•Although there is broad consensus that corporate social responsibility (CSR) has a business-driven approach and that the main focus of CSR development is the business sector.

•Attention must also be paid to the development and application of CSR within the framework of other stakeholders, such as governments.

and for enterprises seeking to adopt a more international approach to CSR.
