Theory to Practice

A perennial governance challenge facing practitioners worldwide involves finding the financial wherewithal to deal with old, new, and emerging public policy problems. Endemic to this challenge is anticipating and stewarding the revenue flows that administrators need to address these societal problems amid economic

volatility. Professors Fred Thompson and Bruce Gates initiate this issue's exchange among practitioners and academics by arguing that the tools associated with recent developments in financial theory not only can

profitably inform this enduringfiscal challenge, but also should be in the toolkits of budgeters at all levels

ofgovernment.
