out the new equipment. If you haven’t experienced the benefits of exercising in the fresh air and the lovely setting in the Roding Valley, why not make a date in your diary to attend the free induction sessions on Sundays in September (see page 1 article). There will also be a podcast available on our website showing fitness instructor, David Hogg demonstrating how to use the equipment.

The refurbishment of the tennis courts, located nearby on the Recreation Ground, has reached the tender stage. This will see the courts resurfaced, with new internal fencing and a multi sports court suitable for basketball, 5-a-side football and cricket practice. The council has built up funds to finance this project but we now await the result of grant applications to complete the works.

The Roding Valley lake has

been a centre of interest this year and I am pleased to report that, following the heavy rain in July, water levels are gradually returning to normal. This improvement will continue in the coming months and we are grateful to officers from Epping Forest District Council (which retains responsibility for the lake) and the Environment Agency who have worked to minimise the environmental impact of the drainage work undertaken by the police. Plans are being drawn up for the replanting of the reed beds and the restocking with fish.

Having identified a piece of land off Oakwood Hill, opposite the Industrial Estate, as potentially suitable for Loughton’s skateboard park, we are looking for the members of the Skate Loughton Action Group to show their commitment and enthusiasm for this project by working

with the council to secure the additional funding required. A meeting with the group is planned for August assisted by Nick Robinson, Manager of LYP (Loughton Youth Project). We really need the local community’s involvement in this big project, so if you would like to help move this project forward please contact the council.

As I write, celebrations to mark the final year’s countdown to the 2012 London Olympics are underway in London and, with the Queen’s Diamond Jubilee next June, 2012 promises to be an exciting year. There will be details of the town council’s plans for events in Loughton in the coming editions.

THIS HAS been a busy year for the town council as we progress a number of high profile projects. The completion of the outdoor gym on the Roding Valley Recreation Ground has been one of our most popular innovations to date, attracting many local residents and visitors from neighbouring parishes to try

IN JUNE, shortly after Armed Forces Day, councillors and members of the public were joined by representatives of the Loughton Royal British Legion, with its chairman Ernie Russell, for the unveiling of the second Debt of Honour display in the foyer of the Murray Hall. Unlike the first display, which commemorated local men that had given their lives in service of their country during the first and second World Wars, this display celebrates the heroism

of those who were decorated for their bravery and returned safely home.

The new display features just a few of those local men whose courage still serves as an example to others. Some will be well-known; the Victoria Cross holders have blue plaques on their former homes, as does Marine Bill Sparks, who won the Distinguished Service Medal in the “Cockleshell Heroes” raid of 1942. This display is part of a larger project to remember all those acts of heroism. There are still many more people with Loughton connections whose wartime deeds and awards are in danger of being forgotten, so if you have any reminiscences, family stories or photographs of anyone with Loughton connections who received a military award or decoration, we would be delighted to hear from you. To view the current display, please contact the town council.

This year’s Remembrance Day Service at the War Memorial, Kings Green, will be held on Sunday 13 November at 12 noon.

n FLOWER BASKETS: The town council is pleased to provide the flower baskets in The Broadway and the High Road to ensure our town centres look their best and encourage more residents and visitors to shop locally. We have added a further 9 baskets in the High Road this summer but there is space in both roads for more and we are looking for sponsors. If you would like to help make Loughton an even lovelier place to live and work please contact the Town Clerk for information.

n NEW BUS SHELTERS: Two new shelters were installed by the town council in June, at the Jessel Drive/Colebrook Lane junction (southbound) and outside The Spinney at the Murray Hall bus stop in Borders Lane). This was achieved with grant funding from Essex County Council.

n BLUE HERITAGE PLAQUE: The town council’s ongoing heritage programme saw the erection of a blue plaque at 41 The Uplands in March this year to commemorate Sir Frank Baines KCVO (1877–1933). This eminent architect rose to become the chief architect of Her Majesty’s Office of Works.

His most famous London buildings are Thames House (currently the headquarters of the British Security Service agency, MI5) and the Imperial Chemical House.

n EPPING FOREST CENTENARY WALK: You are invited to join the annual celebrations to mark the passing of the Epping Forest Act in 1878 on Sunday 18 September 2011 with the chance to walk the entire length of Epping Forest in a day or take part in one of your local sections of the long walk.

Arranged by the Friends of Epping Forest, with support from the Ramblers’ Association and the Corporation of London, the walk will commence at the junction of Capel Road and Forest Drive near Manor Park Station at 9am and end at Bell Common, Epping at 5pm.For more details, contact 020 8418 0730 or visit www.friendsofeppingforest.org.uk

Council financeTHESE CHARTS show a summary of the council’s financial activity during the year 2010/11. The figures refer to the total income and expenditure during the year, and are allied to the council’s committees. At the end of March 2011, the council’s total balances stood at £983,706. Of this, £481,033 represented funds available for general use, with £502,673 earmarked for specific projects such as future improvements to the Roding Valley recreation ground and Willingale Road playing field, the skateboard park and the development of the new cemetery in Debden Lane. More detailed information on the spending committees’ income and expenditure can be seen on the various agendas or by calling in at the council office. The council’s accounts for 2010/11 were approved by the council on 11 May 2011, and the public’s right to inspect the accounts before audit advertised on the council’s notice boards and website. ESSEX POLICE is one of the first forces to switch to the new national non-emergency telephone number. Dial 101 to contact your local Neighbourhood Policing Team, for non-emergency crime issues, or

to seek crime prevention and personal safety advice. The emergency 999 number remains unchanged and should always be used in an emergency.

EFDC COMMUNITY SERVICES team is organising a training programme in partnership with Loughton and Ongar town councils, and will be running free workshops on the practical aspects of setting up and running a community group, and putting on a community event.

The youth councillors want to encourage young

people to report any type of crime to the police. YC Jekin Patel said, ‘We have produced a wallet sized guide on how to report a crime; it includes the new national non emergency number 101. We worked with the Community Safety team to produce the card and were awarded £300 from the Think Big Fund to print 6,000 copies’. The project has also been funded by EFDC and the Youth Opportunity Fund.

EFYC worked with ignite Loughton Youth Theatre and Roding Valley High School pupils to write and produce a safety DVD for year 9 pupils at all secondary schools in the district.

ESSEX POLICE was the first to introduce the new non-emergency telephone number 101 which is due to be implemented across the country during the rest of this year. Telephone number 101 can now be

used for all contact with Essex police which is not urgent, e.g. to report low level crime and anti-social behaviour, or to speak with officers currently investigating a case, or neighbourhood policing officers. THERE IS currently an opportunity to dedicate more local footpaths as public rights of way. Public rights of way (PRoW) are highways that allow the public a legal right of passage. We plan to submit the following paths to Essex County Council for inclusion on the Definitive Map for Essex:

n From Willingale Road, along the south bank of Pyrles Brook under the railway viaduct (the Five Arches) to Rookwood Gardens joining the Langston Road to Piggotts Farm footpath just beyond the Bank of England Printing Works.

n From Rectory Lane, by Loughton Clinic, via the forecourt of Loughton Hall, to Borders Lane between the College main and middle buildings.

If you have regularly used these footpaths, and especially if you did so before 1985, please write or email the town council with the details by the end of September 2011.

THE TOWN COUNCIL competition is open to all Loughton’s allotment enthusiasts, who have been busy nurturing their plots and growing a wide variety of vegetables, flowers, herbs and spices. We were delighted that Karen Kenny, Eastern Representative from the National Association of Allotment and Leisure Gardeners, undertook the challenge to find winners from the shortlist of some 26 plots drawn up by the town mayor, Cllr Caroline Pond assisted by councillors Stephen Pewsey and Chris Pond.

Now in its third year, Best Allotment in Loughton 2011, was won by Mr Brian Smith from the Loughton Potato Ground, who was presented with the Horticultural Association Challenge Cup and a £25 gardening voucher by the town mayor on 18 July. The cup was kindly donated to the town council by Jean Andrews who had been looking after it ever since the demise of the LA & HA in 1998. Karen’s verdict on Brian’s plot was, “Good tidy paths and a wide variety of fruit, vegetables, herbs and flowers complementing each other and encouraging natural predators of pests. In general a pleasing plot well tended”.

The wooden shield, which was previously presented to the winners, will in future be allocated to the Town Mayor’s Special Award.

This year the shield was presented to the worthy runner up, Mr Lewis Perry from the Willingale Road allotments. Karen commented that Lewis’ plot was, “A very tidy and interesting plot with a good variety of produce including fruit, vegetables, herbs and flowers”.

Framed certificates were also awarded to four ‘highly commended’ and three ‘commended’ plots. If you would like information about vacancies on allotment sites contact the town council who will be pleased to help.

& WIN A £25 GIFT CARD. This popular annual competition is open to anyone, who either lives, works or studies in Loughton. There are four different age entry categories covering infants, juniors, secondary

students and adults.Use your skills to create an original design. It

can be a photograph, festive drawing, picture, illuminated script or any other artistic style. The winning entry must be A5 size, either portrait (upright) or landscape, colour or black/white and suitable for reproduction. This year the town mayor would particularly like to see photographs from all ages taken in Loughton during the last two snowy winters.

Entry forms can be downloaded from www.loughton-tc.gov.uk or collected from our office; closing date 2 November. Each category winner receives a £25 gift card, and runner-ups are awarded a certificate. The overall winning design will be reproduced as the town council’s official 2011 Christmas card. An exhibition of the winning designs alongside a selection of the best entries will be displayed in Loughton and Debden libraries during December and January. All windows are automatically entered into the competition. The seasonal displays will need to be in place by 1 December for judging by the council’s town mayor, and the chairman and vice chairman of the Environment & Heritage committee.

The winning entry from each category (local/independent; multiple/chain store; or charity) receives a certificate, engraved cup to keep for 11 months (so it can be awarded the following year) and a £100 donation to the charity of their choice. Home Mead Local Nature Reserve

THIS SMALL nature reserve, a mosaic of woodland, scrub and acid grassland, lies to the north of Loughton, and can be accessed from Englands Lane. It has been managed by Countrycare, the district council’s countryside management team, since 1999.

Countrycare staff and a dedicated team of volunteers have worked to improve the site for people and wildlife. The initial clearance work began to create a varied age structure within the woodland and scrub areas leading to a larger diversity of animals and plants able to thrive in this habitat. Further annual clearance has seen the scrub managed in a coppice rotation to maximise its value for both insects and birds.

In 2004 a pond was created and a

hardened path installed to create a circular route around the site. Home Mead was formally designated a Local Nature Reserve in 2004 giving the site added protection.

Recent records show evidence of heather on the eastern edge of the site. As heather seeds can lie dormant for up to 50 years, any small patches are being encouraged to germinate. Heathland is a rapidly declining habitat and one of the rarest in Essex.

COUNTRYCARE invites you to join in its 25th anniversary celebrations at a fete style event on Saturday 1 October from 11am to 4pm at the Roding Valley Meadows Local Nature Reserve.

It promises to be a fun day out for all the family with activities including: archery, ferret roulette, hedgelaying, veteran tree walks, bug hunting, wellie throwing, tractor rides and a hands-on art project. Refreshments will be sold by “Naked Sausage”, a local sausage and burger company.

Entrance is free, although some of the stallholders may choose to charge for their activities. This is a non-profit event run in partnership with Essex Wildlife Trust and any proceeds made by the stallholders will be for the benefit of their organisation and not Epping Forest District Council.
