WELCOMEto CitiSense 2104

On May 15th 2013, The World Bank and the City Council of Barcelona signed a Memorandum of Understanding to jointly promote innovation as well as share knowledge on sustainable urban development and the use of Information, Communication and Technology (ICT) in the delivery of public services.

The agreement between both institutions aims to allow the co-creation of new knowledge as well as the dissemination of good practices that the city of Barcelona and its partners have developed over the years. Barcelona has been working with many city and local government leaders across Europe and their stakeholders amongst industry, academia and civil society, a network that will be leveraged for the benefit of the World Bank and its clients.

Barcelona is a city at the cutting edge of technology adoption, policy making and global dialogue. The city annually hosts the Smart City Expo World Congress (SCEWC); a global reference event in the topic of Smart Cities in several domains such as energy efficiency, mobility, and governance among others.

As part of SCEWC, the Bank is organizing CitiSense 2014 on November 16th and 17th to showcase how urban innovation can bring a wide range of benefits to municipalities. The goals of CitiSense are to share innovative projects to enhance public service delivery through technology-enabled collaboration with citizens, and to promote interaction of experts and partners with cities from all over the world.

This work focussed largely on remote sensing, mapping, risk modelling for climate change adaptation in water resources, coastal zones, epidemics and food security. In 2004 Edward launched a technology start-up company for early warning systems in East Africa – focussed on a proof of concept for new diagnostic tools in malaria epidemic surveillance.

Arturo Ardila-Gomez is the Lead Transport Economist and Transport Practice Leader in East Asia Pacific. He oversees a portfolio of transport projects and research activities in China and Mongolia and provides overall technical support to the East Asia transport portfolio. He joined the Bank’s Latin America Transport team in 2007. Prior to joining the Bank he was director

of the Transportation Studies Group at Los Andes University in Bogota. A former Fulbright scholar, Ardila-Gomez holds a doctorate degree in urban transportation planning and a master’s degree in city planning from the Massachusetts Institute of Technology (MIT). He is also a civil engineer and holds a master’s degree in economics, both from Los Andes University in Bogota. He is the author of several peer-reviewed articles and a book. He is currently finishing a White Paper on sustainable urban transport finance and is starting research on Smart Cities, ITS, mobility and energy efficiency.

He has recieved recognition, along with his team, as the best CM in Spain for the TweetAwards 2013 and others.

The project of developing social networks for the police has been a qualitative and quantitative success, demonstrating leadership in Spain. Pekka Koponen is Development Director at Forum Virium Helsinki, a non-profit digital development company fully owned by the City of Helsinki. Pekka is responsible for the smart city project portfolio, where strong emphasis is on open data and open APIs. He is initiator of the CitySDK concept and focused on getting cities to truly co-operate in building their smart solutions, utilising

interoperable APIs, harmonized data formats and even open source software. Open collaboration with the developer communities benefit the cities by speeding up the development cycles and bringing down the costs. Pekka has over 25 years of experience in producing digital services and working at the intersection of state of the art technology and service design. He has previously worked both in the public and private sector, leading a development team of mobile services to Nokia and Hollywood studios at Starcut Ltd. and as a producer at the European City Of Culture office Helsinki 2000.

Jesse Marsh obtained his BA in Fine Arts at Williams College (USA) in 1975; with the Hubbard Hutchinson Fellowship he moved to Milan to work in the studio of Marco Zanuso, one of the fathers of the Italian school of industrial design, and later as a free-lance designer. In fifteen years of professional activity, he confronted a range of technologies, processes and product sector,

from chairs to artificial lungs, and received numerous patents and awards. Over the last five years, he has been an active member of the Living Lab movement, proposing a user-driven “co-design” approach to ICT R&D and innovation and regional development policies in general. He is the founder and coordinator of the Territorial Living Lab TLL-Sicily, a member of the ENoLL (European Network of Living Labs) since 2007, and has been Special Advisor to the President of ENoLL since 2009.

In that context, he is also an advisor to the City of Palermo for its Open Data and Smart City strategies and to the Italian regions of Sicily and Calabria (under contract with Formez) for the role of Social Innovation and Open Data in the regional Digital Agenda and Smart Specialisation Strategies 2014-2020.

CATALINA MARULANDALEAD URBAN SPECIALIST // WORLD BANK GROUP

Catalina Marulanda is originally from Colombia, but she is currently based in Washington DC where she works as a Lead Urban Specialist in the Urban and Disaster Risk Management Division of the Latin American and Caribbean Region at the World Bank. This role involves working with national and local governments on urban development, promoting initiatives that aim at making cities more economically productive, environmentally sound, livable and

less vulnerable, particularly for the poor. This is done through operations that focus on: (i) financing investments, (ii) providing technical assistance, and (iii) undertaking non-lending analytical and policy advisory work.

Denise is the Executive Director, Communications and Outreach for the international open standards organisation the Open Geospatial Consortium (OGC). In this role she is responsible for the planning and execution of marketing, communications and education programs to raise awareness and increase application of open geospatial and location standards by technology providers and users worldwide. Her other international roles include representation for the OGC at the United Nations Global Geographic Information Management (UNGGIM) committee and Chair of the Marketing and Outreach committee for the Global Spatial Data Infrastructure (GSDI) association. Prior to her role with OGC, Denise worked for over 12 years with the Victorian Government (Australia) in areas of strategic policy, collaboration and innovation. She currently lives in the United Kingdom with her family, though at times her children have thought she was living on the space station.

Arturo brings over 15 years of experience in telecommunications and financial services. Currently, as Senior ICT Policy Specialist in the Information and Communication Technologies Department at The World Bank, he spends most of his time helping client countries and cities design and implement projects (investment and technical assistance) on telecommunications (broadband, regulation, rural telecommunications), IT industry development, Smart Cities and local IT-based innovation in Latin America and East Asia Pacific.

Arturo is currently exploring the different mechanisms through which high speed connectivity can lead to economic growth, innovation, entrepreneurship, and poverty alleviation, from open development to services co-creation at the city and national levels. In particular, he is interested in design thinking for governments as an approach to increase the quality of public service delivery in developing countries.

Frank Sedlar’s work is motivated by the convergence of the world’s urban population with the effects of climate change, particularly flooding. As a graduate student at the University of Michigan he is working with researchers around the world to develop novel and interdisciplinary approaches to understand the technical and societal aspects of urban resilience. This has involved writing flood modeling software, designing emergency flood shelters, building wireless sensor networks and flying unmanned aerial vehicles. Most recently as a member of the PetaJakarta Project (info.petajakarta.org), Frank is exploring the potential of social media to monitor flooding in realtime in Jakarta, Indonesia. The Greentree Consensus seeks to capture the most important lessons learned by the information and communications

technology for development (ICT4D) community.

The Greentree Consensus represents a concerted effort by donors to capture the most important lessons learned by the development community in the implementation of information and communications technology for development (ICT4D) projects.

These principles seek to serve as a set of living guidelines that are meant to inform, but not dictate, the design of technology-enabled development programs.

These principles were inspired by the Greentree Principles of 2010, the UNICEF Innovation Principles of 2009, and the UK Design Principles, among others. THE NEGAWATT CHALLENGE

Negawatt is an international open innovation challenge for user-centered solutions to improve urban energy efficiency.

Negawatt is an international open innovation challenge that aims to get governments, startups and local communities alike around the table to develop user-centered solutions to improve urban energy efficiency.

The Global ICT Practice and the Energy Sector Management Assistance Program (ESMAP) of the World Bank are partnering to launch the Negawatt Challenge in Brazil, Ghana, India, Kenya and Tanzania. The global initiative aim to transform cities into more sustainable and energy efficient places by identifying specific urban energy challenges and generate scalable, bottom-up technology and business solutions using an open innovation methodology. The Negawatt Challenge will identify relevant business models, hardware and software solutions that can reduce urban energy intensity, improve quality of service delivery in energy consuming sectors, and offer cost-efficient energy management tools and strategies for local city

MOZAMBIQUE SERVICE MONITORING SYSTEM/PLATFORM

“MOPA MAPUTO”

Citizen-driven ICT platform linked to social accountability and service management arrangements for monitoring and

improving urban service delivery.

Maputo, Mozambique’s capital and largest city, faces challenges providing adequate public services, especially in low-income periurban neighborhoods. The Maputo Municipal Council (CMM) has worked to expand and improve solid waste management (SWM) services with the support of the World Bank and several bilateral donors.

Through a 2014 Innovation Grant, the World Bank developed the beta-version of a software platform known

as Ntxuva that provides visualizations and statistics from citizen provided information about urban services. To overcome entry barriers for often marginalized and under-served periurban populations, Ntxuva will manage information from both designated citizen-monitors and spontaneous crowd sourced reports. The platform is designed to collect information from citizens via SMS, mobile app, and Web Portal; a voice interface in local languages is foreseen to enhance access by less educated, poorer populations.

Ntxuva will be piloted in early 2015. Reports tailored to stakeholder needs and preferences will be provided to municipal service managers and governing officials, to firms providing SWM services, and to citizens and civil society organizations. Scale-up and roll-out are planned for 2015-16.

All service related information is publicly available through an Open Data API compliant with Open311 - a widely known standard for citizen reporting used in more than 60 US and European cities. Ntxuva is based on existent Open Source solutions (Mark-a-Spot, a Drupal distribution for Open311 as well as VoIP Drupal for SMS integration) and its source code is publicly available via Github. The project also promotes engagement among the local software development/innovation community including firms, universities, and independent hackers/programmers.

SMART CITY GRAN CONCECPCIÓN

Co-creating the future of transport in Gran Concepción, Chile.

Smart City Gran Concepción is a project that seeks to implement open innovation methodologies to use technological solutions in municipal services and, in turn, to serve as a pilot for a Smart City model in Chile.

The project began in January 2014 and is comprised of 5 phases:

• Ideation of technological solutions• Diagnostic and strategic support plan• Co-creation and innovation competition• Diagnostic and roadmap for a local innovation center• Results workshop

Each phase is conducted in a multi-stakeholder, collaborative and iterative fashion. Key activities include a Hackathon and innovation challenge,

The World Bank Group supports the Sustainable Energy for All initiative and is committed to work towards accomplishing the initiative’s three goals by 2030: a) universal access to electricity and clean cooking fuels; b) doubling the share of the world’s energy supplied by renewable sources from 18% to 36%, and c) doubling the rate of improvement in energy efficiency.

As part of its portfolio of activities, the World Bank is looking at the potential for big data analytics in transforming the energy sector.

What is the goal of this survey?This survey is part of a World Bank effort to populate a database of early movers and pilot initiatives in the energy data analytics space with the aim to better understand the potential use of data and the limited access to relevant data for energy sector projects. Cleanweb: facilitating resource-efficient consumption, offering actionable environmental data and disrupting cleantech

financing models.

Traditionally, clean technology investments (cleantech) in areas like renewable energy, mobility and water management have required high upfront capital and long implementation periods. Today, the use of ICT for development can enable a more efficient use of resources. Cleanweb, the digitalization of cleantech, provides a new range of solutions offering low-cost, highly scalable alternatives that can be executed rapidly. Cleanweb originates from the merging of three existing industries; cleantech, Internet of things, and the sharing economy (aka collaborative consumption).

According to the Cleanweb Initiative “Cleanweb is a grassroots movement committed to solving the world’s most profound issues related to resource constraints through the application of information technology”. Cleanweb offers a series of advantages compared to traditional cleantech that makes it particularly relevant for developing and emerging markets, including its potential for lean and agile development, low-capital requirements, low-risk and scalability. Cleanweb can help developing countries take advantage of an estimated $6.3 trillion dollar of investments in cleantech over the next decade.

Open Innovation in Cities CoP is a platform for knowledge sharing and collaboration among practitioners worldwide.

Cities everywhere face growing influx of people and subsequent demand for public services. Investing in digitalization and Civic Innovation can reduce service development costs, account user needs in for the final solution and eventually lead to a more affordable delivery and accountable management of resources. Administrators want to learn from each other but approaches applied in participatory design often still reside as a tacit know-how in the heads of few committed practitioners. This initiative will bring practitioners together to identify, analyze and develop good practice applied in participatory design of ICT enabled services/policies in cities and to share it with peers in cities where mostly needed.

Barcelona: European capital of innovation

Last March, Barcelona was chosen European Capital of Innovation. This recognition is awarded by the European Commission and assesses initiatives and policies implemented in the city that create a good ecosystem for innovation. In this regard, Barcelona was awarded to the city which has made the introduction of new technologies to bring the city to the citizens.

Barcelona wants to be known to the world as a city of culture, knowledge, creativity, innovation and welfare. Barcelona aims to become a Smart City, where new technologies are to serve the people to improve their wellbeing and quality of life.

Icapital is based on three main elements that allow the interconnection of all the agents of an innovative ecosystem: Open Government (U-Government), Smart Cities (Smart Cities) and mobility (Mobility).

CENTER FOR INNOVATION IN CITIES

This is a research and consultancy center on the processes of open innovation in urban environments.

Over the past few decades, the challenges faced by municipal administrations, such as urban growth or migration, have become increasingly complex and interrelated. In addition to the traditional land-use regulation, urban maintenance, production, and management of services, governments are required to meet new demands from different actors regarding water supply, natural resources’ sustainability, education, safety, or transportation. Furthermore, today, cities are in strong competition for companies, tourists, and most of all talents, and they are also experiencing unprecedented socio-economic crises.

Innovation, and technological innovation in particular, can help city governments to meet the challenges of urban governance, to improve urban environments, to become more competitive and to

COMMONS FOR EUROPE

This project allows collaboration among different stakeholders pushing towards the transformation of cities.

Commons4EU, is following the lead of Code for America in the application layer, starting the Code for Europe initiative, but at the same time it takes this one step further in the infrastructure field via the use of the Bottom-up Broadband Initiative, which aims to create network infrastructures for people by people.

It advocates for an approach aimed at promoting openness, multidisciplinarity and recombination while focusing in the key aspect of connecting citizens with their constituencies either in terms of participation or reducing administrative burden by using Information Technologies.

Commons4EU aims to support this approach by initially mobilizing a first core of 6 cities from 6 different European countries: Amsterdam, Barcelona, Berlin, Helsinki, Manchester, Rome and UK cities involved in the

FIWARE:

THE OPEN PLATFORM FOR SMART CITIES

FIWARE is a technological platform that aims to foster digital innovation by creating an open environment for developers.

FIWARE is an accessible open platform on the Internet that is creating an associated ecosystem to lower the entry barrier and make it easier for entrepreneurs to develop their apps on the Cloud. In this ecosystem, developers, data providers and technology providers meet. FIWARE is intended to build healthy ecosystems and ensure that the Internet of Things is not controlled by a small number of large companies.

For example, cities will be able to publish their open data on the online FIWARE sandbox, FIWARE Lab, so developers can create smart applications using this data and standard FIWARE APIs. Smart city applications developed and tested in one city can be replicated and amended in other cities, creating scale opportunities for developers. In fact, there are several

This includes Lisbon (Portugal), Trento and Torino (Italy), Espoo (Finland), Santander, Seville, Malaga, Valencia, Las Palmas de Gran Canaria, and Sabadell (Spain).This open approach will remove the barriers to ground-breaking innovation and energise developers and entrepreneurs to build the applications and businesses of the future.

We are talking about real results, real jobs and real innovation. One of the most relevant domains for the application of FIWARE technologies is associated with Smart Cities. FIWARE will provide technologies that permit the leverage of Open Data that the European administrations and institutions (and in particular, cities) publish.

EUROPEAN NETWORK OF LIVING LABS (ENOLL)

ENoLL is the leading international network of Living Labs with a vision of “empowering everyone to innovate”.

The European Network of Living Labs (ENoLL) is the international, non-profit, independent association of benchmarked Living Labs grown through ‘Waves’ of Calls for Membership applications with over 350 accredited Living Labs worldwide.

With a very extensive research literature about theory, models, methods and tools , Living Labs are very commonly described as “real-life test and experimentation environments, where users and producers co-create innovations, in a trusted, open ecosystem that enables business and societal innovation”. Living labs are supporting cities in embracing new technologies while facing the main societal challenges today and tomorrow.

ENoLL is the leading international network of Living Labs with a new defined vision of “empowering everyone to innovate”, enabling social change through open innovation and fostering, promoting and supporting community-centric innovation (products, services, models, processes and policies).

ENoLL is the meeting point for change makers. ENoLL is a community of Living Labs, Living Lab practitioners, researchers and experts, which focuses its activities on knowledge exchange, enabling cooperation in between members and with external organisations, identifying and disseminating best practices, and promoting and enhancing user-driven innovation ecosystems. ENoLL also aims at the Future Internet, Living Labs and city innovation convergence.

ENoLL organizes an annual event called Open Living Lab days (former ENoLL Summer School), meeting point of living labbers, researchers, policy makers and city innovators. The Open Living Labs days 2014 was held in Amsterdam in 2014. The 2015 edition will be held in Istanbul, Turkey, at the end of August 2015.

FAB CITY

The FAB City project aims to recover the power of cities as platforms to produce resources locally.

FAB City claims the idea that citizens are the center of knowledge, and can regain the capacities to produce locally using avant-garde and low technology to solve local problems, share the solutions globally with other citizens, empowering the creation of new solutions anytime, anywhere.

In the past, Urbanism meant the construction of cities through physical infrastructures; our recent “digital reality” brings us a new kind of urbanism which uses digital infrastructures to facilitate the interaction of people and cities, making them an active part of the urban dynamics. Citizens today have access to powerful tools to transform their cities; hyper-connectivity, social networks, smartphones together with the Internet, have changed the way we interact with our cities.

We envision that digital fabrication, being the connection between the digital and the physical, will be the new articulator of the new urbanism, throughout new infrastructure for local production, open source designs and making. Barcelona has taken the challenge towards this new urbanism, based on new approaches to the city’s functionality, searching for models of coexistence based on inclusive urban experiences.
