UN Millennium Development Goal No.7:
ensure environmental sustainability
Sustainable means:“… meeting the needs of the present without compromising the
ability of future generations to meet their own needs.”
• Promote the development and improvement of global
waterborne transport infrastructure and enhancement of
its economic, environmental and social benefits
• Be proactive in dealing with the impact of climate change
• Promote the philosophy of ‘Working with Nature’

“Setting the course”
PIANC – EnviCom report 2013/2014CEDA-PIANC YP Event, 17th October 2014, Brussels 3
The Changing Environment:e.g. River Fragmentation and Flow Regulation(UNEP-Study, 2000)
227 rivers worldwide investigated:37% heavily modified23% modified40% unaffected
~ 90% fresh water volume affectedbigger dams: > 45.000 (22.100 in China)modified for navigation:
by 1900: < 9000 kmby 1997: > 500.000 km
Significant decrease of ecosystems in size and function!

about importance of the environment and its natural resources for the life on earth within the last decades
New Environmental Regulationscame into force, that directly or indirectly applies for the navigation sector, e.g. in Europe
Birds Directive (European Union, 1979)Habitats Directive (European Union, 1992) NATURA 2000: network of over 26,000 protected areascovering all EU Member States and 20 % of its territory
Environmental Impact Assessment (EIA) Directive (EU, 1997)Water Framework Directive - WFD (EU, 2000) Marine Strategy Framework Directive (EU, 2008)

Additional and new goal in the EnviCom Action Plan 2014-2018
Promote the concept of “Sustainable, Integrated and Resilient Management (SIRM) of Navigation Assets and Natural Resources”
What does this mean?
“Setting the course”
PIANC – EnviCom report 2013/2014CEDA-PIANC YP Event, 17th October 2014, Brussels 19
Sustainable, Integrated, Resilient Management - SIRM
Capability and resources to continue life-cycle management according to project objectives (economic, environmental, social)
“Setting the course”
PIANC – EnviCom report 2013/2014CEDA-PIANC YP Event, 17th October 2014, Brussels 20
Sustainable, Integrated, Resilient Management - SIRM
Through Integrated Water Resources Management a balance can be achieved
between protecting and enhancing the water ecosystems
and all other water uses including navigation
“Setting the course”
PIANC – EnviCom report 2013/2014CEDA-PIANC YP Event, 17th October 2014, Brussels 21
Sustainable, Integrated, Resilient Management - SIRM
Enhance the resilience of navigation and waterborne infrastructure to the impacts of climate variability/ change. Strengthen the ability of the infrastructure and the transport operations to handle adverse effects of climate variability/change
Enhancing the resilience to the impacts of climate variability/change also means the chance to invest in a low-carbon economy, for instance, by promoting
energy efficiency and the uptake of green products.
“Setting the course”
PIANC – EnviCom report 2013/2014CEDA-PIANC YP Event, 17th October 2014, Brussels 22
EnviCom task 2014 -2018:
• Define SIRM and provide implementation guidance and recommendations
• Include and combine guidance from e.g. − Working with Nature (WwN), − Ecosystem Goods and Services (EGS), − Climate Change Adaptation, − safety, hazard and environmental risk
management,− Green developments
