the coupon that must be returned with your payment. Owners with multiple lots must indicate how they wish their payments applied by including the appropriate coupons with each check. The correct mailing address for IGEHOA Quarterly Mainte-nance Assessments is: Iberia Bank, P.O. Box 9056, Naples, FL 34101.

If you are using an automatic bill pay service, give them this address for mailing purposes and ask that they include your Account Number (Phase and Lot Number) on all payments.Lot Owners can contact Towne Accounting at 239-596-1031 if you need another coupon book or to discuss the coupon book process.

Superintendents Report: (Superintendent Mark Thieme) Entrada: We had multiple gate violations reported this month. One LED light has been replaced. The fence line between Imperial and Marsilea, after plans were completed, has been moved to the proper property line, and the perimeter fence section has been repaired.

Drainage: We have a contract to start the 2216 drain repair in mid-May. We are waiting for the parts to com-plete the weir projects in Majestic and Bismarck Parks. The parts will be welded and installed by Ott Welding. We met with SFWMD concerning the water breach from the school property retaining berm. We have a plan, but are waiting for further instruction and a release from SFWMD.Signage: We have contracted to have the Imperial signs painted by RIOS Painting.Shop: Major dirt work is being completed at the shop area

Beautification, Common / Park Areas Committee Reports: (Director McElligott) Our fence was moved 3’ north to our property line with Horton/Marsilea in Marquis Park.We added 2 fire bushes where the fence line was extended by the property with Horton. Chocolate mulch was also put down from the walk in gate to the Horton property line.Pine straw was put down along the berm in the back of Bismarck Park, as well as the coco plum bushes that wrap around the canal by the sidewalk. The palmettos on the west end of the berm where also trimmed.The Palmettos where trimmed along the west side of the perimeter.

Entrada Gate Issues: (Director McElligott) Street light #22 along Entrada has been repaired. New IQ is working on a couple of proposals to give us more storage on our cameras.

Architectural Review Board Report: (Vice President Toth) The ARB committee reviewed and approved eight requests last month with no pending. The approved requests included repaint exterior, shutters, impact glass, new pool deck, resurface pool, new pool cage, new driveway, and addition to a house. There are six pending requests. There were no disapproved requests. To obtain an Exterior Change Request form on line: www.igenaples.info, log-in with name “imperial” and password “2011”From Towne Properties email your request to: [email protected] remember that ARB approval is required for the use of PODS, Dumpsters and Port-a-Potties even if the renovations involve only interior changes.

Treasurers Comments: (Treasurer Tom Harruff)Total Operating Income for March is over budget by $115,538 when considering the prepaid quarterly assessments of $109,730. Newsletter Income ($1,965), Late Fees ($1,331) and Violation Fees ($725) make up much of the rest of the over budget. Year to Date our Operating Income is over budget by $22,968, including Prepaid ($12,048), Newsletter Income ($4,188), Applica-tion Fee income ($2,500), and Violation Fee Income ($1,725). As this is the first month of the quarter our delinquents were processed per the Delinquent Assess-ment Rule with follow up as appropriate. On April 15th we had 9 lot owners owing less than a full quarter’s assessment and 39 owing a full quarter’s assessment except for those delinquent lot owners that are at the attorney for collection action. These numbers can change daily and Towne Properties processed the 48 follow ups on April 15th per our Delinquent Assess-ment Rule. This number of delinquencies is significantly less than Jan 15th when we had about 110.

Total Operating Expenses for the month of March were $2,895 under budget and Year to Date under Budget by $7,863. Monthly under budget expense categories include Maintenance ($988), Grounds Care ($4,039), and Administrative were over budget by ($2,107).

Our Net Income Year To Date is $30,830. Based on positive income of $22,968 and negative expenses of $7,862.

Treasurer Comments: TM Hayes our Auditor has stated that he will be about 30 days late starting the audit.

on the property which is a danger to the home owners and also presents a threat to the stability of the driveway built along the route of the underground pipe. The 42 inch drain pipe either has to be lined or replaced. The estimate to line the pipe is double the estimate to replace the pipe. Replacing the pipe will require some disruption to back yard of the Home Owner, which will be repaired. But the end result, which is less expensive, will eliminate the existing problems. Both home owners are being kept informed of our plans. We are working to accomplish this task before the advent of rainy season which will complicate matters greatly or stop them completely from being completed this year.

We have also met with South Florida Water Management District to discuss methods of “controlling” the flow of rain water from the Preserve beside the Middle School from breaking down our berm and causing more damage to our fence between the two properties. By placing a drain pipe between the two properties we will provide a drainage path for the rain water to flow into our canal at a specified location and stop random breakthroughs which is currently breaking down the berm and under-mining our fence line. We are currently seeking estimates to determine the cost of this project. The Board discussed the options for pipe repairs in areas identified as needing rehabilitation and will seek evaluations and repair estimates

Newsletter-Estates: - (Treasurer Harruff): Tom Harruff spoke briefly about the newsletter contents and planned communication to residents and the need to find additional advertisers for the newsletter.

Reminder - It is the responsibility of each Lot Owner to assure that their current contact information is in the Property Manager’s data base. That includes local and alternate mailing addresses, local and alternate telephone numbers, email addresses, home watch services, etc. This is important for notices to the entire community of important information like road closures, Estates newsletter and official notifi-cations from the Association including Association Maintenance Fees.You can do this on line at http://igenaples.info/owner_info.htm

Unfinished Business: Rules and Regulations for the community will be reviewed by Board members to determine the need for the specific rule(s), the consequence of any suspension of amenities usage and to include the review of specific wording of rules. The mailing to owners regarding the Recorded State-ment of Marketable Title Action (Preservation of Docu-ments) for Imperial Golf Estates upon recording with county. Recording has been accomplished.

Perimeter Awareness: (Director Keating) Supervisor Thieme is working with Director Keating to review the area and draft a guideline for reporting conditions.

Traffic Awareness Committee: (Director Keating): Patrick Keating provided an update on discussion with the Sheriff about HOA responsibilities in regards to traffic issues. There is a misperception by members that the Association can enforce traffic laws. It was suggested to have the speed reading device set in place to help educate residents about speeding and then evaluate the need for patrols in the neighborhoods. The Association ability to regulate traffic issues is not in the covenants, and use common sense. The Board will entertain other options as they move forward. Director Keating will draft a letter for publication in the newsletter.

Roads & Walk paths: (Director Harruff for Director Joyce) We have met with two engineering services to advise the cost for a study of our roads and walk paths. The board will need to select which vendor to use and when and if we proceed with the review the conditions and make recommendations on the Rehabilitation of our roads and walk paths.

Storm Waater Mangement and Drainage Report: (Director Castaldini) We have received estimates to resolve the breach we currently have in the 42 inch drain pipe at 2216 of IGC Blvd. The breach has caused a “sink hole”

on the property which is a danger to the home owners and also presents a threat to the stability of the driveway built along the route of the underground pipe. The 42 inch drain pipe either has to be lined or replaced. The estimate to line the pipe is double the estimate to replace the pipe. Replacing the pipe will require some disruption to back yard of the Home Owner, which will be repaired. But the end result, which is less expensive, will eliminate the existing problems. Both home owners are being kept informed of our plans. We are working to accomplish this task before the advent of rainy season which will complicate matters greatly or stop them completely from being completed this year.

We have also met with South Florida Water Management District to discuss methods of “controlling” the flow of rain water from the Preserve beside the Middle School from breaking down our berm and causing more damage to our fence between the two properties. By placing a drain pipe between the two properties we will provide a drainage path for the rain water to flow into our canal at a specified location and stop random breakthroughs which is currently breaking down the berm and under-mining our fence line. We are currently seeking estimates to determine the cost of this project. The Board discussed the options for pipe repairs in areas identified as needing rehabilitation and will seek evaluations and repair estimates

Newsletter-Estates: - (Treasurer Harruff): Tom Harruff spoke briefly about the newsletter contents and planned communication to residents and the need to find additional advertisers for the newsletter.

Reminder - It is the responsibility of each Lot Owner to assure that their current contact information is in the Property Manager’s data base. That includes local and alternate mailing addresses, local and alternate telephone numbers, email addresses, home watch services, etc. This is important for notices to the entire community of important information like road closures, Estates newsletter and official notifi-cations from the Association including Association Maintenance Fees.You can do this on line at http://igenaples.info/owner_info.htm

Unfinished Business: Rules and Regulations for the community will be reviewed by Board members to determine the need for the specific rule(s), the consequence of any suspension of amenities usage and to include the review of specific wording of rules. The mailing to owners regarding the Recorded State-ment of Marketable Title Action (Preservation of Docu-ments) for Imperial Golf Estates upon recording with county. Recording has been accomplished.

Perimeter Awareness: (Director Keating) Supervisor Thieme is working with Director Keating to review the area and draft a guideline for reporting conditions.

Traffic Awareness Committee: (Director Keating): Patrick Keating provided an update on discussion with the Sheriff about HOA responsibilities in regards to traffic issues. There is a misperception by members that the Association can enforce traffic laws. It was suggested to have the speed reading device set in place to help educate residents about speeding and then evaluate the need for patrols in the neighborhoods. The Association ability to regulate traffic issues is not in the covenants, and use common sense. The Board will entertain other options as they move forward. Director Keating will draft a letter for publication in the newsletter.

Roads & Walk paths: (Director Harruff for Director Joyce) We have met with two engineering services to advise the cost for a study of our roads and walk paths. The board will need to select which vendor to use and when and if we proceed with the review the conditions and make recommendations on the Rehabilitation of our roads and walk paths.

Storm Waater Mangement and Drainage Report: (Director Castaldini) We have received estimates to resolve the breach we currently have in the 42 inch drain pipe at 2216 of IGC Blvd. The breach has caused a “sink hole”

New Business: Additional insured to Liability Policy for IGEHOA confirmed thru Autos Owner to include (Greater Imperial Board) and the IGEHOA will absorb those cost at $42.00 annually. Review of Bonness Bid # Pipe Repair at 2216 Imperial Golf Course Blvd $ 30,275.28. After discussion by the Board on a motion by Tom Harruff and seconded by Len Joyce the Board unanimously approved the Project costs not to exceed $35,000.00 and award the contract to Bonness. Director Castaldini was delegated authority to sign the contract and manage the project.Painting project( RIOS Painting Corp) for 36 stop sign posts; painting of 15 direction sign posts; paint 26 speed sign posts to commence within the month.Review of two Professional Service Agreements (Pavement Evaluation) by Johnson Engineering and Hole Montes Engineering. The Board approved hiring John-son Engineering for the road rehabilitation project not to exceed $4,100.00. Director Joyce was delegated the authority to sign the and manage the project. Review of the Entrada Rules and deactivation offenses letter to violators. After discussion Director McElligott and PM Murphey are to draft changes to our current rule.

Superintendents Report: (Superintendent Mark Thieme) Entrada: We had multiple gate violations reported this month. One LED light has been replaced. The fence line between Imperial and Marsilea, after plans were completed, has been moved to the proper property line, and the perimeter fence section has been repaired.

Drainage: We have a contract to start the 2216 drain repair in mid-May. We are waiting for the parts to com-plete the weir projects in Majestic and Bismarck Parks. The parts will be welded and installed by Ott Welding. We met with SFWMD concerning the water breach from the school property retaining berm. We have a plan, but are waiting for further instruction and a release from SFWMD.Signage: We have contracted to have the Imperial signs painted by RIOS Painting.Shop: Major dirt work is being completed at the shop area

Beautification, Common / Park Areas Committee Reports: (Director McElligott) Our fence was moved 3’ north to our property line with Horton/Marsilea in Marquis Park.We added 2 fire bushes where the fence line was extended by the property with Horton. Chocolate mulch was also put down from the walk in gate to the Horton property line.Pine straw was put down along the berm in the back of Bismarck Park, as well as the coco plum bushes that wrap around the canal by the sidewalk. The palmettos on the west end of the berm where also trimmed.The Palmettos where trimmed along the west side of the perimeter.

Entrada Gate Issues: (Director McElligott) Street light #22 along Entrada has been repaired. New IQ is working on a couple of proposals to give us more storage on our cameras.

Architectural Review Board Report: (Vice President Toth) The ARB committee reviewed and approved eight requests last month with no pending. The approved requests included repaint exterior, shutters, impact glass, new pool deck, resurface pool, new pool cage, new driveway, and addition to a house. There are six pending requests. There were no disapproved requests. Treasurers Comments: (Treasurer Tom Harruff)Total Operating Income for March is over budget by $115,538 when considering the prepaid quarterly assessments of $109,730. Newsletter Income ($1,965), Late Fees ($1,331) and Violation Fees ($725) make up much of the rest of the over budget. Year to Date our Operating Income is over budget by $22,968, including Prepaid ($12,048), Newsletter Income ($4,188), Applica-tion Fee income ($2,500), and Violation Fee Income ($1,725). As this is the first month of the quarter our delinquents were processed per the Delinquent Assess-ment Rule with follow up as appropriate. On April 15th we had 9 lot owners owing less than a full quarter’s assessment and 39 owing a full quarter’s assessment except for those delinquent lot owners that are at the attorney for collection action. These numbers can change daily and Towne Properties processed the 48 follow ups on April 15th per our Delinquent Assess-ment Rule. This number of delinquencies is significantly less than Jan 15th when we had about 110.

Total Operating Expenses for the month of March were $2,895 under budget and Year to Date under Budget by $7,863. Monthly under budget expense categories include Maintenance ($988), Grounds Care ($4,039), and Administrative were over budget by ($2,107).

Our Net Income Year To Date is $30,830. Based on positive income of $22,968 and negative expenses of $7,862.

Treasurer Comments: TM Hayes our Auditor has stated that he will be about 30 days late starting the audit.
