puszta, Csámpa-puszta, Gyapa, etc.); • Adjacent to the river Danube, has a port for inland freight

transport• Around 1500 local businesses, the biggest is by far the

Nuclear Power Plant• „Socialist industrial city”• Wealthy and ageing population (2nd wealthiest in Hungary)

Planning ahead

• Construction of a newnuclear power plant – butalso developing a local smartgrid (Protheus Holding Plc. -> Paks Transportation Ltd.)

Initiated by the Municipality of Paks:• Involvement of ELENA-funding as part

of a bigger smart-grid project• Protheus Holding Plc. and later the

Paks Transportation Ltd.• SUMP & Transportation Intervention

Power Plant, therefore:• New roads• New buses & routes• Facilities, bycicle roads, parking

spaces, traffic management in thecity centre, bottlenecks, etc.

The Municipality and theTransportation Ltd. signeda contract for perfomingpublic services in terms of public transportmanagement and supplyinglocal public transportation

• As planned in the ELENA application, a separate entity manages local publictransportation

• Procurement processes are handled bythe Municipality

Procurement

• Tendering: Municipality as Beneficiaryin the frame of an Integrated TransportOP call for applications (1,7 billion HUF ~ 5 million EUR)

• Investment included 10 buses, trainingon handling, maintenance and repairs

• charging infrastructure and supportingfacilities (in a separate procurement)

• Call published on the 27th of December 2018

• Not included: passenger informationsystem

Further along the way

The public transport service was launchedon the 1st of February, 2021

• 200km with one charge• Driver are happy, buses are easy to

drive• Number of passengers is hard to tell

due to lockdown• User are generally happy, clock-face

scheduling makes planning easier, thenew network is more usable

• Unexpected criticism: families with 2 ormore cars don’t see why this is useful

COVID-19 repercussions

• Legal responsibilities (mask)• Mobil ticket as a preferred method• Entry at the first door, protective

equpment (medical gloves, disinfectants), daily disinfection

• No infections among the drivers• Opportunities offered to vaccinate, but

not mandatory• Test opportunities provided• Due to the service was only launched on

the 1st of February, 2021, the impactcan’t be assessed

Upscaling,future plans

• On the long run, restrictive measureswould contribute to rising passengernumbers

• In the frame of the Municipality• Other modes and solutions• DRT system in the outer areas (with a

mobile application) – taxi in case of toofew passengers

• In the frame of the Protheus-project• The Nuclear Power Plant needs

frequent and steady service (servicecontract)
