The Skate Group had the opportunity to show off their skills this autumn, when the town council provided equipment as part of the Positive Introductions events. Working with the Community Engagement Team from EFDC, the Loughton Youth Project (LYP) and ignite, the council helped ensure a range of Halloween activities were available for young people in the town. We were very grateful to Paul Banks, headteacher at the Roding Valley High School, for giving permission for us to hold the skate event in the school car park. This is the third series of the Positive Introduction events, originally conceived through the Safer Communities Partnership (Loughton Police and EFDC) to provide diversionary activities and strengthen links between young people and the local authorities.

With jobless totals rising

particularly amongst young people, we are pleased to be part of the new government scheme, Get Britain Working. This provides work experience placements of up to eight weeks for 18 to 24 year olds on Jobseeker’s Allowance with little or no recent work experience and gives an opportunity for them to improve their job prospects by adding to their CV. If you are an employer in Loughton and able to offer a placement, whether office based, retail or industrial, please contact the Loughton Job Centre for more information.

Have you made plans for the 2012 celebrations yet? Perhaps you have already booked a long holiday abroad or away from London to avoid the predicted travel congestion during the Olympics! The council is finalising plans to ensure the town marks

both the London Olympics and the Queen’s Diamond Jubilee in an appropriate manner. We are meeting with local organisations to develop a programme of events and avoid unplanned clashes, but would like to hear from residents about your plans and what you would hope to see in the town.

Finally, may I encourage you to support your local shops and businesses over the Christmas period. Look out for the winning window displays in the council’s Christmas competition which will be identified after the judging in early December by their framed certificates and engraved cups.

I AM pleased to report we have been working closely with the Skate Loughton Group on plans to secure a small section of the Nature Reserve in Oakwood Hill for the town’s new skate park. Discussions are now also underway with the landowner, Epping Forest District Council and the Essex Wildlife Trust which leases the Reserve from them.

DO YOU know someone deserving of recognition for their contribution to the life and spirit of Loughton? The town council seeks nominations for the 2012 Citizenship Awards. This annual event recognises the special achievements of people in our own town who have gone the extra mile for the benefit of the local community. Any Loughton resident, employer, educational establishment, group or society may submit a nomination, but please do not let the nominee know at this stage.

Nominations can be in recognition of long service or involvement with a voluntary organisation or local charity, good neighbourliness, organising a campaign to improve community facilities or cohesion, or by an act of bravery or courage.

There are three categories:(A) Acts of courage or bravery

in the year in question that have resulted, for instance, in the prevention of a serious crime or the rescue of individuals from danger.(B) Voluntary Service (i) for people aged 25 or over and (ii) for people under 25 years of age.

Winners will be presented with an illuminated scroll and a cheque for £250 made payable to their favourite local charity during the Annual Civic Service on Sunday 4 March at 3pm in the Loughton Methodist Church.

The closing date for nominations is 31 January 2012. Nomination forms are available from the council offices and can be downloaded from the website www.loughton-tc.gov.uk/7locsaw.pdf

Last year’s winners were Taylor Baldwin for his voluntary work at Loughton Youth Project and Joyce Barcley for her many years of service to Guiding.

Strong concerns were expressed about the lack of detail provided by the EA of the assessment (if any) of the long term impact of the withdrawal of maintenance on the river for the Loughton area and in particular whether this would jeopardise properties on the Roding Estate and in the vicinity of Greensted Road. The full response can be read in the minutes of the meeting on the council’s website.n CHILDREN’S PLAY AREAS: As part of the rolling programme of improvements, the next play area to receive a makeover is the small site in Monksgrove on the Oakwood Hill Estate. Children and parents attending the Noah’s Ark Oakwood toddler group at the Oakwood Hill Estate Community Hall helped choose the new pieces of equipment. Installation will commence shortly depending on the weather.n JOB OPPORTUNITIES: To support our existing team of caretakers we are looking for local residents to act as relief caretakers at the Murray Hall in Borders Lane. Duties will include meeting and greeting hirers and ensuring the building meets our high standards of cleanliness. You must be prepared to work unsociable hours and weekends. THE TOWN COUNCIL in partnership with Countrycare invites neighbours and residents of Loughton to help maintain this important site. No longer earmarked as a possible location for the skate park, it is important to manage the natural vegetation to ensure the habitat is good for the variety of wildlife including the slow-worms, lizards and grass-snakes that have been found there. Children aged 11 and over are welcome but if under 16, must be accompanied by an adult. Please bring appropriate clothing and footwear for the weather and lots of enthusiasm. All tools, coffee, tea and biscuits are provided.

AN EARLY reminder that on Thursday 3 May 2012, the town council will go to the polls. Our twenty two councillors representing the seven ward areas in the town are elected to serve for a four-year period. This is an exciting time for local councils as the government’s vision of the Big Society sits well with their existing work to represent the local community, deliver services to meet local needs and strive to improve the quality of life and community well-being.

KINGSLEY PRE-SCHOOL was recently awarded a selection of young native trees by Sainsbury’s and generously offered them to the town council. The council thanked the pre-school and plans to plant the trees in the Willingale Road Nature Reserve near to the boundary with the Willingale Road allotments site to create a new hedge line. A community service team will be asked to assist with the planting and the children of the pre-school will be invited to inspect the trees once the works are completed.

EPPING FOREST YOUTH COUNCIL is seeking nominations and looking for candidates to stand in their upcoming elections. The group, which comprises young people between the ages of 13-18 living in the Epping Forest district, will hold their third youth elections in March 2012.

The Youth Council, originally formed in 2007, is made up of an elected group of non-party political, young people who involve themselves in the decisions made by Epping Forest District Council, as the council want to know what young people think about its services and the issues that affect them.

Eight secondary schools across the district will host the youth elections and anyone eligible can nominate themselves to stand

EPPING FOREST youth councillors were invited by their MP Robert Halfon, to receive a tour of the infamous Big Ben. Their tour coincided with Big Ben striking 3 o’clock and they were given ear plugs, as it is very loud standing next to Big Ben when the hammer hits. The hammer weighs 200 kgs. The tower is part of the Houses of Parliament and there are 334 steps to the belfry. At 316 feet high, that’s sixteen

storeys. There’s a great view from the top and it can get pretty windy too. Big Ben has four clock faces and the youth councillors touched the number six on each dial face as they walked around the inside of the clock tower. I AM pleased to report that at the time of writing this article there has been a significant reduction in reported crime within the Epping Forest district in comparison to the same time last year. Two hundred

less crimes have been reported to police reducing victims of crime.

Following several recent court hearings the planned council eviction of travellers from the Dale Farm site in Crays Hill has now started. Basildon Council and the bailiffs are taking the lead role with Essex police preventing any disorder. Officers from this area are supporting the operation, however I believe this will have minimal effect on local policing with normal resourcing levels being maintained.

We have been working hard to reduce burglaries within the district over the past six months and several operations have taken place to target our more vulnerable areas. Our efforts will continue to reduce burglaries further. With winter upon us I have put a number of plans in place to increase police presence in the area over the Christmas and New Year period, traditionally a busy time with an increase in anti-social behaviour related calls.

Local officers continue to have neighbourhood meetings in areas throughout the district, details of which can be obtained from Loughton police station or from the Essex Police website. AS PART of the plans to mark Her Majesty The Queen’s Diamond Jubilee, the town council is delighted to announce its decision to dedicate three sites in Loughton as QEII Fields to protect these recreational spaces for future generations as a permanent living legacy of this great event.

You may already have heard of the original 1936 King George’s Field scheme in which over 400 playing fields were preserved and safeguarded for the public benefit and dedicated to the memory of King George V. These fields are now owned by the National Playing Fields Association and managed on their behalf by either a council or a board of local trustees. The nearest of these is in Brentwood at Hartswood Park, off the Ingrave Road.

In Loughton, Hillyfields, the Roding Valley

Recreation Ground and the Willingale Road Playing Field will soon be protected under a non-charitable trust deed in partnership with the Fields in Trust charity as public playing fields and recreation grounds for the benefit of the inhabitants of Loughton.

The names of these well-known local spaces will not be changed but dedication plaques will be installed to record their new protected status.

The vision of the Fields in Trust charity is to ensure that everyone – young or old, able or disabled and whether they live in an urban or rural environment – has access to free, local outdoor spaces for all kinds of sport, play and recreation.

Queen Elizabeth ll Fields Challenge

THE RESURFACING of the tennis courts on the Roding Valley Recreation Ground is finally underway. The town council had been building up funds for these works for some years but, with material costs continuing to escalate, we were concerned that the project would not be completed in time to be part of the sporting legacy that the 2012 London Olympics will bring. So we were grateful when Essex County Council stepped in to help with a £10,000 grant from its Big Society Fund.

Works will see the existing tarmac surface re-laid with free draining macadam, internal fencing to provide five playing courts and one multi games area and new court fittings. The multi games area will be surrounded by stronger rebound wire fencing and provide facilities for basketball, five-a-side football and a cricket practice wicket.

We also have plans to provide free tennis coaching sessions in the Easter holidays in 2012 to encourage local residents of all ages and abilities to try out the improved facilities.

INCIDENTS DURING the past summer months have seen high quality power tools, hand tools, road bicycles and mountain bikes, being stolen from sheds, garages, farm outbuildings and lock-ups across Essex. As winter closes in, owners are being urged to assess the security of their property.

The police offer the following practical steps that can be taken to reduce the risk of burglary:n Ensure that all sheds, garages, workshops, lock-ups and other outbuildings are in a good state of repair and that any damaged or rotten sections of their structure, which could make it easier for a thief to gain access, are repaired or replaced.n Use quality close shackle padlocks which cannot be easily levered or cut.n If you have a window in the premises, consider whether you actually need it and if not consider boarding it over securely. Otherwise, make the window opaque or cover windows to ensure the property inside is not on display. n Consider fitting key operated locks to any opening windows or screwing them shut.

n Where the building is a wooden structure, consider lining the property with plywood sheeting to make it more difficult for a thief to get through without proper tools and lots of time.n Consider fitting an alarm; these are readily available from DIY stores or local locksmiths.

n Chain any tools through their handles to large heavy items such as lawn mowers or cultivators. If you have neither of these, fill a bucket with concrete and, using a masonry fixing, chain your tools to this.n Mark all valuables within your premises with your postcode and house number; record serial numbers of all equipment and keep the records safe.n Good security lighting (consider installing a time switch or adding sensor lights).n Ensure that all sheds, garages, lock-ups or other relevant outbuildings, are securely locked and never left unlocked whilst unoccupied.

ESSEX COUNTY COUNCIL carried out a Winter Service review this year but, despite pressure from local councils, the scheme allowing them to install new salt/grit bins has not been reintroduced. Over the past years, the town council had installed some twenty five bins around the town. These will, as last year, be restocked by the Highways Authority at the start of the season and again after winter weather if stocks allow. We have been offered a limited delivery of salt in 25kg bags by ECC which will be made available to volunteers in those areas of the town where we had planned to install new bins. Residents in those roads will be contacted directly by the Services Manager, Paul Hoy.

Loughton Central county councillor (and town cllr) Chris Pond said, “I’m very disappointed the County has not learned from the sheer anger of residents last year that hilly side roads were not salted and that the salt bin scheme ended, and our order for six new bins countermanded.”

DETAILS OF the Heritage Lottery Fund’s grant for the National Jazz Archive were announced during the summer. The Archive, which is based at Loughton Library, tells the story of jazz and blues in the UK through photographs, printed articles, memorabilia, artworks and personal papers donated by leading musicians including Mike Westbrook and Ian Carr. More than 3,000 books, periodicals and bulletins covering over 600 titles are housed here.

The Archive was founded in 1988 by Digby Fairweather, and the HLF award will mean that this varied and wide-ranging collection can be fully conserved and catalogued for the first time. Many of the photographs and documents will be made available on a new “Story of British Jazz” website. This will host sound files of not only music but recordings of some of the iconic figures from British jazz sharing their memories.

Some of the biggest winners from this announcement will be the next generation of British jazz musicians, who will be given new opportunities to enjoy this fascinating collection through the Story of British Jazz website and through new exhibitions to be held at jazz venues and festivals around the country.

These young musicians will also be able to contribute their own memories and experiences to the Story of British Jazz. The National

Jazz Archive will be partnering with jazz radio stations to create a series of podcasts exploring the collection. www.nationaljazzarchive.org.uk

Primary pupils are green-fingered again thanks to SpecsaversASPIRING gardeners at Alderton Primary School can now get back to growing after a donation from Specsavers in Loughton enabled their greenhouse to be rebuilt.

The facility was destroyed by bad weather in February, abruptly halting the popular gardening club’s growing programme. Several pupils had been learning to grow their own plants, which were then exhibited and sold at school fairs.

On hearing this sad news the Loughton opticians, located at 231 High Road, staged a fundraising week to help. Staff sold flower arrangements and also collected

donations to raise the much needed cash.

Ray De Souza, store director of Specsavers in Loughton, says: ‘We heard about the greenhouse collapsing from our store manager, Julie, whose daughter attends the school. She told me about the work the gardening club does and we decided it was definitely something we wanted to help out with.

‘The fundraising week was very successful. The generosity of the local residents helped us to raise enough money to make a sizable donation enabling the school to purchase a new greenhouse.’

Mrs Camp, organiser of the gardening club at Alderton Primary School, says: ‘We’re so thankful to Specsavers in Loughton, without the donation we wouldn’t have been able to get back up and running so soon. All of the children are glad to be back potting their plants and getting green fingered ready for the summer fair!’
