Chris Barnett practises in the areas of administrative and regulatory law, with a focus on municipal and

planning advice and environmental approvals. He is the Chair of the Municipal Law Section Executive of the

Ontario Bar Association.

He specializes in providing clients in both the public and private sectors with strategic advice on co-

ordinating and addressing the various levels of approvals required for complex projects.

Chris advises public sector clients on a broad range of matters, including growth management issues,

cultural heritage, parkland dedication/valuations, employment land and aggregate resource policies, as well

as ward boundary reviews.

He also advises large landowner groups on Development Charges and cost sharing matters, environmental

assessment processes and approvals and the implications of provincial policies and initiatives.

He has been selected as the 2015 Municipal Law Best Lawyer of the Year (Toronto) by the Best Lawyers in

Canada, and is “Repeatedly Recommended” in The Canadian Legal Lexpert Directory for Property

Development.

Chris appears regularly before the Ontario Municipal Board and municipal councils, and has appeared

Mark R. Flowers is a partner with Davies Howe Partners LLP, and a member of the firm’s municipal, planning and land development law group.

Mark graduated from Osgoode Hall Law School in 1999, where he was awarded the Robert W. Macaulay Scholarship in Land Use Planning Law, and was called to the Bar of Ontario in 2001. Mark also holds a Master of Science Degree in Planning from the University of Toronto.

Mark’s practice involves all aspects of land use planning and development law, as well as related areas within municipal law, including municipal prosecutions, development charges and expropriation. Mark regularly appears before the Ontario Municipal Board, municipal councils and committees, and the Ontario Courts.

Mark is a member and current Chair of the Executive of the Ontario Bar Association - Municipal Law Section. He is also a member of the Urban Land Institute – Toronto, the Building and Land Development Association (BILD), Lambda Alpha – Simcoe Chapter, and the Ontario Expropriation Association.

Mark is a frequent speaker and contributor to continuing legal education programs related to municipal and land use planning law.

profile Annik is an associate in the firm's Real Estate Group. Her practice focuses on administrative law with an emphasis on municipal land use planning and environmental law. Annik's practice also involves construction law matters. She particularly enjoys opportunities to apply her engineering background in her practice.

Annik is experienced with the process for obtaining approvals of official plan amendments, rezoning, and minor variances and has made submissions to the Ontario Municipal Board and Committees of Adjustment. She has advised both public and private sector clients with respect to transactional and regulatory environmental matters and also brings experience at drafting pleadings, motions, and appeal materials, including appeals to the Supreme Court of Canada.

Annik has represented numerous players within the construction pyramid, such as owners, subcontractors and consultants, in matters including the preparation of construction contracts, contract negotiations, and contract claims and disputes.

Annik joined McMillan as a summer student in 2010 and articled with the firm before her call to the Ontario bar in 2012. She received her Juris Doctor from the University of Calgary where she graduated on the Dean's List in 2011. During law school, Annik was VP Finance of the University's Environmental Law Society and received the award for highest academic achievement in environmental law in 2010. Prior to law school, Annik received her Bachelor of Applied Science in Chemical Engineering from the University of Waterloo, and practiced as a project and process engineer with various Canadian companies.

profile Mary Flynn-Guglietti has over 30 years experience in the practice

of administrative law with an emphasis on municipal law, land use planning law, environmental law and expropriation law. She has extensive experience in obtaining approvals of citywide and site specific official plan amendments, rezonings, subdivision approvals, severances and minor variances. She represents developers, ratepayers and municipalities.

Mary regularly appears before various committees of adjustment, committees of council and numerous municipal councils throughout the province of Ontario with a particular expertise in the Greater Toronto Area. Joe Hoffman is an associate at Goodmans. He specializes in municipal law representing both private and public sector clients throughout Ontario. Joe has worked on a wide range of matters arising in the context of land development, including planning applications for large residential and employment projects, minor variance approvals, as well as heritage, urban boundary expansion, and development charge issues.

Jennifer L. King, Partner Gowling WLG (Canada) LLP

Jennifer King is a partner in Gowling WLG's Toronto office and a member of the firm’s Environmental Law Group.

Jennifer works with clients to provide strategic regulatory advice on a wide array of complex matters focusing largely on environmental, land use planning and Indigenous issues. These matters include environmental assessments, complex development applications, and approval regimes involving the environment including land use, transportation, infrastructure and endangered species approvals.

Jennifer is also an experienced litigator. Over the course of her career, Jennifer has acted as lead or junior counsel on all aspects of complex matters before tribunals and courts including proceedings before the Ontario Municipal Board, leave-to-appeal applications to the Supreme Court of Canada, insurance coverage applications, trials (including wrongful dismissal and defamation proceedings), summary judgment motions and complex interlocutory proceedings (including motions for Mareva injunctions). Jennifer has been legal counsel on over 20 reported decisions before the Ontario Municipal Board, Ontario Securities Commission, Ontario Superior Court and the Ontario Court of Appeal. Her recent litigation experience includes successfully representing a municipal client on a complex motion regarding solicitor-client privilege.

Jennifer regularly works with multi-disciplinary teams of specialized technical experts in her regulatory and advocacy practices.

Outside of her law practice, Jennifer remains dedicated to serving her local Toronto community. Bruce Krushelnicki Bruce Krushelnicki is the Executive Chair of the Environment and Land Tribunals Ontario. ELTO is a “cluster” of provincial administrative justice tribunals and boards which includes:

• the Assessment Review Board, • the Ontario Municipal Board, • the Environmental Review Tribunal, • the Conservation Review Board and • the Board of Negotiation.

Prior to joining ELTO, Bruce Krushelnicki was the Director of Planning and Building for the City of Burlington from 2004 to 2015. And before joining the City, he spent nearly 13 years as a full time member of the Ontario Municipal Board, one of the agencies now clustered within ELTO. At the time of his appointment to the OMB in 1991, Mr. Krushelnicki was an associate professor and Director of the Institute of Urban and Environmental Studies at Brock University where he taught urban and environmental planning for 12 years, and maintained a small consulting practice. Dr. Krushelnicki studied at Brock University, Queen’s University in Kingston and at the University of Waterloo where he obtained a Ph.D. in 1980. He is the author of A Practical Guide to the Ontario Municipal Board which was published in the fall of 2003. He is a member of the Ontario Professional Planners Institute and holds the RPP designation.

Calvin Lantz Calvin Lantz is a partner and head of the Municipal & Land Use Group in the Toronto Real Estate Department of Stikeman Elliott. Calvin is a Certified Specialist in Municipal Law (Land Use Planning and Development) by the Law Society of Upper Canada. He appears before administrative Boards and approval bodies and agencies, including the Ontario Municipal Board, Committees of Adjustment, Land Division Committees, various Municipal Councils and Committees. Stephen Longo Stephen is a Partner with Walker West Longo LLP. Stephen was called to the Bar of Ontario in 1998 and has acted for a wide range of clients in property tax assessment matters, including businesses, industries, large institutions, schools and universities, hospitals and municipalities. Stephen’s practice includes handling property tax assessment appeals, property tax due diligence, municipal tax relief and refund applications, and court applications for property exemptions. Ian Lord

Chair

Ian Lord is recognized as one of Canada's leading counsel, litigators, educators and facilitators in dispute resolution involving land development problems. Since 1977, Ian has paralleled his legal practice related to municipal planning and development approvals with its teaching at Ryerson University, York University and through continuing education programs of the Ontario Professional Planners Institute. In 2014, Ian restricted his practice to advancing mediation in municipal dispute resolution.

Kate Lyons is a partner at Goodmans. She dedicates her practice to representing both private and public sector clients in municipal and environmental law.

Her expertise includes a wide range of municipal approvals, in particular in situations where there are disparate public, private and institutional stakeholders. In the urban setting, she was instrumental in the Yonge Summerhill 20-acre subdivision, the first of its size in Toronto in two decades, the 25-acre Wittington subdivision at Yonge Street and Highway 401 and the 20-acre subdivision at Tradewind and Highway 401. She acted for Tennis Canada in obtaining site plan approval, building permits and other approvals for its National Tennis Centre at York University. She acts for SickKids Hospital with respect to their expansion and renovation plans.

She also has extensive suburban experience and acted for the Town of Oakville in respect of the 7,500 acre area known as “North Oakville”. As lead counsel for the Town, she successfully obtained a landmark Ontario Municipal Board approval for a community plan which included the preservation of over 1,000 acres of natural heritage land. A recent article in the Ontario Planning Journal noted that Kate and her Goodmans colleagues “marshalled the [3 levels of government] into a formidable negotiating team”. The Town’s team is described as “the dream team, capable of dealing with everything thrown at it.” Kate continues to represent the Town of Oakville in a number of ongoing matters. She is also representing the Town of Markham at a series of Ontario Municipal Board hearings as well in negotiations with developers regarding finance and delivery of infrastructure.

Her experience in Brownfield redevelopment includes involvement with the Goodherham & Worts historic Distillery District in Toronto, the Shipyards redevelopment in Collingwood, Toronto Waterfront Revitalization Corporation, and major Canadian retailers.

Her Brownfield and Greenfield redevelopment experience includes cost sharing agreements, infrastructure financing and environmental approvals associated with infrastructure requirements.

Kate’s environmental expertise extends to providing advice on corporate transactions involving the evaluation and allocation of environmental risks and costs. She most recently acted on a major restructuring of a forest products company, and the acquisition of two food companies.

Kate is recognized as a leading lawyer by The Canadian Legal Lexpert Directory for property development and by The Best Lawyers in Canada for real estate. Kate is the former President of the National Club and a former Director of the Textile Museum of Canada.

Overview Brendan is a senior lawyer with the City of Toronto’s Legal Department in the Planning and Administrative Tribunal section. Brendan’s practice is restricted to representing City of Toronto Council’s position at Ontario Municipal Board hearings. For 28 years Brendan’s practice has been focused on land use planning expropriation, and land valuation litigation, including some of the City’s longest and most complex hearings. Jason Park

As a founding partner of the boutique law firm, Devine Park LLP, Planning and Development Lawyers,

Jason assists property owners and land developers in achieving approvals for significant developments in

the Greater Toronto Area. He has attended at the Ontario Municipal Board on numerous occasions

Gabe Szobel was called in 2003 and, since 2004 has practiced land use planning law

with the Regional Municipality of York’s Legal and Court Services Department. Gabe’s

practices includes litigation of Planning Act approvals before the OMB, appeals of the

JONATHAN H. WIGLEY, is a partner in the Toronto firm of Gardiner Roberts LLP and is specifically involved with municipal and real estate litigation, expropriation, environmental matters, arbitration and planning and development work as well as corporate/commercial disputes. Mr.Wigley has represented and advised municipalities, governmental agencies and private developers in a variety of different claims and processes before the courts and the Ontario Municipal Board. In particular he has for many years acted for Conservation Authorities in connection with their planning responsibilities and in regulatory matters before the Mining and Lands Commissioner. Mr. Wigley graduated from Queen's University in 1975 with an electrical engineering degree and from Queen’s Law School in 1978. He is also a graduate of Osgoode Hall Law School’s Masters of Law degree program. Mr. Wigley is a member of the Advocates Society and the Canadian Bar Association, Municipal Section. He has written and spoken at a number of forums on municipal matters.
