    March 10, 1948 - DAWN OF A NEW ERASince Independence, muslims

    have done everythingpossible to adjust and accomodatethemselves to the new conditionsand environment and move

    with the spirit of the times andthe changed atmosphere in thecountry. The Indian Union MulsimLeague is the real champion ofthis transformations. A closer lookat the history of the party wouldreveal how Muslim League hasbeen instrumental in this process ofchange. The Indian Union MuslimLeague right from its inception onMarch 10, 1948, represented aremarkable chapter in the historyof Indian Muslims who were caughtup in the traumatised experienceof partition.

    Muslims in the pre-Independent

    India naturally felt the need for abody of Muslims which could make

    known to the then Government

    and Parliament their requirements,wishes, disabilities and problems.They felt rightly that Muslimsshould unite politically. These inbrief were the major factors whichled to the formation of the All IndiaMuslim League in the year 1906,in Dacca, under the leadershipof Muhammed Shah Aga Khan.Nawab Mohisinul Mulk, Nawab

    Vakarul Mulk, Nawab SalimullahKhan of Dacca were the foundingfathers of the All India MuslimLeague. The crescent and stargreen flag designed for the partynow attains the age of 106 years.

    has begun with an impressive

    function organized by the

    Party at the National Capital.

    State for External Affairs and

    HRD, has inaugurated thecelebration at a function held

    here at India Islamic Cultural Centre auditorium. IUML National Vice

    President Iqbal Ahmed Advocate, M. Abdul Rahman M.P.(Lok Sabha),

    Uttar Pradesh State IUML President Moulana Kausar Hayat Khan, Delhi

    State President and National Secretary Khorrum Anis Omer addressed

    the meeting.

    In his elaborate address on the long and rich history of the IUML,

    E. Ahamed has said that the party throughout its history has always

    stood for the unity and integrity of the Nation, it has always promoted

    communal harmony. Quoting the Aims and Objectives of the party clearly

    laid out by the founder leader Qaide Millath Mohammed Ismail Sahib,

    he said that the IUML never deviated from its cardinal principles. He

    challenged the adversaries to prove otherwise. IUML always stood for

    the protection of the rights of the minorities and backwards, but never

    tried to flare up the communal passion - he said.The meeting, started with the recitation from Holy Quran by Delhi

    State IUML Vice President Moulana Nisar Ahmed, was attended by

    many party functionaries from Delhi and neighboring states including

    Jharkhand State IUML President Syed Amjad Ali, Uttarakhand State

    General secretary Ghalib Hasan, Delhi State General Secretary Dr. M. S.

    Ahmed and many leaders of the Partys frontal organisations.

    The Election Commission of India in its order March 3, 2012 notifriedthat the commission had accorded recognition to the Indian Union

    Muslim League and alloted Ladder symbol to the party.

    Hailing the Election Commission order as historical E. Ahamed the

    party National President in a Press Meet in New Delhi on March 5, 2012

    stated that the Election Commission had rejected the objection raised by

    some vested interest over the nomendature of the party.

    He said the founding day of the party March 10, would be celebrated

    as a day of victory.

    On March 10, 2012, the Indian Union Muslim League has

    commenced its 65th year journey.

    We have been consistently supporting for the unity and integrity

    of India.

    We have all along been working to maintain friendship, fraternity,

    good will and for communal amity with all the communities in India.

    At the same time, we have been striving to preserve the religious,

    social and cultural identity of minorities particularly of the Indian

    Muslim Community. We implement this by declaring national

    unity, communal amity and cultural identity. Having adopted this

    triple pearl as our basic policy , we earnestly work to establish

    an unblemished democratic philosophy in India.

    We have to toil to get social and religious justice to all.

    Indian Muslims aspire to see that India shall be and must be a

    best model nation loved by one and all.

    People in the independent India might have forgotten Allama

    Mohamed Iqbal, the poet par excellence but none could forget his

    popular song Sahrejahan se acha Hindustan hamera - of all the

    countries of the world, India ours is the best.

    To make India great, its people should cherish love in their

    hearts. We have to involve ourselves in this task.

    The French philosopher Earnest Renan defines how a nation is

    made. A nation is made neither by race, nor by religion, nor by

    geography but is made by a common moral consciousness.

    We must work as Renan mentioned to flame the light of the

    common moral consciousness in the hearts of the Indian people.

    The Election Commission of India has now approved the merger

    of Kerala State Muslim League committee with IUML, granted

    recognition to the party and allotted the ladder symbol to it.

    The IUML for the first time in history has found a place along with

    the list of other recognised parties like AIADMK. DMK, Congress,

    BJP, two Communist Parties, and so on.

    It has become a historical compulsion on Iuml to commence the

    work for the future growth, progress, development and to attain a

    distinct place for India in the International arena.

    The path is precise, the goal is clear and hope the journey will

    be steady.

    Let us lead the people on to the nationalistic path to reach the

    common moral altitude to enable them to glimpse the modernworld with a new vision and mission.

    IUML starts a new journey in the country on the set pathway of itsgolden ideals. The vision 2020 gives a clear picture of IUML programme

    for the future.

    The Vision 2020 enumerates the following goals to be pursued with arenewed vigour and zeal in the democratic.

    1. Political : Enhancement of Participation in Governance

    2. Social : Commitment for the creation of pluralist society

    3. Economic : Need for micro level economic interventions

    4. National level think tank

    5. Research Centre and Data Bank

    6. Archives and Audio Visual Documentation Centre

    7. Media Cell and Core media group

    8. Human Rights education and Legal Aid cell

    9. Empowerment of Women

    10. Appropriation of Technological innovations

    11. Environmental Protection

    12. Civil Society Organizations and NGOs

    13. Primacy on Education and skill development

    In order to achieve the above said goals the guidelines for strengtheningIUML have been prescribed. The workers of IUML and the heads of the

    various levels of organization have to strive for strengthening the party

    organization from the primary to the National level.

    The first and foremost task of each IUML worker is to have a well

    organized unit of the party at primary (ward of division), municipality,

    panchayat, taluk and district level. In order to run the party machinery

    effectively, we must strengthen the organizational set up and broaden

    the party work in accordance with the policies of the party. For a

    concerted and coordinated move at the national level, there is the need

    for a uniform policy with regard to party structure, political alliance and

    grass-root level organization throughout India.

    After strengthening the organizational set up, every state committee

    should review the organizational apparatus at state and district level

    and organize frontal organization namely, youth, students,women and

    labours. However, priority should be given to strengthen the base of theparent body, the IUML and the formation of frontal organizations should

    be completed in accordance with the following.

    Muslim Youth League

    The youth who endorse the ideology and policies of the Muslim league

    should be organized under the banner of Muslim Youth League. The

    youth wing of the Party should strive to implement all programme of the

    party in the areas of politics, education and culture, poverty alleviation in

    the community. Relief work and welfare programmes for the benefit of

    the economically and educationally backward sections of the community.

    The Youth League should also focus their attention on stalling anti

    muslim campaign let loose by the fascist elements and extreme activities

    of the members of the community which create ill will and disharmony

    between the Muslims and other communities. The nefarious design of

    these overzealous people who endeavor to tarnish the image of Islam

    and Holy Quran should also be resisted through established means anddemocratic process.

    Muslim Student s Federation

    The State committees should strive hard to organize Muslim StudentsFederation in Madrassas, Upper Primary and High Schools, Colleges andother educational institutions wherever there are sufficient number of

    Muslim students.The first and foremost duty of MSF is to propagate the basic ideals

    which the IUML stands for and to motivate the members of thecommunity to prosper. They must try to inculcate fundamentals of Islam

    and understand the changing world around them. Maintaining theiridentity, they have to promote unity among the Muslim students.

    Being disciplined, obedient and dynamic in learning modern science

    and technology, history and culture, they must widen the horizon of theirknowledge.

    They must also try to be role model for future generations to understand

    and promote cohesion and also to make them fit enough to live in pluralsociety, holding up their identity and faith. The state committees anddistrict level committees should extend all help and encourage them to

    realize their success and extend help including finances to pursue theirstudies.

    Womens OrganizationWomens political and social empowerment has gained much attention

    in the current political debate. In view of the impending constitutionalchanges providing special reservation for women in the Parliament and

    State Legislative Assembly seats, the Muslim League cannot keep alooffrom this move. We should make the women realize their prime duty;to build a happy home based on the principles of Islam, to strengthen

    the moral fabric of our society and to perform the duties as daughter,mother and wife. Besides, they should also be sensitive and vigilant tothe social, economic and political changes taking place in our country.Our sisters should also be convinced of the important role they have

    to play in building up the community and the nation as well. Theirparticipation in the governance of the country has become very vitalthough active politics may not be possible for every woman. They can

    always support and cooperate by achieving participatory representationin democratic institutions like Panchayats, Legislative Assemblies andParliament, for the welfare of the community. They are a vital force in

    deciding the electoral outcomes. The State Party leadership should takecautious and correct steps in organizing Womens League units at stateand district and if possible at local level.

    Trade Union

    Trade union activities are warranted widely is the country and there in

    an imperative need for the Party to have labour unions at the national andthe state level. Kerala State where all the different frontal organizationsof the party are very strong, should be a role model for other States

    to organize trade unions along the line of Swatantra Thozhilali Union(STU).

    It is the responsibility of the National and State leadership to provideguidelines for up-to-the mark functioning of frontal organizations. There

    should be consistent effort from the side of IUML at each level to monitorthe activities and programmes of the frontal organizations. IUML is all

    set to float the Muslim Youth League, the Muslim Students Federation,the Womens League and Trade Union at the national level.

    Declares Prof . K.M. Kader Mohaideen

    Moving swiftly on the receipt of the recognition orderfrom the Election Commission of India the National GeneralSecretary and the Tamil Nadu State IUML President Prof.K.M. Kader Mohaideen addressed a press meet on March 6,

    2012 at the Press Club, Chennai and decleared that the March10, the founding day of the party would be celebrated as a dayof victory.

    He traced in the course of the interview the origin anddevelopment of the IUML and its evolution from the All IndiaMuslim League. He further stated the party had been funtioningunder the state names in various states in the country.

    All the M.P.s and M.L.A.s were elected from the State ofKerala under the name and title of Muslim League Kerala StateCommittee. Since the party resolved to function under the

    name of IUML, the party approached the Election Commission

    of India and submitted affidavits from 20 MLAs and 2 MPs fromthe State of Kerala for the merger of Muslim League Kerala

    State Committee with the IUML.The Election Commission after following the due process of

    Law and hearing the objections raised by Dawood Mia Khan

    and Basheer Ahamed Khan in this regard, passed the historicalorder on March 3, 2012 upholding the merger and rejecting theobjection.

    The Election Commission by its order recognised the IUML

    and alloted the Ladder symbol to the party. Further the order

    clearly states There were some communications

    received from two individuals, viz. Sh. Dawood

    Miakhan and Prof. Basir Ahmed Khan opposing

    the merger. It was, however, seen that neither of

    them were members of the above party and thushad no locus standi to raise matters relating to the

    IUML.He warned that legal action would be initiated against the

    vested interests who dare to use the party name and the flag.

    He said the 65th founding year of the party would be celebrated

    on March 10 as a victory day in length and breath of the State of

    Tamil Nadu. In New Delhi, the celebration would be held under

    the presidentship of E. Ahamed.

    He said, A grand victory celebration would be organised on

    March 23, 2012 in Siraj Hall, Hotel Imperial, Egmore, Chennai.

    In the State IUML General Secretary K.A.M Mohamed

    Abubacker, Treasurer M.A.S. Shajahan, M. Abdul Rahman M.P.,

    and other office bearers of the party were present in the press

    meet.

    Every Muslim Leaguer is proudof his mother organization thathas successfully completed its 64years of existence in the Indianpolitical arena on March 10, 2012.

    Inspite of many odds our existencefor the past 64 years is reallytremendous. But we must also

    realize that existence alone can notbe considered as success. As EarlNightingale states success is the

    progressive realization of a worthygoal. Success will not come bymere wishing, dreaming, observing

    ritualistic practices . Success can be

    achieved by sacrifice, hard work,commitment and determination.

    We must remember there is nosubstitude for hard work. Prayersare only answered when they aresupported with action. Remember

    the Prophetic saying tie yourcamel, have faith on Allah.

    Enlist the service of

    capable people

    The party will grow only if weenlist in to its ranks the finest

    representatives from the variouswalks of life, politically conscious,totally committed selfless and

    courageous people who are ready tooffer their service to the party. Howcan a community representative

    organization become strong whenits intellectual. Wise, capableand altruistic men lie unused,discouraged, perhaps unknown.

    The knowledge unapplied in actionis a pale academic vanity. TheIrish philosopher and politician

    Edmund Burke states that socitiesare not destroyed by the activitiesof rascals, but by the inactivity of

    good people. Are we properlytapping the human resources fromour community?

    Training to t he

    party workers

    We must train the partyworkers to be always in the thick

    of the Musluims, know their needs,respond to their sentiments anddemands, and do every thing to

    promote their wellbeing and try to

    solve their genuine problems. Weneed to educate our workers in aparty spirit inculcating the values

    of vitues, piety and service.

    Loyalty to t he party and

    Leadership

    It is only under the guidance

    of the party leadership that thevictory can be achieved, not by thescattered actions by the individuals.

    Loyalty to the party and leadershipis the basic requirement for a partymember. History is full of recordsthat disloyalty cost many emperors

    and their empires.

    Set Goals

    We need to set our goals. Ifwe fail to do so all our desires will

    become dreams. Let us set goals,work for the goals and fix a deadline to achieve the goals. We must

    motivate the party workers to

    candle than to curse darkness. Let

    us accept our responsibilities, work

    In Tamil Nadu Muslimmarriages are registered in the

    Daftars of Mohalla jamaats. The

    marriage certificates issued by

    the Mohalla Jamaats are held

    valid for legal purposes in the

    government offices and in the

    courts.

    Recently the Gopalapattinam

    Muslim Mohalla Jamaat which

    solemnised the marriage

    between Shahul Hamid and

    Ramzan Begam conducted an

    enquiry into the allegations of

    the wife against the husband.

    In the shariat panchayat of the

    Jamaat it was decided to accept

    the Talaq between the couple

    and to that effect the jamaat had

    issued the certificate that the

    couple had become separated

    from their wedlock.

    Ramzan Begam took care of the

    female child Moubika Refaana.

    She applied for passport for her

    child to the Regional passport

    officer in Thanjavur. The officer

    refused to accept the certificate

    of divorce issued by the jamaatand insisted that she should get

    the certificate of divorce from

    the court of Law.

    Ramzan Begam took this case

    to the Madras High court Branch

    at Madurai. Jastice Sashidaran

    had given the verdict-that It

    is not correct on the part of

    the Regional passport officer

    to say that he can accept

    only the certificate of divorce

    from the court of Law. TheTalaq certificate issued by the

    Gopalapattinam Muslim Jamaat

    has to be accepted and on that

    basis the passport is to be issued.

    The petitioner is governed by

    the Muslim personal Law. The

    Talaq certificate has been issued

    in accordance with the Muslim

    personal Law. The passport

    officer should not insist that

    the petitioner should bring the

    certificate from the court of

    Law.

    The peoples verdict in the five State assembly polls, despite thevaried political and other divergences of the States involved, has

    been remarkably forth right and unequivocal. There is absolutely no

    ambiguity about the mandate, barring perhaps in the Uttarkhand

    State.

    And, as it turned out, their reference has swung decisively

    in favour of Samaj Wadi party in U.P., in favour of Congress in

    Manipur and in favour of Akahali Dhal in Punjab and in favour of

    BJP in Goa. The Congess managed to capture power with help of

    the independents.

    It is an undeniable fact that in UP, the Samaj Wadi party has

    cleverly manoeuved to garner the support of the Muslims in

    big way by exploiting the Congress bungling over the minority

    reservation quota. Further the OBC + Minority formula evolved

    and expiremented in the UP played a miracle in the Utter pradhesh

    Election. The Charisma of Akilesh Yadhav the son of Mulaim Singh

    Yadhav has played a vital role in the UP Election and the Son

    Rising mela hasbeen successfully launched in the UP Politics.

    The Congress in Manipur and Akalidal in Punjab have created

    history by recapturing the power successively by an impressive

    margin. The neck and neck fight between congress and BJP in

    Uttarkhand has resulted in the hung assembly in the State paving

    the room for horse trading.

    The Chief Election Commissioner of India S.Y. Quraishi has

    rightly stated in his interview to the Times of India dated 7.3.2012

    and agree with the Times of Indias view - Even before the poll
