Rational for Intensive Atmospheric Observatories
Weather stations only tell you HOW the climate is changing (but the long-term measurements are often not of sufficient stability to monitor long-term climate change)
Also need to know WHY the climate is changing. This requires more rigorous control on fundamental measurements (temperature, winds, pressure, precipitation) and ALSO supporting research grade measurements that will understanding the processes that control climate change.
