School zone flashers o locations governed by Highway Traffic Act (HTA) and City’s policy o schedule of flashing signals for elementary and high schools

In response to questions from Committee, Mr. Chan explained the following:

programming of signals by sensors

occurrences of signal malfunction at intersections and repair

activation schedule for left turn signals

timeframe for walk signals varies on the location of the intersection

replacing signalized intersections that are not busy with four-way stop signs regarded as unsafe

The following motion was considered: SC066-2016 That the presentation by Michael Chan, Supervisor, Traffic Signals,

to the Brampton School Traffic Safety Council Meeting of October 6, 2016, re: Responsibilities of Traffic Signals Division be received.

Carried 5. Program - Peel Safe and Active Routes to School Committee (PSARTS)

Violet Skirten, Crossing Guard Supervisor, reported that a meeting was held in Mississauga on September 23, 2016 with staff, representatives from the agencies, organizations and Metrolinx to determine the next steps for the School Travel Planning in Peel. The focus of the meeting was to determine a structure that will encourage students to walk to school. The results will be summarized and discussed at the next PSARTS meeting. Committee inquired about the process for introducing the program to new schools. Ms. Skirten indicated that information is provided, and if the school is interested, they must undertake the initial steps to promote the program with the assistance of the schools’ public health nurses. City staff will assist if required.

6. Program - School Travel Planning Program Below, for reference, is a list of schools participating in the School Travel Planning Program.

Castlemore Public School - 9916 The Gore Road - Ward 10 Violet Skirten, Crossing Guard Supervisor, provided details of a walkabout undertaken for Massey Public School on October 5, 2016. A walkabout is also scheduled for St. Jean Breubeuf Catholic School for October 11, 2016. Ms. Skirten referenced the walkabouts conducted in June 2016 for Castle Oaks Public School and Mount Royal Public School and advised that meetings with the school administration will be scheduled at a later date. With the assistance of the Region of Peel Health Services, several schools are expected to be added to the program for the next school year.

7. Program - Bicycle Parking Pilot Project

Violet Skirten, Crossing Guard Supervisor, advised that City staff is awaiting the final results of the bicycle project from staff of the Region of Peel. Another initiative by Region of Peel was undertaken that resulted in additional bike racks being provided to some schools.

8. Program - Peel Regional Police - Safety Committee

Violet Skirten, Crossing Guard Supervisor, reported that the Peel District School Board and Dufferin-Peel School Board have each identified representatives to chair the Peel Regional Police Safety Committee. A new structure for the Committee is being considered.

9. Correspondence 9.1. Correspondence, re: Ridgeview Public School, 25 Brenda Avenue – Ward 3

i. From Regional Councillor Medeiros, on behalf of area residents - Request to Review Parking Issues at Brenda Avenue and Kingsview Boulevard from 9:00 a.m. to 5:00 p.m.

ii. From Jason Kelly, Brampton resident - Review Request for Crossing Guard at the Intersection of Harold Street and McMurchy Avenue

Violet Skirten, Crossing Guard Supervisor, provided an overview of the request for a crossing guard and a review of parking issues at Ridgeview Public School. She advised that site inspections have been undertaken in the past two years, one as recent as November 2015. Requests for a crossing guard at Brenda Avenue and Kingsview were not supported by Committee at that time. All safety measures recommended by Committee with respect to traffic congestion and parking were implemented.

Ms. Skirten explained that residents have expressed concerns about safety at the intersection of Harold Street and McMurchy Avenue due to traffic and student volume.

Committee suggested having a discussion with the school administration. Staff confirmed that the school administration is aware of the concerns of parents and supports another site inspection. Committee agreed and suggested that the area Councillors be advised of the site inspection.

The following motion was considered:

9.2. Correspondence from Violet Skirten, Crossing Guard Supervisor, re: Response to Safety Concerns regarding Intersection of Humberwest Boulevard and Daisyfield Boulevard – Fairlawn Public School, 40 Fairlawn Boulevard – Ward 10.

Violet Skirten, Crossing Guard Supervisor, provided an explanation regarding the issues raised by parents with respect to safety of pedestrians/students who cross at Humberwest Parkway and Fairlawn Boulevard/Daisyfield Boulevard to arrive at Fairlawn Public School.

Ms. Skirten highlighted the following:

Site inspections undertaken in October 2015 and April 2016

Crossing guard was not recommended

Crossing Guard Gap study conducted by staff on September 19, 2016 resulted in the following observations: o increased traffic volume o aggressive driving o conflicts between turning traffic and pedestrians

Ms. Skirten suggested that a crossing guard be positioned at the intersection of Humberwest Parkway and Fairlawn Boulevard/Daisyfield Boulevard, based on the observations of the study conducted by staff.

The following motion was considered:

2. That a crossing guard be positioned at the intersection of

Humberwest Parkway and Fairlawn Boulevard/Daisyfield Boulevard.

9.3. Correspondence from Heather Hallihan, Brampton resident, re: Request for Site Inspection to Review Traffic Issues at Intersection of Woodward Avenue and Beech Street – Agnes Taylor Public School – 80 Beech Street – Ward 1.

Committee reviewed the site inspection request; staff responded to questions with respect traffic issues and suggested a site inspection be undertaken.

The following motion was considered:

2. That a site inspection be undertaken. Carried 9.4. Correspondence from Uzma Ahmed, Brampton resident, re: Request to Review

Traffic Congestion and School Property and School Street - Walnut Grove Public School, 10 Pinestaff Road – Ward 8.

Committee reviewed the site inspection request. In response to a question, staff advised that an accident was reported involving a child at the intersection of McVean Drive and Tappet Drive. Based on a site inspection by staff, it is suggested that a crossing guard be positioned at the intersection. The following motion was considered:

resident, to the Brampton School Traffic Safety Council meeting of October 6, 2016, re: Request to Review Traffic Congestion and School Property and School Street - Walnut Grove Public School, 10 Pinestaff Road – Ward 8, be received; and,

2. That a crossing guard be positioned at the intersection of

McVean Drive and Tappet Drive.

Carried 9.5. Correspondence from Wendy Benner, Brampton Resident, re: Request for

Crossing Guard and Review Traffic Concerns at the Intersection of Clarkway Drive and Castle Oaks Crossing Crossing Guard – Castle Oaks Public School, 155 Castle Oaks Crossing – Ward 10.

Committee reviewed the site inspection request. Staff advised that a previous site inspection was undertaken for the school in November 2015 and outlined the measures that were recommended. The following motion was considered:

2. That a site inspection be undertaken.

Carried 10. New School Openings

Trustee Darryl D’Souza, Dufferin-Peel Catholic District School Board, confirmed that St. Alphonsa Catholic School, located at 60 Olivia Marie Drive, was opened on September 6, 2016 with a population of 550 students. Anticipated opening of St. Daniel Camboni Catholic School is September 2017.

Trustee Carrie Andrews, Peel District School Board, advised that occupancy of Jean Augustine Secondary School, located at 500 Elbern Markell Drive, was delayed until October 31, 2016.

11. Changes - City's Perspective/School Boards 12. Additions to Schools/Expected Student Population Increase/Decrease

Trustee Darryl D’Souza, Dufferin-Peel Catholic District School Board, reported that enrollment for the Catholic Board has increased by 48 students. He indicated that a funding request has been submitted for three additional schools and the opening is targeted for 2018. Trustee Carrie Andrews, Peel District School Board, reported a growth of 270 students from September 2015 to 2016 in elementary schools and a decline in secondary schools of 493 students. In response to a question from Committee, Trustee Darryl D’Souza advised that projected population growth in new residential developments together with existing enrollment in schools determine the number of new schools required in the future.

13. Brampton School Traffic Safety Council Promotional Activities

Violet Skirten, Crossing Guard Supervisor, advised that the current promotional video is outdated. She will be meeting with Kelly Brooks, Senior Advisor, Communications, to discuss the promotional material that is most effective for a new video to convey the message to the public.

15. Other/New Business 15.1. Mike Mulick, Acting Manager, Enforcement and By-law Services, Corporate

Services, re: School Patrol Statistics - 2016

Mike Mulick, Enforcement Supervisor, Enforcement and By-law Services, provided an overview of the number of school attendances and tickets issued for non-compliance for the month of September. In response to questions regarding the Khalsa School located on Maitland Street, Mr. Mulick explained that due to the large student population, the vicinity is considered a high traffic area. An officer is assigned to monitor traffic during arrival and dismissal times and tickets have been issued for non-compliance with the posted ‘no parking’ and ‘no stopping’ signs in the area. Committee commented that ongoing construction at the school may also create additional traffic issues. The following motion was considered:

By-law Services, to the Brampton School Traffic Safety Council Meeting of October 6, 2016, re: School Patrol Statistics – 2016 (File BH.c) be received.

Carried 15.2. Discussion at the request of Councillor Pat Fortini, re: Parking and Traffic

Concerns at North Park Secondary School- 10 North Park Drive – Ward 7

Councillor Pat Fortini indicated that parents are encountering parking and traffic congestion at North Park Secondary School. Committee discussed the matter and acknowledged the traffic congestion at the intersection of Williams

In response to a question from Committee, staff provided an overview of the collision history for Airport Road and Eagle Plains Drive.

The following motion was considered:

SC074-2016 1. That the Site Inspection report to the Brampton School

Traffic Safety Council Meeting of October 6, re: Eagle Plains Public School – 40 Eagle Plains Drive – Ward 10, be received;

2. That the Manager of Traffic Services arrange for No Parking

signs to be placed on the south side of Camrose Street from Airport Road for approximately 50m.; and

3. That the Manager of Enforcement and By-law Services

arrange for an officer to be present to ensure traffic signs are observed on Camrose Street; and

4. That the Region of Peel be requested to review the

intersection of Airport Road and Camrose Street and report on traffic accidents; and

5. That the Region of Peel provide a response to the Manager

of Traffic Services regarding the possibility of a crosswalk at the intersection of Camrose Street and Airport Road; and

Committee reviewed the observations and recommendations in the site inspection report. In response to a question, staff confirmed that at the time of the site inspection the Kiss and Ride area was closed at arrival and dismissal times.

Dave Marcotte, Maintenance Services, Peel District School Board, stated that

he was unaware of the closure and will address the matter. The following motion was considered:

Traffic Safety Council meeting of October 6, 2016, re: James Potter Public School – 9775 Creditview Road – Ward 5, be received; and

2. That the Manager of Enforcement and By-law Services

3. That the principal arrange with the Manager of

Enforcement and By-law Services for an officer to be present to ensure Fire Route signs on school property are observed; and

4. That the principal be requested to open the Kiss and Ride

Services, re: Correspondence - Parking and Unsafe Vehicular Activity in School Zones.

Mike Mulick, Acting Manager, Enforcement and By-law Services, provided an overview of the subject correspondence which was forwarded to all schools. He highlighted the common parking violations in school zones and the fines associated with non-compliance.

Committee inquired whether information/evidence of non-compliance may be collected by an officer and mailed to a resident who has left the area. Mr. Mulick explained that the preference is to address the issues encountered by educating vehicle drivers and when necessary, to issue the ticket on-site to those who are in violation. The following motion was considered:

An invitation from the Ontario Traffic Council for a workshop on School Zone Safety on November 15, 2016, was circulated to Committee. Violet Skirten, Crossing Guard Supervisor, explained that the invitation is an opportunity to listen to speakers on several subjects, including speed limit review in school zones, school travel planning program and traffic calming pilot project. She suggested that a member of the Committee attend the workshop. Members interested in attending may contact her directly.

Subject: Crossing Guards on Balmoral Drive, Brampton

Good Morning,

This morning at 8:14am, a child crossing the street at Balmoral Drive and Edenborough

Drive was almost struck by a car doing well over the posted 40km speed limit. It was

dark and raining and I know visibility was not great but the cars in all other lanes were

stopped while this car sped on through. If I hadn’t slammed on my horn and the child

looked up, he would have been hit for sure. What I’m describing is a regular occurrence

in the mornings on this street. Many drivers don’t even stop for crossing unless a guard

is there. I called one of the elementary schools on the street, their crossing guard only

starts 30 minutes before their start time, which would be 8:45am. Most of the other

schools have already started by then. The high school on the corner of Bramalea and

Balmoral starts at 8:30am and Earnscliffe Senior PS starts around the same time. I’ve

seen children attempting to cross Balmoral Drive as early as 8am.

There is a crossing light in front of Fallingdale Public School on Clarke Blvd. I can’t

remember what year it was installed but I went to that school as a child and I remember

when kids were hit by cars at the crossing, even with a crossing guard. I think that’s

what prompted the light to be installed. We shouldn’t wait for a child to be hit by a car to

make some much needed safety changes. At the very least there should be crossing

guards at all crossings starting at 8am but what would really help would be a crossing

light. Maybe some police presence as well? I’ve never seen a police car in the morning

in that area making sure that drivers aren’t speeding in a school zone. What needs to

be done to get a light installed at the corner of Balmoral Drive and Edenborough Drive?

Or somewhere in between the three schools in that area?

Observers Present: Citizen Members: Daminder Ghumman (a.m.), Stephane Mukendi (a.m.) Rakesh Joshi (a.m.), Mike Moffat (a.m./p.m.), Patrick Doran Chair (p.m.), Karla Bailey (p.m.), Councillor Fortini (p.m.), Violet Skirten, Crossing Guard Supervisor (a.m.), Kim Bernard, Team Lead Crossing Guard (p.m.)

Observations: 1. Castle Oaks Public School is located on the south west corner of the intersection of

Castle Oaks Crossing and Clarkway Drive. 650 students attend school in Kindergarten to Grade 8 and French Immersion in Grades 1 to 4. The school is serviced by 3 large school buses and 2 small buses.

2. Clarkway Drive is signed at 50km/hr and Castle Oaks Crossing is signed at 40 km/hr.

Fluorescent yellow school signs are positioned on Castle Oaks Crossing in the vicinity of the school and bike lanes are painted on the roadway. Parking is not restricted on Castle Oaks Crossing for the entire length of school property.

3. The intersection of Clarkway Drive and Castle Oaks Crossing is signalized and the ladder

striping is faded on all legs of the intersection.

4. The entrance to the school is a one way driveway located on the west side of the

school. Drivers proceeded directly to the Kiss and Ride area and the parking areas. Drivers turned left and entered the bus loading and visitor parking area.

5. Students walked with or without parents, crossed at the intersection of Clarkway Drive and

Castle Oaks Crossing; most of the students did not use the push button to activate the walk signal. Pedestrians had sufficient time on the walk signal to complete crossing the intersection before the signals changed, if the pedestrian button was pushed.

6. There were no conflicts with pedestrians and drivers during both site inspection times.

7. During the morning, some drivers parked on the north and south side of Castle Oaks

Crossing in the area of the school. Drivers parking on the north side allowed students to cross the road midblock which was not safe. At the afternoon dismissal time, drivers parked or stopped on both sides of the street and some vehicles blocked the entrance and/or the exit driveways.

8. Traffic congestion was observed in the morning and afternoon due to the merging of

two lanes in the parking lot, one from the Kiss and Ride lane and one a from the parking area.

Recommendations:

1. That the Site Inspection report be received; and,

2. That the Manager of Traffic Services be requested to arrange for the implementation

of the following:

No Stopping, Monday to Friday, 8:00 a.m. - 5:00 p.m. on the north side of Castle Oaks Crossing from the west property line to Clarkway Drive.

“No Stopping” corner restrictions on the south side of Castle Oaks Crossing on either side of the entrance and exit driveways of the school.

Pavement markings at the intersection of Castle Oaks Crossing and Clarkway Drive be refreshed

Crossing Guard staff to observe pedestrians at the intersection and review proper crossing procedures with them; and,

3. That the Manager of Enforcement and By-law Services be requested to arrange for the

enforcement of the new parking /stopping restrictions on Castle Oaks Crossing when the signs are installed; and,

4. That based on the site inspection, an adult Crossing Guard is not warranted at the

intersection of Castle Oaks Crossing and Clarkway Drive; and,

5. That the Peel District School Board review the design of the parking lot in the Kiss and

Ride and parking lot area with respect to safety; and,

6. That the principal provide information to educate parents and students on safety rules and

driver awareness.

Observations: 1. The school is located north of the intersection of Woodward Avenue and Beech Street, on

the east side of Beech Street. 701 students attend the school which is serviced by nine large buses, five small buses, one mini school bus, and one private daycare bus.

2. It is an All Way Stop intersection with fresh ladder stripping on all legs of the intersection.

North of the intersection of Beech Street, 40 km/h is posted along the front of the school where it meets Centre Street. South of the intersection of Beech Street, the speed is posted at 50 km/h. “No Stopping”, 8-5, Mon-Fri signs on west side of Beech Street from Woodward Avenue to Salisbury Circle.

3. A crossing guard is located at the front of the school at the intersection of Beech Street and

Salisbury Circle, across the south leg of the intersection.

4. Some north and southbound vehicles made rolling stops at this intersection, more so in the

morning than the afternoon. The majority of pedestrians crossed at the east leg of the intersection. Sufficient gaps in traffic were visible at the intersection. Students arriving at the crosswalk made eye contact with drivers and crossed safely. There were no safety concerns.

5. Drivers parked north of the intersection on the east side of Beech Street between the intersection and the Kiss and Ride entrance. Buses on Woodward Avenue trying to turn right onto Beech Street, encountered difficulty making the turn because of the parked vehicles.

Observations: 1. Ridgeview Public School is located on Brenda Avenue between Harold Street and Kingsview

Boulevard. Signs are posted on both sides of the street to restrict parking/stopping. A “Bus Loading Zone” is located on Brenda Avenue in front of the school. The school is serviced by 8 large buses and 3 small buses. Sufficient staff was present to escort the children in a timely manner. At both inspection times, one vehicle was parked illegally on the east side of Brenda Avenue. Another car did a three point turn in front of the school during pick-up time, but traffic was not impeded.

2. In the morning, after the school buses left and the bell rang, drivers stopped to let out

students in the bus loading area. As the area is signed No Parking, this is technically legal.

4. The second group of members observed the intersection of Harold Street and McMurchy

Avenue to conduct a study to determine if a crossing guard was warranted. The intersection is an all way stop with enhanced pavement markings. During the site inspection, there were 10-14 students and the majority walked with adults. There was no conflict between drivers and pedestrians and the drivers gave the right of way to pedestrians. Sufficient safe gaps allowed pedestrians to cross safely.

Observers Present: Violet Skirten, Supervisor Crossing Guards, Traffic Services (a.m.); Trustee Carrie Andrews, Peel District School Board; City Councillor Pat Fortini; John Clarkson, Operations Manager, Peel District School Board; Kent Murry, Peel District School Board; Daminder Ghumman, Citizen Member (a.m.); Rakesh Joshi, Citizen Member (a.m. ); Tracey Guerreiro, Coordinator, Transit ( a.m.); Kim Bernard, Team Lead (p.m.); Mike Moffat, Citizen Member (a.m. & p.m.); Marcy Macina, STOPR (p.m.); Michael Lobraico, Citizen Member (p.m.).

Observations: 1. The school is located on the West side of North Park Drive at William’s Parkway.

2. From North Park Drive, an entrance/exit is located at northerly end of the school property

that leads drivers to the Kiss and Ride and parking lot. The south driveway is signed Bus and Emergency Vehicles. It is the only driveway leading into the bus drop-off/pick-up area and the parking lot/Kiss and Ride which exits onto North Park Drive. Flexible posts are placed between the parking lot/Kiss and Ride area and the bus loading driveway to ensure drivers exit through the northerly driveway.

3. In the front of the school signage is posted indicating: Bus loading zone and No Parking,

Monday to Friday, 8-5 signage on the west side of North Park Drive; No Parking, Monday to Friday, 8-5 on the east side of North Park Drive.

4. The speed limit on North Park is 50 km/hr and 60 km/hr on Williams Parkway. Fluorescent

green school signs and Community Safety Zone signage are positioned on North Park Drive.

6. The school is serviced by one small bus and five large buses that load/unload in the bus

loading area with approximately 1,300 students.

7. Two crossing guards are positioned at the intersection of North Park Drive/Williams

Parkway and Howden Boulevard, crossing the east and south legs to serve Russel Barber School Public School and St. Marguerite Catholic School. This is a busy intersection with both vehicular and pedestrian traffic.

8. During the site inspections drivers dropped off and picked up students on New Hampshire

Court (just north of the school). A “no exit” sign is located at the entrance to New Hampshire Court. Eleven vehicles stopped in morning and 19 stopped in the afternoon. In the morning, the drivers dropped off students and made 3 point turns to exit the street. In the evening, drivers parked on both sides of the street and North Park Drive. This made it difficult for other vehicles to enter or exit this street.

9. School staff who worked in the bus loading area did not wear safety vests and were not

easily identified as school staff

10. Drivers who used the “Kiss and Ride” and parking lot appeared to move well both during the morning and afternoon. Some congestion occurred on school property when drivers exited from the parking lot onto North Park Drive. Ladder striping the width of a sidewalk is identified along the length of the Kiss and Ride area, but no physical sidewalk is available for student drop-off.

11. Buses used the bus loading area on school property and no buses were seen loading or

unloading on North Park Drive in the signed bus loading area. A small bus that didn’t appear to be student transportation dropped off a child.

12. During the morning a number of drivers utilized the bus loading area instead of the Kiss and

Ride. There were fewer in the afternoon.

Recommendations: 1. That the Site Inspection report be received, and,

2. That the Manager of Traffic Services arrange for the implementation of corner restrictions on

New Hampshire Court at North Park Drive; and,

3. That the Peel District School Board review the following:

The possibility of widening the northerly entrance and exit to the school parking lot and Kiss and Ride.

Review the “Kiss & Ride” area to establish if a physical barrier separating pedestrians and vehicles is required; and,

4. That the principal provide information to educate parents on the Kiss and Ride process and to

discourage drivers from using the bus loading lane/area as a Kiss and Ride.
